The City of Indianapolis asked BLN to provide a solution to calm traffic throughout the IUPUI campus corridor in downtown Indianapolis. Pedestrians and bicyclists had numerous conflicts with cars and buses as vehicles were not observing posted speeds. BLN’s solution calms traffic, creates a sense of place throughout the corridor by adding gateway and aesthetic treatments, and provides dedicated facilities for pedestrians and bicyclists. With numerous university and civic events held throughout the project year within the project limits, it was critical to engage these stakeholders, identify conflicts and schedule construction phasing to minimize adverse impacts to students, faculty, staff, first responders, and others. Stakeholders included: City of Indianapolis, IUPUI, NCAA, 500 Festival Committee, Eskanazi Health, Reconnecting our Waterway, Indianapolis Bike Council, Indianapolis Cultural Trail, Indianapolis Department of Metropolitan Development, various neighborhood associations, and community groups. Phase one consists of intersection improvements to White River Parkway and New York Street, including improvements for the two-way conversion of New York Street. Phase two will include improvements along West Street and revitalize of New York Street. BLN completed a route/topographic survey for the roadways totaling 2.5 miles in length. The survey was completed on an accelerated schedule for the roadway, sidewalk and bike path design improvements, as well as the easement acquisition documents for the 15 tax parcels owned by the Trustees of Indiana University. BLN also secured one parcel via donation from IUPUI. BLN has designed and provided the following street and traffic improvements to the IUPUI campus corridor in downtown Indianapolis: • Two through lanes in each direction separated by an exclusive left turn lane at intersecting roadways and a raised median between intersections • A continuous flow intersection at Michigan Street/West Street intersection featuring a northbound displaced left turn lane allowing overlapping of signal phases and provide improved level of service • Reconstruction of the New York Street/White River Parkway intersection will provide traditional geometry and better accommodate pedestrians and bicyclists • Conversion of Blackford Street to two-way traffic between Michigan Street and New York Street and widening of Blackford Street at Michigan Street will provide exclusive left turn lanes Improved safety features for the area include bicycle lanes and two-way bicycle paths, which will include solar powered cycle guide lights. Modernized traffic signals and pedestrian hybrid beacon (HAWK) system were installed at four locations to facilitate safe pedestrian crossings. Repair of existing sidewalks, addition of new sidewalks, and updates to all curb ramps to meet current ADA criteria were also be made. The biggest challenge on New York Street was designing a facility that conformed to existing surroundings. Irrigation systems within the raised medians were installed along New York Street to accommodate future plantings. New decorative street lighting was included to improve road aesthetics. BLN encouraged the City to purchase all decorative street lighting for both phases at one time to save costs.
