The Chamber of Commerce and Industry Queensland (CCIQ) recognises the vital role that local governments play in building and sustaining Queensland’s economy. Queensland businesses
believe the activities of their local councils are of crucial importance in their day to day activities and to this end,
CCIQ had a significant interest in the outcome of the Local Government elections held 19 March 2016.
CCIQ is committed to working constructively with all councillors across Queensland over the coming four years to address those
issues and challenges confronting the business community. Local government’s right across Queensland must also
work closely with Queensland’s small businesses to shape Queensland’s economic and social environments in ways that
promote business growth and community prosperity.
CCIQ members have relied on the Chamber to provide them with knowledge, insights and unbiased opinion on Council policies
and priorities as they relate to their business operations. It is essential that local councils implement a program that addresses the issues of concern for Queensland small and
medium business owners.

BRISBANE • Ease traffic congestion in Brisbane City as a matter
of priority;• Accelerate upgrades to the Wynnum Road Corridor
to ease congestion;• Conduct lane-widening and road-sealing along
Kingsford Smith Drive;• Progress upgrades to the Inner City Bypass to
increase Brisbane’s capacity;• More cost-effective public transport facilities to
encourage greater patronage;• Deliver Cross River Rail as a congestion-busting
measure;
GOLD COAST • Conduct lane-widening along the M1 to address
congestion and population growth; • Work with stakeholders to fast track a cruise ship
terminal near the Spit;• Assess the merits of extending the light rail south
to the Coolangatta Airport; and• Prioritise access to high-speed internet for small
businesses.
SUNSHINE COAST • Upgrade tourism related infrastructure to spur
economic development;• Conduct lane-widening along the Bruce Highway
and Kawana Way to ease congestion;• Invest in community infrastructure and facilities,
such as sports facilities and an arts centre to keep youth and families in the region and to diversify economic activity; and
• Prioritise access to high-speed internet for small businesses.
IPSWICH • Upgrade the arterial road from Springfield to Yamanto to
alleviate the pressures from rapid population growth;• Widen the connection to the Ipswich Motorway (both
directions) from Augustine Heights to Bellbird Park; and the Rocklea to Darra section to deal with growing peak-hour congestion to and from Ipswich;
• Invest in capacity expanding infrastructure at known trouble spots such as Colleges Crossing and Mt Crosby Road; and
• Prioritise access to high-speed internet for small businesses.
CAIRNS AND FAR NORTH QUEENSLAND• Upgrade tourism-related infrastructure to spur
economic development;• Work with the State Government and other stakeholders
to fast track the $8 billion Aquis project;• Progress with dredging of the Port of Cairns to allow
for a cruise ship terminal; and• Prioritise access to high-speed internet for small
businesses.
TOWNSVILLE AND NORTH QUEENSLAND• Focus on the continuing maintenance of the Bruce
and Hahn Highways;• Urgently upgrade water storage and sewage
infrastructure to deal with population pressures;• Progress development of a Townsville Sports Stadium
and Convention Centre to drive regional economic activity and jobs; and
• Prioritise access to high-speed internet for small businesses.
MACKAY AND CENTRAL COAST • Progress the Walkerston Bypass and Mackay Ring
Road to allow heavy trucks to bypass Mackay city to get from the Port to the highway;
• Invest in community infrastructure and facilities such as sports facilities and fishing ramps to keep youth and families in region; and
• Prioritise access to high-speed internet for small businesses.
WIDE BAY BURNETT • Invest in regional flood mitigation infrastructure and
strategies especially surrounding Bundaberg;• Work with the State Government and other stakeholders
to progress a sports precinct and Esplanade development to attract tourists and economic activity to the region; and
• Prioritise access to high-speed internet for small businesses.
TOOWOOMBA AND SOUTH WEST QUEENSLAND • Progress second Toowoomba Range crossing and
associated roads;• Consider the merits of inland rail to open new
markets and business opportunities;• Invest in community infrastructure and facilities,
such as sports facilities and an arts centre to keep youth and families in the region; and
• Prioritise access to high-speed internet for small businesses.

CCIQ’S STATEMENT OF PRINCIPLES AND PURPOSES FOR LOCAL GOVERNMENT IN QUEENSLAND
Ensure that Council’s finances are managed in a fiscally responsible manner;
Seek the removal of unnecessary business regulation with the objective of eliminating anti-competitive provisions, which cannot be justified in the public interest. This includes an overriding objective of easing compliance costs of legislation, regulation and taxation;
Maintain essential infrastructure and services at a level which encourages economic development. This can be achieved through the promotion of private sector alternatives to the funding and/or operation of local government infrastructure assets;
Ensure that charges imposed are competitive with other comparable jurisdictions; and
Encourage practices which enhance the transparency and accountability of its decision making.
