COLLABORATING AGENCIES
Office of Adult Probation (OAP)
o Collaborate with Courthouse public safety responsibilities
Transportation Security Administration (TSA)
o Provides x-ray operators training for MSD and OAP officers. TSA had previously donated
security screening accessories (bins, tables, mats, etc.).
CNMI Homeland Security and Emergency Management (HSEM)
o Provides law enforcement training to MSD and OAP officers. HSEM had previously donated
handheld radios and batteries.
Department of Public Safety (DPS)
o Assists MSD/OAP with Bench Protection and court security functions. DPS also provides Officer
Survival training to MSD and OAP and mace training for the Justices and Judges.
o Shares responsibility in the serving of Jury Summons.
CNMI Office of the Attorney General Investigative Division (AGID)
o Part of the Bench Warrant Task Force with DPS, MSD, and OAP. In the past, AG investigators
had successfully executed Bench Warrants with MSD and OAP.
Guam/US Marshals
o Provided Bench Protection and Defensive Tactics (DT) training to MSD. The Marshals are now
better prepared to provide personal security to all Justices/Judge, detainees, and court staff.

SECURITY CHALLENGES
Lack of manpower in Saipan. Currently, there are only a total of 7 MSD personnel in
Saipan.
Judiciary-Rota Mayor’s Office Memorandum of Agreement needs to be amended to
include courthouse security requirements for all building occupants.
The surveillance system needs to be relocated to the Marshals Office so to better monitor.

MSD UPCOMING PLANS
To install an additional 30 cameras to cover blind spots and/or other high priority areas in
and around the courthouse.
To establish a Judiciary Emergency Evacuation Plan for all types of disasters (natural and
manmade) as well as Emergency Situation Plan. The DPS, Fire, and Homeland Security
will assist MSD/OAP in establishing the plan.
To coordinate with DPS to provide mace certification and re-certification training for
Justices, Judges, and Clerk of Court staff.
To coordinate with DPS to provide Officer Survival Refreshment training (certification
and re-certification) for MSD/OAP staff.
To coordinate with DPS to provide Emergency Vehicle Operation training (EVOC) for
MSD deputy marshals.
To renovate all the attorney-client booths into the Marshal’s Stations.
To establish a command post at the courthouse lobby.
To issue an approve Judiciary Identification for all Court staff, upon approval from the
Judicial Council.
To establish MSD/DOC Memorandum of Understanding (MOU).
To establish MSD/DPS MOU for Tinian and Rota.
To establish an in-house training curriculum for all new MSD employees.
Office of Adult Probation (OAP)
o Collaborate with Courthouse public safety responsibilities.
To establish legislation for Marshals fee.
To coordinate with the Superior Clerk of Court to clear out the evidence vault. COC is
the custodian of all exhibits. MSD is still waiting on COC to assign a deputy clerk for
disposal action.
To coordinate with CNMI Homeland Security regarding pelican cases (8 total) for
Judiciary COOP Plan. As of April 22, 2016, the Homeland Security donated two pelican
cases for use by MSD and OAP.

SECURITY CHALLENGES
Lack of manpower in Saipan- there are only a total of EIGHT deputy
marshals currently employed on Saipan for six courtrooms plus all the other
required services. (See above information on Mandatory Sections).
Judiciary-Rota Mayor’s Office Memorandum of Agreement needs to be
amended to include courthouse security requirements. It shall require all
Rota Mayor’s office staff to follow security protocols.
Judicial protocol for Justices and Judges is pending. This will better enhance
quick response time.
Currently, three digital video recording (DVR) devices that are currently not
functioning. Therefore, there are approximately 20 cameras that are not
functioning to DVR malfunction. Need additional 30 cameras.
The surveillance system needs to be relocated as primary surveillance at the
Marshals Office on the second floor so to better monitor and to provide
better safe keeping of the surveillance system. Basement can be a secondary
surveillance.

MSD UPCOMING PLANS
To install an additional 30 cameras to cover blind spots and/or other high priority areas in and
around the courthouse. Further, MSD is trying to acquire a new vendor to reallocate the current
cameras for better coverage.
To establish a Judiciary Emergency Evacuation Plan for all types of disasters (natural and
manmade) as well as Emergency Situation Plan. The DPS, Fire, and Homeland Security will
assist MSD/OAP in establishing the plan.
To coordinate with DPS to provide mace certification and re-certification training for Justices,
Judges, and Clerk of Court staff. Place mace in the courtrooms.
To coordinate with DPS to provide Officer Survival Refreshment training (certification and re-
certification) for MSD/OAP staff.
To coordinate with DPS to provide Emergency Vehicle Operation training (EVOC) for MSD
deputy marshals.
To renovate holding cells and install new lavatory toilets. Currently, a total of $45,000 has been
approved by the Legislature. As of November 9, 2016, new lavatories in the Superior courtroom
holding cells have been installed and are functioning properly.
To renovate all the attorney-client booths in the courtroom holding cells into the Marshal’s
Stations. As of November 9, 2016, one marshal station has been approved for renovation
(courtroom 220/223) – under construction.
To establish a command post at the courthouse lobby.
To issue an approve Judiciary Identification for all Court staff, upon approval from the Judicial
Council.
To establish MSD/DOC Memorandum of Understanding (MOU).
To establish MSD/DOC MOU for Tinian and Rota.
To establish an in-house training curriculum for all new MSD employees.
Office of Adult Probation (OAP)
o Collaborate with Courthouse public safety responsibilities.
To establish legislation for Marshals fee.
To coordinate with the Superior Clerk of Court to clear out the evidence vault. COC is the
custodian of all exhibits. As of November 9, 2016, MSD is working with OAG’s staff and the
COC deputy clerk assignment to take the lead.
To coordinate with CNMI Homeland Security regarding pelican cases (8 total) for Judiciary
COOP Plan. As of November 9, 2016, the Homeland Security donated two pelican cases for use
by MSD and OAP.

o Provides x-ray operators training for MSD and OAP officers. TSA had previously
donated security screening accessories (bins, tables, mats, etc.).
o Three new MSD/OAP employees will undergo x-ray training by the end of year

CNMI Homeland Security and Emergency Management (HSEM)
o Provides law enforcement training to MSD and OAP officers. HSEM had
previously donated handheld radios and batteries.
o MSD deputy marshals were activated to provide physical security at EOC for
recover
Department of Public Safety (DPS)
o Assists MSD/OAP with Bench Protection and court security functions. DPS also
provides Officer Survival training to MSD and OAP and mace training for the
Justices and Judges.
o Shares responsibility in the serving of Jury Summons and bench warrants.
o DPS office is currently assigned to assist MSD at the screening checkpoint.
CNMI Office of the Attorney General Investigative Division (AGID)
o Part of the Bench Warrant Task Force with DPS, MSD, and OAP. In the past, AG
investigators had successfully executed Bench Warrants with MSD and OAP.
Guam/US Marshals
o Provided Bench Protection and Defensive Tactics (DT) training to MSD. The
Marshals are now better prepared to provide personal security to all
Justices/Judge, detainees, and court staff.
