Summary The Midwest region is facing early retirement of fossil fuel generation and a steady increase in utility-scale renewable resource development. These changes are altering the generation mix supplying the bulk power system and changing the grid’s operating characteristics. Please join the Energy Bar Association’s Midwest Chapter at its Annual Meeting to learn how industry leaders and policy makers are responding to these changes. The panel discussions will offer insight to how the energy market is evolving to recognize generation supply attributes that are contributing to the reliability of the grid, and industry leaders will discuss what operating characteristics must be understood to assure reliability and resiliency. Panel members will also discuss challenges in the development of renewable generation, and some of the key regulatory initiatives on the state and federal levels.

9:15 am to 10:30 am No Resiliency NOPR; Now What?Low wholesale market prices and policy changes have fueled a shift in the fuel mix in recent years. Some coal and nuclear generators have struggled to remain economic, particularly in regional markets that competitively dispatch generation resources. Some stakeholders have raised concerns regarding the loss of traditional baseload generation resources, and sparked a national debate about the meaning of resilience, whether resilience is lacking, and if so how it can be reinforced. Moreover, FERC recently declined to require RTOs to develop new market rules, as proposed by the U.S. Department of Energy, instead initiating a new proceeding to evaluate the resilience of the bulk power system. Panelists will discuss the issues that led to DOE’s proposal, FERC’s ruling, and look ahead to the next steps to ensuring system resilience.

Local Opposition to Wind Farms The local “Not In My Backyard” movement has grown and become more organized in opposition to Wind Farms, especially in the Midwest. This local opposition is often unpredictable and can cause significant delays and associated costs to planned wind projects, which are often mandated by State Renewable obligations. This panel has been on the front lines working through these local challenges and will provide information related to the arguments that are raised and how they have been able to move forward with Wind Farm sitting despite such opposition.

The forces driving the energy landscape continue to evolve at a rapid pace, creating new challenges for regulators and utilities alike. Increased reliance on renewable energy and low-cost natural gas are causing significant changes in the nation’s resource mix. Growth of distributed resources is changing the way the grid is planned and operated, along with the growing threat cyber-attacks pose to system reliability. Speakers will discuss the challenges facing utilities and regulators in the Midwest and some of their major initiatives, along with evolving federal policy implications that will impact planning.

Threats to the Reliability of the U.S. Electric GridThe U.S. electric grid continues to evolve as generators, utilities, and operators work to incorporate diverse load sources, address regulatory directives, and new integrate new technologies into their planning processes. These entities must also plan for potential threats to the security of the grid resulting from natural disasters, cyber-attacks, and nuclear warfare. Hurricane Maria’s destruction of Puerto Rico’s electric grid exemplifies the extent to which natural disasters can impact electrical systems and infrastructure. The precarious nature of foreign relations frequently raises concerns about the potential impacts of cyber-attacks and nuclear warfare. This panel of technical experts will discuss some of the threats to the U.S. electric grid and will address recent state, federal, and industry-led initiatives to improve the grid’s ability to survive and recover from catastrophic events.in Among other things, the panel will examine new and existing NERC standards aimed at improving system reliability, the benefits of microgrids, and the grid’s ability to withstand a High-Altitude Electromagnetic Pulse (HEMP) associated with a large-scale nuclear explosion.

Cancellation Policy

No registration fee refunds will be granted for cancellations received after February 28, 2018. In order to receive a refund (less $75 administrative fee), the EBA must receive your written notice of cancellation by February 28, 2018. Registrants who are unable to attend may send a substitute for the entire program. Substitutions may be made at any time including on-site registration (non-members substituting for members will be charged the difference between member and nonmember fees). EBA regrets that refunds will not be given for no-shows. Please note that regardless of the date the cancellation notice is received, no refunds will be processed until after the program.
