Welcome to Colorado NAHRO’s 2016 Annual Maintenance and Management Conference! The theme this year is Partnering for Progress. In honor of this year’s theme, I hope you will take this opportunity to meet new people, create new relationships and learn more about

Colorado NAHRO. I invite you to talk to a Board Member and learn how you can become involved in making Colorado NAHRO stronger and more diverse. With all the challenges facing the affordable housing and community development industry, and a State with 168,000 cost burdened families, it is more important than ever we come together with one powerful voice to advocate for those we house and the thousands waiting to be housed. As your President, it is my mission to create opportunities for all agencies, big or small, to be instrumental in carrying forward the mission of Colorado NAHRO.

Earlier this year the Board completed strategic planning for the next two years with a plan that will strengthen Colorado NAHRO and fulfill the expectations of our member agencies. The plan includes creating a robust public awareness campaign, expanding the number and geographic diversity of Colorado NAHRO members, identifying and marketing educational opportunities for our members and creating a strong strategy for legislative advocacy at the state and national level. I hope you will join us in keeping affordable housing and community development in the forefront for policy makers and community leaders. With vacancy rates at historical lows and rents at all-time highs we know the importance of the work we do. We must continue to communicate our message to all Coloradans and the nation.

Thank you to the Eagle County Housing and Development Authority and the Vail community for hosting us. I hope you find time to enjoy all of the wonderful outdoor opportunities in the White River National Forrest from mountain biking to viewing amazing wildlife. Please find the time to visit local restaurants and shops and take in the unique flavor of Vail.

Our dedicated conference planning committee has worked diligently to create a conference that will be fun, educational and thought provoking. Please consult the map on the facing page for room locations. If you need assistance finding a room please come to the conference registration desk for directions.

Sponsor Viewing/ Networking SessionThere will be a 45 minute break after the opening session during which attendees are encouraged to visit the sponsors/ exhibitors and do some networking in the Grand Ballroom Foyer Area. Featured Speakers Tamra RyanKeynote SpeakerSpeaking at the Opening Session on Wednesday at 8:30

Tamra Ryan is the CEO of the Women’s Bean Project, a nationally-recognized social enterprise based in Denver, CO that provides transitional employment, while operating several manufacturing

businesses, to women attempting to break the cycle of chronic unemployment and poverty. She is a former board member of Social Venture Partners-Denver, currently chairs the Board of Directors for the Social Enterprise Alliance and is a Fellow in the Royal Society for the encouragement of Arts, Manufactures and Commerce. Ms. Ryan was a speaker at TEDxMilehigh and is the author of The Third Law, a book which highlights the societal obstacles and internal demons that must be overcome for marginalized women to change their lives. The Third Law has won multiple awards for women/minorities in business and social activism.

Jami DuffyExecutive Director, Youth on RecordSpeaking at the Luncheon on Wednesday at 12:15

Jami Duffy joined Youth on Record (YOR) in 2009, and has since led the nationally recognized organization in its strategic direction, operational management, and fundraising efforts. Her leadership has led to consistent growth, national brand recognition, the launch of a social enterprise, and the completion of the organization’s Youth Media Studio.Jami spearheaded YOR’s $2M capital campaign to build their state-of-the-art Youth Media Studio, which is now open six days per week for teens throughout metro Denver. The facility is the anchor tenant in a Denver Housing Authority award-winning redevelopment effort, and is critical to YOR’s increasingly holistic approach to uplifting our region’s

most vulnerable youth through access to music. Since 2008, YOR has been bringing Colorado’s most respected and talented musicians into high schools and treatment centers across the state. Today, YOR impacts 1,000 under-resourced young people in Denver, and employs 15 professional, local musicians to teach its innovative, for-credit classes.Further, Jami is a locally and nationally recognized thought leader and innovator in social justice education, social enterprise, and inspired approaches to educating and engaging underserved youth. She has served on panels before the National Endowment for the Arts, and the U.S. Department of Labor, Colorado’s Creative Industries, Springboard for the Arts, and others, and is a sought-after expert on youth development and mentoring. Jami was recently selected as a Livingston Fellow, and serves as an ex-officio board member for Levitt Pavilions Denver. She is a Political Science and Journalism Studies graduate of the University of Denver, and a Returned Peace Corps Volunteer, having served in Nicaragua.

Don MayExecutive Director, Adams County Housing Authority and Chairperson of NAHRO’s Legislative Network Moderating the Outlook on Housing and Community Development on Thursday at 9:00

Donald May is the Executive Director of the Adams County Housing Authority (ACHA) Colorado. Don has served as Executive Director of ACHA for the past 22 years. Don holds a Bachelor of Science degree in Business Management and a Certificate in Administration of Non-Profit Organizations. ACHA provides opportunities to County residents for

whom conventional housing is unaffordable through a continuum of housing services and products. Through ACHA’s housing communities and programs they serve in excess of 20,000 residents per year. Under Don’s leadership ACHA has earned a reputation for aggressively pursuing the development of affordable housing by leveraging both public and private partnerships utilizing an array of diverse financing vehicles. Don serves on the Board of Governors for NAHRO, is the Chair of the NAHRO Legislative Network, a Board member of Housing Colorado, a member of the Adams County Workforce Investment Board, Community Choice Credit Union Supervisory Board, past President of Colorado NAHRO and immediate past President of Mountain Plains Region of NAHRO.

Tess HembreeAdvocacy Field Coordinator/Legislative Liaison, NAHROSpeaking at the Outlook on Housing and Community Development on Thursday at 9:00

Tess Hembree joined NAHRO in the Spring of 2013, working with the Congressional Relations

team to strengthen NAHRO’s Congressional outreach, field operations, and advocacy efforts. Tess has worked in Washington, DC for over five years in the housing and community development field, providing policy expertise and advocacy support to organizations such as the American Planning Association, Smart Growth America, the City of Greensboro, NC, and others. Tess grew up in the Pacific Northwest and attended Western Washington University.

Betsey Martens Executive Director, Boulder Housing Partners Speaking at the Luncheon on Thursday at 12:15

Betsey Martens is the Executive Director of Boulder Housing Partners, the housing authority for the city of Boulder (CO). Betsey has a 30 year track record of innovation and collaboration in the affordable housing and community

development field. Under her leadership, BHP has developed or acquired 20 new properties adding 850 affordable homes to Boulder and garnering numerous awards. She is a President Emeritus of NAHRO (National Association of Housing and Redevelopment Officials), the United States’ largest affordable housing professional association and was a 2015 resident at the Rockefeller Foundation’s Bellagio Center in recognition of her work on public housing. She is currently a fellow with the Affordable Housing Institute working on ground-breaking research on the policy nexus between housing and education.

Sara ReynoldsExecutive Director, Housing ColoradoSpeaking at the Outlook on Housing and Community Development on Thursday at 9:00

Sara Reynolds has over ten years in nonprofit management and deep connections to local officials throughout the state of Colorado. Prior to coming to Housing Colorado, Sara worked as the outreach and membership director for the

Colorado Municipal League, a nonprofit representing the interests of municipal government throughout the state. In this role, Sara worked closely with local and state agencies, including housing authorities, redevelopment agencies, municipal and county planning offices and regional transportation authorities, fostering joint initiatives and collaboration for addressing local issues. She currently serves on the executive committee for the Denver Metro Sustainable Communities Initiative. Sara holds a Master in Public Administration (MPA) from the University of Colorado and is a Certified Association Executive (CAE) with the American Society of Association Executives (ASAE).

Kimball CrangleColorado Market President, Gorman & Company, Inc.Moderating the Closing Session on Friday at 9:30 Kimball is the Colorado Market President for Gorman & Company, a 30 year old development company that specializes in revitalizing communities through innovative housing partnerships. Since expanding Gorman to the Colorado marketplace in 2014, Kimball has initiated two mixed-use, urban infill revitalization projectsand is assisting in a Workforce

Housing development currently under construction in the Town of Vail. Kimball was formerly Senior Developer for Denver Housing Authority, the largest Public Housing Authority in Colorado and the Rocky Mountain Region. Kimball holds a Master of Urban Planning from the University of Colorado – Denver as well as a Bachelor of Science in Economics from the University of Kansas. She is also credentialed as a Certified Commercial Investment Manager (CCIM). Kimball is active in ULI and serves on the Colorado NAHRO Board as well as the Women’s Bean Project Board.

Tasha Weaver, Manager of Colorado Housing and Finance Authority’s (CHFA’s) Tax Credit

Program, has over 20 years of Low Income Housing Tax Credit program experience. She served as the Manager of Program Compliance for many years at CHFA and has taught numerous tax credit classes and workshops. Prior to joining CHFA, Ms. Weaver worked for a Denver property management firm managing conventional and affordable housing as well as commercial real estate.

David GarabedVice President, Deneuve Construction ServicesSpeaking at the Closing Session on Friday at 9:30

David Garabed is the Vice President of Deneuve Construction Services. He has

18 years of experience with many types of construction projects including library, live/work, mixed-use, multifamily, office, medical, affordable housing, museum, education, recreation, theater, retail, restaurant, light industrial, and historic renovation projects. He has extensive design/build experience, including LEED Silver, Gold, and Platinum projects. David has a B.S degree in Architectural Engineering and an MBA from the University of Colorado.

Ryan LunsfordPrincipal at WJL LLCSpeaking at the Closing Session on Friday at 9:30

Ryan Lunsford is the principal at WJL LLC, a consultancy focusing on all aspects of affordable housing development. Ryan began his career in commercial construction before moving into real estate development in the mid-2000’s.

Ryan is currently working with Metro West Housing Solutions, the housing authority for the city of Lakewood, Colorado. With Metro West, Ryan has developed two senior LIHTC properties, Creekside West and Cityscape Belmar, and Lamar Station Crossing, a mixed income family LIHTC development.For Metro West, Ryan is currently working on several deals including a state tax credit application as well as a 9% second phase of Lamar Station Crossing.

Alison GeorgeDirector, Colorado Department of Local Affairs - Division of HousingSpeaking at the Closing Session on Friday at 9:30 Alison George serves the Department of Local Affairs (DOLA), Division of Housing (DOH), as its Director, where she oversees all DOH programs, ranging from housing voucher programs and building code regulatory oversight, to funding for constructing new affordable housing.

Alison was the DOH deputy director prior to taking the helm, and brings more than 20 years of experience in affordable housing development. Before joining DOH, Alison served Mercy Housing Colorado as its Regional Vice President of Multifamily Housing where she provided overall direction for rental housing developments in Colorado, from initial project conception through the completion and occupancy of the developments Alison also served the Michaels Development Company as its Vice President of Development completing acquisition/rehabs and new construction HOPE VI developments throughout Missouri, Kansas, Oklahoma and Texas.
