Amendments of BylawsThe following Motion was sent to the Membership on April 24, 2017 in accordance to the Bylaws stating 30 days notice of any amendments are to be forwarded to the Membership. Full Bylaws (with shown changes) are available upon request.

MOTION: That the following amendments to the Bylaws of the Greater Saskatoon Chamber of Commerce be approved, confirmed and ratified: 1. All references to Executive Director and ED shall be changed to Chief Executive Officer

and CEO respectively; 2. All references to President shall be changed to Chair, exempting only any reference to

the Presidents’ Council; 3. All references to 1st Vice-President, First Vice-President, 1st VP or First VP shall be

changed to First Vice-Chair; 4. All references to 2nd Vice-President, Second Vice-President, 2nd VP, Second VP, Vice-

President Finance or 2nd Vice-President Finance shall be changed to Second Vice-Chair;

5. All references to Past President shall be changed to Past Chair; 6. The reference to “He” contained in Article VII, Clause shall be changed to "The CEO";

and 7. The reference to “Minister of Consumer and Corporate Affairs” contained in Article IX

shall be changed to “Minister of Innovation, Science and Economic Development."

President's ReportDear Chamber Supporters,

During the past year our membership has continued to face challenges in the continued wake of low resource prices, a slowing in job growth, and the recent Provincial and Civic budgets. The diversity of our economy in the Saskatoon Region continues to provide a cushion in the face of economic challenges. Your Chamber continued to pursue its goals to create the best business climate in Canada. This is not an easy task but through the great leadership of Kent, the committee chairs and the volunteers we continue to make progress on several fronts. A great example is the reduction of the Municipal tax ratio to 1.59. Although the goal was to reach 1.43, this is a very positive shift and will help create an environment for business growth. The impact of growth in the business sector will result in growth and activity in the residential marketplace as well.

I continue to be amazed at the diversity and creativity of our entrepreneurs. There are countless success stories of local entrepreneurs who have defied odds and created new business opportunities and markets that had not existed before. The individuals are often content to go about their endeavors with little fanfare. One such example is that of Murad Al-Katib. Murad is the first Canadian businessman to receive the Oslo, Business for Peace Award –proving that no matter where you start, if you have a vision, passion to make a difference and determination to succeed there are no limitations that will stand in your way. Our chamber continues to look for ways to partner and advocate

on behalf of all our members for a favorable business climate in which to succeed. We continue to look to our membership for feedback and insight into their challenges to identify solutions and remove barriers.

Another challenge faced by our Chamber came with the retirement announcement by our Executive Director, Kent Smith-Windsor. Kent is a rare individual who puts the interests of the membership and his staff far ahead of his own. The Chamber and the business community have reaped the dividends of Kent’s leadership and relentless pursuit of advocating for policy change where needed. The search for Kent’s replacement was not an easy one but we were thrilled when Darla Lindbjerg accepted our offer to take over the reins of the Chamber. Darla brings a diverse background of chamber and business experience that is essential to carry the interests of the membership into a challenging and bright future.

I’m excited for the opportunities that exist within the Saskatoon business community and believe that the Chamber possesses the necessary leadership to continue to capitalize on the uniqueness and entrepreneurial spirit of our members. I know that as the months and years pass, we will celebrate even more success stories.

Darla Lindbjerg new Chief Executive Officer

A New Era of Leadership Begins at the Chamber

The Greater Saskatoon Chamber of Commerce announced recently that Darla Lindbjerg has been hired as its new Chief Executive Officer. She began her role on May 1, 2017, re-placing Kent Smith-Windsor who is retiring after 21 years.

Darla most recently served as the Associate Vice President of Innovation Credit Union in Swift Current. She also has more than a decade of experience in the chamber network serving on the board and as CEO of the Swift Current and District Chamber of Commerce. Darla served as President of the Chamber of Commerce Executives of Saskatchewan.

Darla possesses an MBA from the Kenneth Levene Graduate School of Business (University of Regina), a Chartered Director designation through The Director's College (DeGroote School of Business - McMaster University), a Bachelor of Business Administration degree with a Major in Finance (U of R) as well as a Public Relations Certificate (U of R).

Darla is passionate about business and its role in society and has a strong ability to engage lo-cal members. “The Chamber is an organization and network that I hold a great deal of passion and respect for,” Darla said. “Chambers across the world are founded on and fueled by a diverse cross-section of industries and business members that care about growing and sustaining the vibrancy, culture and relevancy of their communities. Saskatoon is by far one of the most diverse, beautiful and business-friendly cities in our country. I am thrilled to have the honor and privilege to work with such an amazing business community and look forward to building on the previous work that has been done by the Chamber to date.”

“The Board is extremely happy to have engaged Darla as our new CEO,” said the Chamber Board President Jason Yochim. “Darla brings a deep resume, an entrepreneurial spirit and enthusiasm to her role. We look forward to charting this new path together.”

“The Chamber wants to thank Kent for his dedication, his many achievements and his hard work. He is leaving the organization in a great position for continued success,” said Yochim.

In her free time, Darla enjoys spending time with her husband, Halden, and their three children: Aida, Ethan and Eva. Other pastimes that she enjoys include travelling and photography.

2016 Chamber Objectives / ResultsIn 2016, your Chamber Board established several objectives for your Chamber’s efforts. Here are the results:

Operations• Exceed the North American Chamber average membership retention rate of 86%. Result: 91.04%• Grow membership by 3% by year end. Result: Membership revenue declined by 1.8% and membership numbers declined by 1%. For 2017 we remain focused on retention as that is key to growing membership.• Generate a profit from Business View magazine by end of plan period. Result: Loss of $7,862. For 2017 one fewer publication and a lower printer cost per issue.• Generate a net surplus on operations by year-end. Result: Surplus of $29,773 for the year with a retained surplus of $558,754.• National Accreditation with Distinction maintained.

Advocacy• Continue to press the “Productivity in Government” agenda and succeed in getting at least one more institution

formally adopting a productivity agenda before end of plan period. Result: • SaskEnergy shared accumulative savings over $33 million. • Nineth City of Saskatoon Productivity report showed accumulative savings over $32 million. • 2nd "Productivity in Government and Business Conference" in Canada. • The Saskatchewan Rate Review Panel now requires a productivity report with each rate increase request from SaskPower, SaskEnergy, and SGI.• Continue to press for property tax competitiveness improvement. Our tax elasticity model developed with the

assistance of Dr. Adam Found is the first of its kind in Canada and will be used as part of our core advocacy work. Result: City and Provincial efforts are ongoing. Progress on Provincial property tax competitiveness is slow but

proceeding. Much work is still needed to achieve our objective of having the best property tax policy in the country. For 2017 the property tax premium was reduced from 175% to 159% of residential rates. This was a major success.

Communication• Continued new media strategy implementation. Result: Evolving - social media is of growing importance for our Chamber with quickly improving member take up.• Add two new member outreach tactics through new media. Result: Facebook and Twitter are our primary tools. Other tactics including webinars are continually evolving in this

fast change business space.

Networking / Skills / Development• Stage at least two mixers for Chamber members by end of plan period. Results: • Chamber On Tap (monthly) • Shaken with a Twist (monthly) • Chamber Off Campus (monthly) • H.O.T. 416 (monthly) • Speed Networking (quarterly)

Committees / Boards• Each committee to execute at least one activity during plan period. Result: Exceeded! Saskatoon has the most actively engaged membership base among Chambers in North America.

CommitteesGoal: Actively engage in committee activity and succeed in getting each committee to execute at least one activity during period.

Results:

Agribusiness Development Committee Chairs: Bert Sutherland, Bridgepoint Business Brokers Loran Forer, Bank of Montreal The Agribusiness Development Committee works to spread awareness of the

issues in agriculture by bringing in a diverse array of speakers to their well-attended meetings. Some of these speakers include: Grant Devine— previous premier, Becky Hoehn of the Farm Security Board and Greg Taylor from the Transportation and Logistics Department at Cargill. Currently, conversation revolves around potential solutions to feed 9 billion people in 2050.

Business Growth Committee Chair: Mark Zielke, Start Fresh Media The Business Growth Committee has been focusing on creating a more communal atmosphere in Saskatoon’s

business community by utilizing their latest event- Speed Leads. It involves two minute conversations between individuals to network quickly and effectively. The committee has also split up into sub-groups to plan an annual event for 300 people and a monthly off-campus event. They have also been using the application Slack to keep the committee active between meetings.

Completed: Speed Networking Event at Nasser Centre, Off Campus, Updated mandate

Business of Science & Technology Committee Chair: Bill Lewis, Engineering for Kids The Business of Science and Technology Committee has been assisting a university student with a Science Technology

Engineering Mathematics (STEM) Research project. It identifies all of the businesses in the Saskatoon area that fall under the STEM category as well as the size of their workforce. Ahmed Abueidda will be presenting his findings on the 24th of May.

Carbon yXe Planning Committee Chairs from Sustainability Opportunities, Agribusiness Development Committee, and Business of Science and

Technology Committees have connected to run an event where participants in the global “Carbon XPrize” have been invited to Saskatoon. The goal is to network and build business connections between world innovators and local establishments.

First Nations & Métis Opportunities Committee Chair: Bert Sutherland, Bridgepoint Business Brokers The focus of the First Nations and Metis Opportunities this year is to spread the good stories of the Indigenous

people and alter the perspective of society. One of these good stories was that of Devon Fiddler who founded SheNative. Lee Sexton also shared a good story of his business raising goats, which in fact are higher in demand in North America than beef is right now. The committee also brings in speakers from educational institutions such as Saskatchewan Indian Institute of Technologies and Morris Interactive.

Future Opportunities Committee Chair: Bill Brooks, eclecthink International The Future Opportunities committee has been defining their purpose this year to activate specifically to assist other

committees in their future events where applicable. One of these events is Carbon yXe where Future Opportunities members will serve as hosts for the participants and chauffeur them around the city. Discussion is essentially boundless in this committee ranging from other X Prizes to how to best communicate with millenials in the workplace.

Going Global Committee Chairs: Ken Ziegler, Robertson Stromberg LLP Monica Kreuger, Global Infobrokers The Going Global Committee is dedicated to creating awareness of international business opportunities for

Saskatchewan. Our group is comprised of local business people interested in developing the global market. Completed: Presentation by Nathan Galan on start-up attraction Completed: Met with Hungarian Ambassador

Government Affairs Committee Chair: Michael Chudoba, Foundation Realty Ltd. The Government Affairs committee stimulates government at all levels to establish approaches that offer clear

competitive advantages for business in the Saskatoon area in order to accelerate business activity in our region. Completed: Mayors Lunch (2017)

Health Opportunities Committee Chairs: Dave Dutchak, M.D. Ambulance Care Ltd. Sanj Singh, AdeTherapeutics Inc. Guy Paterson, IRG Informatics Inc. The Health Opportunities Committee educates and promotes opportunities for business services, education,

research, commercialization, and development in health services, and explains the role of the health care industry in creating the best business climate in Canada for the Greater Saskatoon region.

Completed: Planning for 20/20 Health Conference (June 2017)

SABEX Committee Chair: Jessica Tetu, Just For You Day Spa The SABEX Committee recognizes excellence within the greater Saskatoon business community through the delivery

of a series of business events including the annual Celebrate Success! Awards Gala. The goal of the committee is to recognize, promote and celebrate business excellence and community success; raising community awareness of the contribution of business to the quality of life in our community.

Completed: SABEX Gala (February 9th, 2017)

Sustainability Opportunities Committee Chair: Colleen Yates, Equinox3 Consulting Ltd. The Sustainability Opportunities Committee provides information and resources to assist chamber members to

understand and operate using the triple bottom-line approach of economic, social, and environmental sustainability. We provide tools and educational opportunities, and celebrate success stories by demonstrating how ameliorations in environmental performance improve business performance.

1. The Master of Ceremonies, Tanya Knight welcomed guests, dignitaries, and past presidents to the meeting.

2. Tanya Knight called the meeting to order. (There were 73 voting members present) Minutes of the 107th Annual General Meeting:

3. 2015 Financial Report: Kelly Bode Kelly Bode reads comments on 2015 Financial Statements. MOTION: That the 2015 Audited Financial Statements of the Greater Saskatoon Chamber of

Commerce be approved as circulated. Sanj Singh / Karl Miller Carried Unanimously

4. Consideration of motions:

a) Appointment of Auditors: MOTION: That EPR Saskatoon be appointed as auditors for Greater Saskatoon Chamber of

Commerce for the fiscal year 2016. Silvia Martini / Tony Van Burgsteden Carried Unanimously

b) Actions of Officers and Board of Directors: MOTION: That it be resolved that all acts, contracts, by-laws, proceedings, resolutions,

appointments, elections, payments, and other matters enacted, made, done, and taken up to the date of this Annual Meeting by the Board of Directors and by the Officers of the Corporation are hereby approved, ratified, and confirmed.
