By Transit: St. Paul’s Bloor Street is located on the South side of Bloor Street East, halfway between Yonge/Bloor and Sherbourne stations.

Parking: There is a paid parking lot at the Manulife building located on the north side of Bloor Street at the top of Ted Rogers Way (formerly Jarvis Street). The church is located a half block west of Manulife on the south side of the street. There are also smaller paid parking lots surrounding St. Paul's.

St. Paul’s Bloor Street is wheelchair accessible.

Coffee will be served at 8:30 a.m. The Pension Fund Society meeting will commence at 9:00 a.m. and the Sick Benefit Meeting

will follow.

The purpose of the AGM is to provide a forum for the Membership to review and approve the Audited Financial Statements and Bylaw Amendments of the PFS and the SBA. Members of the

Board of Directors, the Officers and their Advisors, will be in attendance to answer any questions that Members and Associate Members may have.

The following Bylaw amendments were approved by the Board since the last Annual General Meeting. For your reference, any new wording has been underlined and any wording that has been removed is indicated with a strikethrough. These amendments have been filed with the Regulators and TTC Board sanction will be requested prior to the AGM. Membership approval of these Bylaws will be requested at the AGM.

Bylaw 5.05 – Purchase of Interruption in Service was amended to provide language that more accurately reflects the rate of pay that will be used to calculate a Member’s purchase of interruption in service.

Bylaws 6.02, 9.01, 13.02 and 2 Definitions were amended to reflect the Board’s May 10, 2017 decision to approve a one year update to the base period, a 1.35% ad hoc indexing increase for pensioners and a one year update to the Survivor Benefit Date.

Bylaw 13.01 Adjustments was amended to ensure consistency with Bylaw 16.13 and the Income Tax Act.

Due to a change in the Pension Benefits Act (PBA), the definition of Spouse was updated effective January 1, 2017. The change concerns the definition of a parent, which now recognizes surrogacy and other special parenting circumstances.

5.05 PURCHASE OF INTERRUPTION IN SERVICE

(1) Notwithstanding Bylaw 5.02(4), a Member who has an Interruption in Service may elect topurchase this period of Credited Service by contributing to the Society an amount equal to thesum of:

(a) What the Member would have been required to contribute under Bylaw 7.01; and,

(b) Except in the case of family medical leave under Bylaw 5.02(5)(c), what the employerwould have been required to contribute under Bylaw 7.01.

(2) For purposes of determining the amount of contributions payable under Bylaw 5.05(1), thewages or salary that the Member would have earned during the Interruption in Service will becalculated based on the Member’s normal hours of work and rate of pay at the time theMember elects to purchase the Interruption in Service, or in the case of family medical leave, atthe time the leave commenced.

(3) The Member will be given 30 days from the end of the Interruption in Service to elect topurchase the Interruption in Service as Credited Service.

(4) The purchase of the Interruption in Service as Credited Service must be made by a single lump-sum payment within 90 days of the Member’s election under this Bylaw.

(5) Notwithstanding anything to the contrary in Bylaws 2.01(16) or 5.05 above, the Board in itsdiscretion may authorize a Member who has an Interruption in Service to make thecontributions required in (1) above on a periodic basis during all or a portion of the Interruptionin Service based on the Member’s normal hours of work and rate of pay at the time the leavecommenced.

(6) The Member’s contributions shall not exceed the amount that is reasonably necessary to fundthe purchased Credited Service.

(7) The normal hours of work and rate of pay at the time the leave commenced for purposes of (2)and (5) above shall be those in effect:

(a) For the position held by the Member with the employer granting the leave of absence forwhich the purchase of Credited Service is being made;

(b) At the start of the Interruption in Service for which the purchase of Credited Service is beingmade.

6.02 PENSIONABLE EARNINGS

(1) Average Base Period Earnings

Effective January 1, 20167 for Members retiring on or after January 1, 20167 pursuant to Bylaw 8and for Regular Members whose death occurs on or after January 1, 20167 for purposes of Bylaw11, and effective May 610, 20167, for Members terminating on or after May 610, 20167, for thepurposes of calculating the amount of Regular Member’s pension for Credited Service accrued toDecember 31, 20156, Average Base Period Earnings shall be the greater of:

(a) The average of the highest consecutive four calendar year’s Pensionable Earnings prior to20167 and for this purpose two calendar years will be considered consecutive even if theyinclude a temporary break in service, and

(b) The average of the highest four calendar year’s Pensionable Earnings after December 31,1985 and prior to 20167.

A Member’s Base Period shall mean the four years used for computing his or her Average Base Period Earnings. For a Member who does not have four calendar years of Pensionable Earnings prior to 20167, the Member’s Base Period shall be his or her total number of calendar years, including fractional years, of Pensionable Earnings prior to 20167.

The YMPE used in the calculation of pension entitlements for the Base Period pursuant to Bylaw 9.01 and 9.04 shall be the YMPE under the Canada Pension Plan for each of the corresponding calendar years used in determining the Member’s Average Base Period Earnings, or if the Member’s Pensionable Earnings are less than the YMPE in a corresponding calendar year, the Member’s Pensionable Earnings in that year.

9.01 NORMAL OR POSTPONED RETIREMENT PENSION

(1) For a Regular Member who retires pursuant to Bylaw 8.01 or 8.02 onor after January 1, 20167 and for a Regular Member whose deathoccurs on or after January 1, 20167 for purposes of Bylaw 11, the

annual amount of pension shall be determined as the sum of:

(a) 1.6% of the Member’s Average Base Period Earnings Below YMPEplus 2% of the Average Base Period Earnings Above YMPE,

multiplied by

the number of calendar years in the Member’s Base Period divided by the number of years of Credited Service in the Member’s Base Period,

multiplied by

the years of Credited Service accrued to December 31, 20156; plus

(b) 1.6% of Pensionable Earnings Below the YMPE plus 2% ofPensionable Earnings above the YMPE for the period of CreditedService after December 31, 20156; plus

(c) 0.4% of the Member’s Average Base Period Earnings Below YMPEmultiplied by the number of calendar years of Credited Servicebefore 1987 during which the Member:

(i) was at least age 65 for the entire year; and,(i) did not contribute any amount to the Canada Pension Plan

during the calendar year.

(2) The total amount of pension payable to any Member under thisSubsection shall not be less than the total amount of accrued pensionpayable to such Member in respect of years of service up toDecember 31, 20156, determined in accordance with the Bylaws of theSociety in effect as at December 31, 20156.

(3) Notwithstanding Bylaw 9.01(1), for each calendar year in which aMember is sick or injured and is credited with Pensionable Earningspursuant to Bylaw 6.02 but not Contributory Earnings, the level ofYMPE for purposes of Bylaw 9.01(1) shall be based on the YMPE inthe year such sickness or injury was incurred or, if later, the year inwhich the Member’s Pensionable Earnings ceased to be adjusted forgeneral increases that are granted to all other employees in theMember’s job class.

(4) The annual pension of a Member who retires in accordance withBylaw 8.01(2) and who:

(a) has Credited Service and Continuous Service which are each lessthan 30 years, and

than 30 years, and (b) has age plus Continuous Service which equal less than 80 years shall be multiplied by the early retirement factor applicable to the Member as of his or her pension commencement date shown in the Table of Early Retirement Factors adopted by the Board, and shall be further reduced if necessary so that the total reduction is at least that required under Bylaw 9.02(2).

13.02 AD HOC ADJUSTMENTS

(1) Notwithstanding Bylaw 13.01, and subject to Bylaw 16.13 and Bylaw 13.02(2) and (3), pensions in the course of payment to Associate Members may be increased in accordance with this Bylaw 13.02. Increases approved by the Board shall be set out in Bylaw 13.02(4) and shall specify the effective date, the pensions to which the increase is applicable and the amount of the increase. (2) An increase under Bylaw 13.02(1) that applies to a pension which first becomes payable in the year prior to the effective date of the increase shall be the full increase multiplied by the ratio of the number of days for which the pension was payable to the total number of days in the corresponding calendar year. (3) Increases under Bylaw 13.02(1) shall be applied equally to pensions in the normal form or optional forms available to Members under Bylaw 10.

(4) Effective January 1, 2011, pensions in the course of payment shall be increased by 2.0%. The pensions to which the increase is applicable shall be determined in the same manner as provided under Bylaw 13.01. (5) Effective January 1, 2012, pensions in the course of payment shall be increased by 1.0%. The pensions to which the increase is applicable shall be determined in the same manner as provided under Bylaw 13.01. (6) Effective January 1, 2013, pensions in the course of payment shall be increased by 2.0%. The pensions to which the increase is applicable shall be determined in the same manner as provided under Bylaw 13.01. (7) Effective January 1, 2014, pensions in the course of payment shall be increased by 2.0%. The pensions to which the increase is applicable shall be determined in the same manner as provided under Bylaw 13.01.

(8) Effective January 1, 2015, pensions in the course of payment shall be increased by 2.0%. The pensions to which the increase is applicable shall be determined in the same manner as provided under Bylaw 13.01. (9) Effective January 1, 2016, pensions in the course of payment shall be increased by 1.28%. The pensions to which the increase is applicable shall be determined in the same manner as provided under Bylaw 13.01. (10) Effective January 1, 2017, pensions in the course of payment shall be increased by 1.35%. The pensions to which the increase is applicable shall be determined in the same manner as provided under Bylaw 13.01.

BYLAW NUMBER 2 DEFINITIONS 2.01 – Where Used in Any Bylaws of the Society: (35) “Survivor Benefit Date” shall mean January 1, 20167.

13.01 ADJUSTMENTS (5) In no event shall the percentage of a pension increase provided under Bylaw 13.01(4), exceed

the percentage increase in the Average Consumer Price Index for Canada (as published by Statistics Canada) for the twelve month period ending in the December September prior to the increase.

separate and apart from that person; (b) A person with whom the Member is living together in a conjugal relationship:

natural and adoptive parents of a child, as defined in the Family Law Act of Ontario as set out in section 4 of the Children’s Law Reform Act.

TTC Sick Benefit Association By-Law No. 1, Section 15 – Payment of Claims and Appeals Current By-Law (By-law 1, Section 15)

(1) All applications for payment of benefits provided by the by-laws of the Association shall be made by the Members on the proper forms of the Association and forwarded to the Secretary.

(2) All applications to the Association for payment of benefits shall be made within 30 calendar days of the date when the event giving rise to the claim first occurred. Failure to file an application within the required time shall not be a bar to payment by the Association, if in the opinion of the Board, the delay was beyond the control of the Member.

Subject to By-Law 4, Section 1 (1) where the Workplace Safety and Insurance Board does not render a decision within 30 calendar days from the date of an application with respect to payment of an occupational injury or an award for compensation, the Member may make an application for payment of benefits from the Association in the form of advances.

Effective April 15, 2005

(3) Where a Member desires payment of the amount of any benefit or benefits to some person other than the Member, the Member must provide the Association with written authority to make such payment or payments.

(4) Where a certificate of disability is required by the Association, such certificate shall be signed by

the attending physician and shall be forwarded by the Member to the Secretary. In the case of application for sick benefits, such will be paid automatically every two weeks, during the period that the Member’s physician estimates disability, provided disability continues and until it is apparent that a further medical certificate is required to prove continuing disability.

(5) No payment of any benefit provided for under the By-laws of the Association will be made where

the event giving rise to the claim for such benefit occurred prior to the effective date of the By-Law under which such claim is made.

(6) Notwithstanding anything to the contrary in the By-laws of the Association, the Commission may

elect to pay benefits and/or claims directly to members in which case the Association shall not be responsible for payments to Members and the Commission shall not be responsible to contribute to the Fund.

New By-Law (By-law 1 Section 15 (7))

(7) Where a Member is denied Sick Benefits and receives written communication from the Administrative Staff outlining the Sick Benefit Association By-law infraction or practice, the Member shall have 30 calendar days from the date of the written communication to object/ appeal the Administrative adjudication decision by submitting the written appeal to the Secretary of the Sick Benefit Association within the 30 calendar day period. When the 30 day period falls on a weekend or holiday, the date will be extended to the next weekday or the next day that is not a holiday.

The Coupler’s 2016 in Review

January 3: Subway service started at 8 a.m. on Sundays, one hour earlier than the traditional 9 a.m. Sunday start time.

January 3: Five new express bus routes announced to start operating in March, making it easier and quicker for TTC customers to get to where they need to go, including the 185 Don Mills, 199 Finch Rocket, 188 Kipling South Rocket, 24E Victoria Park Express and 186 Wilson Rocket.

February 4: The TTC unveiled its 2016 Customer Charter containing 35 time-bound commitments to increase accessibility, and improved service reliability and customer service. It was the TTC’s fourth charter announcement.

February 25: Marks the 50th anniversary of the official opening of the Bloor-Danforth Subway, from Keele to Woodbine. Formal ceremonies 50 years ago saw Prime Minister Lester B. Pearson and Ontario Premier John P. Robarts in attendance at Yonge Station.

March 10: Main Street Station became the first station in the subway system to get modern, paddle-style gates when the main entrance was equipped with eight bi-directional fare gates, six of which were PRESTO-enabled.

April 7: Federal Minister of Infrastructure and Communities, Amarjeet Sohi, toured Harvey Shop to announce the first phase of federal funding to upgrade and improve public transit systems across Canada. The dollars would be allocated on the basis of ridership to support the largest systems that have not been able to fund essential state-of-good-repair projects.

May 6: Prime Minister of Canada, Justin Trudeau, pledged up to $840 million in public transit funding for Toronto during a visit to Greenwood Shop.

May 28: TTC Chair Josh Colle and Beaches-East York MPP Arthur Potts officially opened Leslie Barns as part of TTC’s Doors Open event. The new carhouse features a green roof, state-of-the-art streetcar simulator training room and a substation and a storm water management pond.

May 30: Toronto Rockets trains replaced T-1 trains in revenue service on Line 4 Sheppard.

June 6: Ontario Premier Kathleen Wynne, Ontario Transportation Minister Steven Del Duca; Spadina-Fort York MP Adam Vaughan, York Region Chairman/CEO Wayne Emmerson and TTC Chair Josh Colle marked the completion of track installation for the Toronto-York Spadina Subway Extension underground at Vaughan Metropolitan Centre Station.

June 19: The TTC introduced the 514 Cherry streetcar into revenue service, providing congestion relief to the nearly 65,500 daily riders along King Street – the TTC’s busiest surface route. The new 514 service connects Cherry Street and the West Don Lands area in the east to Dufferin Street and the Liberty Village area in the west.

July 20: Russell Divisional Clerk Tom Kaskiw was congratulated on 50 years of service with the TTC. Kaskiw started his career as a Parcel Express Clerk at Gray Coach Lines in 1966, just five months after the Bloor-Danforth Subway opened for service.

August 23: Federal Finance Minister Bill Morneau and Toronto Mayor John Tory visited St Clair West Station to jointly announce hundreds of millions of new dollars for the TTC’s capital program through Phase 1 of the long-term Public Transit Infrastructure Fund (PTIF).

September 19: The TTC held its ninth annual Public Forum on Accessible Transit. TTC staff provided the public with an update on accessibility initiatives across the system and an overview of the Wheel-Trans 10-Year Strategy. CEO Andy Byford re-committed the TTC to continue to put accessibility at the heart of all decision-making.

September 28: The TTC Board approved the TTC’s Stations Transformation Program. As part of the Five-Year Corporate Plan to modernize the TTC, the transformation plan will see the overhaul of station design and role as the TTC nears the full implementation of PRESTO. It will also include the introduction of a multi-functional, customer-focused and mobile Customer Service Agent role in place of the Station Collector role, starting mid-2017.

October 9: The first train with one crew member entered revenue service on Line 4 Sheppard, officially starting One-Person Train Operation (OPTO). With OPTO technology, Subway Operators drive the train and operate its doors from the lead cab, with a Subway Guard no longer be onboard. CEO Andy Byford and Acting COO Mike Palmer provided a technical briefing and ride for the media from Don Mills Stations on Oct. 3.

November 1: The TTC paid tribute Honest Ed’s, long-time neighbour and Toronto landmark, by decorating Bathurst Station with iconic bright red signs and decals in an show of celebration of the cultural impact the Mirvish family has had on the city. Deputy CEO Chris Upfold, David Mirvish, Mayor John Tory and TTC Chair Josh Colle pay tribute to the late Ed Mirvish and the store, which closes in 2016.

November 4: The TTC announced that it was named winner of the Best Diversity Program, a national award for outstanding achievement in diversity, awarded by Canadian HR Reporter and Thomson Reuters Canada Limited. In 2015, the TTC renewed its commitment to diversity and inclusion by centralizing and expanding the role of its Diversity and Human Rights Department to clearly define a strategy to achieve diversity and inclusion goals across the organization.

November 14: The We Move You poster/video campaign in the subway came to life at Union Station as nine dancers from the National Ballet of Canada conducted a demonstration for subway riders. National Ballet artistic director Karen Kain and CEO Andy Byford hosted the event.

November 28: Toronto Mayor John Tory, TTC Chair Josh Colle and Budget Chair Gary Crawford toured the future York University Station and restated the case for tolls as tools to fund transit and transportation infrastructure. A road toll on the city’s two busiest highways, as first proposed by the Mayor during his speech to the Toronto Region Board of Trade on Nov. 24, would boost capital investment for essential transit and transportation infrastructure.

November 28: The Customer Communications Department introduced a range of creative, transit-themed merchandise to the TTC’s online store, ttcshop.ca.

December: Ossington Station became the TTC’s 35th accessible station with its two elevators entering service. The TTC now has a total of 88 elevators in service. The Easier Access Phase 3 Project will make all remaining subway/rt stations accessible by 2025.

December 22: The entire TTC network is PRESTO ready, with at least one entrance at every subway station with PRESTO, and all buses, streetcars and Wheel-Trans buses.

December 31/January 1, 2017: For the fourth consecutive year, the TTC will be offering free New Year’s Eve rides courtesy of Corby Spirit and Wine.
