OverviewOur DistrictThe Corning-Painted Post Area School District (C-PP) includes approximately 4,700 students in grades K through 12. Located in the scenic Southern Tier of New York State, our District is steeped in a strong sense of history and pride. This legacy of excellence and innovation is evident today, as we prepare a diverse student population to succeed in the 21st century. This Annual Report offers a summary of the 2016-2017 school year.

Superintendent’s MessageWelcome to the C-PP Area School District’s Annual Report for 2016-2017! Here you will find a summary of student achievements spanning academics, athletics and extra-curricular activities. You’ll also learn about a number of our District’s accomplishments.

Today’s world is moving faster than ever with unprecedented changes happening in every sector of society. Our job as educators is to help make sure our students are prepared to fully participate in the larger world when they graduate. That means we have to keep pace with evolving trends, technologies, industries and norms. As C-PP’s Superintendent, it’s both a privilege and a challenge to lead our District during such historic changes. I am committed to helping our administration and staff adapt to the changes, so that we can best serve our students. To that end, last year we focused on the following key activities:

• Master Plan: We continued to rely on our Master Plan as our guide and worked to implement a number of new initiatives across the District. A few noteworthy highlights include introducing new high school courses, achieving a record number of International Baccalaureate (IB) course registrations, completing major school safety improvements and offering more alternative school opportunities for students.

• Technology: We implemented a “1:1 device initiative” that enabled us to provide a computer for every student. The infrastructure in each building was upgraded to support future growth and changes in technology.

• Facilities: Construction improvements are 50 percent completed in our elementary buildings to help meet 21st Century needs.

• Special Education: A Comprehensive Special Education Review was conducted in the second half of the school year. The resulting report cited a number of strengths to validate that we are doing many things right. It also indicated opportunities for improvement that we will address going forward.

• Constituent Research: Surveys and focus groups were conducted as part of a major initiative to gather input from faculty, staff, parents, students and community members. The findings generated a number of new Master Plan goals in the areas of student success, community engagement and communication.

C-PP is one of the area’s largest employers with more than 1,000 dedicated individuals working to make the children of our District the center of all we do. I hope you experience this every time you engage with our District. I’m proud to serve as Superintendent, and I encourage you to spend some time reading this Annual Report to learn more about who we are, as well as all we accomplished last year.

With a combined 88 years of Board of Education experience, C-PP’s Board has established itself as a leader in the state. As a result, C-PP was selected to present at the 2016-2017 Board Officers Academy through the New York State School Board’s Association. Additionally, Superintendent Michael Ginalski and School Board President Dr. Dale Wexell gave presentations on the Development of a High Performance Board of Education at six locations throughout the state.

In 1954, the largest consolidation of schools in New York State took place. Sixty-one separate schools were formed into the Corning-Painted Post Area School District. Today, we operate eight schools plus the High School Learning Center (HSLC) which is housed on the Corning Community College campus. As one of the largest geographical districts in New York, C-PP encompasses a 237 square-mile area mainly in the eastern section of Steuben County.

English as a New Language ProgramIn 2016-2017, our five ENL teachers serviced 82 students from 19 countries, speaking 27 different languages. India is the native country of the largest group of ENL students, speaking 10 different Indian languages. The teachers worked with students and their families as they helped them adjust to our District and community. Our cornerstone events were the annual Global Jamboree, held right before the winter holiday. This event provided an opportunity for families to come together for an evening of fun, food and collaboration. The timing was perfect, as many of the families may be missing their own families around the holidays. Our department also hosted a Family Reading Night where students were able to read their favorite story or excerpt to the group both in English and in their native language.

Teachers & LeadershipOur TeachersC-PP’s 476 teachers are highly skilled and well-credentialed, with approximately 98 percent having master’s degrees. On average, each has more than 17 years of experience. Together they work with teaching assistants, building administrators and staff to create and sustain a safe, supportive learning environment in which all students can thrive.

Academics & Student AchievementThe needs of all students are at the heart of C-PP’s student-centered, standards-based system of learning. The District’s curriculum meets all necessary New York State Common Core Learning Standards, and is aligned to the International Baccalaureate standards as appropriate in our secondary schools. All of these standards define what students should know, understand and be able to do as a result of their education. With few exceptions, C-PP students consistently perform at or above state and national averages on standardized assessments. The data presented here show highlights from 2016-2017.

International Baccalaureate Middle Years Program (MYP)All students in grades 6-10 are engaged in the MYP, which is fully aligned with the New York State standards. Designed specifically for students in this critical age group, the MYP focuses on the relevance of each subject, how all subjects connect to each other and how they apply to the world outside. In addition, the MYP recognizes that all students learn differently,

so tests and assessments are given in different formats - written, oral and demonstrations. The MYP experience ends with a Personal Project, which each student must complete in 10th grade.

International Baccalaureate Diploma Program

The rigorous IB Diploma Program is designed for 11th and 12th grade students who wish to challenge themselves with high-level course content. Students have the option to take individual courses or to pursue the full IB Diploma. At C-PP High School, we offer a variety of courses in six different subject areas at the Higher Level (two-year courses) or at the Standard Level (one-year-courses), and students are encouraged to take as many or as few as are academically appropriate.

High School Learning Center (HSLC)

The HSLC is the District’s alternative program for high school students not succeeding in a traditional school. Acceptance to the program is based on an intensive application process. The curriculum combines classroom studies, paid employment and community service, with a focus on helping them develop academic, social and vocational skills, resulting in a New York State Regents diploma.

Corning Hawks AthleticsC-PP offers numerous opportunities for middle and high school student athletes to participate in sports. Our Hawks teams are highly competitive and excel at the local, regional and state levels. Last year we fielded the following:

Many C-PP students compete at a high level, with 13 of them signing Division 1 or Division 2 college letters of intent in the 2016-2017 school year. Additionally, our student athletes are engaged in community service projects off the field – last year they raised more than $15,000!

Academic Enrichment ProgramsEnrichment programs are offered to further stimulate students who are interested in an extra challenge or broader scope in their academic experience.

Our District elementary schools participate annually in the Scripps Spelling Bee, hosting their own contests each year. Numerous students participate and judges are often District personnel or retired teachers.

This event, held at the Corning Country Club, involved 100 Student Council members from eight schools in the District. The students worked together to create meaningful goals for their schools that were then implemented over the 2016-2017 school year. An exceptional keynote was delivered to the students by our Athletic Director, Bill Pierce. His focus was on student leadership, teamwork and sportsmanship. The event was successful and our students enjoyed the opportunity to join with students from other schools, and the time to work with middle and high school leaders.

The 28th annual C-PP Science Fair was held on Saturday, March 11, 2017 at the Corning-Painted Post High School Gymnasium. Over 340 students (Grades K-8) presented their learning of scientific principles and concepts garnered through the completion of their science projects. Sixty generous volunteers from both the District and our community donated their time on Saturday to evaluate the many outstanding projects.

This activity is thriving with clubs at all levels, and community opportunities to compete locally, as well as regionally and nationally. C-PP offers two robotics courses, ROV and VEX. They compete against other school districts in various challenges. These exciting courses are an important addition to the District’s STEM curriculum.

Our BITS team members specialize by level, and there is one representative per building. They have numerous roles and responsibilities in the area of technology and collaborate with both their building administrator and the District Technology Committee. All BITS team members serve on the District Technology Committee. They oversee the implementation of technology skills at the elementary level and each member assists with professional development. At the building level, they present to and update the faculty at monthly meetings. The team is led by our Digital Learning Coordinator, Lori Pruyne; together they organize building management of technology, and plan for professional development.

The Hour of Code – Hugh Gregg ElementaryOn Dec. 9, 2016 every Gregg K-5 student, staff and guest participated in the National Hour of Code event! Gregg students worked with HS students from Mr. Melanson’s computer science class in the one-hour introduction to computer science that was designed to demystify “code”, to show that anybody can learn the basics, and to broaden participation in the field of computer science. The event helps nurture problem-solving skills, logic and creativity. It was an incredibly exciting and energizing event for everyone!

The C-PP High School Drama Club is very active, staging several performances each year. 2016-2017 productions included popular plays and musicals, such as Into the Woods, Les Misérables and Scrooge. A series of student-directed one-act plays were also performed. These productions provide hundreds of participating students with opportunities to perform as actors on stage, build sets, play in the pit orchestra, work as stage managers and serve in a variety of roles behind the scenes. The District welcomed numerous community members who supported these plays in our state-of-the-art theater. Over 90 students at the middle school performed The Trials of Alice to a sold-out theater.

Throughout the school year, C-PP students explore a wide range of media and artistic styles, resulting in a fascinating and colorful display of creativity and talent. For over 40 years, the Annual Student Art Show has showcased works of art produced by students from across our District in grades K through 12. Held at Corning Museum of Glass, the show is enjoyed by the entire community.

C-PP has a rich legacy of excellence and success with its music programs for students in grades 3 through 12, with more than 1,000 participating in a music or performance course in 2016-2017. They consistently perform well in local, district and state competitions, and delight audiences with their performances. High school students who play instruments have the opportunity to participate in the following: C-PP Hawks Marching Band, Performance Band, Competition Band, Pep Band, Winter Guard, Jazz Band, Chamber Ensembles, Concert Bands and the Pit Orchestra.

Special EducationIn the C-PP District, the Pupil Personnel Services (PPS) Department’s first consideration is to educate K-12 students with disabilities in general education classes in their home schools. The department takes pride in providing a full continuum of services which support the unique educational needs of each student. To that end, PPS works collaboratively to provide students with disabilities a quality education that addresses their academic, physical and emotional needs as well as social skills. The goal is to enable them to become self-advocates and contributing members of society.

#PPSPRIDE = Teamwork + Communication + RelationshipsLaunched in the fall of 2016, #PPSPRIDE is an initiative designed to instill a renewed sense of PRIDE within the department. We understand it takes teamwork, communication and relationships to establish and sustain PRIDE, and we are mindful of carrying those principles into everything we do. The hashtag has become our department’s signature tagline and a symbol of our PRIDE.

As part of the C-PP District’s effort to integrate technology with instruction, Google Classroom has been well established within Special Education. Here are some of the benefits it provides:

• Allows safe digital communication between the student, parents and teacher within the District network.

• Parents can sign up to receive information about their child’s progress on assignments, updates on their child’s day or other classroom activities throughout the week.

• Enables students, parents and other classroom staff to access announcements, reminders and resources at any time and in any place.

• Allows for digital classroom discussions between home and school, as well as between parents to foster relationships and a supportive culture.

• Mobility – Google Classroom can be accessed via any device and has the ability to sync with a personal calendar.

• Creates Google Drive folders for the classroom as well as for each assignment and student.

In the 2016-2017 school year, C-PP Special Education teachers gained confidence in using Google Classroom and clearly saw the alignment between this dynamic technology and our #PPSPRIDE principles.

CommunicationsC-PP is dedicated to continual and transparent communication with our stakeholders. We engage with them by providing valued and needed information through a wide variety of tools. Understanding that authentic communication is a two-way process, we are also committed to listening and soliciting feedback, ideas and input to help us continually improve in our mission. District communications are distributed using the following methods:

C-PP Live Stream

In keeping with today’s appetite for remotely accessing important events, C-PP livestreams several activities. For example, the High School Black and Gold Student Media Team livestreams athletic events and graduation – the audience for these events is worldwide! Facilities

The C-PP District maintained 12 individual facilities in 2016-2017 including one administration building, eight schools, a bus garage, the Hawks athletic stadium and the former Northside Blodgett. To manage these facilities, which encompass approximately one million square feet sitting on more than 100 acres of property, the District utilizes a web-based Operations and Maintenance program that now enables all building staff and administrators to submit requests for repairs. The system also automatically generates preventative maintenance work orders that are assigned to the appropriate personnel. Monthly building inspections and walkthroughs ensure problems are noted and addressed proactively.

2016-2017 Highlights

A number of facilities improvement projects were undertaken last year including:

• District Level: Completed the sale of Lindley-Presho Elementary School and Northside Blodgett Middle School. Expanded web-based Maintenance Program access to include all staff and administrators to more effectively meet the District’s needs. Completed all Fire Inspections and six-month Asbestos Surveys, and filed reports with the New York State Education Department.

• Administration Building: Renovated Business Services Department.

• Carder: Continued ongoing site work, began construction on addition and installed new building utilities.

• Erwin Valley: Completed capital project including five new classrooms and extensive renovations.

• Severn: Completed capital work including addition, new parking lots, entrance and playground.

• Other elementary schools: Planned for upcoming capital projects at Calvin U. Smith and Winfield.

• Middle School: Completed ceiling and light replacements, renovation of locker rooms at pool, new auditorium seating installation and painting projects throughout the building.

• Stadium: Completed structural repairs and renovation work.

TransportationC-PP’s Transportation Department is committed to safely and efficiently transporting students to and from school every day. The District has its own fleet of buses and contracts a number of other buses from private companies in the local area to transport students. All vehicles are equipped with audio/visual surveillance, mobile radios and GPS systems. All drivers are trained to the highest standards.

In 2016-2017, all bus routes were updated to provide the most accurate information possible to all parents through the Parent Portal web access. Special needs routes were redesigned to accommodate a full day for all students as well as the transition of a classroom from Winfield to Erwin Valley.

The school bus industry as a whole continues to experience severe driver shortages. By taking a team approach, C-PP’s Transportation Department has survived this driver shortage while not jeopardizing its outstanding service. Last year the Transportation Department as a whole received a 100 percent DOT rating on bus inspections, with mechanics taking the lead on this accomplishment. The Transportation Department’s greatest strength continued to be its strong, dedicated staff who ensured the safe transportation of every student every day.

FinancialsThe leadership of the C-PP School District is committed to responsible stewardship of the funds it receives from taxpayers as it administers the annual budget. We continually scrutinize spending to eliminate inefficiencies and ensure every dollar is invested appropriately, with a focus on student learning. As a testament to the District’s skilled financial management, C-PP currently holds a MIG 1 rating on short-term obligations. This designation denotes superior credit quality. Excellent protection is afforded by established cash flows, highly reliable liquidity support, or demonstrated broad-based access to the market for refinancing. Additionally, C-PP currently holds an Aa3 rating on municipal long-term debt. Issuers or issues rated Aa demonstrate very strong credit-worthiness relative to other U.S. municipal or tax-exempt issuers or issues.

At the end of our fiscal year, the independent auditor’s report concluded that “the financial statements present fairly, in all material aspects, the respective financial position of the governmental activities, each major fund, and the remaining fund information of the District as of June 30, 2017, and the respective changes in financial position and budgetary comparison for the general fund for the year ended in accordance with accounting principles generally accepted in the United States of America.”
