Area Based Proposal

It lacks a single comprehensive plan with clear

defined targets. The plan provided in the

annexure merely enlists proposed building

projects.

Comprehensive water supply & sewerage

projects are proposed within the area based

proposals to obtain 100% services.

The attached images of the proposed building

projects lack the coherence of being part of a

unified area development plan.

Although water supply has been limited, the

development of water theme parks especially

in an ecologically sensitive area is a mismatch.

Also while Diu is known for its built and

environmental heritage resources, the

introduction of a water theme park can be

reconsidered.

There is a complete absence of environment

conservation especially since Diu belongs to a

highly ecologically sensitive region.

Keeping in view of ecologically sensitive

region, coastal protection and green avenue

plantations projects along the sea front are

proposed



Area Based Proposal

The component on tourism/conservation of

heritage assets focuses on more on provision of

tourism related infrastructure like parking, food

courts, and recreational facilities. There is no

focus on built and cultural heritage.

Tourism and cultural preservations are two

important sectors for Diu development.

Hence projects like infrastructure,

entertainment & development /

improvement / protection of heritage

structures by integration with INTACH listing

monuments and heritage buildings are

proposed.proposed.

Pan City Proposal

With poor internet connectivity as mentioned in

the SWOT, the pan city proposal based on high

speed internet connectivity is a mismatch.

The high speed internet connectivity through

optical fiber is already existing with the BSNL,

Diu. But to attain the high speed internet

services laying of optical fiber distribution

network is being proposed in Diu Municipal

Area to strengthen all the IT enabled

proposals

Contents of 'Approach and Methodology' are

same for Area Based and Pan-City proposals.



Implementation Plan

While the implementation plan, scenarios

(short, medium and long term) and the timeline

provided are inconsistent. For example, the

Optical Fibre Cable, crucial for internet

connectivity would be completed in February

2018, which is a medium term scenario, this has

however been listed as a short term scenario.

SWOT Analysis SWOT Analysis

STRENGTHS

Previous Present

Historical city with landmarks of history, which was a Portuguese

Colony for about 450 years, prior to its incorporation into the

Indian Union on December 19, 1961.

History, culture, geography and ambience including annual Diu

Festival attract 17 lakhs tourists contributing to its economy.

High potential for tourism development with scenic beauty,

wonderful sandy beaches and heritage structures

With a population density of only 14 persons per hectare, Diu has

vast wetlands, protected CRZ, the sixteenth century Portuguese

fort and a compact old city of historical and architectural value.

Small geographic area for better planning and implementation and

have good scope for managing future development of city

INTACH Delhi has surveyed and listed more than 300 buildings as

heritage buildings in Diu.

least carbon footprint by way of recycling of resources, a low

energy way of life and a high degree of self-sufficiency is perhaps

smarter.

Limited availability of land The low population base cannot sustain high level of social and

physical infrastructure on its own steam. Higher level of government

funding to make projects and amenities economically viable is

therefore necessary.

Deficiency of infrastructure - due to old areas being congested The small size of Diu – 17.81 sq km for the municipal area and 40 sq

km for the whole district besides the physical barriers of the sea and

the creeks, draws a limit on its physical expansion. The restrictions of

Coastal Regulation Zone, the wetland guidelines, presence of

historical and archaeological monuments leaves very limited area for

new investments and industries.

Diu is confined to only two localities: one the old city and the other

Ghoghla. This area is congested with narrow roads and winding lanes.
