Preface
The Tanzania Commission for Universities (TCU) through its mandate as spelt out in the Universities Act, Cap. 346
of the Laws of Tanzania in collaboration with the National Council for Technical Education (NACTE), National
Examinations Council of Tanzania (NECTA), the Higher Education Students Loans Board (HESLB) and higher
education institutions have improved the Central Admission System (CAS) which has been in operation since
2010/2011 academic year. Through the system, applicants who want to apply for admission into higher education
institutions are able to lodge applications online and be selected to programmes of their choice centrally. The
selection processing is based on the minimum programme entry and other requirements of each institution in the
country including admission capacity and other parameters. The decision on the actual admission of applicants is
then made by the individual institutions through their Governing Boards and Senates.
The Undergraduate Student Admission Guidebook is meant to provide the applicants with basic information on
matters related to the entire process of admissions through the Central Admission System. The Guidebook indicates
the programmes offered in each higher education institution as approved by TCU or NACTE. In addition, it
indicates the minimum entry requirements, institutional capacity, fee structure for each programme, maximum
loanable amount for programmes of national priority and other relevant information (For more information on Loans
the applicants are advised to refer to the Guidelines and Criteria for Issuance of Student Loans and Grants for
2015/2016 academic year issued by the Higher Education Students Loans Board).
The Guidebook provides a step-by-step procedure on how to apply through CAS using the Internet. Applicants are
therefore, strongly advised to read the Admissions Guidebook before they start lodging their applications. For
further inquiries, prospective applicants and the general public are advised to contact TCU or NACTE through the

1. Introduction
The Tanzania Commission for Universities (TCU) in collaboration with the National Council for Technical
Education (NACTE) has prepared this Undergraduate Students Admission Guidebook as a tool to simplify the
admission process in the country. The Admissions into higher education institutions is processed through Central
Admission System (CAS). However, under special circumstances some applicants may be allowed to apply
directly to individual institutions. Such applicants may include holders of post Form Six certificates (UQF 6) and
Bachelor Degrees. Through the Central Admission System applications can be lodged through the Internet. The
process is interactive in such a way that the applicant can easily and conveniently follow the instructions given
by the system in the course of lodging an application. In addition, the Guidebook has the following information:
Important dates to be adhered to during the application process;
List of participating institutions in the CAS;
Programme codes for each institution;
Minimum entry requirements for each programme;
Application fees and procedures for payment;
Maximum loanable amount for priority programmes (For more information on Loans refer to Issuance of Loans Guidelines and Criteria for academic year 2015/2016 issued by HESLB);
Categories of applicants eligible to use the Central Admission System;
Procedure for application through Internet
Other services offered by the Central Admission System.
2. Important dates
In order for the applications to be considered and processed without due stress, applicants are advised to observe
and adhere to the dates indicated in Table 1. Failure to adhere to these dates may result into rejection of
applications. In any case, no admission will be processed beyond the set deadlines.

3. Admission into Higher Education Institutions
The admission into higher education institutions will be done through Central Admission System. The application through CAS will involve:
a) Form Six applicants who completed their Form Four Secondary Education from the year 1988 onwards;
b) Applicants with Diploma in Teacher Education who completed their Form Four Secondary Education form 1988 onwards;
c) Applicants with Full Technician Certificates (FTC) who completed their Form Four Secondary Education from 1988 onwards;
d) Applicants with Ordinary Diploma in Technical Education (NTA Level 6) who completed their Form Four Secondary Education from 1988 onwards;
e) All applicants with other Diplomas (non-NTA level 6) from Tanzanian institutions recognized by TCU/NACTE;
f) All applicants with Diplomas from outside Tanzania which have been recognized by TCU/NACTE.
g) Applicants with Foreign Certificates who completed their secondary education through different education systems;
h) Applicants with Recognition of Prior Learning (RPL) qualifications who completed their RPL examinations from 2013 onwards.
NB: Applicants who completed their Form Four Secondary Education before 1988 may also apply through
CAS but they should follow same procedure as holders of foreign certificates ONLY that they do not need
to get NECTA equivalence for their certificates.
3.1 Applicants should NOTE the following:
i) All applicants will apply through the Central Admission System which is available on TCU and NACTE websites: www.tcu.go.tz and www.nacte.go.tz.
ii) Applicants will be required to choose 3-5 programme choices with maximum of two programme choices from one institution basing on programme requirements given in the Undergraduate Students Admission Guidebook for Higher Education Institutions available on TCU and NACTE websites.
iii) All applicants are advised to follow the stages for REGISTRATION and APPLICATION carefully to avoid any inconveniences.
3.2 Mode of payment
Application fee for category A (Form Six NECTA and non NECTA applicants)
Tanzanians will be required to pay a non-refundable application fee of TSHS.50,000/- payable through
Maxmalipo Agents, M-Pesa, TigoPesa, Airtel Money and Ezy-Pesa.
Non-Tanzanians will be required to pay US$60 through CAS Account at any CRDB bank branch countrywide (TCU-CAS Account. No.02J1026795700). The swift code: CORUTZTZ.
Non-Tanzanians residing outside Tanzania will be required to pay US$60 through CAS account number (TCU-CAS Account No. 02J1026795700). The swift code: CORUTZTZ.
After paying a non-refundable fee of US$60, Non-Tanzanians residing inside and outside Tanzania should EITHER submit physically proof of payment together with certified copies of their academic certificates
and NECTA equivalence letter to TCU OR send through email: [email protected]; [email protected] or
Fax Number: +255-22-2772891 to enable TCU to send them Payment ID Number which is necessary

during application. They must also attach their valid personal emails or mobile numbers for communication
purpose.
Category B: will involve the following:-
i) Applicants with NTA level 6 qualifications,
ii) Applicants with Diploma in Teacher Education,
iii) Applicants with FTC qualifications,
iv) Applicants with other Diploma qualifications.
Application fee for category B (NTA6/Diploma Teachers/FTC/Equivalent Qualification)
Applicants of category B will be required to pay a non-refundable application fee of TSHS.50,000/- payable through M-Pesa.
NOTE:
1. Applicants are advised to read carefully the admission requirements of each programme they anticipate to apply in the Undergraduate Students Admission Guidebook before finalizing application process in
order to avoid problems that may arise due to failure to follow appropriate instructions.
2. Holders of Advanced Certificate of Secondary Examination who do not have at least two E in their A level results for old grading system (pre-2014) and at least D for new grading system are advised not to apply as they do not meet the minimum requirements to be enrolled in any degree programme
offered by higher education institutions. 3. Diploma holders who do not have at least a GPA of 2.7 or average of B or Credit are advised not to
apply as they do not meet the minimum requirements to be enrolled in any degree programme offered
by higher education institutions. 4. Applicants with foreign certificates will be required to submit their certificates to National
Examinations Council of Tanzania (NECTA) for equivalence. To download equivalence form visit:
http://www.necta.go.tz/fomu.html.
Before lodging applications, applicants with foreign certificates are required to submit to TCU the
following documents for verification purpose:
i. Certified copy (copies) of equivalence letter obtained from NECTA;
ii. Certified copy (copies) of Secondary School Certificate obtained outside Tanzania or different from NECTA education system;
iii. A copy of local Secondary Education Certificate obtained from Tanzania (If any).
5. Applicants are advised to keep in safe place their payment ID number and confirmation number for M-Pesa for future reference and payment verification.
6. Applicants are advised to use the new revised edition (2015/2016) of the Undergraduate Students Admission Guidebook which is available on TCU and NACTE websites: www.tcu.go.tz and
www.nacte.go.tz.
4. Types of Higher Education Delivery Modes
Applicants should note that there are two modes of higher education delivery, namely, Conventional or Regular
mode and Open and Distance Learning (ODL). Conventional mode of programme delivery is classroom-based
while ODL is a mode where there are no regular classes. Students under the ODL mode conduct their study
using self-instruction materials and structured face-to-face interaction with their lecturers or instructors.

Applicants should thus bear in mind that all programmes offered by the Open University of Tanzania (OUT) are
delivered through ODL mode. There are no regular classes or continuous interaction with lecturers/instructors at
the Open University of Tanzania. Likewise, some programmes offered by Kampala International University-
Dar es Salaam Constituent College (KIUDCC) are also through the ODL mode.
5. Central Admission System (CAS) Participating Institutions
The Government directed from 2010/2011 academic year onwards that higher education institutions should
admit students through the Central Admission System. Institutions not participating in CAS for some reasons
will continue to process the admissions through their institutions and submit the selected applicants to
TCU/NACTE for approval. Table 2 shows the list of participating institutions in CAS in 2015/2016 academic
year. Institutions which will participate in CAS after the publication of this guidebook will be included provided
they are approved by TCU and NACTE. Applicants seeking admission into institutions not listed in Table 2
should apply directly to the respective institutions.

6. Scholarships through the Tanzania Government
The Government of Tanzania offers Scholarships on behalf of the Governments of Mozambique for
undergraduate studies through bilateral agreements. The scholarships are for studies tenable in institutions in the
respective countries.
7. Minimum Entry Requirements for Admission into Higher Education Institutions
The minimum entry requirements set by TCU and NACTE to join HEIs are as follows:
a) For Form Six applicants who completed their A Level studies before 2014 the minimum entry qualification is two principal passes (Two Es) with a total of 2.0 points;
b) For Form Six applicants who completed their A Level studies from 2014 onwards, the minimum entry qualification is two passes (Two Ds) with a total of 2.0 points
c) The comparison between the OLD and NEW grading system is indicated in the table below;

d) For the applicants with RPL qualification the minimum qualification is B grade obtained from RPL examination;.
e) For the Diploma applicants the minimum entry qualification is at least Four O level passes (Ds and above) or NVA level III with less than four O level passes or equivalent foreign qualifications as established by
either NECTA or VETA;
AND
(i) Ordinary Diploma (NTA Level 6) with at least GPA of 2.7; or
(ii) Full Technician Certificate (FTC) with at least points average of 2.7 (where A=5, B=4, C=3 and D=2
points); OR
(iii) Diploma in Teacher Education with an average of C grade; OR (iv) Health related awards such as Clinical Medicine and others with average of B grade; OR (v) Credit class diploma for classified diplomas and certificates in terms of distinctions, credit or pass OR (vi) Lower Second Class diploma for classified non-NTA diplomas; OR
(vii) Average of B grade or lower second class in recognized pre-entry programme offered by technical institutions accredited by NACTE for both A level and Diploma holders with lower than minimum entry
requirements.
8. Students Loans
Those intending to finance their studies through student loan should be aware that the Government has set
priority programmes for which applicants can expect to get loans. The Guidebook indicates the Priority and
Non-Priority programmes and possible loan amount for priority programmes in order to help applicants
prepare themselves in finding alternative sources of financing their studies.
Note: For all Arts Education based programmes the loan will be considered based on those with at least
4.0 points in their A-Level grades.
Applicants are advised to carefully go through the criteria for one to qualify for student loan as spelt out by the
Higher Education Students Loans Board before selecting programmes and submitting their applications. This information can be obtained from the Boards website www.heslb.go.tz. Students should also pursue other financing options rather than relying wholly on the HESLB.
9. Quality Assurance Fee
Pursuant to section 5(1)(b) of the Universities Act, Cap. 346, the Commission is required to audit, on regular
basis, quality assurance mechanisms of Universities which include; carry out evaluation, assessment and
monitoring of universities on a continuous basis and make guidelines for Quality Assurance and other related
matters for the purposes of monitoring and regulating general management and performance of Universities.

Accordingly, section 16 of the Universities Act, Cap. 346, as amended by the Written Laws (Miscellaneous
Amendments), Act No. 3, 2013 the Commission is duly mandated by the law to charge/collect quality
assurance fee. In view of these legal provisions, the Commission at its 64th regular meeting held on 3rd July,
2014 approved a Tshs. 20,000/= Quality Assurance Fee with effect from July, 2014. To this end all
Universities are responsible to collect and pay the prescribed quality assurance fee for every students in the
Universitys nominal roll annually.
10. How to Apply
Applications shall be done through Internet. Applicants should not submit their applications to TCU or NACTE
by e-mail, fax, or deliver them in person.
NB: Applicants should ensure that they have paid the application fee through prescribed procedures
before starting application.
10.1 Payment Details
10.1.1 How to pay via MaxMalipo agents:
Steps
1. Visit the nearest Maxmalipo agent with your Tshs 50,000/- 2. The agent will take your cash and request for your mobile phone number. 3. The agent will process your payment and issue you a receipt that contains a voucher number. 4. You will shortly receive an SMS as well as a voucher number.
Use the voucher number as payment ID for registration to apply on TCU Central Admission System (CAS).
10.1.2 How to pay via M-Pesa:

10.2. Instructions on How to Apply Using the Central Admission System (CAS)
a) Introduction
Four groups of applicants can apply for admission into Higher Education Institutions (Universities and
Colleges) as follows:
- Recognition of Prior Learning (RPL) applicants
- Form Six Leavers who sat for NECTA Examinations
- Form Six Leavers who sat for Examinations of Other Foreign Examining Boards (Holders of Foreign
Certificates either O-Level, A-Level or Both)
- FTC or Diploma holders from colleges and Institutions under NACTE
Each of these types of applicants has a different route of application as explained hereunder. Kindly read
carefully and follow instructions.
b) Before you apply
Holders of Foreign certificates from other examination Boards different from NECTA should first present their
certificates to National Examinations Council (NECTA) for verification. They will in turn be given letters
showing NECTA equivalent grades. The equivalence letters and certified copies of certificates should then be
presented to TCU for application approval. This step should be done before they make any payment.
Form Six applicants (both NECTA and Non NECTA), are required to pay a non-refundable application fee of
TZS 50,000/= through Maxmalipo paypoints, M-Pesa, Tigo pesa, Airtel Money or Ezy-Pesa to TCU.

After the payment is received, you will receive via short message service (SMS) a payment transaction ID
which you must enter in the system when registering online as proof of payment.
c) Information requirements
After you have paid the required application fee, make sure you have the following information before you start
the application process;
Form Six applicants (NECTA) Information
1. Payment Transaction ID
2. Form Four Index Number in the format S0101/0002/2015 or P4003/0200/2013
3. Postal Address, E-mail Address, Mobile number, District of domicile, Date of Birth and National ID
number (if available)

d) How to Apply Step by Step for Form Six Applicants (both NECTA and Non NECTA)
1. Go to TCU website (www.tcu.go.tz) and click on CAS link. The Central Admission System will open.
(Alternatively go directly to http://cas.tcu.go.tz and follow a - d below)
2. Click on F6 and Foreign Certs Registration link to register.
a) Enter your Form Four Index Number and the Year of Completion (as per indicated format)
and Password (You need to create your own password and make sure it is simple enough to
remember)
b) Select applicant category
c) Enter payment ID (This is the number you have received after you have made a payment through
proposed mode of payment)
d) Click Submit button
NB: Your examination results and some personal particulars will be automatically fetched from
NECTA database
3. After successful registration, on your left a menu will show your application progress. Finish the
process by entering Additional Details such as Nationality, Postal Address, Form Six Index
Number, District of domicile, Date of Birth, Mobile Number, Email Address and National ID (If
available).
4. You are strongly advised to setup a secret question and answer to be used later should you forget your
password.
5. If you dont have three (3) O-level credits, on your right menu, you can Add O-Level sit (Form Four
examination resit Index Number). Likewise, if you dont have Two (2) A-level passes, on your right
menu, you can Add A-Level sit (Form Six exam resit Index Number).
6. The system provides you with links to view your O-level and A-level results and review information
contained in your profile.
7. On the left hand side menu, the last link provides links that will enable you to edit your personal
information such as Date of Birth, District of Domicile, Health Condition, Mobile Number, Email
Address and Postal Address.

8. After you are registered and you have provided additional details, the system will validate your profile
by:-
i) Comparing O-level and A-level names
ii) Check if you have three (3) O-level credits (C grade or above)
iii) Check if you have two (2) A-level passes (grade D or above for graduates of 2014 or later
and grade E or above for graduates of 2013 or earlier )
9. Programme Selection
i) If there is no problem in your registration, the system will automatically advance you to degree programme selection page. (For RPL applicants, this will happen after you have sat
and passed RPL examinations and results have been uploaded into the system)
ii) Each Form Six applicant (both NECTA and non NECTA) MUST select at least Three (3)
programmes and at most Five (5) degree programmes.
iii) The maximum number of programmes one can select from same institution is Two (2) degree
programmes ONLY.
9.1 How to select programmes
On your LEFT click on Search. The list of all programmes showing programme code,
programme name, institution name and programme cost will be displayed. You can narrow your
search (filtering) by typing keywords such as programme code e.g. AJ004, location like
DODOMA or degree name like Engineering or Medicine. On your right there are two links against
each programme that will allow you to view more details of the programme of interest or ADD to
your profile if you are satisfied.
After adding a programme, you can:-
View your selections
Add more programmes
Delete any programme
Reorder programme priorities
10. After completion of selection of programmes you can optionally print the summary of your profile for
future reference.
Note: If you had logged out before selecting programmes, you can login using your
username and password to continue with the process.
NB: 1. Applicants should remember their passwords, as they will be needed when reviewing their applications.

2. An applicant is advised to keep his password known to himself/herself to avoid malicious people who may try
to
change the applicants information. Please note: Your password is confidential and personal to yourself..
3. Applicants holding foreign certificates MUST submit to TCU hard copies of certified certificates and a
validation letter from NECTA before doing any application.
10.3 How to Apply Step by Step for RPL Applicants
a). Payment of application fee
1. RPL applicants MUST pay the application fee of 50,000/= payable through TCU Bank A/C No. 01J1026795702 CRDB Bank.
2. After paying application fee, applicants are required to scan and send the copy of a Bank payment slip to TCU through email [email protected]. Those applicants who are in Dar es Salaam may bring bank pay-
in slip in person to TCU premises
NB: Applicants MUST ensure that the payment bank slips contain all the necessary identification
details which will facilitate the communication between the two parties. These are proper names
of the applicant, and valid email address and mobile numbers.
3. TCU having received the payment Bank slips and upon payment verification will send an RPL payment ID Number through the Email/Mobile indicated which the applicant will use to access the
system during registration.
b). Online Registration
1. Open the TCU website www.tcu.go.tz;
2. Click CAS link on the top menu of the TCU website to open Central Admission System;
3. For self-registration to a new applicant click RPL Applicants Registration link;
4. Fill self-registration form to register and click Submit button to create your account;
5. After creating the account, successful registration message will be displayed. Click on the Continue button to complete registration.
6. Click Additional Details link on the Registration Module, fill in your personal particulars and click Submit button.
7. Click Upload Attachments link and then click the respective Browse button to attach your personal attachments. Click Upload attachments button to submit the uploaded files.
Note:
1. To add/edit your registration particulars click on Add/Edit information link to update your profile.
2. You can print or save your profile in PDF format for future reference.

11. Required Documents
Applicants holding certificates issued by the National Examinations Council of Tanzania and holders of NTA
Level 6 Certificates are not required to submit any documents when lodging an application.
11.1 How to Select Programmes
Since it is an applicants decision to select preferred programmes in the preference order he/she likes, applicants are strongly advised to list their programme selections in their order of preference, starting with their
highest preference programme and ending with the lowest preference programme.
Before lodging an application, the applicant should first go through the conditions and requirements of each
programme he/she would wish to join.
11.2 Conditions on Programme Selection
When selecting programmes applicants are required to observe that they:
Can select up to five programmes from different institutions
Cannot select less than three programmes from different institutions
Cannot select more than two programmes from one institution.
11.3 Conditions on Programme Change
The conditions for programme change are that applicants:

12. The Selection Process
Possession of the required entry qualifications does not guarantee admission into the institution of the
applicants choice. If the applicant is not selected for the first preference, he/she will be considered equally with all other applicants for his/her second preference, and so on until his/her 5th preference.
