256. MAYOR'S ANNOUNCEMENTS

Saturday, 18th April 2015 2pm – officially opened the bowling season at Bitton Park Bowling Club. Deputy Mayor: 2pm – officially opened the bowling season at the Den Bowling Club. Sunday, 19th April 2015 11.30am – met Veterans in the Royal British Legion and accompanied them on walk to the Memorial to lay a wreath. 3pm - Teignmouth Town Council Civic Service at Teignmouth Baptist Church.

Deputy Mayor: Monday, 20th April 2015 3.30pm – attended a Town Council reception for Spanish students on an exchange trip with TCS students at Bitton House Monday, 20th April 2015 6.30pm – attended event at Shop Mobility after completion of works. Deputy Mayor: Wednesday, 22nd April 2015 2.30pm – attended the 100th Birthday celebration for Bobbie Bramer at Summer Court, Teignmouth. Wednesday, 22nd April 2015 7.30pm – attended the Dawlish and Teignmouth Camera Club Awards Presentation and presented the awards at Holcombe Village Hall. Deputy Mayor: Friday, 24th April 2015 3pm – attended a cream tea and talk organised by the Inner Wheel Club at Bitton House. Saturday, 25th April 2015 4.30pm – hosted a Pyromusical Event at Teignmouth Rugby Football Club to raise money for the Mayor’s charities. Sunday, 26th April 2015 11am – attended the Classic Car Meeting on the Den.

The Mayor thanked everyone who went to the Pyromusical event he hosted on Saturday, over £1,000 was raised.

257. PROCEEDINGS OF COMMITTEES

The Minutes of the Finance and General Purposes Committee meeting held on 14th April 2015, Minute Nos 240-253 were presented for adoption by Cllr Russell

At Minute 244 – Cllr Russell said that her and Cllr Green attended the Friends of Teignmouth Orangery AGM on 25th April 2015.

At Minute 250. c - Cllr Baldey said the Car Parking Working Party had met the previous Wednesday. They have received the results of the consultation and are awaiting recommendations from Devon County Council. Apart from zone 2, the majority of areas rejected residents parking. The notes of the meeting will be passed around. They are looking at adding another level in Quay Road car park. Cllr Baldey said he will carry on as Chairman until a replacement is in place.

Subject to the above addendums, the Minutes were seconded by Cllr Fusco and agreed unanimously.

258. BUSINESS (IF ANY) ESPECIALLY BROUGHT FORWARD BY THE MAYOR

The Mayor welcomed Tracey Higgs to her first Full Council meeting as Town Clerk Designate. The Clerk commented that he has enjoyed working with Tracey to date. Cllr Russell added that Teignbridge are also happy with the recruitment of Tracey.

The Mayor brought business forward as listed below:

1. A Briefing Note regarding the Donald Crowhurst film by Tracey Higgs was tabled for information.

2. An Information Sheet regarding the VC commemoration event by Anna Winston was tabled for information.

3. Reminder of quiz on Friday at 7pm at the Manor House, Dawlish to raise money for the Mayor of Dawlish’s charities.

4. The Teignmouth in Bloom competition is launching this week. The Mayor asked members to encourage people to enter.

5. Charities/community groups are invited to apply for a share of the money collected throughout my term as Mayor – over £2,700 has been raised so far.

6. A leaflet from the Devon Army Cadet Force was tabled for information.

Cllr Burgess asked the Clerk for an update regarding the Architectural Heritage Fund (AHF) - Project Viability Grant for the basement area of Bitton House. The Clerk replied that he has asked for a report but it has not been received yet.

a) An email has been circulated to members regarding a short course entitled ‘Being an Effective Councillor’. Members were asked to notify the Secretary by 5th June if they are interested in attending.

b) A letter of thanks from the Devon and Cornwall Community Neighbourhood Watch Association for the grant of £250.

c) A letter of thanks from Bitton Park Bowling Club for the restoration work on the benches.

d) An information item regarding a community compost open day on 5th June at Old Forde House. The Clerk Designate will arrange for the item to be circulated.

e) A letter of thanks from the Rotary Club of Teignmouth for the financial support for the Rotary Kids Out Day.

Cllr Burgess asked about progress regarding the architectural grant application for the basement of Bitton House. The Clerk Designate said she will reply with an update. 5. MATTERS OF URGENCY BROUGHT FORWARD BY THE CHAIRMAN (IF

ANY) There were none. The Chairman asked that item 11 is brought forward to enable a member of the public to speak. Cllr Matthews proposed that the item is brought forward, seconded by Cllr Cox and agreed unanimously. Standing Orders were suspended. Item 11. Community Defibrillators The Clerk Designate said a Memorandum of Understanding for the defibrillator project had been circulated with the agenda and was also tabled for members. She said the document lays out the responsibilities for both parties. She also informed members that training will be available for them if they wish. Members were invited to ask questions which covered areas including dates for installation, reclaiming VAT and action if Heartbeat should fail. The Clerk Designate and Mike Brokenshaw of Heartbeat responded to questions. Cllr Cox thanked Heartbeat for their work to date on the project. The Chairman asked for agreeance that the Memorandum of Understanding is accepted. Cllr Burgess proposed that it is, seconded by Cllr Matthews and agreed unanimously. Standing Orders were resumed.

6. COMPOSITION OF SUB-COMMITTEES 2015/2016 The Chairman asked members to show interest in being a member of the Planning Committee – Cllrs Vella, Russell, Fusco, Green, Orme and Eden expressed interest and were selected. The Chairman of this Committee will be decided at the first meeting. The Chairman proceeded to go through each Committee: Town Centre Mangement Partnership (the Clerk Designate explained what the Committee is) – Cllrs Orme, Nicolaou, Fusco, Russell and Green expressed interest and were selected. Tree Warden – Cllr Matthews Regeneration – a discussion took place as to whether a representative is needed. It was proposed by Cllr Cox that the item is deferred to the next meeting, seconded by Cllr Vella and agreed unanimously. Events Working Party – Cllrs Vella, Eden, Orme, Fusco and Nicolaou expressed interest and were selected. CCTV Management Team – Cllrs Matthews, Fusco and Vella expressed interest and were selected. Car Parking Working Party – Cllr Russell proposed Cllr Bladon joins the group, seconded by Cllr Green and agreed. Cllrs Nicolaou, Falcao, Matthews and Fusco and Sue Edwards of Teignbridge District Council. Bitton House Estates Mangement – roles as existing. e and f to be confirmed at the Planning meeting. 7. COMPOSITION OF OTHER BODIES The Chairman went through each Outside Body: Harbour Consultative Committee – Cllr Russell proposed Cllr Orme, and Cllr Green as Reserve, seconded by Cllr Vella and agreed. Teign Estuary Forum – Cllr Cox proposed Cllr Vella, seconded by Cllr Falcao and agreed unanimously. Citizens Advice Bureau – Cllr Cox proposed Cllr Burgess, seconded by Cllr Eden, and agreed unanimously. Julia Cousins Trust – Cllr Russell told members that Tim Golder has been a co-opted member for years and proposed that he continues, seconded by Cllr Cox and agreed unanimously.

Devon Association of Local Councils - Cllr Cox proposed Cllr Green, seconded by Cllr Russell and agreed unanimously. Teignbridge Association of Local Councils – Cllr Orme proposed Cllr Eden, seconded by Cllr Green and agreed unanimously. Cllr Green will continue as Reserve. Mary Risdon Charity – Cllr Russell told members that the representatives are Trustees and serve a period of time so it will remain as existing which was agreed. Royal National Lifeboat Committee – Cllr Cox proposed Cllr Matthews, seconded by Cllr Green and agreed unanimously. Soup Kitchen Trust – Cllr Russell said she has checked current representation and they are happy to continue and this was agreed. Cllr Cox said it would be useful to receive a report. Teign Heritage – Cllr Vella proposed Cllr Orme, and Cllr Green as Reserve, seconded by Cllr Matthews and agreed unanimously. Teignmouth in Bloom – Cllr Russell explained what the Committee does. Cllr Cox proposed Cllrs Russell, Green and Eden and Roy Halsey and Viv Wilson MBE, seconded by Cllr Orme and agreed unanimously. Remembrance Committee – Cllr Orme as Mayor. Cllr Bladon as Chairman of the Finance and General Purposes Committee. Cllr Falcao proposed Cllr Cox, seconded by Cllr Eden and agreed. Cllr Cox proposed Cllr Fusco remains on the Committee, seconded by Cllr Bladon and agreed. Cllr Bladon proposed Cllr Green remains on the Committee, seconded by Cllr Falcao and agreed. Noted, Cllr Green abstained from voting/ Friends of Eastcliff Park – Cllr Vella proposed Cllr Falcao, seconded by Cllr Orme and agreed. Cllr Falcao proposed Cllr Orme, seconded by Cllr Green and agreed. Civil Emergency – roles agreed as existing. 8. MAYOR’S ALLOWANCE 2015/2016 Noted, Councillor Orme left the room whilst this item was discussed. Cllr Cox proposed the allowance continues as set out with Retail Price Index applied, seconded by Cllr Matthews and agreed unanimously. 9. AUTHORITY TO SIGN CHEQUES 2015/2016 The Chairman put forward the Mayor, Deputy Mayor, Chairman and Vice-Chairman of the Finance and General Purposes Committee, the Clerk and Clerk Designate as having authority to sign cheques.

Cllr Matthews conveyed that lots of payments are done by BACS and enquired if they are approved and signed before payment is made as cheques need to be signed off. Cllr Russell and the Finance Secretary replied that prepayments are signed off by a method approved by the Auditor. A discussion ensued and the Chairman suggested that the item is deferred to give Officers an opportunity to look at the process and report back to members and this was agreed. 10. ANNUAL RETURN The Annual Return for 2014/2015 and Financial Statements were tabled for members approval. Cllr Matthews queried how the figures on the annual return balance with the balance sheet and the Finance Secretary clarified this. Cllr Vella expressed that this information should have been circulated prior to the meeting so that members have a chance to read documents beforehand. The Chairman said he will address this. Questions were raised regarding assets and salaries. The Clerk Designate suggested a finance training session later on in the year. The Clerk Designate said the internal auditor has been in, has completed his audit With a couple of items that need addressing with the Qickbooks advisor and he has signed off the annual return which needs to be sent to Grant Thornton by 1st June 2015. Cllr Russell proposed the Financial Statements be approved and the annual return is submitted and, seconded by Cllr Green and agreed unanimously. 11. COMMUNITY DEFIBRILLATORS Item was brought forward 12. TEIGNMOUTH TOWN COUNCIL PRIORITIES AND OBJECTIVES 2015-2016 Cllr Burgess expressed that the Council need to change a few things and have clearly defined objectives and priorities which would be published in place. The Chairman said he has been thinking along the same lines and has prepared a draft of priorities and objectives for the forthcoming year. He wants to set-up a working party to discuss the item with a view to bringing back suggestions to this Committee. He added that the working party would sit twice a year and would the review priorities for next year. The Chairman conveyed that he has approached Cllrs Cox, Burgess and Nicolaou to be on the working party. Cllr Matthews requested the draft to be circulated to all members so that they have an opportunity to comment which the Chairman agreed to do.

A date for the working party meeting was arranged and it will take place on 6th June at 10am at Bitton House. Cllr Orme will also be a member as ex officio Mayor. 13. REPORTS FROM COUNCILLORS a. County Cllr Clarance reported on the following:

i. He asked Highways about the traffic problem and Peter Brunt replied and was reluctant to come up with ideas as he considers the amount of traffic is distorted with the current works on the link road. Cllr Clarance suggested inviting highways to a Council meeting. Cllr Matthews thanked Cllr Clarance for taking this matter up with Devon County Council and said he does not agree with Peter's view as the problem is not only at peak times. Cllr Matthews asked if a letter can be written to Devon County Council to ask if they can visit the town and the Clerk Designate will action this.

ii. He reported that Mike Jones' team work on the parking survey shows that there seems to be no appetite in the Avenues for residents parking.

iii. The winding gear on the bridge has a broken cog. The remedial work is likely

to be done half at a time and the bridge will need to be up for around three days.

iv. He said that someone at Shaldon Parish Council has approached him about

training volunteer dog wardens and he asked if Councillors would support this which the Chairman replied they would.

b. District

i. Cllr Cox said he has had complaints regarding grass not being cut on Moorview Drive. Cllr Russell said she has asked for an item to be discussed at the next Town Centre Mangement Partnership meeting about this.

ii. Cllr Ome informed members that she has asked for an item to be added to the

Town Centre Management Partnership agenda regarding community projects.

iii. Cllr Bladon said the pavement in Pellew Way is being replaced. Cllr Burgess said the turning at Trinity School down to Higher Buckeridge Road needs to be looked at.

iv. Cllr Orme said she has been contacted by several people regarding the

rubbish in New Road. She added the need for an island on New Road to make crossing safer. The Chairman said to bring this up with Peter Brunt.

c. Town

i. Cllr Russell said the big topic is the bathing water results. She reported that a pest controller has put stuff under the pier. The Clerk Designate said she is happy to talk to members about the European Bathing Water Directive. Cllr Eden mentioned the importance of getting clear messages decided and communicated to the public. The Chairman asked Cllr Eden to visit the Clerk Designate and go through this. Cllr Russell said there is a bathing water working party.

ii. Cllr Burgess raised that the speed of traffic on Exeter Road needs to be

slowed down. The Chairman said this needs to be brought up with Peter Brunt and asked all members to send the Clerk Designate problems associated with traffic.

14. ACCOUNTS FOR PAYMENT The accounts for payment were circulated. Cllr Burgess said there are two organisations on the list whereby the monthly spend is over the Council’s tendering limits and he asked for spend to date on contractors for next meeting. Cllr Matthews enquired how many benches the Council is responsible for, what the keys were for, and asked for a list of staff and their work phone numbers so bills can be accounted for. The Finance Secretary will supply requested information. Cllr Vella said she had enquired about the ownership of bus shelters today and is going to do a map to show ownership of the shelters. The Chairman said the Clerk Designate has information. Subject to the above caveats, Cllr Cox proposed, Cllr Russell seconded and it was agreed that Accounts in the sum of £15,241.67, Prepayments of £4,618.35 are received and approved. Noted, Cllr Falcao abstained from voting as he had not seen the accounts. 15. MAYOR’S ANNOUNCEMENTS Cllr Geoff Bladon: Monday, 18th May 2015 3pm - the 100th Anniversary of the Battle in which Brigadier John Smyth was awarded the Victoria Cross. Attended the unveiling of the Victoria Cross Commemorative Paving Tablet in Teignmouth. Cllr June Green: Tuesday, 19th May 2015 11.15am – Mayor and Council hosted a reception for Bitton Park Bowling Club’s 75th Anniversary at Bitton House. Representatives from Bowls England played a match against the Club.

Sunday, 31st May 2015 12noon – to attend the unveiling of an Inshore Rescue boat purchased by Teignmouth Beach Surf Life Saving Club at The Clubhouse on Eastcliff Promenade. Monday, 8th June 2015 2.30pm for 3pm – to attend a solemn commemoration of the contribution of the Sikh Regiment at the Battle of Gallipol and throughout the Great War. St Martin-in-the-Fields, Trafalgar Square, London. Tuesday, 16th June 2015 2pm-4pm – to attend the Cleaner Seas event at Abbey Park, Torquay. Cllr Orme encouraged everyone to work together and said her focus is on community groups in the forthcoming year as Mayor. She said she also supports the work done by Imprezza internationally which she finances herself. Cllr Russell congratulated everyone who attended the unveiling of the Victoria Cross Commemorative Paving Tablet event on 18th May 2015 remarking how well the event went. The Chairman thanked the Minute Secretary for her work on this event. 16. PUBLIC PARTICIPATION ON ANY MATTER NOT ON THE ABOVE AGENDA There was none. The meeting closed at 8.33pm.

MINUTES OF THE FINANCE & GENERAL PURPOSES COMMITTEE MEETING HELD IN THE COUNCIL CHAMBER, BITTON HOUSE ON TUESDAY,

DECLARATIONS OF INTEREST As existing declared interests by all Councillors in attendance. Cllrs Burgess and Matthews declared an interest as directors of the Teignmouth and Dawlish CIC regarding minute no. 25 Cllr. Green declared an interest as a trustee of Teignmouth Regeneration, regarding minute no. 26 20. CLERK’S REPORT

i. Notification was received from Government regarding Armed Forces Day, with the opportunity to purchase packs of items such as flags and bunting etc, for

distribution to local school children to allow them to celebrate Armed Forces Day. The Clerk was instructed to purchase three of these packs for distribution.

ii. The volunteer run CCTV system in place in Teignmouth Town Centre was in receipt of a Superintendant’s Certificate on behalf of Devon & Cornwall Police, recognising their exceptional hard work in crime detection and prevention.

iii. Teignmouth Town Council has been granted the CCTV camera on the Sprat Sands formally run by the University of Plymouth. The Clerk is currently arranging for this camera to be attached to the Teignmouth CCTV system by microwave transmitter.

iv. Notification was received for a temporary prohibition of parking and traffic between the 21st and 25th of September 2015 on Hermosa road. The route for diverted traffic is available on file in the Clerk’s office.

v. Notice was received from Mr. Chris Smith of the Teignbridge Disctrict Council Surveyors Office regarding the application to Teignbridge District Council by Mr. Phipps, owner of the Mini Golf on the Den, to replace the bungee trampolines with a mini-car race-track.

vi. Members were invited to attend the annual Rotary Club of Teignmouth Picnic in the Marquee on the 4th of July. Tickets are available for £12 each. Cllr. Cox proposed that the council sponsor a table for staff wishing to attend to thank them for their hard work. This was agreed unanimously.

21. MATTERS OF URGENCY BROUGHT FORWARD BY THE CHAIRMAN (IF

ANY) Cllr. Bladon informed members that a letter had been sent to Deep Water Productions on behalf of Teignmouth Town Council, thanking them for their use of the town and the resulting publicity. Cllr. Bladon proposed to members that a further letter be written to Deep Water Productions, asking for the donation of the Teignmouth Electron prop that was used in the filming, and if unsuccessful ask for first refusal on its purchase. It was unanimously moved that the letter be written, and that a Task & Finish group consisting of Cllrs Eden, Nicoloau, Russell, and Cox, with the Ex Officio Town Centre Development Manager be created to pursue this matter further. 22. TRAFFIC MANAGEMENT OBJECTIVES Mr. Peter Brunt of Devon County Council Highways reported to members about local issues with traffic, as well as schedules of future works. Mr. Brunt agreed to circulate a written copy of his report to members via the Clerk’s Office. Members brought to Mr. Brunt several issues relating to traffic management in Teignmouth, as well as making suggestions about improvements to the traffic management system. Due to the high volume of questions and suggestions it was agreed that members send them to the Clerk’s Office for collation and forwarding to Mr. Brunt, to allow him enough time to consider any recommendations and answer any questions. Cllr. Bladon thanked Mr. Brunt for his time

23. BUDGET CATEGORIES Cllr. Burgess withdrew this item until such a time as Teignmouth Town Council has completed its objective setting exercise. 24. ACTIVITY REPORTING Cllr. Burgess proposed that, to increase accountability to the general public, a progress report be generated by the Clerk’s Office for each meeting of the Finance & General Purposes Committee detailing the current status of all council projects. This was seconded by Cllr. Bladon and agreed unanimously. 25. BROWN TOURIST SIGNS Members expressed concerns over the name chosen for the Carlton Theatre redevelopment. Members were in agreement that a name fitting the local history of the area, such as The Den Pavillion, be used over The Pavillions. Cllr. Green Proposed that the charity trustees who decided upon the name be contacted and asked the process used in naming the project, with a response required within three working days. Cllr. Orme seconded, and the proposal was approved by all members, except Cllrs Burgess, Matthews, and Fusco, who abstained. Cllr. Bladon proposed that the white signs proposed alongside the brown be approved. Cllr Fusco seconded, and the proposal was approved by all members, except Cllrs Burgess and Matthews, who abstained. Cllr. Cox proposed that the Clerk be given delegated powers to act in this matter. Cllr. Fusco seconded, and the proposal was approved by all members, except Cllrs Burgess and Matthews, who abstained. 26. TEIGNMOUTH REGENERATION Cllr. Bladon proposed, Cllr. Burgess seconded, and it was agreed that no appointments need be made to Teignmouth Regeneration. Cllr. Matthews was not present for the vote and Cllr. Green abstained. 27. AUTHORITY TO SIGN CHEQUES Cllr. Bladon proposed, Cllr. Green seconded, and it was agreed unanimously that the authority to sign cheques be granted to the Mayor and Deputy Mayor, the Chairman and Vice-Chairman of the Finance & General Purposes Committee, together with the Town Clerk and the Town Clerk Designate. Until such time as the official change of mandate, existing signatories, if still councillors, are approved.

28. CEMETERY MAINTENANCE Cllr. Bladon circulated images of the old and new cemeteries, showing the overgrowth in the old cemetery and piles of grass cuttings in the new. Suggestions for maintenance of the Teignbridge District Council owned cemeteries were debated and discussed, and Cllr. Bladon proposed, Cllr. Burgess seconded and it was agreed unanimously that the Clerk write to Teignbridge District Council and ask for immediate action in improving the maintenance of both sites. 29. iii. Cllr. Green informed members that a certificate had been received for Teignmouth Town Council for its continued support of the Teignmouth Community School, TS Canonteign, the Marine Society and the Sea Cadets. The Certificate was passed to the Clerk’s Office for framing and display at Bitton House, with the Town Clerk Designate preparing a press release.

iv. Cllr Burgess informed members that Deep Water Productions had thanked

Teignmouth Town Council and its officers for its exceptional help and support during filming.

30. ACCOUNTS FOR PAYMENT The accounts for payment were circulated. Cllr. Matthews remarked that one contractor had not itemised their invoice in a clear enough manner. The Town Clerk Designate clarified that the contractor in question was also submitting timesheets on a weekly basis. Cllrs Bladon and Matthews asked that time sheets be attached to invoices, where appropriate, in future. Subject to the above caveat, Cllr. Cox proposed, Cllr. Green seconded and it was agreed unanimously that Accounts in the sum of £3,968.59, Prepayments of £3,708.45 are received and approved.

31. MAYOR’S ANNOUNCEMENTS Sunday, 31st May 2015 12noon – attended the unveiling of an Inshore Rescue boat purchased by Teignmouth Beach Surf Life Saving Club at The Clubhouse on Eastcliff Promenade. Monday, 8th June 2015 6.30pm for 7pm – attended the Bi Annual Review and Inspection of TS Canonteign Sea Cadets at Teignmouth Community School. Friday, 12th June 2015 2.30pm – to attend the launch of a Cork 1720 Sportsboat at Polly Steps. Teign Corinthian Yacht Club. Tuesday, 16th June 2015 2pm-4pm – to attend the Cleaner Seas event at Abbey Park, Torquay.
