Statistics indicate building and construction is going from strength to strength in NSW. Our industry is a major pillar of the Australian economy, and accounts for ¼ quarter of the national value of work on its own.

NSW in the year up to the end of the March quarter 2015, has seen some 50,000 dwelling starts – NSW’s 10th highest level of starts on record, and with housing finance commitments in proportion to this number, this has contributed to making NSW the nation’s number one economy. Furthermore, growth is forecast for each sector of the NSW building and construction industry over the next 3 years to 2018.

There are however, three issues which will impact on our industry and the way we undertake projects which I would like to comment on, and they include non complying building products, apprentice training and Home Warranty Insurance.• The issue of non-complying building products and materials is and remains a major threat for industry and governments across the country.

The recall of millions of metres of defective imported electrical cable has been added to with the unintentional use of non-conforming high-tensile bolts which failed in the construction of a structural steel building, as well as the discovery of asbestos in imported plasterboard on separate projects. These are just some examples of the nightmare confronting our industry where we builders and contractors face onerous replacement costs through no fault of our own, by simply relying on products allowed to enter the market place or utilised by our contractors.

A statutory warranty that materials will-be-fit-for purpose is written or implied into our NSW State law, in particular the Home Building Act, however there are no concessions offered where a builder unknowingly uses or provides a defective product or material.

Federal Parliament is currently holding an enquiry into non-conforming products and is due to report by mid October 2015. The terms of reference are all encompassing and include the impact of these products on industry supply chains, industry safety, and on the overall quality of Australian buildings.• Apprenticeship levels remain of serious concern.

Master Builders calculates that some 300,000 new skilled workers will be required nationally in the industry by the end of this decade to meet the demand for future new building projects. In addition, some 30,000 workers will leave the industry annually due to retirement or career change. As most of the industry would be aware in the past our main feeder to replenish these tradespeople is through the apprenticeship system, which at its current rate will not satisfy the retirement rate of trades people, leaving a major shortage of future trades. It is critical that we as builders encourage our contractors and tradespeople, particularly in the housing sector to embrace the engagement of apprentices and that we push to make our industry the first choice career move for the youth of tomorrow.

This issue has triggered an industry discussion at a national level within the Master Builders movement to examine new options to boost the number of apprenticeships – including rethinking the apprenticeship model itself. This rethinking could include for example:• Greater opportunity to start industry-standard trade studies while still in secondary school;• Greater flexibility in the delivery of apprenticeship training;• More incentives to employ young people as apprentices from governments, whether that be State or Federal; and • The introduction of a quota or ratio of apprentices to tradespeople on specific projects, are all to be considered.

The trend to buy in the skill, rather than training our future needs is now certainly becoming entrenched – a trend which we must resist, for the sake of the future of the industry.• The last item I would like to briefly touch on is the age old issue of Warranty Insurance.

I put it to the industry that perhaps, it is time we should be looking to work with the Government to offer alternatives to the current system and perhaps as an industry our housing sector should seriously consider some form of self- regulatory regime.

This type of system may see builders being screened for professionalism, training and strong business structure, and rewarded accordingly with a more saleable product with premiums reflective of the risk to the consumer. In simple terms an option where, not unlike large tier companies self insure, warranty assurance is driven through your Association membership, with clear pathways of growth and support for your business – some food for thought.

That brings me to this year’s awards.

The judging of this year’s entries commenced a number of months ago with the judges visiting each project entered into the Awards. At the completion of the inspections judges had visited and inspected some $300M worth of work – an extraordinary amount and extraordinary feat for the judges to have completed in this most important region of NSW. In the words of the judges, “this year’s entries displayed some of the most extraordinary building practices and finishes we have ever had the pleasure of inspecting. In fact the level of professionalism in building work continues to increase and I’m told that the judges are finding it increasingly difficult to separate outstanding works due to the amazing levels of construction”. It is also encouraging to see new and younger builders coming through and being acknowledged for excellence by their peers. The Newcastle Excellence in Building Awards is a celebration and acknowledgement of excellence in the Hunter region. This year the industry has yet again produced magnificent quality and an exceptional level of detail in all sectors of the industry.

Good evening ladies and gentlemen and welcome to the Master Builders Association Excellence in Building Awards for 2015.

Tonight's event will showcase the quality and strength of the building industry in our region. Over the past few years we have seen the emergence of new young builders entering our industry, bringing with them new and innovative ideas on design and construction, which will be seen in tonight's entries. It is imperative that we encourage and mentor these young builders and tradespeople to ensure the continuation and improvement of the building industry.

Master Builders Association is committed to training and through it's Group Training Scheme, it provides our region’s young apprentices the opportunity to become our industry's next generation of builders and tradespeople.

The future for Newcastle is strengthening. The amount of new buildings and developments that are commencing, or are in the planning stages, is encouraging. New projects such as the UON Newspace, Spire Marketown, Honeysuckle twin towers Arena Apartments and the Williamtown RAAF base upgrade will provide a huge boost to, both, our industry and economy.

GWH commenced the design and construction of the food processing facility on an existing greenfield site, that required major cut and fill works to achieve the desired pavement levels. The facility is classed as a high-risk food handling facility, which needed significant detailed planning, and construction sequence to ensure this accreditation could be achieved on completion. A considerable services upgrade required a high level of coordination, and integration of on site and off site infrastructure trades. The elevated Newcastle Memorial Walkway is approximately 450m long in total including a 160m long span with a stainless steel truss bridge. The walk follows the approximate alignment of a previous path, which had long fallen into disrepair and was extremely dangerous to walk along as it had an 80m fall to the rocks below. Waeger Constructions was engaged by the memorial Walk Trust as the Principal Contractor to design and construct the Walkway with the requirement that it would be completed,one month before the ANZAC centenary. The skills, experience and dedication from the Waeger Constructions’ staff and contractors resulted in the project being completed to a very high standard, on time and on budget, with minimum environmental impacts.

The Central Coast Grammar School required a highly contemporary facility to service the teaching requirements for students and teachers. The brief called for a 750 seat auditorium and stage facility for music studies, a recording studio, study practice rooms, an administration area and commercial kitchen with all required ancillary rooms and amenities. The building endeavours to encourage creativity in students and provide a stage for them to grow and evolve. Stevens Constructions have added a great deal of expertise to the finishes and attention to detail between material components to provide a high standard of workmanship on this project.

Commercial Projects Under $2 Million


The client wanted to relocate their rehabilitation business to new purpose designed and built premises as they had outgrown their existing property. The builder encountered difficulties with the site including: a full diversion of the Hunter Water main sewer line, that ran through the property and was approximately 1200mm above the design floor level of the basement car park; excavation of the site below the existing buildings and footpath levels to all sides, to create an underground car park and managing the site as the building is 50mm from all four boundaries. The attention to detail throughout this project makes it a worthy winner.

The WHS process starts within Kingston Building with the estimating team, who carry out a “Buildability checklist”. Safety measures are allocated a dollar figure during the estimation phase of the project, and the checklist is used to generate a risk analysis, which is then forwarded to all subcontractors. This allows contractors to include the onsite risks in their documentation and SWMS, and identifies hazards before workers even enter onto the site. The system has a broader application than just the current project, and is adopted Australia wide for all projects. The potential is for this system to be adopted industry wide. Kingston has also implemented an online induction system for all of their workers and subcontractors. This includes a photo ID card, which is good for 12 months and includes information such as the holder’s Construction Induction Card number and if they hold a first aid certificate.
