    REASON FOR AMENDMENT

    This handbook is being issued to incorporate 2015 CIH slipsheets issued June 27, 2014 and the 2015 CIH slipsheets issued under PM Bulletins PM-14-046 and PM-14-045 dated October 7, 2014 which amended the FCIC approved underwriting standards for policies administered by AIPs under the Common Crop Insurance Policy Basic Provisions, 7 CFR Part 457 including the Catastrophic Risk Protection Endorsement, 7 CFR Part 402, and the Actual Production History Regulation 7 CFR Part 400 Subpart G for the 2015 and succeeding crop years.

    Listed below are the changes to the 2014 FCIC 18010 Crop Insurance Handbook with significant content change. Minor changes and corrections are not included in this listing.

    REFERENCE DESCRIPTION OF ADDITIONS, DELETIONS, CHANGES OR

    CLARIFICATIONS Para. 233-234 Incorporated procedures for section 11015 of the Agricultural Act of 2014 (2014

    Farm Bill) authorizing an insured that produces an agricultural commodity on both irrigated and non-irrigated land to elect a different coverage level for each production practice.

    Para. 458A Clarified when a BIA Lease Agreement requires the operator of the land to purchase crop insurance on behalf of the trust.

    Para. 506F(3) Clarified for the Winter Coverage Endorsement that acreage destroyed may be used for any purpose including the planting and separately insuring spring barley, spring wheat or any other crop.

    Para. 518 Added procedure to address contracted crop being produced in multiple counties with the CPA elected.

    Part 7, Section 3 Incorporated procedures for section 11007 of the 2014 Farm Bill, authorized separate enterprise units (EU) for irrigated and non-irrigated acreage.

    Para. 821B(3)(b) Added procedure for a cover crop planted on SF acreage in a fallow year. Removed Exception 4.

    Para. 822 Incorporated new SP which allows cover crops on SF acreage, provided certain criteria are met.

    Para. 911 Removed acreage type: Insured SF acreage with a cover crop. Para. 1474A(9) Clarified SA T-Yield is calculated in accordance with subparagraphs (3)-(6) using the

    current crop years approved APH yields. Para. 1851 Corrected the record type that AIPs must use to transmit a production report to RMA

    indicating the insured did not provide a production report. Part 18, Section 1 Clarified that only insureds may only elect a Protection Factor of 120 percent for

    CAT ARPI policies. In the event the insured does not elect a Protection Factor for ARPI, the Protection Factor will default to 120 percent.

    Part 18 Section 5 Replaced Section 5 Switching from GRP/GRIP to APH-Based Plans of Insurance with Section 5 Switching from ARPI to APH-Based Plans of Insurance.
