I. General Information Event Overview Winnipeg CX and the Manitoba Cycling Association, along with Shimano, Volvo, Cycling Canada, and all of our other sponsors and partners, are proud to present the Shimano Canadian Cyclocross Championship, presented by Volvo. The event is a three day cyclocross festival, of which the Canadian Cyclocross Championships on Oct. 24 are the marquee event. The Manitoba Grand Prix of Cyclocross (UCI C2 Race) will follow on Oct. 25. This Tech Guide covers both the Canadian Championships and the Manitoba Grand Prix. Venue The race will be held at Winnipeg’s “meeting place”—The Forks. Located in the heart of downtown Winnipeg in a historic setting at the intersection of the Red and Assiniboine Rivers, The Forks is one of the city’s most popular public gathering spaces. Featuring an eclectic and culturally diverse marketplace and a wide variety of restaurants, bars, and entertainment opportunities, it offers a comprehensive range of amenities for both participants and spectators. The course will offer a fast and challenging race that will be fun and entertaining for spectators.

− Race day registration will be available for most categories and will include an extra $20 fee. Please note that there is no Race day registration for Canadian Championships Categories.

− For full fee schedule, visit the website - http://winnipegcx2015.ca/registration-2/ • Registration requires the presentation of a valid CC/UCI license to be considered final. • Registration and number pickup will close 30 minutes prior to the start of the race for non-Elite races. • Elite men and women are required to pre-register. Sign-in and number pickup must be completed 60

minutes prior to the start of the race. • 2nd race on the same day (Sunday only) is $20.

Inclement Weather • Race held rain, snow, or shine • NO refunds • In the event of unsafe weather (e.g., lightning) on race day, race officials may delay or cancel racing

Race Headquarters, Awards/Podium Location, Media

• The Race Office will be located by the stage on the north part of the course (about 100 meters from the Start/Finish), and near the team tent area.

− Will include Registration, Results Board, Credentials, and Washrooms. • Results will be posted at the Results Boards following each event. One will be at the Podium/Awards

Location and another at Registration. • The Awards/Podium location will be under the canopy in the Forks Market Plaza. • Awards Ceremonies for all races will be held after the final race of the day. All podium finishers are

expected to be in attendance. • Alternate indoor location for awards ceremony, in case of inclement weather, is the Forks Atrium. • Media work space: A separate room in the Tower Atrium will be set aside for working media. Wireless

internet will be available.

II. Canadian Cyclocross Championships Rules

• The Canadian Championships will take place on date and time as scheduled. • There will be no extension of the Championships past Sunday October 25th 2015, due to unforeseen

delays or prolonged stoppages. In case of stoppages, priority will be given to “championships” class. Racing format may also be modified at the discretion of the chief commissaire in response to prolonged stoppages.

• Entry fees are non-refundable. • Drug Test Facility for CCES Anti-doping Inspector to be announced at each venue. Athletes who are

selected for testing will be met at the finish line by a chaperone. Note to all athletes who DNF you must report to the finish line.

• Medical problems should be reported to a commissaire. • Athletes participating at the 2015 Canadian Championships events requiring the use of a medication

included on the Prohibited List must have a TUE prior to participating in the event. This applies to all categories of athlete: elite, junior, master, etc. To obtain forms and TUE requirements, athletes are encouraged to visit the TUE Wizard, www.cces.ca/en/tuewizard

• The event(s) will be run under Cycling Canada/UCI rules.

• The Canadian Championships shall be governed by the Cycling Canada. • Based on UCI national classification, UCI points will be allocated for the following categories and events

(see points table on page 12) • There will be no day of licences for the Canadian Championships • All Championship racers must have a valid UCI licence. • Categories with fewer than 5 starters may be merged with another age or ability category at the

discretion of the Technical Delegate or Chief Commissaire for the start, but will receive awards separately. • Equipment regulations to be enforced for ALL championship categories. There will be NO exceptions. • A Canadian Championship Title shall be awarded only in those categories where at least 5 starters are

entered. • Approved helmets are mandatory for training and competition.

• Les championnats canadiens se tiendront aux dates et temps indiqués. • Les championnats canadiens ne seront pas prolongés plus tard que le dimanche 27 octobre, pour cause

• Tout problème médical doit être rapporté à un commissaire • Les athlètes participant aux championnats canadiens 2015 nécessitant l'utilisation d'un médicament

inscrit sur la liste des interdictions, doivent demander une Autorisation d’usage à des fins thérapeutiques (AUT) avant de participer à l'événement. Cela s'applique à toutes les catégories d’athlètes : élite, junior, maître, etc. Pour obtenir les formulaires et les exigences AUT, les athlètes sont invités à visiter l'assistant AUT, http://www.cces.ca/fr/tuewizard

Doping Control

• All races are conducted under UCI anti-doping regulations • It is the riders and team manager’s responsibility to know the rules • Doping Control will be located close to the Race Office and will be clearly marked

Eligibility

• The Canadian Cyclocross Championships are open to Canadian citizens, permanent residents and landed immigrants as well as individuals with refugee status in all categories including UCI categories. Proof of

citizenship status may be required (passport, permanent resident card, landed immigrant status or refugee status papers).

• Non-Canadians are eligible to participate in the Open Race (Wannabe Canadian Challenge) • Only Canadian citizens will have access to the national title, Canadian Championship podium positions,

UCI points and Canadian Championships medals. • Prize money (where applicable) will be based on order of finish at the Canadian Championships,

regardless of citizenship or nationality. • Should a non-citizen (permanent resident, landed immigrant or individual with refugee status) place

amongst the top three overall finishers in the race category, a podium presentation will take place based on order of finish of the race and a second podium presentation based on the Canadian Championships results of eligible Canadian citizens will follow.

• Proof of residence may be required (this includes driver’s license, permanent resident card). • All athletes must be in possession of a valid UCI/Cycling Canada international license. • All participants must be licensed to compete in the appropriate discipline. • All participants must be prepared to present their license upon demand at the event. • Domestic licenses from other countries or within Canada are not permitted for Championship Categories. • No one day event licenses will be sold for the Championship Categories • License must be presented during race package pick-up. • No registrations will be accepted on the day of the event. • All competitors MUST enter their event class as shown on their license. • The categories are defined as per UCI rules based on year of birth. Your racing age for the Championship is

the age you would be on Dec. 31, 2016. • Any inquiries about upgrades should be directed to Mathieu Boucher at

[email protected] • Athletes are not considered registered for an event until all administrative requirements have been

fulfilled : o complete the application form, o sign the waiver, o payment has been transacted, o rider’s license has been validated by the designated commissaire.

• La compétition est ouverte aux citoyens canadiens, aux résidents permanents, aux immigrants reçus ainsi

Specific Technical Requirements/Reglements Techniques Specifiques

• The event(s) will be run under CC/UCI rules. All riders must know the rules. • The Canadian Championships shall be governed by Cycling Canada. • A minimum of 5 riders will form a valid class needed to validate a Canadian Championship title. • Should an event have less than 7 entries they may be combined with another category. • Equipment regulations, as per UCI Rules, to be enforced for ALL categories. There will be NO exceptions. • The distinct titles for all Canadian Championship categories are listed below

• Les épreuves sont régies par les règlements de CC et de l’UCI. Tous les coureurs doivent connaître les

règlements. • Les Championnats cyclistes nationaux sont régis par Cyclisme Canada. • Une catégorie doit avoir un minimum de 5 coureurs pour qu’un titre de champion canadien soit à l’enjeu. • Une épreuve avec moins de 7 coureurs pourra être combinée avec une autre catégorie • Les règlements relatifs au matériel, définis par les règlements UCI, seront tous en vigueur dans TOUTES les

• UCI rule 5.1.043: The start order for UCI races will be determined by the order of latest published UCI cyclocross point classification from the highest to lowest, as posted on the UCI website (www.uci.ch). If no classification has yet been published for the current season, the start order will be determined by the final UCI individual cyclocross classification from the previous year.

• Riders with zero (0) UCI points will be ranked by the previous years Canadian Championship results, then by random draw.

All Other Categories

• For all other categories, the first 8 spots will be based on the results from the 2014 Canadian Cyclocross Championship. After that, the start order will be determined by random draw.

• When multiple categories are starting at the same time, riders from each field will be staged together and separated from other categories by a few feet. Categories will be sent separately from the Start Grid in waves.

• The course will be open for pre-riding starting on Friday, October 23 from 1:00 PM to 3:00 PM and again

from 5:00 PM to 7:00 PM. Please do not pre-ride prior to this day/time. • On race day the course shall be open for warm up during the designated course inspection times, noted in

the schedule. • Warming up on the course while a race is in progress, or at any other unauthorized time, is strictly

prohibited and will result in disqualification. Please respect the other racers by not warming up immediately behind the last place rider in the ongoing race.

• Helmets must be worn AT ALL TIMES when riding the course & failure to comply will result in disqualification.

• In the event that a rider is lapped by the leader, the lapped rider must complete the lap during which they were lapped and leave the course via an exit just prior to the finish line or in the 80% zone as described in article 5.1.052, if that rule applies.

• Their results will be listed in the order in which they were at the time they were pulled out of the race, plus the number of laps that had not been completed.

Pit & Bike Washing Area

• One large two (2) sided UCI legal pit is located on the course close near the start grid. See course map for details.

• The Pit Area is for the exchange of race bikes and wheels during the course of a rider’s event. On either side of the Pit Area is the exchange lane, which is for riders’ entry and exit only. Do not stand in the exchange lanes during a race. Between exchange lanes is the median for storage of bikes, wheels, and riders’ assistants.

• Only riders and riders’ mechanics/assistants may be present inside the Pit Area during the race. • Gasoline powered pressure washers will be located at the pits for mechanics and assistants tending to

racers on course. • Use of pressure washers by unauthorized personnel at unauthorized times will result in disqualification. • Please remove your equipment out of the pit area immediately following your race. • A general bike wash area will be located in the Racer Services area near the team tents. See course map

for location. Pit Passes and Mechanics Protocol

• Mechanics passes will be issued at registration for riders entered in the Elite races. • Each rider has a right to two (2) assistants. No other personnel will be allowed in the pit zone area. • No pit passes are required for the non-elite categories.

Equipment Championship Races

• UCI equipment rules apply • Cyclocross and/or road bikes with drop bars, only • Tires no wider than 33 mm

Challenge/Open Races

• Cyclocross, mountain, hybrid, and road style bikes are allowed. • Tandems, unicycles, recumbents, tricycles, etc. are not allowed. • Flat bars are allowed, but bar ends must be removed.

Other Equipment Regulations

• Riders are required to wear club or team jerseys corresponding to their license. • Independent riders are required to wear a jersey with no significant logos, team names or advertising

displayed on them. • Sleeveless jerseys are not permitted. • The use of glass containers is strictly prohibited. • Bicycle helmets are required to be worn by riders on the course at ALL times.

Race Numbers and Timing Chips

• Race numbers and timing chips will be distributed at registration. • Numbers must not be folded or modified and must clearly show all advertising. • Numbers must be completely visible at all times during the race. • Number placement: 1 body number lower center back, 2 shoulder numbers facing forward as per the

following diagram:

• Chip placement will be on the helmet. Medals, Jerseys and Prizes/Médailles & Maillots Medals will be awarded to all categories in the following manner:

• Gold, Silver & Bronze: when there are a minimum of four (4) entries (one team counts as one entry) who start in a designated category.

• Gold & Silver: when there are only three (3) entries who start in a designated category. • Gold: when there are only two (2) entries who start in a designated category.

• A Canadian Champion jersey will only be awarded to Canadian Championships Title categories. (Providing the category meets the minimum requirement of five (5) starters (5 teams in a team event and 5 riders in individual events.)

Note: Should the minimum requirement not be met in any title category, the winner will have the option to purchase a Canadian Champion’s Jersey, but only if there were a minimum of two (2) finishers in that category. Important

• All athletes who have placed on the podium must attend the awards ceremonies. Failure to do so will result in a fine and loss of award (including prize money). Riders who cannot attend the awards ceremony must advise the Chief Commissaire or the Technical Delegate with a valid reason. Reasons such as, “I have a plane to catch” will not be accepted.

• Riders must wear cycling apparel to the awards ceremony. Failure to do so will result in a fine and loss of award (including prize money).

• As per UCI rule 9.1.046, riders shall appear on the podium in racing attire, wearing their Canadian jerseys but bare-headed and without headband or sunglasses, until they leave the official ceremony enclosure. Failure to do so will result in a fine and loss of award (including prize money).

• Tous les athlètes qui ont terminé sur le podium doivent se présenter aux cérémonies protocolaires. Tout athlète ne respectant pas cette consigne sera mis à l’amende et son prix sera annulé (bourse incluse). En cas d’absence, le coureur doit impérativement aviser le commissaire en chef ou le délégué technique en place. Des raisons telles, « je dois prendre un vol » ne seront pas acceptées.

• Les coureurs doivent porter leur uniforme de cycliste lors de la cérémonie. Tout athlète ne respectant pas cette consigne sera mis à l’amende et son prix sera annulé (bourse incluse).

• Selon la règle UCI 9.1.046, Les coureurs ne peuvent porter ou apporter avec eux sur le podium lunettes, casquette, bouteille d’eau, vélo, bandeau, etc. Tout athlète ne respectant pas cette consigne sera mis à l’amende et son prix sera annulé (bourse incluse).

10th 1 IV : Venue, Race Course, Amenities, Safety, etc. General Course Description The course has been designed to capitalize on the energy and layout of The Forks. It is fully integrated into the overall footprint of the venue, running right through the heart of the Forks Market Plaza and taking racers to some of the site’s most popular features. It will feature a variety of surfaces, including grass, gravel, pavement, cobblestones, and sand. It includes a combination of fast grass and paved sections and short, steep climbs and stair run-ups. There are two sand pits and one steep river bank run-up. The start and finish sections are both located on a paved service road. The Pit area is located on a flat grassy area close to the start/finish. The length of the course will be roughly 3.2 km with a goal of under 8 minute laps for the Elite Men. Race Services and Amenities

• Showers will be available to racers located in a shower trailer that will be brought on site. • Team Tent area is available by nearby the start/finish and pit. See course map, above. See website for fees

Parking

• There is ample free parking available on site • Professional team parking for UCI registered teams will be available close to the start/finish and pit areas.

First Aid and Medical

• A team of trained medical staff will be in place during the event, with primary location at Richardson Hall (Manitoba Theatre for Young People)

• Secondary locations are located nearby the Race Office and Team Tent Areas • Medic/First Aid Supervisor is Brian Hildebrandt-Penner ([email protected]) • The area is served by E911 service • The nearest hospital with full emergency/trauma capabilities is Saint Boniface General Hospital (1.4km away)

Security and Policing

• On-site venue security will be in place for the duration of the event • Security staff have mobile capabilities and emergency first aid training • Municipal police will be briefed on the event and can provide assistance if required (nearest police station

1.2km away).

Directions from Airport

• The nearest airport is the James Armstrong RIchardson International Airport, located 11 kms (15 min.) away

• Free shuttle service to/from the airport will be provided • a form to arrange for airport pickups will be available on the event website

• There are a number of other hotels located close to the Forks and in the downtown Winnipeg area. • There are numerous food vendors in The Forks Market as well as a handful of sit-down restaurants on sit.

Additional food vendors will be located by the team tent area. • There are also a number of restaurants within walking distance of the course and nearby the official race
