Laura Helmrich-Rhodes, CSP EdD Dr. Helmrich-Rhodes has been teaching for over twenty years and the first tenured, full time female faculty member at IUP Safety Sciences. Her undergraduate degree is in Safety Sciences, masters in Industrial and Labor Relations both from IUP. She obtained her doctorate in Higher Education at the University of Pittsburgh in 2000. Laura’s course work is varied --focusing mostly on OSHA compliance, Workers’ Compensation, Risk Management, Worker Training, Fire Protection, Safety Management

Systems, and Human Relations in Safety. Her work background is in insurance loss control and PA/OSHA Dr. Rhodes’s consulting company, Safety Geeks, LLC focuses on gas & oil safety in the Marcellus Shale play. In June, she was appointed the national Regulatory Compliance Consultant to the Spring Manufactures Institute in Chicago; over 300 manufacturing companies in North America belong to this institute Dr. Rhodes is the creator and advisor to Ladies of Safety a group dedicated to women’s issues such as financial stability, career growth, women’s health issues and work life balance. She will offer best practices for developing a compliance strategy for conforming with these regulations, with a strong emphasis on achieving conformance with obligations related to safety data sheets (SDSs), labels, and chemical inventory management.

Ken Koop Ken Koop has spent over 45 years working in heavy equipment rental, repair and manufacture. He continued this until he saw the need for focused training. He entered the crane training and consulting business in 2006. As President and Owner of Crane Service Industries (CSI), home based in Bakersfield, California, Ken had developed and conducted training classes for many large Corporations including Delta, United, Baker Hughes, Weatherford, military facilities and many others. As President of CSI, Ken is called

upon to investigate and do base cause analysis on accidents as well as served as expert witness in the Crane & Rigging Industry. Ken is licensed by the NCCCO and is a practical examiner in all mobile cranes as well as Rigging & Signal. Lisa Blecker Lisa Blecker has been the Pesticide Safety Education Coordinator in the University of California Statewide IPM Program since August 2011. She delivers pesticide safety Train-the-Trainer programs for those who train fieldworkers and pesticide handlers throughout the state. She also oversees the revision of study guides and exams for applicators seeking their commercial applicator certificates

and licenses, and delivers continuing education programs statewide. Prior to working at the University of California, Lisa worked in the IPM Program at the University of Nevada Cooperative Extension for 3 years and at the University of Idaho IPM Center for 5 years. Lisa also worked with National Association of State Departments of Agriculture Research Foundation (NASDARF) to co-write the National Soil Fumigation Manual. Lisa received her Master’s Degree at Colorado State University in a joint program with the U.S. Peace Corps. She spent 2 years as a Peace Corps Volunteer in Panama during this Master’s program and gained skills that have been invaluable to her career.

Krycia MPH, CIH Senior Safety Engineer Cal/OSHA Enforcement Heat Illness Prevention and Enforcement Coordinator Statewide Agricultural Health and Safety Coordinator Mr. Krycia has been with the Division of Occupational Safety and Health for 35 years. During that time, Mr. Krycia has conducted well over 600 inspections in all industries.

Mr. Krycia has been the lead person on major occupational incident investigations, including the Dunsmuir metam sodium spill, numerous PSM events, and others. Mr. Krycia managed the Region II enforcement unit for over 20 years. Mr. Krycia’s current focus is on agricultural health and safety and heat illness prevention and enforcement on a statewide basis. Mr.Krycia is the External Advisory Board Chairperson for the NIOSH Western Center for Agricultural Health and Safety located on campus at the University of California at Davis. Mr. Krycia is the Agricultural Safety Work Group Lead person for the NIOSH/National Occupational Research Agenda (NORA). • Cal OSHA PSM Requirements • Cal ARP - 2015 Requirements • Future State

Jeff will present the details of current Process Safety Management (PSM) and California Accidental Release Prevention Program (CalARP) requirements, and proposed changes to both regulatory programs. Federal OSHA promulgated the PSM regulation in 1992 and with that regulation there were significant improvements in process safety on the federal and state level. However, recent catastrophic failures of refineries, chemical and fertilizer plants resulted in Executive Order 13650, which directed Fed OSHA to conduct that economic analysis and propose changes to “modernize” the PSM regulation. The presentation will address PSM and CalARP, and what is on the regulatory horizon.

He started in the oil industry in 1978, and has been in the Safety and Health profession for 23 years. 10:45 AM - 11:45 AM - Breakout Session #2C Air Quality - The History Of How We Got Here (Better? Worse? Who Do We Blame?) Ron Hunter & Kathy Parker The federal Clean Air Act was the genesis of air quality regulation throughout the US. California quickly became the proving ground for many innovative (and sometimes onerous) methods of controlling emissions and effecting reductions in air pollutants. Various industries that were once major contributors to California's air pollution "non-statement" areas have made huge strides in reducing their impacts. Although California has made vast improvements in reducing ambient pollutant concentrations in many areas, we still have significant ground to cover. The road to success is now further complicated by the emergence of Global Climate Change and the impacts from Greenhouse gas emissions. This presentation will provide a non-technical perspective on the history of these Federal, State and Local regulations and what remains to be accomplished.

RONALD HUNTER MANAGING PRINCIPAL CONSULTANT BAKERSFIELD, CALIFORNIA A 30-year environmental compliance and land development veteran, Ron Hunter is Managing Principal Consultant in Trinity’s Insight Environmental Consultants Bakersfield office. He serves as Principal Project Manager on environmental compliance programs, air quality impact analyses and land acquisition and divestiture projects. He

has extensive experience in all phases of environmental compliance systems and programs with his primary focus in conducting and managing Air Quality Impact Analyses, preparation of air quality documentation in EIRs and Development and Resource Planning for large, commercial, retail, industrial, alternative energy (solar) and residential client projects. Ted Vandervert, CET Currently an Adjunct Instructor for the Oil Field Operations (OFO) course at Kaplan University here in Bakersfield, Mr. Vandervert has been developing and delivering training for the past 25 years, providing Operations and Maintenance, Technical, Health and Safety, and Emergency Response Training to a number of municipal, engineering and industrial clients. Holding the title of Certified Environmental Trainer (CET) in the Occupational Health and Safety category for

over 20 years, he is a long time member of NESHTA as well as being a member of the ASSE Bakersfield chapter, currently serving his second year on the ASSE Symposium Committee. Mr. Vandervert has been a qualified Process Operator for over 10 years at a major Southern California refinery, he has served as a contract Safety Inspector representing several major refineries and large independent oil companies, also serving as a Construction Manager and Project Superintendent for several engineering firms on military and government projects including the DTSC, DOT and EPA as well as oilfield and refinery projects.

Pamela Murcell is a Certified Industrial Hygienist and the President of KWA Safety & HazMat Consultants, Inc. Prior to assuming her current position in 1996, she was Corporate Health and Safety Director for Brown and Caldwell Consulting Engineers for nine years. She has

35 years professional experience in occupational health and safety and industrial hygiene. Seven and one-half of these years were with the State of California Cal/OSHA Program and Toxic Substances Control Program.

Ms. Murcell has extensive experience developing, implementing, and auditing comprehensive health and safety programs. Specific services also include developing and presenting safety training on numerous OSHA-required topics, and providing traditional industrial hygiene services. Dave Strickler This session will answer this question and many more concerning the scope and application of the Title 8 Safety Orders. David Strickler Mr. Strickler is a retired Senior Safety Engineer for Cal/OSHA Consultation Service in Northern California. Presently, he assists small/medium size specialty contractors’ with their efforts to develop effective IIPPs. He is an active member of the Sacramento Regional Builders’ Exchange (SRBX) Safety Council where he monitors and reports to the Council on the promulgation of new and revised safety/health standards. He was recently recognized by SRBX as an outstanding speaker/trainer for his ten (10)-year participation in the Sacramento Safety Expo. He served 30+ years with Cal/OSHA as an Area Manager in Consultation Service, District Manager in DOSH, and Senior Safety Engineer for DOSH, Consultation Service and Standards Board. In these capacities he investigated numerous serious complaints, accidents, injuries, and fatalities in construction, logging, oil refining, agriculture, retail services, and food processing. He has an extensive knowledge of how the Title 8 Safety Orders are promulgated and apply to various hazardous tasks, industries, activities, and conditions. During that time, Mr. Krycia has conducted well over 600 inspections in all industries.

Mr. Krycia has been the lead person on major occupational incident investigations, including the Dunsmuir metam sodium spill, numerous PSM events, and others. Mr. Krycia managed the Region II enforcement unit for over 20 years. Mr. Krycia’s current focus is on agricultural health and safety and heat illness prevention and enforcement on a statewide basis. Janice Gillespie The California legislature passed SB 4 (the so-called “fracking bill”), requiring the state to identify groundwater resources which require protection and develop a monitoring program to protect these resources in areas where fracking occurs. Janice Gillespie Dr. Jan Gillespie specializes in stratigraphy and sedimentology, petroleum geology and computer mapping. Her current research interests include carbon capture and storage potential of mature oilfields in the San Joaquin Valley and mapping and protecting underground sources of drinking water (USDW’s) from contamination by oilfield activities. She serves on California’s State Map advisory panel and the technical expert panel for California SB4 (the

so-called “fracking law”) which will assist state legislators and regulators establish laws pertaining to hydraulic fracturing in California. She also enjoys mountain biking, hiking and rappelling into slot canyons!

Joel has more than thirty-five years’ experience in the safety and workers’ compensation field. He has served in a variety of capacities including claims adjuster, loss control consultant, policy services representative, and as the workers’ compensation liaison for a large industrial medicine practice. A certified self-insurance administrator, Joel presently teaches Introduction to Workers’ Compensation at CSUB. He was the Chairman of the board of directors of the California Coalition on Workers’ Compensation (CCWC) for 2009 and 2010 and was recently elected to the board of directors of the California Self-Insurance Association (CSIA). Actively involved in the comp reforms of 2004, he continues to participate in legislative reform of the system. In December of 2010, Governor Schwarzenegger appointed him to the Fraud Assessment Commission.
