Dec. 31, 2015. That’s more than 100 percent in just five years! And our impact has grown as well—from making a difference for 176,000 children in 2010 to more than 200,000 children in 2015!

And 4C is on track to keep growing. As of this writing, we already have added eight new employees, posted four new jobs on our website and are looking forward to adding at least four new positions in Dayton to implement the Montgomery County Preschool Promise. Plus, more positions will be added in Cincinnati to implement the Cincinnati Preschool Promise once a ballot issue is passed. (While we have space in our new Cincinnati office to respond to a growing staff, we will be adding a satellite office in Dayton because we are bursting at the seams in our Kroc Corp Community Center location.)

This has been the message to our staff and board in past months: 4C has a strong foundation, but we need to make sure we are scaling up our basic systems to support all the new things we are doing and want to do. For example:• Expand our Play & Learn Program now operating in nine communities to reach

even more children and their family, friend and neighbor caregivers with quality early learning experiences.

• Add to our menu of supports to keep early childhood programs financially viable by instilling best business practices.

• Become an even stronger advocate on early childhood issues in both Ohio and Kentucky.

• Discover new ways to deliver needed child care resource and referral services in our Kentucky region.

• Beef up our IT and HR departments, which are still staffed at 2010 levels.

That is why we need your continued support—so, together, we can keep doing more. We hope to look back on 2016 as a watershed year when we maintained all that has been good about 4C for more than 40 years—and when we also scaled up to have an even greater impact on our community’s children and families.

Agency Advancement: New Names, New Faces

As part of the transition plan when Sallie Westheimer retired as president/CEO last June

and in anticipation of Karen Hurley retiring as vice president for development/communications this spring, a new name was adopted for that department: Agency Advancement. Besides the traditional development and communications functions, this newly named department will take on responsibility for securing all public funding for 4C in addition to private foundation, corporate and individual donor support. It will also work to grow a 4C volunteer program.

Here are the new faces on this new team:

Tracy Carter, the new vice president for agency advancement, came on board in January.

Jean Bach joined 4C in May 2015 as communications manager and will continue to grow the agency’s communications, marketing and public relations efforts.

Erin Crosby joined 4C in March 2016 as grants administrator, a new position at 4C to consolidate all grant-seeking and to free program directors to concentrate on delivering services.

Bethany Doverspike, who had been serving as development specialist, has been promoted to the new position of development officer with responsibility for the annual fund and events.

Preschool Promises Coming to Dayton and CincinnatiQuality preschool is on the way to 600 four-year-olds in Montgomery County this fall. And Cincinnati voters will be asked to ensure quality early learning for preschool-age children with a vote on Nov. 8. 4C for Children will be the engine behind both of these Preschool Promise initiatives. 4C’s Miami Valley office will add four staff to make sure the Montgomery County Preschool Promise is up and running this fall. Additional staff will also be added in the Cincinnati office once a ballot initiative is passed and details of the Cincinnati Preschool Promise are finalized.

The Business Side of Child Care—a New 4C FocusToo many child care programs—even quality-rated ones—close because they can’t make financial ends meet. Building on a 2014 grant, 4C developed a systematic plan to instill best business practices into child care programs. The first step was to train 4C coaches to raise financial issues with the programs they visit and identify financial prob-lems before they result in closures. Units on best business practices were integrated into 4C’s year-long Developing Early Childhood Leaders Seminar in 2015 and into a special coaching to quality project in Northern Kentucky funded by United Way of Greater Cincinnati. Building on these efforts, 4C developed a five-session 12-hour training in best business practices with follow-up coaching. This training and coaching will be offered in the Miami Valley thanks to funding from Dayton-area foundations.

Getting Kids—and Parents—Ready for SchoolMore than 300 kindergartners and their parents in 10 Cincinnati Public Schools were better equipped to start school last August thanks to 4C school readiness events. Over the summer 4C’s Ready. Set. School! programs allowed incoming kindergartners to spend time with their teachers and become familiar with school-day routines—including the school bus ride. Parents had the chance to meet with school staff or a 4C parent specialist to learn more about school expectations. 4C distributed 300 My First Home-work Boxes and 300 backpacks—each filled with supplies to help parents help their kindergartners at home.

Giant paper table flowers and balloons galore marked 4C for Children’s 2015 Champions for Children Celebration. Each balloon signaled a donation to the 4C scholarship fund to support child care providers in obtaining a Child Development Associate Credential. Over $29,000 was raised in 15 minutes over dessert!

and in anticipation of Karen Hurley retiring as vice president for development/communications this spring, a new name was adopted for that department: Agency Advancement. Besides the traditional development and communications functions, this newly named department will take on responsibility for securing all public funding for 4C in addition to private foundation, corporate and individual donor support. It will also work to grow a 4C volunteer program.

Here are the new faces on this new team:

Tracy Carter, the new vice president for agency advancement, came on board in January.

Jean Bach joined 4C in May 2015 as communications manager and will continue to grow the agency’s communications, marketing and public relations efforts.

Erin Crosby joined 4C in March 2016 as grants administrator, a new position at 4C to consolidate all grant-seeking and to free program directors to concentrate on delivering services.

Bethany Doverspike, who had been serving as development specialist, has been promoted to the new position of development officer with responsibility for the annual fund and events.

W hat a year! A new Cincinnati location. New faces in each of our regional offices. So many new opportunities to

serve children and families.

But the important things remain the same at 4C: Our mission to support the adults who care for young children. A culture that values innovation and thinking outside-the-box. A commitment

to steward wisely the resources provided by the individuals, foundations and corporations listed in this report.

We look back on 2015 as a year of shoring up 4C’s foundations to make sure they can support the growth we have recently experienced and the growth that is still to come. 4C has grown from 62 employees at the end of 2010 to 133 employees on
