From the DIrector’S DeSk ...

“The wind that makes music in November corn is in a hurry. The stalks hum, the loose husks whisk skyward in half-playing swirls, and the wind hurries on.... A tree tries to argue, bare limbs waving, but there is no detaining the wind.”

Excerpts from “If I Were the Wind” by Aldo Leopold

•  Autumn will soon be upon us, with cooler weather, new schedules and a plate full of seasonal things to do. We hope you can find the time to make special fall and winter memories with the program offerings you find in this brochure. Here are a few notes that may be of interest to our community!

•  Community Center construction @ Klipstine Park will soon begin. SMA Construction is the contractor. We expect a summer of 2016 grand opening! Reservation information and procedures will be published in early 2016.

•  The Village is working with Rettler & Associates to make long-range plans for the complete Klipstine Park area. Soil remediation, additional parking, baseball field viability, and a potential bandshell location for our summer concert program are all being discussed.

•  As of this writing, the pool and auditorium community facility projects are out to bid, and are due on August 19th. If bids come in at budget, construction is still expected to begin this fall.

•  The 2015 Summer Concerts (our 10th season!) had great summer attendance. Due to community center construction, we will be back @ Pioneer Park for the 2016 season.

•  Your pickleball courts @ Fort Howard Park are a hit! Intro classes had over 50 people attending, and our 1st tournament went smooth. It’s not too late to find out why so many people are taking the pickleball plunge!

•  Our 1st Day Camp summer program was a success! Thanks to all the great kids and parents we got to know over the summer. We’ll be back in 2015 with more great activities and trips!

•  The new picnic shelter @ Waterford Park looks great. Stop by, rest a spell….and tell us what you think! A big thanks to our Public Works Department for assembling the structure. If you didn’t see it being built, it’s like a giant lego set!

•  A big thank you to Ashwaubenon Youth Soccer for a $3000 donation to install player benches and a bleacher @ Bill Diamond Fields.

•  Thank you to all residents for your support and feedback on our community programming and facilities. If you have thoughts, ideas or concerns, please give us a call to discuss.

•  From our “family” to yours….have a wonderful fall and winter season!

Volunteers can serve as classroom helpers, assisting teachers with reading activities, math facts, spelling review and serve as test and computer supervisors. In addition, the district is looking for senior citizens willing to periodically read to classes and to help with special projects. Serving as a mentor or guest speaker and sharing information about careers, travel, hobbies and life experiences are still another way in which seniors can be utilized.

Senior assignments will begin in September. A complete list of volunteer opportunities will be listed and continually updated on the school district website at www.ashwaubenon.k12.wi.us/volunteeringcln. REFLExOLOGYReflexology is an alternative medicine technique involving application of pressure to the feet and hands. It is gentle manipulation or pressing, without the use of oil or lotion, on certain parts of the foot to produce an effect elsewhere in the body. This practice is based on a system of zones and reflex areas that reflect an image of the body on the feet and hands, with the premise that such work affects a physical change to the body. Our experts will discuss the benefits and process of these techniques.

ORGAN AND TISSUE DONATION:How Can I Help?

Jeff Jansen, D-ABMDI, Brown County Medical Examiner

Al Klimek, Development Specialist, RTI Donor Services

Many people have questions and concerns about registering for organ and tissue donation following death. We will of-fer education that will clarify the procedures, family involve-ment, and value that you can provide to others through donation. We will also discuss valuable research opportuni-ties that may help find cures and new procedures to help others live healthier, longer lives. Every person and family has different ideas and beliefs about what should happen after death. We would like you to consider donation, but understand it is an individual choice and each family should have the opportunity to know the facts. Handouts will be available to show what involvement the Medical Examiner’s Office will have and RTI will be able to provide information about the actual donation procedures. We hope to see you there!

CHANGING ROOM POLICY. Children 5 and older are asked to use appropriate changing rooms.

PARENT WATCH POLICY: Parents are welcome to watch, but with your child’s interest in mind, we ask that you keep interaction with your child to a minimum. Our instructors have found that the quality of instruction has often been affected by parents and/or sibling distraction, interruptions and various other concerns during class time. We also feel it is most beneficial for children to have recreational time with their peers. Our instructors always welcome the opportunity to discuss participant’s progress with parents. Please contact your instructor before or after class with any special concerns.

REFUND POLICY. If a participant cancels a registration, $5 will be charged for processing with the balance of the activity fee being refunded. Cancellations may occur up to two days before an activity unless there is a registration deadline. NO REFUNDS will be given

after an activity has started.

POOL TEMPERATURE: The pool is heated at a constant 82° - 83°F.

LOCKER FACILITIES: The pool offers storage for your belongings while using the pool. There are coin-operated lockers available which require a quarter. ($.25)

GOGGLES: For levels 1-3 we do not recommend goggles because children need to learn to be comfortable in the water without any aids. However, with the upper level classes, goggles are recommended as students are expected to spend significant amount of time doing a variety of skills with their faces in the water. Goggles will help to reduce eye irritation. Please note: Mask type goggles with the nose piece attached are strictly prohibited.

FALL IS TREE PLANTING TIME!The Neighborhood Street Tree Planting Program will once again be offered in the fall of 2015. The planting program is a cost sharing partnership between the Village and its residents to promote the benefits of tree-lined streets. The resident pays for the tree while planting, maintenance and replacements will be the Village’s responsibility.

A selection of suitable trees will be sent with an order form in early fall and planting will be done in late October or early November.

Interested residents are asked to call the Village Forester before September 1, 2015 to be included in the program.

PRUNE OAK TREES NOW TO PREVENT SPREAD OF OAK WILT

The Village of Ashwaubenon encourages residents to schedule their oak trees for pruning this coming fall or winter. Village ordinance

requires that oaks be pruned from July 15 to April 1 to minimize the spread of Oak Wilt (Ceratocystis fagacearum). Most oak wilt moves from diseased trees to healthy trees through roots that have become interconnected (root grafts). Oak wilt can also spread above ground by sap-feeding beetles. The fungus

produces a sweet odor that attracts sap-feeding beetles who then feed on sap from fresh wounds, carrying the fungus on them and thus infecting healthy trees.

Thinking about removing stumps or doing any other underground work in your yard?

Remember to call Diggers Hotline at least 3 days before doing any work. This service is free and

companies will locate their utilities at your worksite. Call 811 or 1-800-242-8511.

VILLAGE RECEIVES DNR GRANT TO KEEP THE ASH IN ASHWAuBeNoN

With EAB discovered in the City of Green Bay and knocking on Ashwaubenon’s door,

Village staff wrote and received a $25,000 WI-DNR Urban Forestry grant to chemically treat ash trees in our parks and other green spaces. The chosen treatment will be a product called Tre-Age on trees staff has identified and prioritized to treat.

Grant funding is a 50/50 matching grant and has 4 separate components:

EAB Insecticide Treatments: This phase will treat approximately 200 park ash trees with Tre-age insecticide.

Pre-emptive removals: This phase will focus on continuing to reduce the Village’s number of publicly maintained ash trees. Management goals are to reduce our ash populations by a minimum of 5% annually.

Park Tree Planting Plan: This phase will identify potential new planting sites and record that information within our existing GPS inventory. Sites will focus on planting in areas of high percentage of ash.

Tree Planting: This spring 34 trees were planted as part of a preemptive removal/replacement program in Parks with special consideration to increasing diversity and future canopy cover in areas with a high percentage of ash.

EMERALD ASH BORERDON’T FORGET TO PROTECT YOUR ASH...

VILLAGE CONTINUES PREPARATIONS FOR EAB’S ARRIVAL

The Village of Ashwaubenon has been preparing for the arrival of EAB for a number of years.

The insect has the potential to cause just as serious of a problem in Ashwaubenon. Currently the Village has 1350 publicly maintained ash trees, 886 street trees and 464 park (and other public green space) trees. Some of the steps taken by the Village of Ashwaubenon in the initial fight against the Emerald Ash Borer include:

• Created an EAB readiness plan in 2013

•  Secured a $25,000 grant to chemically treat 200 ash trees in our parks and green spaces (see previous page).

• Ash planting was discontinued in 2005.

• Increased planting in Parks that are heavily populated with ash to increase species diversity.

• Coordinated with various  state  agencies on  trapping and inspection programs.

•  Increased  removal  of  declining Ash  trees  on  the  terraces and in parks.

The Village of Ashwaubenon has been proactively removing and replacing ash trees in several of our parks and street medians. Sites are replanted to increase diversity and work focuses on ash trees that are in poor condition, under power lines, possess significant defects and recently planted.

With the discovery of EAB in Brown County, The Village of Ashwaubenon encourages residents to chemically treat ash trees to prevent being killed by EAB. Residents are being encouraged to treat street trees on a preventative basis. A number of effective options are available, with many able to be done by homeowners while others require professional applicators. Below is a link to a great publication with the latest, research based information about treating for EAB.

www.emeraldashborer.wi.gov/articleassets/InsecticideOptionsForProtectingTreesFromEAB.pdf

Please remember to complete a Village of Ashwaubenon “Tree Work – Permit Application” before treating any street trees. Several reasons for this are:

•  Ensuring  trained,  licensed  contractors  are  complying  with WI State laws and regulations and that RUP (Restricted Use Pesticides) are only be applied by professionals

• Record treatments in our inventory to guide future management decisions

•  To  minimize  applications  by  unscrupulous  contractors  that may harm Ashwaubenon’s urban forest

MOTORISTS, PEDESTRIAN, AND BICYCLE SAFETYNot all crashes are accidents. Most pedestrian/bicycle crashes are not only predictable, they are preventable. More than 80% of all pedestrian/bicycle crashes with motor vehicles involve the following violations.

•  Failure  to  yield  the  right  of  way  to  pedestrians/bicycles  at controlled/uncontrolled intersections or crosswalks

• Improper turning by motorist/bicyclist• Failure to obey stop sign or signal• Speeding in school zone• Failure to stop for school bus with flashing red lightA motor vehicle MuST yield/stop for a pedestrian or bicycle

in a marked crosswalk.

A bicyclist MuST ride with traffic.

A pedestrian MuST walk facing oncoming traffic.

If we remember these simple rules and work together we can all do our part to decrease crashes and make the roadway a safer place for motorists, pedestrians, and bicyclists!

With the creation of the Storm Water Utility in 2012, all developed parcels in the Village have received a storm water usage charge (a line item included on

the Water & Sewer Utility invoice or a separate Storm Water Utility invoice) based on the amount of impervious surface that parcel has. Impervious surfaces are those that prevent water from infiltrating into the ground, such as rooftops, driveways, parking lots, and sidewalks. The amount of im-pervious surface was determined from the 2010 Aerial Photos completed for Brown County. (In the coming year, this calcu-lation will be recomputed utilizing the 2014 Aerial Photos).

A typical residential lot has 3,316 square feet of impervious surface which is the basis for the annual rate of $50 per equiv-alent runoff unit (ERU). 1 ERU is the same as 1 Usage charge on the Utility invoice. The Village has calculated each parcel’s ERU/Usage. A parcel with 3,316 square feet of impervious sur-face will see a $12.50 storm water charge on their quarterly water bill. If a parcel has less than the average amount of im-pervious surface, the Usage charge will be less. Larger parcels will have multiple ERU/Usage charges.

Creation of the Storm Water Utility is a funding mechanism the Village is using to meet mandates by the Wisconsin De-partment of Natural Resources to ensure Waters of the State are kept clean. Through the Wisconsin Pollution Discharge and Elimination System (WPDES) permitting process, the Vil-lage must continually stay in compliance with the Municipal Separate Storm Sewer System Discharge Permit issued to the Village in 2006. Since 2006, the Village has been funding the compliance measures of the permit through general fund tax dollars. It is evident that more funds are required to meet the WDNR mandates since the Village has not been able to tackle large scale projects such as ponds and flood control measures.

A Utility also includes all tax-exempt parcels in with this ef-fort so that all generators of storm water runoff are working together on storm water management.

Future project types being reviewed for funding by the Storm Water Utility include storm water ponds for water quality and flood control, runoff conveyance measurements in flood prone ar-eas, streambank stabilization, and system maintenance (i.e. existing pond dredging, storm sewer re-placement and cleaning, etc.).

STORM WATER UTILITY

If you have any questions regarding the Storm Water Utility or your storm water charge, please contact the Village Engineer, Steve Birr, in the Public Works De-partment at (920) 492-2308.

WITH THE SEASONS, DIFFERENT ORDINANCES ARE EFFECTED

The most abused ordinance during the winter months is:

19-190 Deposit of snow or ice on street: No person shall remove any snow or ice from his premises,

residence, parking lot, parking area, service station or business property onto any public right-of-way or property. Snow removed from public sidewalks shall not be stored in any manner which will obstruct or limit a vehicular or pedestrian vision, movement or access.

Basically, what we are called about is people clearing out their driveway and pushing the snow into the street.

LANDLORD AND TENANTSThe Village of Ashwaubenon has adopted NFPA 14.4.1 general, means of egress shall be continuously maintained free of all obstruction or impediments to full instant use in case of fire or other emergency.

If there is a ground level patio door and/or entrance door, there must be access to the outside, and a shoveled walkway.

Also, 5-643 Driveways and sidewalks: All sidewalks, steps, porches, driveways and parking spaces shall be maintained in good repair and in such condition as not to pose a hazard to public health and safety.

Please have a fun and safe winter season and if at any time you have question or concerns,

please feel free to call us at 492-2309.

A FEW WINTER REMINDERS•  Our  crews  go  out  within  an  hour  of  the  snow  ending,

it takes our crews 10-12 hours to plow the entire Village.

•  The  snow at  the end of driveways happens  in  the normal process of snow removal.

•  By  Village  ordinance,  the  Village  crews  will  maintain the sidewalks in the school zones within 24 hours of a snowfall. All commercial sidewalks are to be cleaned of snow by the property owner within 24 hours of a snowfall.

CHRISTMAS TREE REMOVAL PROCESS

Our chipper truck will be out during the month of January to assist with the disposal of Christmas Trees. You may also bring your Christmas trees to the Village’s compost site on Collaer Ct.

FROM THE G.I.S. DEPARTMENT (Geographic Information Systems)

Our little-known Department has created a way for Village Residents to view the Village in a whole new way! From the Village’s Home Page at www.ashwaubenon.com.

On the left side, click ‘Online Maps’:

You can see your property, dimensions, floodplain areas, aerial photos and so much more! We are really proud of this service, so give it a try!

WHAT DO THESE ITEMS ALL HAVE IN COMMON?

Answer:Branches, grass, debris and leaves all can clog storm drains and lead to a very wet situation. Please be mindful of what is by the storm drains in the streets and in backyards. Plugged storm drains can cause flooding issues in the future. We can’t control Mother Nature, but we can control drains being clogged. The Public Works Department appreciates any help you can provide by keeping storm drains free and clear!

NO OVER NIGHT PARKINGBy Village Ordinance 7.02 (4) there is not overnight parking on any streets from November 1st through March 31st. Due to the size of the plow trucks it is very hazardous to try maneuver around parked vehicles. Please be cautious during the winter months and be observant to the weather conditions to ensure that your vehicle is not parked on the roadway during these months.

The Village of Ashwaubenon will no longer remain as a real estate or property tax collection site. Brown County will assume real estate and property tax collection responsibilities for all future years. The Village was the last community in Brown County that collected taxes but that effort will now shift to the county. Tax payers will need to reference their future tax bills for proper payment locations. Please note however, that all Pioneer Credit Unions are tax payment locations.

TAx COLLECTION CHANGE NOTICE

Funding through referendums has been approved for the construction of a new Ashwaubenon community auditorium, aquatic center and community center. Volunteers began working to raise funds for any shortfalls to the budget and other equipment that will make sure these facilities are functional for several decades to come.

Private donors will match up to $75,000 for any donations pledged by October 1st. The fundraising goal for all three facilities is $750,000. The designs for the auditorium and pool were submitted for construction bids earlier this year and came in 26% over the projected budget due to the soaring building costs between the time the referendum was approved and the facilities were planned and put out to bid. The bids for the community center came in slightly over budget targets, but the Village feels that with a few design adjustments and donations, the project can move forward. The design teams worked tirelessly to reduce costs while still meeting the identified needs. Because of that, the facilities will only be equipped with basic necessities, and private donations are needed for equipment, furnishings, and amenities that will optimize use of all three facilities.

Enhancements needed for the 3 facilities include, but are not limited to:
