Tri-Global Report:

Kerry Bailey, Saskatchewan Parks and Recreation Association, focused her report on the

Recreation Board Development priority. Work has been completed by SPRA in conjunction with

the Districts and an outside developer to create a manual for communities throughout

Saskatchewan to use. There were 2 training sessions held in Saskatoon that SPRA Field

Consultants and District staff attended to go over the manual. Donna and Kerry will be having a

meeting with the Rivers West Community Development Coordinators to talk about the manuals

and select a pilot project community. SPRA is hoping to have pilot’s completed prior to the roll

out in January 2016. Kerry also mentioned that the SPRA Annual Conference will take place in

October in Yorkton.

Amy Shipley, Sask Sport Inc., thanked the RWDSCR Board and Staff for all the support of the

Aboriginal Community Sport Grant (ACSG) program. There have been great results from this

program within the District. Amy highlighted the work Sask Sport has been doing on the

Measurement Framework to use alongside Districts to gauge the impacts being made. This

framework will collect information on common points from all Districts and Amy commended

the Districts on following the changes in processes. This Measurement Framework is being used

for the first time this fiscal year. Amy also spoke on the decrease in lottery sales within

Saskatchewan and stated that as a result Sask Sport has been forced to scale back some special

projects. Fortunately RWCSDR was able to retain the District Dream Broker position. Amy

congratulated Lacey on doing a great job on connecting kids to SCR programs. Amy ended by

stating Sask Sport is currently working on creating more connections between Sport Governing

Bodies and the Districts.

Dennis Garreck, SaskCulture, began by congratulating the District on a successful year. This year

RWDSCR and SaskCulture worked closely together and created connections with projects.

Dennis noted that these types of successes don’t happen on their own and take connections and

promotion of workshops. SaskCulture had its AGM on Friday, June 12, 2015. This year at the

SaskCulture AGM there was a focus on diversity and changing demographics and the impact on

cultural activity within the province. Moving forward SaskCulture will be moving to an online

Welcome to Biggar and welcome to the 2016 Annual General Meeting of Rivers West

District. I am pleased to present this report on behalf of the Board.

“The Board exists to act as the informed voice and agent of the owners, whether

they are owners in a legal or moral sense.” Page 2, “Implementing Policy Governance and

Staying on Track” John & Miriam Carver.

We as a Board represent our owners that are the membership. Our membership comes

from various regions of this huge geographic area. We have a very diverse membership

that encompasses villages, towns, cities, Rural Municipalities, Regional Parks, seniors

groups, historical societies and the list goes on. Proud we are of the huge membership

but disappointed at the lack of participation at our Annual General Meetings.

Even though attendance at the Annual General Meeting is disappointing there is

satisfaction that the membership knows who we are, what we do and how to access us.

This is very evident by the number of communities that “use” us as a resource, facilitator,

program provider or funder of grants. I attribute this “usage” of the District to the Board

and staff.

Our staff has been with us for a number of years. Yes, we have veteran staff. That is why

it is extremely difficult not to repeat oneself from year to year regarding the attributes of

our staff. They are dedicated, talented, motivated, aggressive, very professional in their

dealings with the public and yes, very approachable.

Donna Johnston-Genest, our very able Executive Director, provides great leadership. We

as a Board are always well informed of all the happenings from the local level to the

Provincial level. Donna deals with issues promptly and efficiently. Her decisions are

always backed with research and are based on what is best for our District.

The Board is extremely proud and pleased with the staff.

The Rivers West Board of Directors is a great group of men and women. We seem to

have a turnover of Board members each year. This is basically due to people leaving the

area or work commitments that may not allow them to spend the time. As the chair of the

board there is always some apprehension as to how these “new” people will fit in. The

“fit” has always been excellent. We as a Board may not always agree on issues but we

arrive at a solution that is best for our District. A very talented, dedicated and diverse

group of individuals – a fun group, a comfortable group to work with which makes my

job very pleasant. Thank you for that.

One thing that I will mention of which I am very proud of is the great relationship that

exists between Board and staff. Both Board and staff have the opportunity to attend

conferences, workshops and take part in professional development. We jointly work on

the strategic plan, review policies and procedures and this year we will spend time on

Chairperson’s Remarks

Page 10: 2015-2016 - Rivers West District · a. Auditor's Report – Jordan Schechtel, Treasurer b. Reappointment of incumbent auditor – Vantage Chartered Professional Accountants 8. Report

10

governance. All of us have a job to do. We learn, we grow and we apply all of this to

make our District better.

Finally, a very general Thank You to everyone for a successful year. We thank our

partners, stakeholders, membership, Board, staff and everyone else who is associated

with our District.

It has been a pleasure to submit this report.

Sincerely,

Ollie Marciniuk

Each fiscal year end is a time of reflection for me. It is also a time to review the goals that

I had set for myself and the District to achieve throughout the year. As I look back at the

2015-2016 year I am pleased with where the District has gone and how our Team has

grown.

Continuous Learning…this is something that I have strived to accomplish throughout my

life. When our lives become busier and busier it becomes harder and harder to dedicate a

suitable amount of time to learning new things. This year, I have made it my objective to

learn as much as I can about the Carver Model of Governance and I have taken the Board

and Staff along for the ride.

As with any theory, the idea or concept is quite often easier to grasp than it is to put into

practice. It is my hope that once we become more familiar with the cornerstones of the

theory and become comfortable putting them into practice that we will truly become an

organization that governs using this model. Our odyssey into the world of Carver has just

begun…who knows where it will take us.

Another objective this year was to answer the question “what is it that we do well?”

Once that had been identified we could then focus on doing those things very well.

Providing our members with programs and services that are exceptional and striving for

excellence when serving our members is a goal that I believe was met by the staff and

Board of Rivers West District this year.

Another goal that was set at the beginning of the year ended up being one of our greatest

accomplishments … the increase in our membership. The hard work we have put into

our programs and services, our marketing and our communication to members and

potential members has seen our membership grow by 19%!

Executive Director’s Remarks

11

As with any organization, one person cannot do it alone. We have a great team, Board

and staff, and I look forward to another successful year!

“Live as if you were to die tomorrow. Learn as if you were to live forever.”

Respectfully submitted,

Donna Johnston-Genest

Rivers West District for Sport, Culture & Recreation Inc. (Rivers West DSCR) was

formed through the amalgamation of Battlefords Regional Recreation Association, Wild

Goose Recreation Association, River Junction Recreation Association and the Zone 7

Sport Council. The new District began operations on February 1st, 2009 and is a

registered non-profit corporation governed by a volunteer Board of Directors.

The geographic area served by Rivers West DSCR is located in West Central

Saskatchewan and encompasses the area from Pierceland and Dorintosh in the north,

south to the South Saskatchewan River and from the Alberta Border in the west to

Tessier, Hafford and Medstead in the east.

Rivers West DSCR is one of 9 Sport, Culture & Recreation Districts in the Province

which were formed through the Building Better Communities (BBC) initiative driven by

SaskSport, SaskCulture and Saskatchewan Parks and Recreation Association. These

Districts are an integral part of the Sport, Culture & Recreation delivery system in the

Province of Saskatchewan.

Rivers West DSCR receives the bulk of its funding from revenue generated through the

sale of lottery tickets in the Province. The Saskatchewan Lotteries Trust Fund for Sport,

Culture and Recreation administers the lottery ticket revenue and this money funds over

12,000 Sport, Culture and Recreation groups.

The Board of Directors meets monthly (excluding July and August) and also meets for a

strategic planning session and budget meeting once per year. Committees of the District

include: Policies & Procedures Committee, Human Resources Committee, Board

Member Recruitment and Retention Committee, Saskatchewan Games Committee and

the Constitution & Bylaws Committee. The Chairperson of the District is also a member

of the Provincial Strategic Planning Committee which meets twice per year. The

Executive Director is a member of the Provincial Operational Planning Committee which

meets twice per year. The Executive Director is also a member of the Provincial

Saskatchewan Games Council Advisory Committee.

The 2015-2016 Board of Directors went through some changes again this year. One of

our founding board members, Nicole Goldsworthy, went on maternity leave to be with

her daughter. Congratulations Nicole! While on maternity leave, Nicole and her family

made the decision to move out of the District. Cora Fischer took over for Nicole in Unity

as the Recreation Director and also her position on the Rivers West District Board of

Directors. Welcome to the Board, Cora!

Another Board member moved out of the District due to work commitments. Meaghan

Kennedy began on the Board in September of 2012 and was a valued member who

always participated in Board discussions and decisions. Her enthusiasm will be missed.

Good Luck in you new endeavours, Meghan!

Aboriginal Community Sport Program (ACSG) - Aboriginal Community Sport Grant (ACSG)

provides greater sport participation and development opportunities for Aboriginal youth in

Saskatchewan. Rivers West District adjudicated Nineteen grants totaling $57,500. Allocated

through Sask. Sport dollars went to the development of Soccer, Judo, Curling, Basketball, Takraw,

Karate, Bowling, Curling, Boxing and Down Hill Skiing. Each sport gets $10,000 total / sport

allocated over a three-year period. We are now moving forward to new and existing communities

applying for new sports.

Creative Kids - Creative Kids is a charitable giving program designed to reduce social and

financial barriers for children and youth who wish to participate in arts and cultural activities in

Saskatchewan. 2015 has mark the completion of our 6th

year in which we funded 73 youth

totaling $24,031.60. Arts and Cultural activities funded included regalia making, pow wow

dancing, band, fun with colors, piano, guitar, dance, pottery, visual arts, community strings, dance,

drawing. We continue to add to our list of service providers who are on board and offer quality

instruction. Our 5th

Annual Celebrate Kids is our major fundraiser which was held the second

Sunday of March highlighting the multitude of talent from the Battlefords.

SSFA 55+ Rivers West Committee - The Saskatchewan Senior Fitness Association (SSFA)

Rivers West District hosts the 55+ Games every year. Even years include the 55+ District,

Provincial and Canadian Games, during the odd years we have games days. In 2015 the District

Games Days where held in Rosetown, Unity, CutKnife and St. Walburg. These non-games years

encouraging people over 50 years of age to get together for fun, fitness and fellowship. SSFA

activities ranging from cards and board games to bowling, golf, track & field, swimming, pool

poetry and short story writing. The annual general meeting held in spring as well as our fall wind

up also includes many of these fun activities.

The District Playdowns to determine what athletes will move on to the 2016 Provincial Games.

Approximately 80 participants in 8 events will be representing Rivers West District at the

upcoming Provincial Games.

The community of North Battleford and the SSFA 55+ Rivers West Committee will host the 2016

Provincial SSFA 55+ Games. The Games run from July 5th

, 6th

& 7th

, 2016.

Rivers West District Dream Broker (DDB) program - The DDB Program targets children and

youth who are faced with various social and economic challenges that adversely affect their

quality of life. These issues create barriers to sport, culture and recreation such as: economic

circumstance, awareness, cultural insensitivity, and access to transportation. Children, youth and

their caregivers are given support to provide greater opportunities that contribute to developing

children and youth who are healthy, active, successful members of their community.

This is where the DDB comes in. The DDB works directly with children, youth and their families

from Connaught Community & Saint Mary’s Community schools in North Battleford to reduce

barriers and gain access to existing sport, culture and recreation activities. Since the beginning of

the 2015-2016 school year, 128 students have been put into 163 programs

2015-2016 Programs & Services

18

The program has once again partnered with Saint Mary’s School to bring in a Red Cross instructor

to teach the Babysitters course. 16 students from grades 5, 6 and 7 became certified. It was a great

success and since many students are already caring for younger siblings, we were very proud to

help give them the tools they needed to do it safely and properly.

A guitar program was brought back to Connaught for students in grade 4-6. The school not only

provided the facility, but they also provided the guitars for the kids to play.

By partnering with Bridges for Children, we had a 6-week art program brought into Connaught

School. A local artist came in and taught students painting, drawing, crafts, and clay sculptures. 7

(seven) kids from St. Mary’s and Connaught school, as well as 1 (one) Bridges student

participated in the program and were able to take home many wonderful crafts.

Partnering with the Battlefords Boys & Girls Club, we were able to have a beginner hip hop class

for kids. The Boys & Girls Club provided the facility, while I found an instructor. The program

was met with great success and enthusiasm, as both age groups were full. We plan on offering the

program again in the fall.

The DDB is directly responsible for the Battlefords KidSport program. Since Lacey Taylor began

as the KidSport contact for the Battlefords in August of 2013, the committee has processed well

over 750 applications. The Battlefords KidSport has also been the recipient of a very generous

donation: the Lions Club project of Operation Red Nose donated over $13,300 this year.

KidSport - The District currently has 10 KidSport communities in: The Battlefords – Lacey Taylor (306) 446-6776

Volunteer Recognition Awards - Our 7th

Annual Volunteer Recognition Program (VRP) held its

banquet Wednesday April 13th

Mobile Playground Program (MPP) - The Mobile Playground Program (MPP) provides

children from the Rivers West District, who do not have access to any other recreation programs, a

day of organized, fun activities. The program is available during the summer school break

Monday to Friday and member communities have the option of choosing a full day of their choice

by selecting 1 (one) day in July and 1 (one) day in August. If there are extra days left over after

all the communities have booked then the communities who expressed an interest in booking more

than two days will be contacted. If you wish, two communities may combine for one day to

ensure there are enough children to meet the minimum requirements. The summer of 2015 we

were scheduled to visit 20 communities and traveled to these communities 30 different times with

543 children participating in the program. Eight new communities participated in the program.

Communities that participated included; Alsask, Biggar, Dinsmore, Dodsland, Elrose, Flying

Dust, Hafford, Handcraft Festival, Harris, Kerrobert, Kindersley, Kyle, Landis, Livelong,

Luseland, Maidstone, Marsden, Marshall, Milden, Paradise Hill, St. Walburg, Unity, Waseca,

Coaching Assistance Program/NCCP - Rivers West District identified a need to assist coaches

in obtaining various levels of coaching certification. In the rural areas of Saskatchewan it is

sometimes a challenge to ensure that a minimum of 10 participants enrol in a NCCP Clinic. Rivers

West District developed an assistance program to help coaches offset costs associated with

traveling to the larger centres to participate in NCCP clinics not offered in the rural areas. In 2015-

2016, Rivers West District helped support 10 coaches to upgrade their skills through participation

in NCCP certification clinics. Rivers West District also hosted 4 (four) Canadian Association for

the Advancement of Women and Sport (CAAWS) workshops in the District. Effective

Communication, Conflict Resolution, Life Balance, and Effective Networking. All 4 workshops

were eligible as continuing education credits for our District coaches.

The CEAs each provided a short presentation on

what activities they would be offering

communities through their SaskCulture positions.

The event was well attended with interesting

discussions and positive promotion of both the

District and Culture Days.

SPRA Enhanced Member Support Initiative - Through our participation in this initiative we

have been afforded the opportunity to enhance our programming and services to our members.

SPRA Field Consultant, Kerry Bailey, is housed in our Rosetown office and keeps our staff and

members updated on everything SPRA. The following programs and services are a direct result of

our partnership with SPRA on this intiative:

Community Visitations - The District continues to travel to our communities to meet the people

who are directly involved in providing sport, culture and recreation programs and services in their

communities. To accomplish these visitations we employ various methods such as: personal visits

by the Executive Director, conducting workshops and clinics in the communities, our participation

in committees such as the West Central Municipal Government Committee and the North West

Regional Intersectoral Committee, and through our traveling Mobile Playground Program. We

continue to build our extensive Community Profiles, complete with pictures of facilities and

unique features of the community. Through our personal interaction with over 150 communities

and 40 different organizations in our District in 2015-2016 we have built a strong communication

network, increased membership and informed our members about Rivers West District and

Saskatchewan Parks and Recreation Association programs and services.

Facility Operator Support Program - The purpose of the Program is to provide financial

assistance and support to organizations, communities and individuals to attend training and

educational opportunities specific to the operation and management of recreational facilities

within the boundaries of Rivers West District. Rivers West District acknowledges that recreation

facilities are crucial to the development and provision of sport, culture and recreation programs

and services. In order to operate these facilities in the most effective and efficient manner

possible, facility staff must be kept current on all aspects of facility maintenance and operations.

Through the Facility Operator Support Program Rivers West District is able to provide some

funding support to meet this goal. In 2015-2016, Rivers West District supported 5 (five) facility

workers from 2 (two) different communities to upgrade their skills.

Workshops

Grant Writing Workshops - The District hosted 3 (three) fall workshops in Borden, Pierceland,

and Lloydminster with Marian Donnelly facilitating. 29 (twenty-nine) participants took attended.

Page 23: 2015-2016 - Rivers West District · a. Auditor's Report – Jordan Schechtel, Treasurer b. Reappointment of incumbent auditor – Vantage Chartered Professional Accountants 8. Report

23

Social Media Workshops – The District also hosted 3 (three) Social Media workshops in Landis,

Mervin and Hillmond where 54 (fifty-four) participants learned from facilitators Marian Donnelly

and Michelle Brownridge.

Event Planning Workshops – The District hosted 2 (two) Event Planning workshops in Landis and

Hillmond with 35 (thirty-five) participants. Marian and Michelle facilitated these workshops.

Marketing Workshops – Thirty five people also attended the 2 (two) Marketing workshops hosted

by the District with Marian and Michelle facilitating.

Training programs – In May and in conjunction with the City of North Battleford, the District

hosted a weekend workshop with facilitator, Coralie Bueckert offering PHCD (11 registrations)

and Play Leadership training (12 registrations).

Crystal Clarke facilitated Principles of Healthy Childhood Development and Play Leadership

workshops at Lakeland College, Lloydminster in March with 9 (nine) participants.

Recreation Practitioners support – The District hosted 2 (two) Recreation Practitioners

meetings in the District. The first meeting was held in North Battleford with Kimberly Quam as

the keynote speaker. Kimberly spoke on “Volunteer Recruitment and Retention”. 14 paid and

volunteer practitioners attended this event. The second meeting was hosted in Wilke on November

30th

, with 9 (nine) people attending. Although there was a smaller audience, the networking and

exchange of ideas surpassed previous years’ events. SPRA staff members Andrew Exelby,

Consultant-Parks and Open Spaces, and Kerry Bailey, Field Consultant for the District, each gave

presentations relating to their roles within the organization. Owen Einsiedler Field Representative

(West Central Office), and Kari Burgess Account Representative, Saskatchewan Tourism gave

short presentations that touched on the many diverse opportunities available through this Agency.

Rosemary Flaman, Program Coordinator for Sask. Seniors Mechanism also gave a presentation on

Age Friendly Communities in addition to providing a general explanation about what SSM does.

Rowan Pantel, Cultural Exchange’s Outreach Coordinator, gave her program information to those

gathered in Wilkie.

Recreation Board Development (RBD) – SPRA Field Consultant, Kerry Bailey and the

Executive Director for Rivers West District, Donna Johnston-Genest worked with the community

of Lashburn to review their recreation board bylaws and policies. This process stretched out over

several months and the RBD team is continuing to offer support to the Town of Lashburn.

Tri-Global Update

Tri-Global Update

Saskatchewan Districts for Sport, Culture and Recreation

The District Coordination Committee (DCC), on behalf of Sask Sport Inc., Sask-Culture’s Inc.,

Saskatchewan Parks and Recreation Association and Saskatchewan Lotteries Trust Fund continue

their work to fund and partner with a thriving District system in support of community

development through sport, culture and recreation. This past year the new measurement

framework that was developed by the DCC in partnership with all nine districts was implemented.

The results from implementation and the gathered data will paint an exciting picture of the overall

impact the Districts are making in the development of communities through sport, culture and

recreation throughout the province. Additionally, the DCC continues to support Tri-Global

initiatives and to liaise with the Districts for Sport, Culture and Recreation to support community

development.

Saskatchewan Lotteries Trust Fund

The lottery license agreement between Sask Sport Inc., SaskCulture Inc., Saskatchewan Parks and

Recreation Association, and the Government of Saskatchewan provides strategic funding priorities

to the Trust which include: engaging diverse populations in community-based activities;

contributing to quality programs and safe, well-run facilities; enhancing organizational capacity;

addressing barriers to participation; fostering pride through excellence in participation; and

encouraging healthy, active lifestyles and promoting community and leadership capacity. Fiscal

2016 was the second year of a five year agreement which runs until March 31, 2019.

Saskatchewan Lotteries reached record sales of $224.2 million during the fiscal year that ended

March 31, 2016. Above average jackpot rolls for both Lotto Max and Lotto 6/49 led to larger

jackpots for the majority of the year. The Trust continues to work on budgeting scenarios that will

ensure all organizations and program funding commitments are sustainable to the end of the

current license.

Sask Sport Inc. Annual General Meeting Sask Sport Inc.’s 43

rd Annual General Meeting

was held on June 11th

2016 at the Conexus Arts

Centre in Regina.

Sport Development Strategic Plan Renewal

The 2013-16 Sport Development Strategic Plan will conclude at the end of the year, and work has

begun on the new strategic plan for 2017 and beyond.

The plan will once again feature the 5 priority goal areas (Participation, Excellence, Capacity,

Interaction, and Sport for Development) and focus on key objectives and outcomes to better serve

the membership’s needs and interests as well as increased effectiveness of the sport system for all

individuals, communities and society.

A Sport Development Strategic Planning session will be held at the Sask Sport Inc. Annual

General Meeting held in June, to inform members and key stakeholders on the developmental

progress of the new Strategic Plan and remaining steps in the renewal process.

District Dispute Resolution Policy Development Update

Sask Sport recently prepared a suite of Dispute Resolution policies for adoption by all Sask Sport

member organizations. However, the original policies did not reflect the District’s unique

situation of providing programs and services in sport, recreation and culture activities.

In response, we consulted with the Globals and Districts on the policy suite, which led to a re-

worked suite of policies to better reflect the individuals and activities of the Districts that should

be covered under the policy.

District feedback has been positive on the updates to the new policies, and Districts are currently

in the process of reviewing, approving and adopting the suite of policies.

Sport and Belonging

Community Foundations of Canada in partnership with the True Sport Foundation have recently

released a Vital Signs research report on Sport and Belonging. The report takes a closer look at

how sport – when grounded in fairness, excellence, inclusion and fun – can strengthen belonging

to each other and to our communities. There is also a Sport and Belonging Toolkit for

communities and groups featuring resources and ideas to help activate the power of sport in

communities.

The report and toolkit can be found at Sport and Belonging Report .

impact and sustainability. Another five organizations will

be working on diversity planning in 2016.
