CVBOA Reminder Test #4

1. The sideline is very near to the spectators. As a result, the official, prior to the throw-in by B2 warns A4 to move back and give the thrower some room. As soon as the ball is handed or bounced to B2, A4 moves right back to the boundary line in front of B2. Seeing this move the official blows his whistle and informs A4 to back up and allow room for the throw-in. This is the, Correct Incorrect decision by the official.

2. The official awards the throw-in to the wrong team. As soon as the ball is thrown in the official recognizes the error. No actual play on the ball has occurred. The official blows his whistle and awards the ball to the correct team. This is the, Correct Incorrect decision by the official.

3. Players A3 and B5 commit personal fouls against each other at the same time. The head coach for team B takes exception to the call and is charged with a technical foul. There will be no FT's for the double personal fouls and team A will be awarded 2 FT's and the ball at the division line as a result of the technical foul.

4. During a dead ball a fight breaks out on the floor between A1 and B2. The head coach for team B rushes out on the floor. It is possible for basketball referees to get into the same magical zone that players are sometimes lucky enough to find themselves in.

Officials can have a game, or stretch of games, where the game slows down and the players are positioned in just the right spots on the floor to give you the perfect angle to view the action.

Your whistle is seemingly hardwired to every foul and violation…It’s as if the coaches, players and spectators don’t even know you’re there.

But just as easy and mysteriously as you entered this zone of perfection, you can slide out of it, and often the reason for your ejection is rooted in distraction.

Allowing an external issue (work, family, health, etc.) or an internal factor (a problem with your partner, the timer or scorekeeper, a coach, player, spectator, etc.) can knock you off your game, and if the stars line up against you, the results can be disastrous.

For instance, B-1 fouls A-1 and puts Team A in the bonus.

However, after the officials deal with the disapproval of B-1 and Team B’s head coach, they resume play with a Team A throw-in and fail to award A-1 his/her merited free throws.

A-2 scores on the subsequent inbound, and while the ball is dead, the officials realize the mistake.

Now what? If you can manage to slow down your racing mind; is the information in there to properly rule on this sticky scenario?

So if you find yourself now, ‘out of the zone’ and feel the weight of a misstep bearing down on you; the key to getting back on track is to step outside of yourself.

Take a deep breath and force yourself to calmly process the situation.

Monitor and stack your thoughts as if you were an evaluator in the stands observing the action. You presumably have the knowledge to calmly remedy the situation, but with no skin in the game.

Now, if you noticed the error while Team A was still in control of the ball, you should have stopped the game and line the players up for A-1 to shoot the bonus free throw, and let play resume as normal.

If Team A committed a foul or violation while in control of the ball, and the correctable error was caught in time, A-1 would attempt the one and one

with no players in the marked lane spaces, and then the ball would be awarded to Team B for a throw in at the closest spot where the ball was located at the point of interruption.

However if Team A scored a goal, and the forces of basketball nature lined up in an ominous sequence, and you will pay a high price for this momentary lapse in concentration.

Team A’s goal will count, and A-1 will shoot a bonus free throw with no players in the marked lane spaces, and play will resume with a Team B throw in along the end line following the free throw(s).

This ruling punishes Team B for a mistake made by the officiating crew and/or the folks working the scorer’s table. It’s unfair, and your urge may be to unthread this knot with a scenario that is less punitive, particularly if it is at the end of a close game.

The REF 60 advice is to not try to dig your way out of a hole. Cut your losses and make the correct ruling. Do not compound your mistake by committing another one with a “split-the-baby” improvised ruling.

The game of basketball requires officials to often make nearly 100 decisions a game (remember, a decision to NOT blow your whistle is still a decision) and will call into question your judgement on most of them.

Your officiating avocation is hard enough; don’t put yourself in the cross-hairs with a mistake that can easily be avoided.

Stay away from the self-inflicted pain of distraction!

We talk all of the time about attention to details and having a system. Today (Jan 16) at the UR vs VCU game UR was discovered having 6 players in the game following a late game time out. Where as the final responsibility for this error falls entirely on the

Spiders, we all understand how this should not have happened. Especially in the last couple of minutes of a close game. This is a great example of how, even the best officials can make a mental or mechanical error. Attention to the small details can make or break us. The more intense the game, the tighter our focus. The more important the situation, the more we need to slow down. Don't allow the details that we can control to cause us problems. Simple things like is the arrow correct, is the clock starting and stopping correctly, who is the shooter, how many free throws, where is the throw-in spot, whose ball is it on the throw-in, can the thrower move, do we have the correct number of players in the game, who has the last shot ? We talked briefly in the last meeting on how to prevent errors by improving on our dead ball communication. Don't assume that everyone knows what is going on. Use this as a reminder, mistakes happen when we don't pay attention to our system.

CVBOA Reminder Test #2 (Jan 17, 2016):

1. A1, ahead of the pack, passes the ball towards A3. The ball strikes B5 on the knee and is recovered by B2. The officials rule this to be a

Mechanics:

1) Please use NFHS mechanics.

* Get to the site on time.

*Have a solid pre game conference.

*Pre game with the captains should be direct and to the point.

*Greeting to the coaches should be professional and not personal.

2) If we have players on the court we need to be observing them.

3) Emphasis in your pre game the importance of primary coverage and the role of the

off official. If you have the primary coverage on a play, that play is yours until the ball

changes status. Remain visually connected to the players involved until the play is over.

As the off official delay any judgement concerning contact, by the primary

defender, until the primary official has the opportunity to rule on the play.

* If the primary defender gets beat by the offensive player, you still have the

responsibility for any contact by the initial defender player. Don't give up on the play

because the primary defender gets beat.

* The Lead official should always be concerned about protecting the backside of the

Trail and Center officials.

* The Trail and Center officials need to protect the backside of the Lead official.

* By adopting this method of thinking it is easier to grasp the philosophy behind

officiating the secondary players and having more consistent court coverage.

* When calling fouls off the ball asks yourself, "Was the contact illegal or marginal". We

do not want to be calling marginal contact, especially off the ball.

Exception: The one time you may consider giving up primary responsibility is when the player turns and

goes away from you. Especially in the post area. Hopefully we can agree officiating from behind a player

hardly ever creates the best angle. This is also a classic example of "protecting the Lead's backside".

These types of plays must be discussed in your pre game.

Setting the possession arrow: It's not how, it's

not when, it's all about,

Who had the first possession. The arrow is then set towards their opponent.

*Following the initial setting of the arrow it is important to remember, the arrow is not switched on a throw

in unless the:

1) Throw-in is legally completed.

2) There is a violation by the player attempting the throw in.

* Communicate this to the official scorer and official timer during your pre game conference.

Correctable errors are basically awareness situations, gone wrong. Almost every time we have a

correctable situation it happens because we are not aware of what is happening in the game.

*Are we in the bonus or double bonus ?

* Prior to a time out, if FT's are to follow, did we communicate to our partners all of the necessary

information prior to reporting the time out ?

*Coming out of a timeout do we know who the shooter is and how many shots we are going to award ?

Fouls at the end of a period.

The decision, did the foul occur as part of the period that is ending or did the foul

occur following the horn ending the period.

1) As part of the period: Complete the penalty. If a throw in is involved and there is no

time to make the throw in, that part of the penalty goes away. We do not split a penalty.

Example: We do not shoot the FT's as part of the third period and make the throw in

award to begin the fourth period.

2) Following the period ending horn. The penalties are enforced as part of the next

period.

Exception: If we need to shoot FT's in order to play an OT period then we need to complete the

penalty phase.

Justify your free throws, especially when a potential "and one" is involved. Contact where no advantage

is gained is part of the game. Allowing the play to be completed can, more often than not, allow you to

pass on incidental contact. Contact must be illegal in order to be called.

Clock awareness is important. If there are corrections to be made to the game clock, the officials must

have definite knowledge.

Communicating and having a plan for the end of a period. Court coverage,

crew awareness, clock awareness, who is responsible, getting the best angle and if

There seems to be some questions related to headbands vs a hair control device. The confusion seems to be related to materials, including prewrap that may be used in the same manner as a standard one piece headband.

Hopefully the following information will clear up any questions.

1-HEADBANDS are defined as ANY material that goes COMPLETELY around the head (circular or tied). If the band goes completely around the head it must meet all size and color specifications as defined by rule. 3.5.4

Material including pre-wrap is LEGAL.

1-It must be tied if it is not one continuous piece of material.

If the ball is in your Primary Coverage Area(PCA) you must narrow your field of vision and focus on the offensive and defensive players involved in the immediate action. Your primary attention should be to

a) identify the pivot foot of the offensive player and

b) control any contact between the players involved in the play.

We must officiate competitive match ups.

If you are the off official, you need to broaden your field of vision so as to be aware of violations or fouls that may occur away from the ball.

LEAD: 4-6 feet off the end line. If the ball is on your side keep your outside shoulder as wide as the ball. As the ball moves away begin to close down towards the FT lane line on your side. Simply closing down does not constitute a rotation.

CENTER: FT lane line extended. Working 2/3 feet either side. If in doubt dive low. If necessary control traps near the division line on your side. Be aware of the Lead's movement. If the Lead does not rotate across, you will need to go back to the FT line extended following your release from any trap situation.

TRAIL: Work below the 28' line, 2/3 steps on the court.Move on to the court more, if necessary.

Good officials control their area and allow their partners to do the same. It's called TRUST.

Remember:

*Control your PCA. Have an awareness of your secondary coverage area. If you are in the CENTER or TRAIL take a step in on the release of the ball on a shot.

*If the ball starts in your area, stay with the ball until it changes status. This is especially true if you are in the Center position.

TRAIL or CENTER. Very few situations will cause you to reach across the lane and make a call.

*Everyone has a specific duty during rebounding situations. If the shot is taken on the opposite side from your position, you need to focus on weak side rebounding. Static's have proven the majority of shots rebound long. The Center and Lead need to work

*Do not rotate if all three officials are NOT in front court.

*Rotate for a purpose. Making the crew move for no reason is counter productive to being effective. Multiple rotations during the same possession cause more problems than they solve.

*A rotation consists of three distinct moves.

*Lead clears the lane.

Trail drops down to cover the area exited by the Lead.

*Center becomes free to move.

*A rotation has not occurred until the Lead official crosses the FT lane line on the Center's side of the court.

*If the Center cannot release, the Lead must be ready to make the adjustment in transition.

*Be aware of the clock.

The opposite official in three person and the trail official in two person is responsible for the attempt. No other official should have any reaction to the attempt, UNLESS, the responsibilities have been changed on the court and the entire crew is aware of these changes.

First and foremost lets remember why we are at the school. We are there to officiate a basketball game. Not a fight.

Your first response will be to separate the combatants. Bad idea. Too many liability situations involved. The Head coach is allowed to enter the court to assist with control of their respective players.

Move away from the conflict and away from the crowd. Gravitate towards the table. Start taking numbers. Do not guess. If you are not sure as to the status of a player, do not include them in the penalty. We do not have the ability to review instant replay so it's impossible to get everyone. The school administrators, commissioner and VHSL officials will get it straight using the tape of the game.

Who goes and what happens:

Players involved in a fight are ejected.

For each individual participating in the fight.

If the situation involves only two participants, or an even number, we have a double flagrant technical foul situation. Report the fouls. Mark in the book that the players were ejected for fighting, the time on the clock and the score. Resume play at the point of interruption.

*If no team had possession of the ball you will need to use the possession arrow.

*If the number of participants is unequal we will need to shoot FT's and award the ball out of bounds for a throw in at the division line.

Any player leaving the bench area but not participating in the fight is automatically ejected from the contest.

(Be sure the player comes onto the floor. Simply standing up and taking a step forward does not constitute coming onto the floor)

Penalty-Only one Indirect Technical on the head coach, no matter how many players come off the bench. Two FT's + the ball.

Any player leaving the bench area and becoming involved in the fight is ejected from the game.

Penalty-One Flagrant technical foul for each player leaving the bench area and participating. One indirect technical foul charged to the Head coach for each player leaving the bench and participating.

Penalty-Two FT's for each player leaving the bench and participating in the fight.

*The number of technical fouls may be equal thus creating a double technical foul situation. As long as the fouls are equal there should be no FT's taken. Enforce the penalty and return to the Point of Interruption.

Important Pre-season Information:

After more than 40+ years of officiating I have come to the realization that at least one of the following observations is applicable to a small group of officials within almost any officiating organization.

1) There are many officials that watch the pre season online clinics. Many become better because they pay attention. Some don't pay attention or they just don't care.

2) There are many officials that attended pre season clinics sponsored by their organization. They pay attention to the information and their skills improve. Some don't attend, don't pay attention, don't improve or they just don't care.

3) The majority of officials have read the rules, case and mechanic manual. They constantly seek information and attempt to improve their knowledge of the rules and mechanics. Some

Here is a situation that is not covered clearly in the rule or case book.

A1 is lined up in the lane space next to FT shooter B3.

We know the following: * The defensive team MUST line up in the designated spaces nearest the end line.

* The other spaces (alternate) and may be occupied by choice.

* No more than 4 defensive players.

* No more than 2 offensive players.

* Players lined up on the lane spaces may enter the lane on the release of the ball by the FT shooter.

* The FT shooter and all other players outside of the three point arc, and behind the FT line extended may enter the restricted space upon the ball touching the rim or the back board.

* What is not covered clearly is what happens when the defensive player lined up closest to the FT shooter breaks the plane of the FT line (shooter's line) prior to the ball touching the rim or the back board.

If this occurs, the correct call, would be a "delayed call because the violation is a defensive violation".

If the defensive player were to contact the shooter the contact should be called a foul.

Rational: The defensive player is restricted from entering the shooters space until the ball touches

Team Member's Equipment and Apparel

First and foremost, scrimmages must be officiated "as close to possible" as a regular season game. That means, we do not set aside rules because it's a scrimmage.

Arm and Leg Sleeves, Head Bands, and Wrist Bands

Players are allowed to wear ONE color. Black, White, Beige or the predominant color of their JERSEY. Once a color is selected, all players MUST, if worn, wear the same color.

One color, same color, every player, all items. This is not confusing. Enforce the rule.

Exception: if a hair control device does NOT go completely around the players head, that device does NOT fall under Rule 3 Section 5 Article 3. If the players are allowed to participate illegally in a scrimmage, what's going to happen in two

weekswhen an official says differently. Players should not be allowed to warm up dressed illegally. It's the same as wearing jewelry, They do not have to take it off, they are allowed to have a seat on the bench and not participate.

* Tee shirts are different. They MUST be a single solid color similar to the torso of the jersey. There are NO choices......SIMILAR COLOR TO THE TORSO OF THE JERSEY.

Mechanics

Time out Position and first horn mechanic:

Mechanics Manual Page 56 Resuming Play 1,2,3,4 and 5.

We do not remain at the location of the team huddle following the first horn. Following notification to the bench that the first horn has sounded we should move to our proper position. Still being aware of the movement, or lack of, by the teams.

Last shot responsibilities:

Two person-Trail

Three Person-Opposite

*Exception-if the crew has changed the responsibilities prior to the last shot.

It is important to remember: if the responsibilities have been changed, they should remain changed unless changed back. Do not assume the crew is on the same page.

Inside of the last minute:

Someone in the crew has to be aware of the time remaining. The crew needs to acknowledge the awareness of the impending last shot. If in the last minute of play the ball becomes dead, the responsible official should indicate their "last shot responsibility" as the crew makes eye contact prior to the ball being put back into play.

Remember: Time and score are important. Better OT than cheap foul off the ball being the determining factor in a win or loss situation. One crew member is responsible for the last attempt. The entire crew should have an opinion so, if needed, they can offer information if necessary.

Correctable Error

Understand what the correctable errors are. 80% involve FT's.

* Awarding the wrong team the ball by the alternating possession arrow is not (by definition) a correctable error.

* Remember if you kick the awarding of the ball by the arrow, you make the adjustment that assures that you "never award the ball to the same team twice in succession."

* Adjusting the time This can only be done withobvious knowledge of the time ( + or - ) in question. Early in the game all officials should be aware of how efficient the timer is and if their reaction times are within reason.

Is the error correctable ?

NO.......issue over !

YES....Has the clock started ?

NO......no problems.

YES....have we had a second live ball.

Last question: if we get this far............

Have we had a change of possession

NO......stop the game correct the error and play off of the correction.

i.e. line up the FT shooter..shoot the FT's and play off the make or miss.

YES....stop the game .....correct the error...go back to where you stopped the game. This may mean

that the same team gets the ball that benefited from the correction.

A book error can be corrected up until the final approval of the score by the officials.

* Placing the ball on the floor, following a time out or to begin a period is a crew decision. If we do our job correctly there should hardly ever be a problem with getting the teams on the floor. Don't go into the huddle but don't give up on a slow moving team following the first horn. If the problem remains be sure to speak to the captain concerning the possibility of the rule enforcement.

Remember, it is the responsibility of the referee to inform the teams three minutes before the end of the half time break. Send a scorer, a team attendant, the timer, a game management person.....just get them out of the locker room on time.

Points of Emphasis

Referee have a structured pre-game conference.

During warm ups,it is more important than ever that we observe the players and their equipment. If we are going to correct something, it must be done prior to the players going to their bench for pre game introductions.The general rule is that we are on the floor at least fifteen minutes prior to tip off. In reality, if there are players on the floor, in organized warm ups, we need to be observing them. Inform Game Management that you need to know when the players come out to warm up. That includes both pre game and at half time.

(Remember by rule, it's thereferees responsibility to inform the teams at half time that it is time to return to the floor)

Setting the original arrow to begin the game. Who had the first possession ?

We don't care how, we just care who.

Traveling-Remember, a player may slide along the floor as they are attaining possession of the ball. There is no limit to the distance that they may slide.

The question is, what can they do once they come to a stop.

They may:

If on their back, they may sit up.

They may dribble and rise to their feet.

They may pass to a team mate.

They may shoot from that position.

They may lay unguarded for more than five seconds.

They may request and be granted a time out (if they have possession of the ball).

They may not:

Roll over.

They may not rise to their feet, without dribbling.

They may not be granted a timeout without possession of the ball.

* If there is a scramble on the floor, normally it's better to allow the official at the location of the scrum to react to time out request. In most situations, they have a better opinion as to if a player has control of the ball when time out is requested, especially if the request comes from someone away from the ball.

Normal traveling rules:

On a shot or pass, a player may lift their pivot foot but must release the ball prior to the pivot foot returning to the floor.

If a player begins their dribble, the ball must be released prior to the pivot foot leaving the floor.

A player falling to the floormay release the ball prior to contacting the floor. That would constitute their dribble.

A player rising to shootand releasing the ball due to a possible defensive block has traveled as they have lifted their pivot foot prior to beginning their dribble.

A player that has ended their dribbleand brings their pivot foot up under them in order to release a shot has traveled.

Throw-in spot:

Mechanicallywe should not put the ball in play on a throw-in without indicating to the player that it's a spot throw-in or that they can move.

When a spot throw-in occurs, the designated spot is three feet in width and has no limit in depth. The player must keep one foot over some part of the designated spot prior to the release of the ball.

*If there is a violation it should be called a spot violation not a traveling violation.

Remember, if there is a time out, the official with the ball should remain at the spot where the ball will be put in play. If a discussion needs to take place involving that official, go to the location of the ball.

In general, we do not need to have a discussion every time there is a time out. Our job is to have an official at the spot of the throw-in and the other official(s) observing the teams.

Awarding the ball to the wrong team.

On a throw-in:If discovered before the throw-in ends, blow your whistle and stop the play. Correct the mistake.

On a throw-in: once the throw-in is complete, it's too late.

On the possession arrow award: once the throw-in is complete, it's too late.

*Remember, if we award the ball on the possession arrow to the wrong team and the throw-in is completed we must change the arrow as we never award the ball by the PA to the same team twice in a row. This is not a correctable error.

Basket Interference/Goal Tending:

Ask yourself the question ? Was a shot involved in the initial contact by either team.

Yes:

Goal Tending

*Legal attempt.

*Above the rim.

*Downward flight

Basket Interference

*Touch the ball while the ball is in the cylinder.

*Touch the ball or any part of the basket while the ball is on or within either basket.

*Reach up through the rim and touch the ball either in or outside the cylinder.

*Pull a moveable rim down so that it contacts the ballbefore it returns to it's original position.

*Remember, it is not illegal to pin the ball against the back board if it is on the way up. As long as the ball is outside of the cylinder.

Kicking-Must be intentional. Any part of the leg.

Inadvertent whistle:

First and foremost wehave stopped the game.

If on an attemptthe ball remains alive until one of the following happens:

If the ball goes in. The basket counts and the opposition is awarded the ball for an end line throw-in.They may run the end line.

If the attempt fails, because possession ended on the attempt, the ball becomes dead when it ceases to have the opportunity to go in. The ball will be awarded out of bounds using the possession arrow.

If on a non attempt, the ball will be awarded out of bounds based on the last team in control of the ball. If on a non attempt, the ball becomes dead immediately.

Three tenths of a second:

When play is resumed with a throw-in or free throw and three tenths (.3) of a second or less remains on the clock, a player MAY NOT gain control of the ball and try for a field goal. In this situation, only a tap can score.

*If a player gains control, shoots and is fouled on the attempt with less than.3, it would be a common foul. Throw -in or bonus FT's.

*If a player taps the ball with less than .3 and is fouled, the foul would be a shooting foul as it is legal to score on a tap. Thus, if the tap is missed the player fouled would be awarded two FT's.

Mechanic Reminders:

# 8 Visible Counts-shoulder height, arm should be parallel to the floor.

# 17 Three point attempt, up not out.

# 37Team Foul-Fist, followed by the "punch mechanic" indicating a team foul has occurred.

# 36 Player Control-Is not the punch signal. Fist raised followed by the hand behind the head.

Remember, you need to score or negate the basket at the spot of the foul. Eliminate any question as to if the basket is good or not before reporting to the table. You still need to begin your communication to the table by either scoring or negating the basket.

Procedure for informing a disqualified player:

Inform the Head Coach- signal the Timer to start the 20 second clock (warning horn with 15 seconds left)-inform the player who is now bench personnel.

On an "and one" there should be no second whistle when counting the basket. One whistle per foul is enough.

As a reminder, contact on a shot, especially if the shot goes in, does not constitute a foul. Make a contact play on a shooter justify a free throw. Protect the shooter but don't have a foul every time the shooter gets bumped. Just be consistent.

We are required to use a lanyard.

If the crew is not using a timing devise, stop acting as though you are starting an imaginary timing devise.

BLACK-WHITE-BEIGE-PREDOMINATE COLOR OF THE JERSEY.

The same color for each item and for all players.

We do not care which one they select. As long as they meet the above

Rebounding

Lots of examples (read them). Bottom line, we must stop watching the ball

and call the foul when either player displaces an opponent in order to gain an

advantage. We MUST see the entire play.

Post play

It is legal for the offensive and defensive players to touch one another when

BOTH are maintaining their LEGAL-ESTABLISHED positions.

The DISPLACEMENT of any player is rarely, if ever legal.

Even more important now that the rule clearly includes the post player with the

ball to be treated as a ball handler.

Protecting the Free Throw Shooter

Players along the Free Throw lane may enter the lane on the release.

The Shooter enters the lane when the ball touches the rim or the back board.

All other players located outside the three point line and behind the free

throw line extended are treated the same as the shooter- RIM or Back Board.

Social Media-Officials should NOT post anything on social media regarding

game assignments or rulings during a game.

Officials equipment includes a BLACK LANYARD.

Pg.51 and Pg. 86 indicate that communication with the table should be as

follows:

* Verbally slowly state the color of the player's jersey committing the

foul.

* Visually indicate the number of the player who fouled with a ONE HANDED

signal. Extended straight out in front of your body.

* Give a verbal and visual signal indicating the nature of the foul using the

appropriate NFHS signal.
