WELCOME TO BEECH MOUNTAIN!________ __________ _______ Beech Mountain warmly welcomes all athletes, teams and spectators for the 2014 USA Cycling Collegiate Mountain Bike National Championship. As Eastern America's Highest Town (5,506 ft.), Beech Mountain is abundant in charm, hospitality and mile-high tranquility. For those seeking a part-time or permanent residence, Beech Mountain offers comfortable living in a friendly family atmosphere. And for those looking for an adventure-filled vacation—or just some peaceful time away—it's a beautiful, all-season destination.

Even though there are only 350 full time residents on Beech Mountain, there were at last count over 2,350 dwelling units on the mountain. Beech Mountain has become a popular location for vacation and second homes for many people from North Carolina to Florida.

While winter sports have long been popular on Beech Mountain, the mountain is fast becoming known for its excellent hiking and mountain biking trails. Numerous cycling events have been hosted here, and the area is enjoyed for its 51.2 miles of road biking as well.

At an elevation of 5,506 feet, Beech Mountain is the highest incorporated town east of the Rockies. The Town has a full time population of 350, but the population swells to as high as 10,000 during the winter and 5,000 in the summer. People flock to Beech Mountain in the winter to ski at SkiBeech and in the summer to take advantage of the mild climate and numerous recreational opportunities.

In order to register, each collegiate rider must be marked as qualified by his or her conference director, indicating that the rider has participated in his or her conference season, and earned one of the conference’s start spots. If you are unable to register, please contact your Conference Director.

Pre-registration will be available at www.usacycling.org. Log into your online account and from your “My USA Cycling” page, follow the link to register for the 2014 USA Cycling Collegiate Mountain Bike National Championships. For FAQ about USA Cycling’s online registration system, Click Here. All registration and packet pick-up will be at the Beech Tree Bar & Grille at Beech Mountain Resort.

Under no circumstances will riders be allowed to register for a race on the day of the event; however a rider may pick up his or her packet and number. Start sheets will have already been finalized. There is no registration on Sunday.

You may not pick up someone else’s packet for them. All riders must pick up their own packet in person. You must present your valid USA Cycling license/government issued picture ID at pick-up. Minors must have a LEGAL guardian (not coach) sign their release form.

All coaches interested in riding on the courses with their athletes will be required to sign a waiver and pick up a “Coach” plate at registration. Plates must be displayed on bikes at all times.

Important Note: What’s the difference between Packet Pick-Up and Registration? Registration is when you sign up to do a race and pay the entry fee. Packet Pick-Up is when you sign your waivers and receive your bib number.

CROSS COUNTRY EVENT & COURSE

-Staging will begin 15 minutes prior to each race start (see call-up information in Additional Race Details)

- A combination feed and technical assistance zone will be located near the base of the mountain, within

walking distance to the start/finish line. Teams are limited to two support personnel in the feed/technical

assistance zone. There will be a first aid and neutral water station located halfway up the mountain.

-The number of laps will be determined on Thursday and Friday before the race depending on weather and

trail conditions, with target finish times of 1.75-2 hours for the winner. This will be communicated in the rider

meeting, in the communique and online.

-All riders, including those that have been lapped, will finish on the same lap as the leader. Riders may be

pulled and placed.

-Course will run in a counter-clockwise direction. Laps will run through the start/finish line at the base of the

hill. See map below for details.

-The course crosses Summer Road twice and crosses Oz Road once. Law enforcement will control these

crossing points during races. However, athletes will need to exercise caution during practice and watch for

local traffic on the roads.

-Cross Country and Downhill practice coincide on Friday, October 24th from 11:00 a.m. to 3:00 p.m. Downhill

riders will have the right-of-way during this time. All athletes practicing cross country at that time will need to

exercise caution at the crossing and stop for Downhill riders, if necessary.

- All coaches interested in riding on the courses with their athletes will be required to sign a waiver and pick

up a “Coach” plate at registration. Plates must be displayed on bikes at all times.

SHORT TRACK CROSS COUNTRY EVENT & COURSE

-Staging will begin 15 minutes prior to each race start (see call-up information in Additional Race Details)

-Course will travel in a counter-clockwise direction. The course will be open to preview beginning Thursday at

3:00 p.m. and also between STXC races, once the course is announced to be clear by the officials.

-Race duration is 20 minutes + 3 laps.

- All coaches interested in riding on the courses with their athletes will be required to sign a waiver and pick

up a “Coach” plate at registration. Plates must be displayed on bikes at all times.

-At the discretion of the Chief Referee, riders who are 80% behind the leader on any given lap will be pulled.

Pulled riders will be placed in reverse order that they were removed from the race.

-All riders, including those that have been lapped, will finish on the same lap as the leader.

DDOOWWNNHHIILLLL EEVVEENNTT && CCOOUURRSSEE

-Riders will take the High Speed Quad Chairlift to the top of the mountain. **Please allow time to take the chairlift to the start line so as to arrive no later than ten minutes before your start time. Athletes will not receive a new start time for a missed start unless there are exceptional circumstances. Only the Chief Referee may authorize a new start time.**

- Downhill competitor course lift access will be granted by showing athlete number plates on athlete bikes. Coaches, teammates and spectators can purchase lift tickets at Beech Mountain.

- All coaches interested in riding on the courses with their athletes are required to sign a waiver and pick up a “Coach” plate at registration. Plates must be displayed on bikes at all times.

- All riders are required to take a minimum of two downhill practice runs prior to downhill seeding. Two practice runs are required, but more than two practice runs are strongly encouraged. Any rider not taking the minimum of two practice runs will not be allowed to race. The walking inspection on Thursday is strongly recommended. Practice run completion will be tracked by officials at the downhill start line and will be checked prior to downhill seeding race start.

-Cross Country and Downhill practice coincide on Friday, October 24th from 11:00 a.m. to 3:00 p.m. Downhill riders will have the right-of-way during this time. All athletes practicing cross country at that time will need to exercise caution at the crossing and stop for Downhill riders, if necessary.

-Seeding: Downhill seeding will be a one-run format with 30 seconds between each rider. Start lists will be posted as soon as possible, after registration closes on Thursday.

-Finals: Downhill finals will be a one-run format with 30 seconds between each rider, except for the top 10 in each division. The top 10 in each division will have one minute between each rider. Start lists will be posted as soon as possible after downhill seeding on Friday.

-Re-runs will only be granted for those riders already on course when a medical or other course hold occurs. These riders must report to the official at the finish line to request the re-run. Re-runs will not be granted to faster riders blocked by slower riders, thus if you are a slow rider, give catching riders the line.

-Athletes, team managers and coaches must inspect the dual slalom course at the earliest opportunity in order to identify any issues with the course or placements of flags. Complaints or requests for course modifications will not be taken on race day. -Riders will walk their bikes to the top of the dual slalom course to start. -Riders will complete a qualifying run in each lane on a first-come basis, and will be seeded based on the combined time from both runs. Please note that the penalty during qualifying runs for missing gates, false starting, etc. is disqualification (see USAC Rule 8G4). The number of riders qualifying for finals will be determined as soon as possible after the close of registration on Saturday. -In bracket competition, riders will race once in each lane, and will advance based on the combined time from both runs. -In the event of a tie on time after two runs, the winner of the second run will advance. -Note that the dual slalom area has moved from the 2013 National Championship venue. TEAM RELAY EVENT & COURSE

-Each team will have up to four riders with at least one woman and one man, and no more than two men or two women. Potential team compositions would be: WM; WMM; WWM; WWMM -One representative of each team starts the race and at the end of each lap, there is an exchange to another rider. The race will be 4 laps long on a slightly lengthened STXC course. Riders may not do consecutive laps so exchanges are mandatory each lap, even if a team has fewer than four riders. -Any two laps must be completed by women. -The exchange area is at the S/F, with the course divided into two lanes. Riders finishing their lap will funnel into one lane, and from the other lane, riders waiting to start their lap will start moving once their teammate has crossed the initial exchange line. Riders starting their lap may not cross the S/F line before the teammate finishing their lap has broken the plane of the finish line or a time penalty will be imposed. -The event counts toward the Team Omnium only. -Course start, rider exchange and finish will be in the same location. -The race will move in a counter-clockwise direction around a modified and lengthened short track cross country course.

PARKING

-Parking is free at Beech Mountain Resort

-No overnight parking or camping will be allowed

-Trailers, teams and tents must be parked and positioned in Parking Lot 3 (Lot “K” on above map)

-There is a parking lot near the top of the mountain, across from the Town of Beech Mountain Town Hall that

teams are able to park in. This will allow upper access the cross country trails and eliminate the climb. The

AWARDS BANQUET_______________________________ On Saturday, October 25th be sure to attend the all-you-can-eat buffet dinner held at the Beech Tree Bar and Grille in Beech Mountain Resort’s Alpine Village. The dinner will be a fundraiser for the High Country Cycling Association. It will also be a celebration of the 2014 USA Cycling Collegiate Mountain Bike National Championships and will showcase the winners from Friday and Saturday’s events. The menu for this year’s banquet will be a delicious mix of barbeque choices, baked potato options, plenty of extra fixin’s and iced tea and lemonade. The banquet will also feature a few giveaways along with live music by Dr. Bacon and a magician, so don’t miss out!

The Short Track Cross Country, Cross Country, and Downhill National Championship titles will be presented at the Saturday night banquet. Dinner begins at 7:00 p.m., with award presentations at 8:00 p.m. The dinner cost is $25 per person. For those who prefer not to eat at the banquet but wish to attend the awards ceremony, there will be standing room available after dinner. Attending only the awards ceremony is free of cost. Plan to arrive no earlier than 7:45 p.m. to only attend the awards ceremony. Dual Slalom, Team Relay, Individual Omnium, and Team Omnium awards will be presented on Sunday and will take place at the Beech Tree Bar & Grille in Beech Mountain Resort’s Alpine Village. These presentations will begin immediately following the conclusion of the final Dual Slalom race.

The United States Anti-Doping Agency is the

SELECTION OF RIDERS FOR DOPING CONTROL

By registering to compete at this event you have

consented to be subject to drug testing and adhere

to the penalties associated with an anti-doping

rules violation. Noncompliance or refusing to be

tested will result in the same penalties as a doping

violation.

AWARDS AND AWARDS BANQUET Saturday’s Awards Banquet will be held in the Beech Tree Bar & Grille at Beech Mountain Resort. The banquet will be at 7:00 p.m. and the awards presentation will begin at 8:00 p.m. Sunday awards will be held in the Beech Tree Bar & Grille immediately following the last Dual Slalom race.

CALL-UPS Call-ups for Short Track Cross Country and Cross Country will be performed according to USAC Rule 7I3, and will be posted with start lists the night before the event. See the Rules and Eligibility section.

MEDICAL

Beech Mountain Ski Patrol will be providing medical support

for all races. The nearest hospital is Cannon Memorial, at 434

Hospital Drive, Linville, NC 28646.

NEUTRAL SUPPORT

Shimano will be providing neutral technical support

throughout the event and will be located as close to the finish

area as possible. RESULTS Results will be posted in the Beech Tree Bar & Grille and near the finish line after each race. The protest period is 15 minutes after posting, after which time they become FINAL. Final results will be posted to the USA Cycling website. RADIOS Riders may not use radios, telephones, or other communication devices. No earpieces may be worn. Audio playback devices are forbidden. NUMBER PLATES

Riders must wear number plates at all times on all courses for

practice and race sessions. All coaches riding on the courses

will be required to sign a waiver and pick up a “Coach” plate

at registration. Plates must be displayed on bikes at all times.

Downhill competitor course lift access will be granted by

showing athlete number plates. Additional lift tickets may be

purchased for coaches and spectators at Beech Mountain. EQUIPMENT All riders are required to wear a helmet when on a bike, per rule 1J1. Riders competing in the Downhill and Dual Slalom races are required to wear full-face helmets, per rule 1J2.

RULES AND ELIGIBILITY_______________________________________

Below is a brief summary of the eligibility and general rules for USA Cycling Collegiate Mountain Bike National

Championships. Full rules can be found in Chapter 7, Section I of the USA Cycling Rule Book

(http://www.usacycling.org/usa-cycling-rule-book.htm).

1. To compete, all riders/teams must bring this form with them to packet pick-up:

2. To register for the event, each rider’s Conference Director must first check off that the rider has met

both the minimum race requirements (#3-5 below), and qualified for one of the conference’s allocated

start spots (#6 below).

3. To compete in the endurance races, riders need to have competed as a category A rider in three

conference mass start endurance races that season.

4. To compete in the dual slalom race, riders must have competed as a category A rider in three

conference gravity races (4X, DS, or DH – Super D does not count) that season.

5. To compete in the downhill race, riders must have competed as a category A rider in three conference

gravity races that season, and at least two of those races must have been downhill races.

6. To compete in the team relay, riders must have competed as a category A rider in three conference

individual mass-start races that season.

7. Each conference is allocated a finite number of start spots in the endurance races. To earn one of these

spots, in addition to the minimum requirements (#3-5 above), riders must rank highly enough in the

conference either as a team or individual. Each conference determines differently how many of these

spots go to teams and how many go to individuals, so ask your conference director or team leader for

details. If you don’t think you will earn enough points either as a team or individual to qualify, there

may be extra start spots available from other conferences, so ask your conference director.

8. Teams may enter a total of 8 men and 8 women at the national championship.

9. Teams may enter up to 6 riders in each race except for the team relay which is limited to 4 riders.

10. To place in the Individual Omnium, riders must score points in at least one endurance event and at

least one gravity event. Results and current individual and team omnium standings will be posted in

the Beech Tree Bar and Grille after the conclusion of each event.

11. Call-ups: Call-ups will be performed according to rule 7I3, and will be posted with start lists the night

before the event. **Please note that if a team has a rider in the front row as a conference champion,

that team is left out of the first wave of call-ups, so that every team has one rider on the line before a

second is called from any team.** Any protests to or questions about call-ups can be directed to USA

12. Individual and Team Points: Individual points are awarded through the first 50 places, and Team points through the first 30 places. See USAC Rule Book, Appendix 3: Collegiate National Championship Points Tables.

13. At each race, all riders for a team must wear similar team jerseys with the school’s name displayed.

Shorts must be of their team or blank. For podium presentations, riders must wear team or school

clothing or jerseys. Penalties can vary from a fine to a disqualification.
