we are 1 of only 7 states to maintain a triple a bond rating, from all three rating
agencies, during the national recession.
• In 2007, we inherited a $1.7 billion structural deficit, and immediately took action to close it. In 2008, our nation plunged into recession, making the problem even worse.
• Since 2007, we have made tough choices, cutting over $9 billion in spending and eliminating 5,800 state government positions.
• We put our budget on the path to surplus by 2017, while 86% of Maryland taxpayers now pay less in state income taxes than they did under the prior administration.
better choices
Together, we are making the smart investments in
capital projects that will rebuild our schools, roads, bridges and highways while
supporting over 48,000 jobs this year.

We’ve used the pressure of sinking revenues to make government more efficient, and we’ve set goals and measured our performance to make it more effective.
“Progress is possible only when we set goals, when we openly measure the
performance of our public institutions, and when we broadly
share information.”
