SWITCH-Asia Regional Policy Support Component 2014 Policy-Industry Dialogue: SMEs, Finance and Technology for Resource Efficiency Manila, The Philippines November 19-20 th , 2014 “For most of the last century, economic growth was fuelled by what seemed to be a certain truth: the abundance of natural resources. We mined our way to growth. We burned our way to prosperity. We believed in consumption without consequences. Those days are gone. In the twenty-first century, supplies are running short and the global thermostat is running high.” 1 UN Secretary-General Ban Ki-moon Small Medium Enterprises (SMEs) are the backbone of Asian economies and their development is essential for sustainable development and economic growth. As engines of growth for rural and urban areas, SMEs generate income and economic empowerment for producers and consumers everywhere. In the ASEAN economic group for example, SMEs are contributing from 30-53% of national GDP, accounting for more than 96% of all enterprises, and providing up to 85% of domestic employment. 2 Given their central role to ensure sustainable development in the region, SMEs are a key catalyst for the switch to really make sustainable patterns of production and consumption happen in communities everywhere. As the switch to more green production and consumption practices takes place, supported by enabling policy structures, finance and opportunities for scale-up, SMEs can lead the way for green growth in Asia’s economies. With this goal of linking policy and industry stakeholders to enable access to finance for resource efficient SMEs in Asia, UNEP with the support of the European Commission, and in partnership with the government of The Philippines is hosting the second SWITCH-Asia Regional Policy Support Component Annual Policy-Industry Dialogue. This second Policy- Industry Dialogue will focus on finance, scale-up and replication for SMEs to serve as the catalyst for resource efficiency in Asia. The dialogue is part of an annual series exploring the links between policy and industry for SCP and green growth in the Asia-Pacific region. Small Medium Enterprises (SMEs) are the backbone of Asian economies and their development is essential for sustainable development and economic growth. As engines of growth for rural and urban areas, SMEs generate income and economic empowerment for producers and consumers everywhere. In the ASEAN economic group for example, SMEs are contributing from 30-53% of national GDP, accounting for more than 96% of all enterprises, and providing up to 85% of domestic employment. 2 Given their central role to ensure sustainable development in the region, SMEs are a key catalyst for the switch to really make sustainable patterns of production and consumption happen in communities everywhere. H.E. Mr. Ramon Paje, Secretary, Department of Environmental Resource (DENR), Philippines

H.E. Mr. Ramon Paje has over 30 years of continuous public service experience. Rising from the ranks, he served the environment and natural resources sector in various capacities including the Undersecretary for Forestry, Undersecretary for Field Operations, Undersecretary for Environment and Natural Resources Operations, Undersecretary for Policy and Technical Services, among others. He has a Doctorate in Public Administration and an MA in Urban and Regional Planning University of the Philippines in Diliman, Quezon City, with complementary certificates from Harvard University and other institutions.

Mr. Thomas Wiley, Head of Sector, European Commission Thomas Wiley has worked for the European Commission since 1995, when he began work as a Project Officer on the ESPRIT Information Technology Programme. After postings to EU Delegations in Russia and Hungary, he moved in 2005 to the Asia Directorate of the DG for International Cooperation and Development, where he is the Team Leader responsible for Regional Programmes in Asia. Mr. Wiley has been involved in the design and management of the SWITCH Asia programme from its very beginning in 2007, and is constantly looking for new ways to develop the programme.

Mr. Stefanos Fotiou, Senior Resource Efficiency Coordinator, UNEP Stefanos Fotiou is an expert on sustainable development with particular focus on resource efficiency. In his current post he coordinates a number of regional UNEP initiatives on Green Economy and SCP. His professional experience includes assignments for the EU, work for the private sector and posts in research and academic institutes. Stefanos has coordinated and led the development of national, regional, global and sectoral studies and strategies related to sustainable development and has published scientific papers and a number of articles on economics of the environment, sustainable development, information economics and natural resource management. He has taught as visiting lecturer at Aristotle University, University of Macedonia, and has led a number of high-level capacity building seminars such as with the University of Oxford and the Ludwig-Maximilians-Universitt. He holds a PhD in Environmental Resource Economics, a Masters in Information Systems, and a degree in forestry.

Mr. Paul Gambles, Managing Partner, MBMG International & Guest Host, CNBC Squawk Box Asia Paul Gambles is the Co-Founder of MBMG Group, recognised as a leading provider of Personal Advisory, Corporate Advisory, Insurance Services, Private Equity, Accounting & Auditing, Legal Services, Property Solutions and Estate Planning since its establishment in 1996. He is also Chief Investment Officer of MBMG Asset Management – a Mauritian-listed regulated fund and investment manager, which oversees client assets in excess of US $200 million. He is also a member of Advisory Board of IDEA Economics and a well-known expert commentator appearing almost daily on global media.

H.E. Ms. Mary Ann Lucille Sering, Secretary, Climate Change Commission, Philippines A long time environmental advocate, Secretary Lucille Sering entered government in 2007 as a Department of Environment and Natural Resources (DENR) Undersecretary. With the Climate Change Commission, Sec. Sering has helped push for the passage of Republic Act 10174, an amendment to the Climate Change Act. The law provides for a Peoples' Survival Fund, which gives financial assistance to local government units for climate change adaptation and disaster risk management programs. Sec. Sering also advocates the Eco-Town Pilot Programme, which engages communities to protect their environment and sustain livelihood. The results of the pilot are now being incorporated in the guideline for land use planning for local governments. She represents the Philippines as the Minister of Climate Change and heads the delegation to the annual international conference of parties of the United Nations Framework Convention on Climate Change or UNFCCC.

Mr. Noer Adi Wardojo, Assistant Deputy Minister, Ministry of Environment, Indonesia Mr. Wardojo is the Assistant Deputy Minister for Standards and Technology,

Ministry of Environment in Indonesia and also a Board Member of Trustees

of the APRSCP. Noer Adi Wardojo holds a Bachelor of Engineering degree

in Engineering Physics in Indonesia and a Master of Science degree in

Environmental Management and Policy from USA. From 2011, he is the

chair of Indonesia Certification Scheme for Competency of Environmental

Auditors. He is a member of Indonesia Certification Scheme for Green

Building. He currently heads the ASEAN Forum on SCP, a voluntary policy

mechanism that provides a venue policy dialogue and collaboration on SCP

national and regional strategies and implementation and supports the

implementation of the 10YFP with Indonesia as Vice Chair of the 10YFP

Board.

Mr. Muhammad I. Tabish, Secretary General, South Asian Association for Regional Cooperation Chamber of Commerce and Industry (SAARC CCI) Mr. Iqbal Tabish is the Secretary General SAARC Chamber of Commerce & Industry. He is advisor to Asia Pacific Business Forum of United Nations Economic and Social Commission for Asia and Pacific region. He is also member, Task Force on Ministry of Industries, Government of Pakistan. In the recent past, he was associated with Trade Development Authority of Pakistan (TDAP) as Senior Economist and served the Federation of Pakistan Chambers of Commerce & Industry (FPCCI) in capacity of Director (R&D) from 2002-2007. Mr. Tabish is M. Phil in Economics and has obtained Masters degrees in Business Administration and Economics. Currently he is pursuing his PhD Program in Financial Economics. He has authored couple of books and several reports on economic issues and represents SAARC CCI at various international forums.

Dr. Saykham Voladet, Director of Policy Research Division, NERI, Ministry of Planning and Investment, Lao PDR Dr. Saykham Voladet is currently the Director of Policy Research for the

Research Division of the National Economic Research Institute (NERI) of

the Ministry of Planning and Investment in Lao PDR. He has been involved

in various research projects, publications economy. He holds a Master’s

degree and PhD from the Humboldt University in Berlin, Germany.

Prof. Anthony Chiu, LaSalle University, Asia-Pacific RECP Network Chair, and APRSCP Board Member Dr. Anthony Shun Fung Chiu has been interested in the field of sustainable development, specifically on the industrial engineering’s role in SD, specialising since 1999 in the areas of cleaner production, sustainable consumption, eco-industrial development, working as an expert with UNIDO, UNEP and other institutions. He is a full-time professor at the College of Engineering, LaSalle University-Manila. He also served as adjudicator in the government, for various environmental issues. He is a Board Member of the APRSCP and Editor-in-chief of the Philippine Institute of Industrial Engineers Journal www.piie.org and Asian Editor of Progress in Industrial Ecology - An International Journal (Inderscience), among many other distinguished roles.

Mr. Muhamad Nahar bin Mohd Sidek, Principal Assistant Secretary,

Economic Planning Unit, Prime Minister’s Department of Malaysia

Mr. Muhamad Nahar bin Mohd Sidek, Principal Assistant Director, Economic Planning Unit, Prime Minister’s Department, Malaysia The Economic Planning Unit (EPU) is the principal government agency responsible for development planning for Malaysia. The agency’s primary mission is to manage the country's socio-economic development in a strategic and sustainable manner. As the Principal Assistant Director at the Environment and Natural Resource Economic Section of EPU, Muhamad Nahar is responsible for supporting the Director General of EPU in leading and coordinating the Nation’s environmental and natural resources stability, with better efficiency and effectiveness. Muhamad Nahar has been serving the Government of Malaysia for 16 years and holds the current position in EPU since 2009.

Mr. Benel D. Lagua, Executive Vice President, Development Bank of the Philippines (DBP) Mr. Benel D. Lagua is the Executive Vice President and Chief Development Officer (CDO) of the Development Bank of the Philippines. He heads DBP’s Development Sector which ensures the Bank’s coverage of its priority development thrusts namely: Infrastructure and Logistics; Environment; Social Services and Community Development; and, Micro, Small and Medium Enterprises (MSMEs). He also served as the Managing Director and CEO of the Guarantee Fund for SMEs prior to its merger with SBC in 2001, among other roles. As an expert in the field of management and finance, Mr. Lagua teaches part-time at Ateneo de Manila University and De La Salle University Manila. He holds a Master in Public Administration from the Harvard University’s John F. Kennedy School of Government and a Master in Business Management from the Asian Institute of Management.

Mr. Joern Helms, Vice President, Bank of Taizhou Mr. Jörn Helms has been working in Micro, Small and Medium Enterprise finance for 14 years. He started his career as a consultant for microfinance downscaling and institution building projects in Eastern Europe working for the German IPC consultancy. In 2005 he moved to China and worked with various banks in the China Development Banks Microfinance Project. In 2008 Mr. Helms joined Bank of Taizhou, a regional bank in Eastern China specialized on small business finance. He currently is Vice President responsible for the banks micro and small lending operation and active in developing the banks green lending profile. Mr. Helms is married and has two sons.

Ms. Anu Valli, Investment Manager, Bamboo Finance Anu Valli is an Investment Manager with Bamboo Finance. She is responsible for covering investments in Asia. Previously, she led the Rural Energy Network Enterprise (RENE), an incubator of IFMR Trust focused on bridging supply chain gaps in rural India’s access to affordable energy. As part of this, she established a last-mile distribution channel for energy products in Southern India and developed a web portal to verify product quality. Prior to this, she was with Citigroup's investment banking business in Mumbai and Hong Kong. As an analyst, she worked on M&A, IPO and private placement transactions in the energy, power and chemicals sectors. She holds a Bachelor in Commerce from Madras University and a Post-Graduate Diploma in Business Management from International Management Institute, New Delhi. Anu speaks Tamil, Hindi and English.

Mr. Biao Huang, Investment Specialist, Private Sector Operations Department, Asian Development Bank

Mr. Huang joined Asian Development Bank in 2007 and currently works as Investment Specialist at the Private Sector Operation Department. He is a member of the Trade Finance team that is responsible for the recent expansion of the Trade Finance Facilitation Program towards $1 billion approved limit. Prior to joining ADB, Mr. Huang had over seven years of professional experience in financial institution, academia and consultancy, working in areas of trade finance, infrastructure investment and economic research. Mr. Huang had a PhD in Economics from Birkbeck College, University of London and is a CFA Charter Holder.

Mr. Ky Chanthan, Strategic Partnership Coordinator, MEET-BIS Project Mr. Ky Chanthan has been working for Meet-Bis project, supported by Switch-Asia as Partnership Coordinator since January 2014. Before that, he has had extensive experiences in working with the rural water supply and electrification projects in Cambodia with which he got involved in supporting of SMEs of the sectors to access to finance for their investment. Before MEET-BIS started he already worked on energy efficiency in Cambodia with hotels, and other SMEs, as he could clearly see a need for intervention to stimulate the market. This was a starting point for MEET-BIS.

Dr. Tamal Sarkar, Director, Foundation for MSME Clusters, India SWITCH-Asia Scaling Up Sustainable Development of MSME Clusters in India Dr. Sarkar has around 23 years of experience in industrial development, with special reference to micro, small and medium enterprises (MSMEs) in clusters and value chain, both in India as well as various other developed and developing countries. He started his career in 1991 as an Economist at Federation of Indian Chambers of Commerce and Industry for promoting trade and investment between India and the East Asian countries. In 1997 he joined United Nations Industrial Development Organization (UNIDO) and worked on cluster development programs in thematic areas like responsible business, innovation and poverty alleviation. In 2005, Dr. Sarkar joined Foundation for MSME Clusters, a not-for-profit, non-government organization specializing in cluster based development of MSMEs. He is currently Director in the organization responsible for implementation of cluster development projects. Dr. Sarkar is married and has a daughter.

Mr. Tuan Arifeen, Deputy Director, People in Need, Cz SWITCH-Asia Sri Lanka Renewable Energy BioGas Project Mr. Tuan has been working in Economic and Social Development for over 18 years with special reference to micro, small and medium enterprises. He started his carrier in the finance sector at the Colombo Plan Secretariat for Cooperative Economic and Social Development in Asia and the Pacific which is the oldest regional inter-governmental organization. In 2007 he joined as a Resource Development Director of the Sarvodaya Inc, the largest national NGO in Sri Lanka and implemented revenue generating strategies, rural development and micro finance. In 2009 he joined as the Business and Market Development Manager for United Nations Office for Project Services (UNOPS) and has contributed to programmes in solid waste management, environment remediation and community access in the Eastern Region of Sri Lanka. He is currently the Deputy Project Director of People In Need, Sri Lanka, involved in up-scaling biogas technology for sustainable development and mitigating climate change in Sri Lanka. He is married and has two daughters.

Mr. Jackrit Watanatada, Deputy CEO, ASrIA As Deputy Chief Executive, Jackrit is responsible for supporting the Chief Executive Officer in directing the strategy and activities of ASrIA. Jackrit has extensive international experience in renewable energy project development and direct investments in low carbon projects, with exposure to carbon and emissions markets, implementation of clean technology projects, and capacity building for environmental and climate change policy. Prior to joining ASrIA, Jackrit co-founded a consulting firm with business lines in advising carbon emission reduction projects in Southeast Asia and China, and developing energy related software products. Previously, he served as senior vice president for a turnkey developer of carbon emission reduction and energy projects in in China and the Middle East He is fluent in Thai, French and English.

Dr. Uwe Weber, SWITCH-Asia Network Facility Prior to joining CSCP in September 2013 as Team Leader for the SWITCH-Asia Network Facility Uwe worked in Beijing/China from 2007 as a technical director with the China Standard Certification Centre, Renewable Energy, and as a senior adviser to the Sino-Danish Renewable Energy Development Programme. He has also worked in the Environment and SCP sector as a technical director within the Gesellschaft für Internationale Zusammenarbeit (GIZ). From 1998 to 2002 Uwe worked for the EU Commission as operations manager of the Asia EcoBest Economic Cooperation Programme – the predecessor of the current SWITCH Asia Programme - and Deputy Director of the Regional Institute of Environmental Technology based in Singapore.

H.E. Dr. Chhun Vannak, Ministry's Advisor, National Focal Point of 10YFP & SWITCH-Asia, Ministry of Environment, Kindgom of Cambodia Dr. Chhun Vannak has served in the Cambodian government for over twenty years. He served as the Secretary of State; Secretary-General and Member of National Council on Green Growth (NCGG), Ministry of Environment, as was in charge of the General Secretariat for Green Growth (GSGG). Dr. Chhun is also the Dean of the Graduate School of Management and Economics (GSME) at Pannasastra University of Cambodia (PUC), where he has been teaching economics, management and finance since 2005. In 2000, he earned a Master Degree in Diplomacy from University of Westminster, London, UK. After obtaining a D.E.A. degree in International Economic Development and Law from University of Paris 5 in 2001, he achieved a Ph.D. Degree in International Relations and Diplomacy from the Centre D'Etudes Diplomatiques et Strategiques (C.E.D.S) in 2005. In 2006, he completed his doctorate in Economic Sciences from University of Paris 5.

Mr. Jonas Leones, Undersecretary and concurrent Director of Environmental Management Bureau, DENR, Philippines

Atty. Jonas Leones is Undersecretary and concurrent Director of the Environmental Management Bureau of the Department of Environment and Natural Resources (DENR). Atty. Leones finished last August 2014, a Masters degree in Public Management Programme at Singapore and Harvard, USA. For 24 years now, Atty. Leones has been working with the DENR in various technical, legal and management capacities. Since 2010, he has been serving as legal counsel for the Pollution Adjudication Board. He also served as Head Executive Assistant at the DENR-Office of the Secretary from 2010 to 2013, and as EMB’s Assistant Director from 2007 to 2010.

Mr. Navin Uttamchandani, President and COO, Esquire Financing Navin Uttamchandani is currently the Chief Operating Officer of Esquire Financing Inc. Prior to joining EFI, Navin spent 6 years with Standard Chartered Bank, having assumed key responsibilities in the development and launch of Wealth Management and Priority Banking products and services. He helped set up the Bank’s Bancassurance and Premium Currency Investments businesses, contributed to the conceptualization and management of its marketing programs, and developed frontline scorecards and incentive programs. He has also worked in Credit, Business Strategy, and Branch Operations. Navin graduated cum laude from the Ateneo de Manila University with a Bachelor of Science in Management Engineering and a Minor in Financial Management. In an effort to share what he has learned, Navin also serves in the Ateneo de Manila University faculty, handling various courses in Finance.

Mr. Mengqi Cai, Asia-Pacific Task Force Coordinator, UNEP Finance Initiative Mengqi CAI (奇梦蔡) is currently working at the United Nations Environment

Programme’s Finance Initiative (UNEP FI) as the Asia Pacific Task coordinator and was the chief coordinator of 2013 UNEP FI Global Roundtable. Prior to joining UNEP, he was an Economic Affairs Consultant at the United Nations Conference on Trade and Development (UNCTAD), Investment and Enterprise Division. His main projects included: the 2010 & 2011 World Investment Reports, the Fourth United Nations Conference on the Least Developed Countries (LDC-IV) and the 2010 World Investment Forum. Before his career at the UN, he participated in various development research and projects in China, Italy and Indonesia. Mengqi CAI graduated from Monash University in Australia, where he acquired the Master’s degree on International Development and Environmental Analysis.

Dr. Shi Han, Professor, City University of Hong Kong Dr. Shi Han joined City University in April 2010 after he obtained his PhD degree in the field of industrial ecology from Yale University. His current research examines the application of eco-industrial development and circular economy and their implications for resource efficiency and climate change in China comparing across different institutional and economic environments. He had worked on the strategy and policy for promoting sustainable development in China (1993-2003) and served as the founding director of the Beijing-based Centre for Environmentally Sound Technology Transfer (1997-2003). Since 1994, he has offered consultancy for the United Nations agencies, the Asian Development Bank, the World Bank, the European Commission, AusAID as well as multinational companies.

Dr. Wolfgang Baltus, Senior Advisor, National Innovation Agency (NIA), Government of Thailand Wolfgang is working as Senior Advisor and Consultant in the field of bio-based economy and innovation. He has been working for NIA for 6 years to support this agency in setting up the National Thai Bioplastic Roadmap and a regional total innovation management innovation center (AEC-TIM). Currently he is supporting SME’s in Thailand regarding sustainable green development. Prior to joining NIA, Wolfgang has been worked as independent consultant in biodiversity and eco-tourism aspects. Previously, he served as CIO for a Chinese company to develop sustainable

technology and for BASF as Business Development Manager for green coatings in Asia. He is fluent in German, English and Thai.

Mr. Samantha Kumarasena, Chief Operating Officer, National Cleaner Production Center of Sri Lanka Mr. Kumarasena is an expert in Cleaner Production and Energy auditing. He has over 19 years of experience in advisory, capacity building and performance evaluation of the industries. He is a Visiting lecturer to several universities as well as a resource person in several training institutes in Sri Lanka. He has obtained his BSc(Engineering) degree in 1994 and obtained Masters Degree in the field of Textile Studies and an MBA in Management of Technology from the University of Moratuwa. He is an Executive Committee member of Lanka Responsible Care Council (LRCC), advisory board member of Management Systems Users and Promoters Association of Sri Lanka and also in the panel of Assessors for assessing Certification bodies for accreditation for ISO 14001EMSunder Sri Lanka Accreditation Board.

Mr. Le Xuan Thinh, Vice Director, Vice Director, Vietnam Cleaner Production Centre (VNCPC) Mr. Le Xuan THINH is Deputy Director of the Vietnam Cleaner Production

Centre; Working with VNCPC since 2006 with experience in Cleaner

Production, Energy Efficiency, Environmental Management Systems among

other topics. He has experience on working with SMEs not only in Vietnam

but also in Laos and Cambodia on sustainable development through

cleaner supply chain practices, through partnerships with UNIDO, UNEP,

EU-Switch Asia. Previously, he worked as researcher at Vietnam Academy

of Science and Technology in the field of environmental technology and

management.

Ms. Jo Ann B. Eala, Vice President, Bank of Philippine Islands Jo Ann B. Eala is the Vice President and Head of the Sustainable Energy Finance Team and the Specialized Lending Team of the Bank of the Philippine Islands (BPI), among the largest bank in the country and a trusted leader and pioneer in the banking industry. BPI’s Sustainable Energy finance (SEF) Program was born out of the partnership with the International Finance Corporation (IFC) and provides technical help, financial advice, funding as well as guarantees to companies who plan to engage in energy efficiency and renewable energy projects. Prior to joining the BPI SEF Team, Jo Ann headed BPI’s Corporate Banking Group’s Marketing team, Investor’s Relation office, as well as the equity fund management desk, the economic investment research, and mutual fund management administration teams of BPI’s Asset Management and Trust Group. To date, she has accumulated 28 years of experience in banking, finance and the capital markets. She holds a Master in Business Administration from the Ateneo Graduate School of Business and a Bachelors in Economics from the University of the Philippines.

Mr. Rahul Datar, Senior VP, Environmental Management Center of India Mr. Rahul Datar is an expert in Environmental Safeguards and Impact Assessment, Developing and Implementing Environmental and Social Policy Frameworks for Infrastructure Development and Financing Institutions / Banks, Industrial and Urban Environmental Management, Cleaner Production in Industries, EHS Management Standards (ISO 14001 and OHSAS 18001), EHS Due Diligence Auditing for infrastructural and industrial projects and transactions (acquisitions and mergers; multilateral financing, compliance management) and Training, Development of Environmental Software Applications. His experience includes more than 50 EHS Due Diligences (EDDs) and EIA / EMPs for Private Equity Funds, EPFIs and Corporate (MNCs) for acquisition and mergers; project financing, legal compliance and management systems in a variety of industrial and infrastructural sectors using international E&S safeguards.

Mr. Nguyen Hong Long, Director, Centre for Creativity and Sustainability (CCS) of Viet Nam Nguyen Hong Long is an expert in Sustainable Product Innovation and Green Production. He is currently the director of the Centre for Creativity and Sustainability (CCS) in Hanoi, Vietnam. Prior to CCS, Mr. Long worked for the Vietnam Cleaner Production Centre, which co-ordinated the EC SWITCH Asia-funded Sustainable Product Innovation (SPIN) Project. Mr. Long has previously been the Head of the Green Office, a regional centre set-up under the SPIN Project to promote sustainable products innovation in Asia. Mr Long has extensive experience in promoting resource efficient and cleaner production in the region.

Mr. Robert Allender, Managing Director, Energy Resources Management For over twenty years Robert Allender has been an advisor and mentor to executives and organizations seeking to manage their use of one indispensible resource, energy, in ways that are more strategic and more impactful. Ms. Chunhong Chen, Founder and Chairwoman, Yiyuan Environmental Group

Ms. Chunhong Chen heads the Shanghai-based, Yiyuan Environmental Group, which manufactures and markets toilets designed to avoid cross-contamination and whose patented technology can save up to 83% of water compared with conventional 6-litre models.Chunhong Chen specialises in providing end-user solutions for water-saving systems. She owns several patents for water-saving technology in China. Her expertise and interests lie in product life cycles and innovation business models. Since Chen won the Cartier Women’s Initiative Award in 2011, Yiyuan Environmental Group sales have grown by 50%. Chen was included in the Chinese version of Fortune magazine’s May 2012 list of business leaders in China under the age of 40. In Chen’s dreams, the whole city of Shanghai would use Yiyuan

toilets, “and 270 million tons of water would be saved!”

Mr. Hideyuki Mori, President, Institute for Global Environmental Strategies (IGES) Mr. Mori started working for the Ministry of the Environment, Japan, in 1977, and was involved in climate change negotiations for several years. He also served as Environment Specialist at ADB, Senior Environmental Coordinator of UNCHR, and Portfolio Manager of GEF Division at UNEP. He was a professor at Keio University from 2008-2011. He has served as IGES President since 2010.

Mr. Peter Willimot, Senior Programme Officer, World Intellectual Patent Organization (WIPO) Mr. Willimott is an experienced intellectual property expert, having worked in the area for more than 14 years. He has worked for the Australian IP Office, and now is the Senior Program Officer in the Singapore Office of WIPO. In this role he promotes WIPO’s global IP systems, provides capacity development to members states in the Asia-Pacific region and is a regular speaker at conferences and seminars. His main area of expertise is in the IP communications field where he has led a number of large projects both in Australia and in the Asia-Pacific region, designed to increase awareness and understanding of the value of IP. Mr. Willimott has also worked for one of the largest law firms in Australia as their Business Development Manager.

Ms. Younji Kang, Project Manager, the ASEM SMEs Eco-Innovation Center (ASEIC) Ms. Younji KANG is Project Manager of ASEM SMEs Eco-Innovation Center (ASEIC). She is in charge of managing Eco-Innovation consulting projects in Asian developing countries, such as, Vietnam, Malaysia and Philippines. She also oversees and control qualities of ASEIC’s projects like: developing ASEM Eco-Innovation Index, and operating Green Business Centers in Asian development countries, etc. Before her current position at ASEIC, She previously had project management experiences at the Korea International Trade Association (KITA) and ASEAN- Korea Centre (AKC), where she successfully organized seminars and capacity building programs with exhibitions to raise awareness on green management, and disseminate successful practices in the trade and business field.

Her professional interests and focus has been in linking green initiatives to

economic development, and has focused on international development

issues since attending Yonsei Graduate School of International Studies in

Korea, when she completed her UN World Food Program internship and

participated in research projects on trade and environmental issues in the

Doha Development Agenda.

Ms. Lormelyn Claudio, Director, Environmental Management Bureau Region 3, Department of Environment and Natural Resources, Philippines Environmental Management Bureau (EMB) Regional Director (RD) Lormelyn E. Claudio has been serving the public for 25 years, 15 years of which have been on field assignments as the RD of the Department of Environment and Natural Resources-(DENR) EMB Region 3 (from 2000 to 2006, and from 2010 up to the present), OIC-Regional Executive Director of DENR Region 6 (from 2007 to 2008), and RD of DENR-EMB Region 2 (2009). In Region 6 (Western Visayas, Philippines), she spearheaded the development of the Boracay Master Plan to support the tourism industry while protecting the island’s water and land resources and environmental quality. In Region 2, she started the recognition of industries that perform beyond environmental compliance. She participated in the establishment of the Environmental Practitioners Association (EPA) in Central Luzon, the aim of which is to influence industries to self regulate and practice cleaner production. As Career Executive Service Officer IV, RD Claudio possesses the unflinching commitment to pursue the cause of excellence in public service and passion for innovations particularly in the establishment of mechanisms and tools to improve field operations for sustainable development.

Ms. Michelle Angelica Go, Assistant Secretary, Department of Environment and Natural Resources, Philippines Atty. Michelle Angelica D. Go is the Assistant Secretary for Policy, Planning and International Affairs of the Department of Environment and Natural Resources (DENR) in the Philippines. Assistant Secretary Go has been appointed by the DENR Secretary as Focal Person for the SWITCH-Asia Programme. Since then, she has been actively involved in the program and has been instrumental in mainstreaming SCP in national policy and in ensuring its implementation in the Philippines. She has also been actively involved in the Asia Pacific Roundtable on Sustainable Consumption and Production since 2010.

Mr. Sena Peiris, Director, National Cleaner Production Center, Sri Lanka Mr. Sena Peiris possesses over 35 years of experience in the field of manufacturing & process industry with specialty in thermal energy applications, energy and environment, and occupational health and safety. He is a member of several international and national professional bodies, including National Green Reporting Steering Committee and a member of the international group of CP experts and leading consultant in Cleaner Production and Sustainable Consumption & Development. He has served as President of the Board of Trustees of the Asia Pacific Roundtable on Sustainable Consumption and Production (APRSCP) and is the President of the Lanka Responsible Care Council (LRCC). Mr. Sena Peiris holds a B.Sc in Engineering from the University of Peradeniya, Sri Lanka, and a Post Graduate Diploma in Industrial Engineering from the National Institute of Business Management, Sri Lanka.
