Message from the Director • Section 19 of the Michigan Planning Enabling Act requires
the Planning Commission to “make an annual report to the legislative body concerning its operation and the status of planning activities, including recommendations regarding actions by the legislative body relating to planning and development.”
• This report provides a summary of development review activities in the following categories: site plans, signs, tree permits, rezoning applications, and the Zoning Board of Appeals.
• The annual report also provides a summary of long-range planning, economic development, and other Planning and Zoning Department functions.

Master Plan 2016 • Hired LSL Planning to prepare the five-year plan update.
• Set Shelby Township’s 2016 Priorities through Board of Director’s, Board of Trustee’s, and citizen’s input and voting.
• Held Shelby Township Master Plan Open House in October to increase participation, accessibility and input of Shelby Township Public.
EDAC Realtor Event
• Took place on February 4, 2015.
• Goal of the event was to showcase Shelby’s Prime Properties and highlight retail development sites.
• The event had over 70 people show up from all across the state.
• The event was hosted at Cherry Creek Golf Club and Banquet Center.
Retail Vacancy Inventory • Update of a 2013 study to better understand vacancy rates.
• Revisited all retail sites in the Township to recount vacancy of strip centers and retail sites.
• Aggregated data and mapped out vacancy changes throughout the Township.
• Vacancy rate in 2013: 11.91% (796,866 SF)
• Vacancy rate in 2015: 11.62% (777,458 SF)
• Updated tenant list and photographed each site.
• Greater analysis of the data will be done in 2016.
• Information will be made public through the website in 2016.
Zoning Amendments • Working with the Building Department to identify
zoning modifications to the zoning ordinance.

New Residential Guidebook
• The New Residential Guidebook was created to assist prospective buyers and renters who are looking in Shelby Township for their new home or apartment.
• The guidebook is a collation of numerous new residential developments with detailed renderings and development information to increase accessibility and information to potential future residents.
• A physical copy of the guidebook is currently at the counter, the Planning Department would like to put this information online by early 2016.
• In the future, as new developments are approved, the guidebook will be updated simultaneously.
Downtown Development Authority
• Assisted LSL Planning and the Assessing Department in the completion of the updated Downtown Development Authority Plan.
• The Planning and Zoning Department will be responsible for organizing the DDA plan public notice and adoption process.
Shelby Local Television Program • Joint effort between Shelby TV and Planning Department.
• Highlights interesting businesses within Shelby Township.
• Two businesses per episode, first episode aired December 9th
• Hosted by Jordan Greenman, filmed and edited by Chelsea Schneider and John Martin.
• Goal: one episode per month in 2016.
Blight Task Force Initiative • The elimination of blight was one of the Township Board’s top ten
priorities for 2016.
• The Planning and Zoning Department identified multiple sites to target for blight removal and mitigation in 2016.
CDBG Funding Allocation and Project Implementation Began the implementation of approved 2015 CDBG projects:
• Handicap door improvements at the DPW Building
• Auburn Road landscaping
• Road pavement project
• Began planning for the 2016 grant application and allocation process

• Assisted the Finance Department to organize the 2015 Capital Improvement Plan
• Organize and assist departments with the 2016 Capital Improvement Plan
