Rural Studio and the 20K House Project Room 106 A-BRural Studio, a design-build architecture studio run by Auburn University, teaches students about the social responsibilities associated with the profession of architecture and strives to provide safe, well-constructed and designed homes and buildings for poor communities in rural west Alabama. Smith will discuss Rural Studio’s 20K House project, which seeks to design and construct a model home for less than $20,000 that could be reproduced on a large scale and offer a viable alternative to modular or manufactured housing. Mike Austin is Macon (GA) Housing Authority’s Director of Asset Management and Housing Assistance. His 20+ years of housing experience includes asset management for private third-party investors and tax credit syndicators, conventional public housing programs, private property management, Section 8 new construction property management, single-family home rehab and sales, Section 8 program management, and HAP contract administration. He is responsible for the development and implementation of the RAD program at MHA. Austin has a BS from Weber State University, an MPA from the University of Utah and an MBA from Mercer University. Austin holds the CPM® designation and is a CCIM® candidate. Austin has served as MHA’s Director of Housing Assistance since 1998 and Asset Management Director since 2008.

Michael Blade Director and Assistant Legal Counsel for Multifamily DevelopmentTennessee Housing Development Agency

Michael Blade has been with THDA since 2009 and is serving as Director and Assistant Legal Counsel for THDA’s Multifamily Division. Blade graduated with a Doctorate of Jurisprudence and Master of Business Administration from Vanderbilt University in 1996. Before beginning his tenure at THDA, Blade worked for several law firms from 1996 to 2009, including three of Nashville’s most respected law practices, as well as the Washington D.C.-based Wiley, Rein & Fielding. Blade earned his undergraduate degree from the University of Oregon, and is still known to support his Oregon Ducks.

Deb CherryTreasurerGenesee County, Michigan

Deb Cherry was elected as the Genesee County, MI, Treasurer in 2010, at a time when unprecedented foreclosures were occurring. As Chair of the Genesee County Land Bank, she is a major partner in the redevelopment of Flint and Genesee County. Elected to the Michigan Senate in 2002 and 2006, she was a member of the Senate Appropriations and Finance committees. Prior to being elected to the Senate, Cherry served with distinction for six years in the Michigan House of Representatives, where she also served as the Assistant Majority Floor Leader. Cherry was the sponsor of the Michigan Promise Grant, which entitled every Michigan high school student to be eligible for a $4,000 higher education scholarship upon graduation.

Paul Compton has broad experience in innovative commercial financing transactions, particularly those involving tax credits (including federal and state LIHTC, historic, and new markets) and structured finance, and in the formation and sale of regulated financial institutions (banks, insurance companies and agencies, consumer finance companies, broker/dealers and community development entities). Compton has a strong understanding of operational and financial aspects of the banking and insurance businesses and extensive experience with their regulators. Daryl DaltonDirector of Housing OperationsSpartanburg Housing Authority

Daryl Dalton is the Director of Housing Operations for the Spartanburg Housing Authority (SHA). Over the past 30 years he has been significantly involved in grant applications that have resulted in the award of more than $45 million. For SHA he is responsible for the Housing Authority’s Public Housing and Housing Choice Voucher Section 8 Program and for SHA’s Rental Assistance Demonstration (RAD) efforts. He is also involved with SHA’s Choice Neighborhood’s initiative. He has held positions on a number of Boards and Commissions in the housing industry including the Public Housing Authorities Directors Association, the National Association of Housing and Community Development Officials and the Virginia Associations of Housing and Community Development Officials. Dalton holds a Master’s Degree in Business Administration.

Ray DemersProgram DirectorEnterprise Green Communities

Ray Demers is leading the technical team updating the Enterprise Green Communities Criteria. Ray performs technical reviews for Green Communities Certification, assists with green training development and delivery, and supports Enterprise in integrating green practices and technologies into core business functions. He is a member of the Sustainable Native Communities Collaborative, an initiative of Enterprise’s Rural and Native American Initiative that advocates for culturally appropriate, sustainable building practices in Indian Country. Previously, Ray worked at Erdy McHenry Architecture in Philadelphia, PA, and as an assistant project manager at Harvey Construction Corporation in New Hampshire. He holds a Master of Architecture from the University of Pennsylvania.

Jeremy DensmoreManagerNovogradac & Company LLP

Jeremy Densmore is a manager in the metro Atlanta, Georgia office of Novogradac & Company LLP. He joined Novogradac & Company LLP in 2008. Densmore has extensive experience in developer consulting with an emphasis in real estate partnership audit, taxation and consulting, including those subject to the audit requirements of the U.S. Department of Housing and Urban Development. He is also experienced in final cost certification audits, various states’ tax credit application packages and nonprofit projects. He received his bachelor’s degree cum laude in business administration with an emphasis in accounting from North Georgia College & State University. He is licensed as a certified public accountant and certified general appraiser in Georgia.

Carmon DiBiaseSenior Housing Programs Coordinator of ConstructionTennessee Housing Development Agency

Carmon DiBiase received a Bachelor of Science in Business Management from Arizona State University while working full time. He continued his education in the construction industry with building codes and achieving certifications from International Code Council. He currently holds 11 ICC certifications and has been a member since 2007. DiBiase started his career as a construction specialist, which evolved into a superintendent role for The Arizona Bank and then Scottsdale Healthcare. He broadened his construction management experience into the residential arena with a local builder/ developer. Most recently he has had the responsibility of a Quality Control Manager working a variety of construction projects on multiple Army Bases managed by the U.S. Army Corp of Engineers.

The Honorable Barry DossState RepresentativeTennessee General Assembly

The Honorable Barry Doss was born and raised in Lawrenceburg, TN. He graduated from the University of Tennessee-Knoxville with a Bachelor’s degree in Animal Science and Business. He served as a county commissioner from 1998-2002. He is the President/Owner of Doss Brothers, Inc. where he is also a general contractor. He has served in the Tennessee House of Representatives since 2012.

Sarah EdelmanEconomic Policy AnalystCenter for American Progress

Sarah Edelman is a Policy Analyst on the Housing Finance & Policy team at the Center for American Progress. Her work focuses on foreclosure prevention, single family rental, and promoting access to affordable housing. Edelman’s publications have been cited by The Financial Times, MSNBC, and Bloomberg News, among others, and have been used as a resource by numerous advocacy and community groups across the country. Prior to CAP, Edelman worked in the areas of community development, community organizing, and consumer protection at Public Citizen, Community Legal Services, the office of Senator Sherrod Brown, and the FDIC’s division of consumer protection. She holds a master’s degree from the University of Maryland’s School of Public Policy and a bachelor’s degree from George Washington University.

Elliot Eisenberg, Ph.D.Economist and Public Speaker GraphsandLaughs, LLC

Elliot Eisenberg, Ph.D. is a nationally acclaimed economist and public speaker specializing in making the minutiae of economics fun, relevant and educational. Dr. Eisenberg earned a B.A. in economics from McGill University, and a Master’s and Ph.D. in public administration from Syracuse University. Eisenberg, formerly a Senior Economist with the National Association of Home Builders, is a frequent speaker on topics including: economic forecasts, economic impact of industries such as homebuilding and tourism, consequences of government regulation, cost-benefit analysis, and strategic business development. He is the creator of the multifamily stock index, and serves on the Editorial Board of the Encyclopedia of Housing.

Matthew Gravley has brought the City of Etowah out of a large deficit into a surplus situation, growing the general fund each year of his tenure while simultaneously overhauling all city equipment; opening a new community center and new park; renovating the historic railroad depot; raising staff salaries each year; completing dozens of infrastructure improvements; recruiting several businesses; revitalizing the housing market; and updating all technology. Standard of living and quality of life issues are forefront in his planning, and Gravley sees housing as the avenue to achieve these goals. Gravley has a Master’s degree in Public Administration, 1997, University of Tennessee, Knoxville.

Lindsay Hall Senior Director of Single Family ProgramsTennessee Housing Development Agency

Lindsay Hall has been working in the real estate industry and lending arena since 1986. She has developed and managed retail origination teams for national lenders, owned and operated a mortgage company and combined her lending, appraising education, and real estate knowledge to specialize in REO listings and sales. She joined the THDA staff in 2010 as the Assistant Director of Single Family Programs and was promoted to Sr. Director of Single Family Programs in 2012. Hall has held licensure as a real estate salesperson, residential real estate appraiser and mortgage loan originator. Hall believes this combined experience helps her understand the challenges that THDA Partners encounter on a daily basis.

As the Housing Program Director, Don Harris is responsible for the Single Family Housing loan and grant programs and the Multi-Family Housing rental and subsidy assistance programs. These housing programs are delivered through seven area offices across Tennessee. During 2009-10, he was assigned to the National Office in Washington D.C. as the Team Leader for the National Outreach Initiative Pilot Program that provided specialized outreach and loan packaging services for persistent poverty counties located across the nation. Harris previously served as the Deputy Executive Director for THDA and the State Director of Adult Probation for the Tennessee Department of Correction. He serves on various housing and community organizations both locally and nationally.

Coralee HollowayDirector of Community ProgramsTennessee Housing Development Agency

Coralee Holloway is the Director of the Community Programs Division for THDA. The Division is responsible for the administration of the State HOME program, the Emergency Solution Grant Program, the Community Investment Tax Credit Program, the Weatherization Assistance Program, the Low Income Home Energy Assistance Program, and the THDA Housing Trust Fund which includes the Rural Housing Repair program, the Housing Modification and Ramp program, the Emergency Repair Program for the Elderly, the HTF Competitive Grants, and the Rebuild and Recover Disaster Program. Prior to joining THDA in 1991, Holloway spent six years as the closing coordinator for a real estate attorney in Nashville and six years as the associate production manager for the Alaska Repertory Theatre in Anchorage, AK.

Carla Jarrell is responsible for managing Pinnacle’s community development activities both in Middle Tennessee and in Knox County. Jarrell currently serves on the following boards: Woodbine Community Organization, the Tennessee Affordable Housing Coalition and Habitat for Humanity of Greater Nashville. She is a member of R-Connect of Rutherford County, the Affordable Housing and Community Growth Forum of Nashville, Nashville Next Housing Committee, BankOn Music City Nashville Advisory board and the Nashville Alliance for Financial Independence. She is the current President of Tennessee Jump$tart and is a past board chair of Progress, Inc., an agency that provides support services for adults with developmental disabilities, and served for several years on the Mayor’s Advisory Committee for Persons with Disabilities. Jarrell was recently named a finalist in the Community Supporter category of the Nashville Business Journal’s Women of Influence for 2014.

He heads the New York office and oversees their National Housing Finance Practice group, with focus on issues of affordable housing, housing finance, as well as financial services. Lazio is also a director of Houston, Texas-based alliantgroup. The national tax-consulting firm specializes in qualifying businesses for state and federal tax credits, incentives and deductions. While a member of Congress, he was Chairman of the House Financial Services Committee’s Subcommittee on Housing and Community Opportunity. He authored the Quality Housing and Work Responsibility Act of 1998, the most sweeping reform of America’s public housing in more than 60 years.

Steve Lockwood, Frayser CDC’s Executive Director, joined the organization in 2002. Lockwood has worked in the Community Redevelopment field since 1995. Prior to joining the non-profit world, he spent 15 years as a real estate developer specializing in residential rehabs. The Frayser community is an old, first ring suburb suffering from disinvestment. Home sales in 2012 averaged $23,000. The community has had Tennessee’s highest foreclosure rate for the entire last decade. Since 2002, Frayser CDC has grown from one to seven staff members. The CDC purchases and renovates homes in the Frayser community for sale, lease/purchase and rent. The CDC conducts Homebuyer Education Classes as well as Foreclosure Counseling and Credit Restoration Counseling—all free.

Tracey McCartneyExecutive DirectorTennessee Fair Housing Council

Since joining the Tennessee Fair Housing Council, Tracey McCartney has overseen the day-to-day operations including setting the broad direction of the agency; supervising the enforcement staff on testing, case intake and litigation; and supervising the operation of the National Fair Housing Advocate web site, www.fairhousing.com. McCartney is an attorney, admitted to the bars of both Alabama and Tennessee. McCartney previously worked for the Central Alabama Fair Housing Center. While there she coordinated individual testing visits in the areas of rental, sales and mortgage lending and assisted with individual insurance tests. She also handled complaints of housing discrimination, provided counseling, and referred customers to HUD for investigation and to attorneys for litigation.

Ralph M. Perrey is the Executive Director of THDA. He served on THDA’s Board for nine years before his appointment, chairing its Tax Credit and the ad hoc Strategic Planning Committees. Perrey formerly worked for Fannie Mae, directing the Tennessee Community Business Center, coordinating the company’s Central Appalachia Initiative, and serving as national co-lead for the Public Entities Loan Team. His housing experience also included service on the boards of several non-profit organizations, notably the Federation of Appalachian Housing Enterprises. Prior to joining Fannie Mae, Perrey served Tennessee Governor Don Sundquist, in a variety of policy and communication roles and as a Congressional staffer in Washington DC. Mark Straub has over 20 years’ experience in the affordable housing industry experience. He joined Pennrose Properties in 2005 as the Senior Development Officer responsible for managing all of the firm’s efforts in its Southeast Region.
