Presidents Message I hope this message finds you and yours well and in good health.

Happy 50th Building Operators Association.

The June Issue of the Association arrived late as it was our anniversary issue. I think Victoria did a great job assembling it, as well all the executive in the editing of the past magazines in helping with the assembly of the Silver edition. Thanks People you did a fantastic job.

The fall is upon us and with it the need to prepare for the winter. The meetings we have on a monthly basis have guest speaker that will assist any building operator in doing their tasks. The speakers are knowledgeable and if the topic for discussion is not what you need. Please bring up your topic and we can discuss it at length. Please keep it to “building operations”. We are here to assist.

You will I suspect notice the annual dues have increased to $60.00. We have not had an increase in dues since well let say, I had hair at that time :-D (*bada bing). Our costs are increasing and we are falling behind. I realize we are a “not for profit” association, and up to this point that has been true. We are however beginning to lose monies and in the month of April we had a vote at the general meeting and a quorum was present. The motion to increase the dues to $60.00 from $50.00 was made and the vote was unanimous in favour and carried to this billing period. We as well dropped sending to magazine to persons and companies who had not paid their dues after the notifications and three months had passed without contacting us for their reasons.

The trade show was another complete success. Thank you all volunteers, you know who you are. My special thanks to Sharon for putting this together. I knew you could do it.

How to solve the Kenken puzzle: Fill in the numbers from 1 - 6. (in this case

6, because the grid is 6x6) Do not repeat a number in any row or

column. The numbers in each heavily outlined set of

squares, called cages, must combine (in any order) to produce the target number in the top corner using the mathematical operation indicated.

Maintenance and engineering managers know all too well that deferred maintenance never went anywhere. In the last five years, many people inside and outside of institutional and commercial facilities were understandably preoccupied with fallout from the nation’s financial crisis.

While all that was occurring, managers were continuing to address the mounting backlog of maintenance needs many facilities have faced for decades. So while the issue of deferred maintenance might seem like it has only recently become a problem again, managers know that it never really stopped.

Deferred maintenance is the practice of postponing maintenance activities, such as repairs on both real property — infrastructure — and personal property — equipment and systems — in order to save money, meet budget funding levels, or realign available budget funds. The failure to perform needed repairs could lead to asset deterioration and ultimately asset impairment. Generally, a policy of continued deferred maintenance results in higher costs, asset failure, and in some cases, health and safety problems. Consider this example:

A neighbor of mine knew the large oak tree in his front yard needed to be removed, but he didn’t have the money to hire a professional, so he let a local kid try his luck. The young man had never cut a tree that large, had no idea how to cut such an imposing object, and in the process of trying nearly had it fall on him. Of course, nature took care of the tree the next week when a storm blew through and laid it across the porch and two cars.

Without an aggressive, proactive approach, deferred maintenance will always win.

Underfunding Routine Maintenance Leads to Problems

Breaking the cycle

We’ve all played the game of moving money around to pay the bills ’ robbing Peter to pay Paul, if you will. Eventually, that practice catches up to us and causes bigger problems. In facilities, underfunding routine maintenance can cause deterioration, which evolves into major work and serious conditions. Deferring maintenance only adds to the backlog. When our backlog grows, we don’t have enough resources. When we don’t have enough resources, our backlog

continues to grow. The result is a vicious cycle. Managers need to break out of this cycle of futility and gain control of the situation. Top executives must understand the risks, rising costs, and overall impact of deferred maintenance on facilities. Present a business case and proposal to top management for funds to address the maintenance backlog before it becomes too big to manage. Managers can take these two steps to start the process:

Recognize. Recognize and calculate the risk of deferment. Assess the true deferred maintenance backlog and the extent of the risk it poses. This step is vitally important in validating the need for funding. A facility condition assessment of current operations and buildings can help managers identify unknown problems and provide a better understanding of the extent of deferred maintenance. The assessment should yield a clearer picture of maintenance needs and the magnitude of the required work. Once the assessment is complete, we can calculate the associated risk and estimated costs based on the results.

Justify. Make the business case for financial planning to reduce the impact of deferred maintenance. When I was an operations manager and one of my managers requested funding without justification, a business case, or a return on investment, I considered it an emotional request, not a business need. When we’re requesting funds to tackle deferred maintenance, it must be predicated on documented data. That data should include the following documentation to build the business case: Historical data. No one can argue history. If the

data is captured correctly, it builds a solid foundation for justification and business-plan development.

Potential of risk. Consider my story of the falling tree. What if that tree had fallen on a bedroom in the evening or a kitchen during mealtime? Deferring certain activities can affect safety, health, and environment, as well as occupants and operations.

Cost acceleration. Managers can use several tools and software programs to calculate and predict future expenses resulting from deferred maintenance.

Maintenance and engineering managers are anything but shy when it comes to outsourcing. Judging by select comments from more than 500 managers in institutional and commercial facilities that we surveyed on the topic, they also are anything but in agreement about their experiences with the practice. On the drawbacks of outsourcing: “No benefit to our work staff, (and) no benefit to management other than looking like they saved some money.” On the benefits: “They have performed better in most cases than our in-house staff.” On its financial benefits: “I can’t afford to increase my work force, so outsourcing is a way for me to keep the ship afloat.” On its financial drawbacks: “Companies are out to make money for themselves by hiring low-paid

employees and charging for highly-qualified employees that are not.” On its necessity: “It dovetails nicely with my in-house skills sets.” On its non-necessity: “We have moved away from outsourcing due to high costs and low quality.” Based on these comments and your own experiences, would you say most managers are satisfied with their outsourcing experiences?
