About APABA-DC The Asian Pacific American Bar Association of the Greater Washington,

D.C. Area, Inc. (APABA-DC) is the oldest and largest association of Asian

Pacific American attorneys in the Washington, D.C. area. Since its founding

in 1981, APABA-DC has grown its membership into a network of about 500

lawyers, law professors, law students, and other interested individuals.

APABA-DC is a dynamic organization that provides a wide variety of

services, programs, and events of interest to our members and to the

Asian Pacific American community. These include participating in pro

bono clinics, organizing continuing legal education programs, running a

mentorship program, posting job announcements, providing networking

opportunities, nominating our members for various awards, and competing

Annette Kwok is a registered patent attorney in the Intellectual Property Division of Venable LLP in Washington, DC. Annette’s practice includes counseling clients on a wide variety of patent procurement and enforcement issues, as well as intellectual

property strategy and licensing issues. Prior to attending law school, Annette was a synthetic organic chemist with Johnson & Johnson Pharmaceutical Research Institute. She is a named inventor on six patents in the area of pharmaceuticals. Annette received her B.S. in Chemistry from the University of California, Irvine and her J.D. from the University of New Hampshire School of Law (formerly Franklin Pierce Law Center). Ms. Kwok grew up in Hong Kong and is fluent in Cantonese and Mandarin Chinese. Tonight, Ms. Kwok will be receiving the President’s Award for her work over the last year.

Smeeta Ramarathnam currently serves as the chief of staff to the Honorable Luis Aguilar, one of five Commissioners of the U.S. Securities and Exchange Commission. She reviews, comments, and negotiates on

complicated, unprecedented, legal and policy issues that arise in SEC rulemakings, enforcement actions, adjudications, international papers, and interpretative guidance. She also serves as Commissioner Aguilar’s primary speechwriter and she has written and spoken on many aspects of securities laws. Prior to her appointment to Commissioner Aguilar’s staff, she served in a number of other capacities at the Commission, including as counsel to former Commissioner Roel Campos, and as an attorney in the Legal Policy Group of the Office of the General Counsel and in the Division of Investment Management. Prior to joining the Commission, Smeeta worked for several years in an investment management practice of a large international law firm. Smeeta served as a law clerk for the Hon. Deborah Chasanow, now Chief Judge of the U.S. District Court for the District of Maryland. She earned her J.D. from Stanford Law School and her undergraduate degree with honors from Stanford University. From 2006-2008, Smeeta also served as an adjunct faculty member at Stanford in Washington. Smeeta currently serves as President of the Asian Pacific American Bar Association of the District of Columbia (APABA-DC). In 2013, the National Asian Pacific American Board Association named Smeeta as one of its Best Lawyers Under 40. She has also served on the Board of the Asian Pacific American Bar Association Asian Educational Fund, including a term as vice-president.

Emcee BiographyMark L. Keam represents the 35th District in the Virginia House of Delegates, which is considered to be the oldest continuous legislative body in the modern world, with roots dating back to Jamestown in 1619. The House District is entirely within Fairfax County, and includes over 80,000 residents living in parts of Fair Oaks, Penderbrook, Oakton, Vienna, Dunn Loring, Tysons and McLean. In November 2009, Mark was elected to an open seat, thereby becoming the first Asian-born immigrant to serve in the Virginia General Assembly. In 2011 and 2013, voters chose to return Mark to Richmond for additional two-year terms. As a legislator with a strong reputation for bipartisanship and effectiveness, Mark focuses on creating jobs, improving schools, addressing traffic gridlocks, reducing burdens on businesses, strengthening social safety nets, and making the government more transparent, efficient, and accountable. Several bills that Mark drafted have become law in Virginia, including a tax credit to encourage “green jobs,” creating good healthcare jobs for military veterans and easing the transition process for military veterans returning home, providing property tax relief for elderly and disabled homeowners and penalizing sales tax fraud, promoting a new high-tech digital forensics industry, and improving the prisoner reentry process to save taxpayer costs. Mark has also been the lead Democratic cosponsor of several Republican bills that have become law, including tax credits for high-tech research and development, promoting data centers for cloud computing, fighting abusive practices of “patent trolling,” promoting telecommuting options for workers, and making Virginia an attractive location for the film industries. As a part-time citizen-legislator, Mark and his staff maintain a year-round District office in Vienna in addition to his Richmond office. When the General Assembly is not in session, Mark returns to his outside employment as a senior advisor for a technology company, which he joined in early 2007 after twelve years of public service in both executive and legislative branches of government. For six years, Mark was Chief Counsel to Assistant U.S. Senate Majority Leader Dick Durbin on the Senate Judiciary Committee. Before working on Capitol Hill, Mark was appointed Assistant Chief Counsel in the Office of Advocacy of the U.S. Small Business Administration, and had also served as an attorney with the Federal Communications Commission’s Wireless Bureau. Mark’s long history of community service extends to a variety of local, state and national organizations. Currently, he serves on the boards of the Virginia Literacy Foundation, the Virginia Board of Education’s Adult Education and Literacy Advisory Committee, the Fairfax Law Foundation Society of Fellows, and the University of Virginia Thomas C. Sorensen Institute for Political Leadership. He is a former president of the Courthouse Oaks Homeowners Association and the Asian Pacific American Bar Association of the Greater Washington Area. A lifelong Christian, Mark worships at Vienna Presbyterian Church.

Helen Y. Lee is a corporate associate in the Global Banking & Payment Systems Practice Group of Paul Hastings LLP. Ms. Lee’s practice encompasses both securities and bank regulatory matters involving banking institutions. Her experience has included assisting both foreign and domestic banking institutions with a broad range of issues involving federal and state banking laws, as well as the federal securities laws for publicly traded U.S. bank and thrift holding companies. Ms. Lee has significant experience in the areas of Dodd-Frank Act compliance, bank/thrift and holding company regulation, deposit insurance requirements, compliance with federal and state consumer lending laws, mergers and acquisitions, corporate governance and application of U.S. banking law to the activities of multinational bank holding companies. Ms. Lee received her J.D. in 2008 from The George Washington University Law School, where she was a founding member of The GW Banking Law Society. Ms. Lee has occasionally returned to the Law School to serve as guest lecturer on U.S. bank regulatory matters. She received her B.A. in Politics, cum laude, from New York University in 2004. Ms. Lee is conversant in Cantonese and Mandarin and is a member of the District of Columbia, New York, and New Jersey bars.

Taron K. Murakami is a senior associate in the Labor and Employment Practice Group at Seyfarth Shaw LLP and is the Co-Chair of the Seyfarth Washington D.C. Office’s Diversity Action Team. Ms. Murakami counsels and represents employers in single-plaintiff and multi-plaintiff litigation regarding all facets of employment law, including Title VII of the Civil Rights Act of 1964, the Fair Labor Standards Act, the Family and Medical Leave Act, and the National Labor Relations Act. She has extensive experience taking and defending depositions, arguing motions before federal and state court judges, briefing arguments before appellate courts, representing employers in arbitration and at trial, and investigating and defending claims before administrative agencies, such as the U.S. Equal Employment Opportunity Commission. Ms. Murakami also counsels employers on hiring, termination of employees, requirements under the Fair Credit Reporting Act, harassment investigations, employee handbooks and policies, wage payment laws, restrictive covenants such as non-competition and non-solicitation agreements, and other personnel issues. Super Lawyers Magazine recognized Ms. Murakami as a Washington, D.C. “Rising Star” in 2014. Ms. Murakami has an extensive pro bono practice. She has successfully represented three asylum applicants and a petitioner for immigration status under the Violence Against Women Act. Ms. Murakami has also prepared an amicus brief on behalf of Asian Americans Advancing Justice | AAJC for a Supreme Court case on the Voting Rights Act and regularly counsels several non-profit organizations with employment matters. Ms. Murakami was on the Board of the Asian Pacific American Bar Association of the Greater Washington D.C. Area as Co-chair of the Practicing Attorneys’ Resource Committee and is a past president of the APABA-DC Educational Fund. She currently serves on the Board of Asian Americans Advancing Justice | AAJC. Ms. Murakami is a graduate of the University of Hawaii at Manoa and the Georgetown University Law Center.

Tacie H. Yoon is an attorney at Crowell & Moring LLP in Washington, D.C., where she practices in the Insurance and Reinsurance group. Ms. Yoon represents insurance carriers in complex coverage disputes, including those arising from underlying claims involving exposure to asbestos, environmental pollution, and other torts, such as sexual molestation. She also represents insurers in bankruptcy cases involving claims against the policyholder/debtor due to asbestos and/or environmental contamination. Ms. Yoon is actively involved in local and national bar activities. In November 2014, she will be sworn in for her second term as Secretary and member of the Executive Committee of the National Asian Pacific American Bar Association (NAPABA). She previously served as co-chair of the Host Committee for the 2012 NAPABA Convention in Washington, D.C. Since 2007, Ms. Yoon has held several leadership positions on APABA-DC’s Board of Directors, including serving as President in 2009–2010 and Treasurer in 2007–2008. She co-chaired APABA-DC’s Nominations Committee for two terms, and has been a committee member for four years. In 2013, Ms. Yoon was selected to be a member of the inaugural class of the Collaborative Bar Leadership Academy, a joint program of the ABA, NAPABA, and three other national bar associations of color, and in 2014, she was selected to participate in the TIPS CONNECT Diversity Fellows program of the ABA Tort Trial & Insurance Practice Section. Originally from Pittsburgh, Pennsylvania, Ms. Yoon received her BA from Yale University and her JD from Boston College Law School.

Membership Appreciation Award Recipient Biography

The Honorable Gerald Bruce Lee was confirmed as a United States District Judge in the Eastern District of Virginia, Alexandria Division on October 8, 1998. He was recommended for appointment to the court with bipartisan support in May 1998. Prior to his nomination by President Clinton, Judge Lee was a trial judge in the 19th Judicial Circuit, Fairfax, Virginia for six and one half years. As Judge Lee sought the appointment, he was evaluated by twelve state-wide bar associations along with eight other candidates. He was the only candidate and judge to receive the highest rating of each of the twelve bar associations and received bi-partisan support from both Virginia senators. In 1973, Judge Lee received his undergraduate degree in communications from The American University, Washington, D.C. He earned his Juris Doctorate degree from The Washington College of Law at The American University in 1976. For four years, during law school and while in private practice he was an adjunct professor at the law school. Prior to ascending to the bench, Judge Lee was a trial lawyer for fifteen years, representing individuals and businesses in civil and criminal cases. He was a partner at Cohen, Dunn & Sinclair, P.C., an Alexandria Virginia, law firm. In 1990, while he was in practice, then Virginia Governor Wilder appointed him to serve on the Board of Directors of the Metropolitan Washington Airports Authority, the managers of Washington Dulles and Washington National Airports. Judge Lee began his judicial career when he was elected to the Fairfax Circuit Court in May 1992. As a trial judge, he was known for his expertise in the management of complex civil trials and for his use of emerging technology in the courtroom. Judge Lee led the Fairfax Circuit Court to become one of the first courts in Virginia to have a presence on the Internet, and he encouraged the innovative use of computer technology and demonstrative evidence in trial. An active member of the profession and Judge Lee has served in several leadership roles. He was an elected member of the Virginia State Bar Council, Chairman of the General Practice of Law Section of the Virginia State Bar, Chairman of the Judiciary Committee of the American Bar Association General Practice Section. He is a past president of the George Mason American Inn of Court, and is currently the Treasurer of the Federal Judges Association. Judge Lee is an accomplished lecturer to judges and lawyers. He was Chairman of the Judicial Conference of Virginia Judicial Education Committee, which is responsible for meeting the continuing education needs of Virginia’s 140 trial judges. He served as an editor of the Virginia Circuit Court Judge’s Benchbook. As a member of the faculty of the National Judicial College, he helped develop the curriculum for the “Advanced General Jurisdiction Course” designed for experienced trial judges. He helped develop and presented a course for the Federal Judicial Center on death penalty case trials. Judge Lee has authored and co-authored more than fifty continuing legal education outlines and legal publications on trial advocacy.

Community Appreciation Award Recipient Biography

Secretary Norman Y. Mineta is recognized for his accomplishments in economic development, science and technology policy, foreign and domestic trade, budgetary issues and civil rights, as well as his perspective from having served in Congress for over 20 years and in the Cabinets of both Republican and Democratic presidents. For almost 30 years, Secretary Mineta represented San Jose, California–the heart of Silicon Valley–first on the City Council, then as Mayor, and then from 1975-1995 as a Member of Congress. Throughout that time, Secretary Mineta was an advocate of the burgeoning technology industry. He worked to encourage new industries and spur job growth, and he supported infrastructure development to accommodate the industry and its tremendous growth. Secretary Mineta served as the Chairman of the House Transportation and Public Works Committee from 1992-1994, after having chaired the Subcommittee on Aviation and the Subcommittee on Surface Transportation. He was the primary author of the groundbreaking ISTEA legislation–the Intermodal Surface Transportation Efficiency Act of 1991. While in Congress, he co-founded the Congressional Asian Pacific American Caucus and was Chair of the National Civil Aviation Review Commission in 1997. In 2000, Secretary Mineta was appointed by President Bill Clinton as the United States Secretary of Commerce. At the Department of Commerce, Secretary Mineta was known for his work on technology issues, for achieving international cooperation and intergovernmental coordination on complex fisheries issues, and streamlining the patent and trademark process. From 2001-2006, Secretary Mineta served as Secretary of Transportation by President George W. Bush. Following the terrorist acts of September 11, 2001, Secretary Mineta guided the creation of the Transportation Security Administration–an agency with more than 65,000 employees–the largest mobilization of a new federal agency since World War II. Recognized for his leadership, Secretary Mineta has received numerous awards, including the Presidential Medal of Freedom –our nation’s highest civilian honor–and the Wright Brothers Memorial Trophy, which is awarded for significant public service of enduring value to aviation in the United States. He is a graduate of the University of California, Berkeley.

Michelle K. Lee is the Deputy Under Secretary of Commerce for Intellectual Property and Deputy Director of the U.S. Patent and Trademark Office (USPTO). Ms. Lee serves as a principal advisor to the President, through the Secretary of Commerce, on both domestic and international intellectual property matters, and provides leadership and oversight of the day-to-day management of the policy, budget, and operations for an agency of almost 12,000 employees. She also promotes innovation domestically and drives international harmonization efforts, in support of the administration’s top economic priorities to increase economic growth. Prior to her role as Deputy Director, Ms. Lee was selected in 2012 to serve as the first Director of the Silicon Valley United States Patent and Trademark Office where she was responsible for establishing and leading the Silicon Valley office as well as advising the USPTO on a variety of policy matters. Before becoming the Director of the Silicon Valley office, Ms. Lee served by appointment of the U.S. Secretary of Commerce on the USPTO’s Patent Public Advisory Committee, which advises the USPTO on patent policies, goals, performance and operations. The San Francisco Business Times and San Jose Business Journal recognized Ms. Lee as Best Bay Area IP Lawyer in 2012 and one of the top 100 most influential women in the Silicon Valley in 2013. Ms. Lee has spent most of her professional career advising some of the country’s most innovative companies on technical, legal and business matters. Prior to joining the USPTO, Ms. Lee served as Deputy General Counsel for Google and was the company’s first Head of Patents and Patent Strategy. She also served as a partner at the Silicon Valley-based law firm of Fenwick and West, where she specialized in advising a wide range of high-technology clients from start-ups to Fortune 100 companies on patent law, intellectual property, litigation and corporate matters. Prior to her career as a legal advisor to technology companies, Ms. Lee worked in the federal judiciary, serving as a law clerk for the Honorable Vaughn R. Walker on the U.S. District Court for the Northern District of California where she worked on the precedent-setting Apple v. Microsoft copyright infringement case. As a law clerk for the Honorable Paul R. Michel on the U.S. Court of Appeals for the Federal Circuit, Ms. Lee worked on many patent and trademark appeals. Before building her legal career, Ms. Lee worked as a computer scientist at Hewlett-Packard Research Laboratories, as well as at the Massachusetts Institute of Technology (M.I.T.) Artificial Intelligence Laboratory. She holds a B.S. and an M.S. in electrical engineering and computer science from M.I.T., as well as a J.D. from Stanford Law School.
