I am pleased to present the GPTA Ltd (T/as GPSA) Annual report for 2014 - 2015.

This year has highlighted the need for an independent voice advocating on behalf of GP Supervisors and training practices. GPSA has played a vital role in successfully delivering upon that responsibility.

GPSA has continued to oversee and represent the interests of members nationally to ensure that GP Supervisors are respected, recognised and adequately rewarded for their work. Our membership numbers have substantially increased in all categories signalling a strong endorsement of the outcomes GPSA is achieving.

Whilst there have been many achievements over the last year, there are several that I would like to highlight with the remainder being described in the body of the Annual report.

GPSA committed to seeing the continuation of the Supervisor Liaison Officer Network (SLON) following the consolidation of GPET into the Department of Health in 2014. As a result GPSA hosted the SLON meeting in May with the support of Association of Chief Executives of the Regional Training Providers group (ACE) .

GPSA were similarly invited to represent GP Supervisors on the United General Practice Australia (UGPA) and the Minister for Health’s General Practice Training Advisory Committee (GPTAC), demonstrating the respect that the organisation has garnered over many years.

The reporting period also saw the signing of the National Terms and Conditions for the Employment of Registrars (NTCER) in December 2015. There were many significant changes

negotiated in the current agreement which saw a reframing of the agreement to move away from the word minimum which members felt created derision from the very start of negotiating salaries with registrars if the rate set in the national terms and conditions was proposed by a practice.

Significantly, the NTCER also saw the introduction of the requirement for all registrars to be employed rather than contracted.

Importantly all changes made during these negotiations were the result of firm member feedback and legal advice.

I wish to thank the Board for their support, dedication and contribution over the past 12 months. The tireless energy that the Directors have for improving GP Training and protecting and supporting the role of the GP Supervisor has significantly supported and enabled my work as Board Chair. There is no financial reward for an honorary board and so the contribution of their time and wisdom in addition to their respective businesses and roles as GP Supervisors and various other professional committees are recognised.

The work undertaken by our two standing sub-committees has ensured the achievement of key outcomes for the year.

The Finance, Audit and Risk Management Committee (FARM) has enabled the Board to proceed with confidence that corporate risks are being adequately managed and that the company finances are expended in accordance with the organisations contractual obligations and with regard to good corporate governance.

The committee responsible for negotiating the new NTCER worked tirelessly to negotiate with General

Practice Registrars Australia (GPRA) a terrific outcome for training practices and Supervisors.

I wish to thank also Dr Rowena Ivers for her contribution to the Board. Rowena was nominated by an Australian Indigenous Doctors’ Association (AIDA) member for the Outstanding Support Award in 2015 for her contributions in supporting Indigenous registrars to reach fellowship. We have respected Rowena’s contributions to the Board and her decision to step down due to competing demands.

I also wish to acknowledge the work of the GPSA staff including Margo Field’s contribution as inaugural CEO until April 2015, followed by the appointment of Glen Wallace as Acting CEO, and the small, highly motivated and skilled GPSA team.

Finally and most importantly, I would like to thank GPSA members for their engagement. All members who provided feedback through our surveys and more directly in person or by other means are the lifeblood of this organisation and importantly GP Training. The Board and staff rely heavily on members to make key policy decisions and to develop information packages, guidelines and protocols, and to undertake action required for the benefit of the sector. As a membership organisation, our members are always at the forefront of the boards directions and GPSA’s operational outputs.

Message from the Chair

Page 5: 2014 – 2015 Annual Report - GP Supervisors Australiagpsupervisorsaustralia.org.au/.../2017/02/Annual-Report_GPSA_2015… · I am pleased to present the GPTA Ltd (T/as GPSA) Annual

One of the endearing things about this organisation is that when you ring the office you are just as likely to reach the CEO as any of the other GPSA staff; at 3.8 FTE there is not a lot of room for hierarchies and it is indicative of GPSA’s intention to remain small and tightly focussed on supporting the interests of GP Supervisors.

Our small team has been able to achieve a real presence nationally in the 2014-15 financial year which would not have been possible without the funding received from the Australian Government Department of Health.

One of the benefits of being small is that as an organisation we are nimble. We can respond to stakeholder and industry feedback quickly and efficiently; hopefully that is your experience of our organisation but if not, please let us know.

I am always humbled by the generosity of supervisor time in participating in member surveys, webinars and providing feedback. GPSA is only as strong as its membership and how well we represent and support our members. I would like to think we are on the right track and given the glow of member feedback this year, organisational and member growth (now over 2600 GP Supervisor members) it is safe to say we are.

Of course many of you will recognise the leadership changes that took place during the financial year with Dr

Glen Wallace

GPSA continues to engage strongly with all sectors of the GP Training Programme. The CEO and Chair of the Board have met with NTGPE, GPTT and GPTQ boards and presented to a number of RTP supervisor conferences including NTGPE, SGPT, TMT. Meetings are also held with Department of Health by the CEO and GPSA Board Chair as appropriate. GPSA engaged with the sector at the GPTE Conference delivering a workshop, a forum panel discussion and as an exhibitor. The forum hosted by GPSA brought together representatives of all the key sectors involved in GP training.

GPSA completed a national collection and verification project around the

remuneration and costs of Supervision. The initial findings have been provided to the Department of Health early to ensure appropriate consideration can be given in relation to RTP contracts. In addition to this GPSA have worked in collaboration with the Colleges, GPRA and RDAA to develop a set of principles which should inform RTP contracts. GPSA have also provided the Department with early advice on stakeholder sentiment around the sharing and loss of Training Provider IP for those RTPs discontinuing in 2016.

GPSA continues to attend and collaborate with organisations via UGPA and the Rebuilding General Practice Training stakeholder meetings.

National Terms and Conditions for the Employment of Registrars (NTCER)

GPSA and GPRA NTCER sub committees met on numerous occasions to negotiate the NTCER for the 2015 and 2016 training years. The new agreement represents a substantial change in the employment conditions for registrars, creating fairness and sustainability for all involved. The NTCER is available on the GPSA website. The agreement is due to be reviewed again in 2016.

Engagement with GP Supervisors in rural and isolated areas of Australia

GPSA is focussed on supporting GP Supervisors in rural and isolated areas of Australia and aims to provide relevant information and services to those GP Supervisors. Through GPSA’s increased profile resulting from our engagement with RTP’s, and directly with GP Supervisors through the introduction of new services like the employment agreement and social media policy templates, our webinars and our engagement with GP Supervisors in rural and regional Australia has greatly increased.

The feedback to GPSA from GP Supervisors in these areas is that they enjoy the engagement and connectivity with others during events like the webinars and meetings which offer some opportunity to renew acquaintances and connections.

GPSA’s current capacity to measure member engagement in rural and isolated areas is only achievable by counting those GP Supervisors who are located in districts of workforce shortage. Whilst some districts of workforce shortage are in more densely populated centres, most are in rural and isolated areas.

The map below indicates the locations of GP Supervisors in districts of workforce shortage that have attended GPSA webinars. The individual map markers only indicate locations, they do not represent the number of times a GP Supervisor from a particular location has attended. For example a GP Supervisor who attends 3 webinars will only be represented by one marker.

Left is a chart which represents the percentage of GP Supervisors attending GPSA webinars who are located in a district of workforce shortage. On average, 37% of GP Supervisors who attended the webinars were located in districts of workforce shortage.

supervisOr Guides

GPSA developed, reviewed, updated and released four GP Supervisors guides during the period:

Each of the guides were written by GP Supervisors, for GP Supervisors ensuring their relevance and with respect to the level of information sought by the membership.

Member products and services

Gpsa prOducts and services in 2014-15:

• national terms and conditions for the employment of registrars (ntcer) GPSA and GPRA NTCER sub committees met on numerous occasions to negotiate the NTCER for the 2015 and 2016 training years. The new agreement represents a substantial change in the employment conditions for Registrars, creating fairness and sustainability for all involved. The NTCER is available on the GPSA website. The agreement is due to be reviewed again in 2016.

• the registrar employment agreement template GPSA has developed an employment agreement template which is compatible with the NTCER. Over 300 practices have downloaded the template form the GPSA website. The template simplifies the registrar employment process for GP Supervisors and practice managers.

• ntcer FaQ’s and email enquiry service Occasionally, due to particular employment condition requests or unusual circumstances arise during the employment process or during the term of employment. GPSA has on the website a comprehensive list of frequently asked questions which may be of assistance when seeking information to resolve a problem. GPSA staff are also available to respond to email or telephone requests for information about the NTCER or Employment Agreement Template.

• Legal advice service Free 15 Minute Legal advice regarding employment related issues is available to members through the GPSA and Piper Alderman partnership arrangements. GPSA staff need to organise your introduction to Piper Alderman. Details about how to do so are on the website.

• social media policy template With over so many people using the various social media platforms in Australia, social media is now an important communication channel for both businesses and individuals. However from advertising to the e-rating of doctors, social media can be a risky tool leaving GP Supervisors and practices open to a lawsuit if not used correctly.

It is important for training practices to have an appropriate social media policy to assist training employees, contractors, trainees and students in the appropriate use of social media while associated with the practice. GPSA has put together a Social media policy template that training practices can adapt.

suppOrtinG the whOLe practice

From the initial engagement and orientation into the practice and provision of medical equipment and resources, the organisation of rostering and teaching times and supporting the GP Supervisor with required resources, the allocation of patients, right through to fellowship, the entire practice team play a critical role in the successful training experiences of registrars. During the funding period GPSA increased accessibility of resources to practice managers and provided support to practice staff in the form of GPSA webinars, the members support hotline for NTCER and employment contract queries and funding submission support.

Training practice managers play a significant role in supporting GP Supervisors in their role as well as further contributing to sustainable registrar training activity within the practice. GPSA will further investigate what and how new resources can be developed and delivered in 2015-16 to further support training practices.

Supervisor Liaison Officer Network (SLON) meeting

The May SLON meeting in Melbourne

Industry events

GPSA were delighted to meet and present to supervisors at the TMT, SGPT and NTGPE supervisor workshops. Resources and support materials were also provided to other training providers.

28 - 29 May SLOs from around the country gathered in Melbourne. The meeting was supported by GPSA and the ACE group. These meetings are a critical source of information flow between GPSA, SLO’s, supervisors and training providers.

SLOs play a crucial role in supporting new and existing GP Supervisors. All meeting presentations and handouts were provided to SLOs for them to support new supervisors on thew new SLON intranet. This in effect provides for a pyramid training effect - GPSA provides resources and training to SLOs who can then present and provide

support and presentations to new GP Supervisors in their regions.

The group heard presentations from the Colleges, ACRRM and the RACGP, the Gully Group and risk management from MDA National. Other topics included the NTCER, resource development and GPSAs role in support the workforce.
