2. OBITUARY REFERENCE MADAM SPEAKER(Miss Trisha Dua): Hon. Members, as we meet today after two months, it is my duty to inform the house about the sad demise of Mr.Farooq Sheikh, who was an Indian actor, philanthropist and a popular television presenter. In the year 2010, Mr. Farooq Sheikh, won the National Film Award for Best Supporting Actor for the film Lahore. This famous veteran actor died of a heart attack in Dubai on 27 December 2013. I pray the almighty that His soul rest in peace.

Pramanik): Hon'ble Speaker Madam, I deeply saddened to hear of the sad

demise of the Veteran actor Mr. Farooq Sheikh. An accomplished actor with a unique style and multipurpose talent.

He started his career in Bollywood in 1973 with 'Garm Hava', and two of his last performances in Bollywood were in 'Club 60' and in the commercially hit film 'Yeh Jawaani Hai Deewani'. The Indian film industry and the Indian Cinema have lost one of its most talented artists. I would like to associate myself and my party in sending

our condolences to the bereaved family.

MINISTER OF DEFENCE (Miss Kritansha singh): Madam, Answer (a) - In the recent seven months, unfortunately, there all total elevan numbers of mishaps occured; * The INS Sindhu Rakshak in which 18 sailors died after explosion Fire on submarine at Military Dockyard in Mumbai * Fire reported INS Viraat & INS Konkan * Fishing Traller collided with INS Talwar on * Hole found in pillar conpartment in INS Vipul in * Mishaps occured in INS Sindhughosh * INS Betwa, INS Tarkash Hull, INS Airawat suffers damage * Accident took place in INS Sindhurath (Feb 2014) Answer (b) - Accidents suffers by Navy Vessels over the past few months is really a matter of great concern - The Navy is seariouly looking into all the accident matters and they are in the process of taking corrective actions. It will be seriously observed that such accidents are minimised in the coming days. Each accident among all 10 mishaps is equally serious matter for me and my ministry. There was a need to strictly follow standard operating procedure and draw proper lessons.

Answer (a & b) Yes Madam, Modernisation of Indian Navy is continuous process keeping in view the prevailing security environment, emerging technology and capability to be achieved. The budget allocation for Indian Navy for the year 2013-14 is 34212.33 crores out of which 22738.70 crorres is earmarked/appropriated for the modernisation purpose. Answer (c) - No madam, sufficient and adequate fund have been

provided by the Govt. to Navy to fulfil the requirement of modernisation process of Indian Navy.

Madam, In the last 10 years, the Indian Navy is advanced, most powerful and modern Navy of the world. that is why almost all the countries i.e. All sea faring countries of the world want to have joint exercise and collaboration with us. Every year we are acquiring so many modern

equipments, plateforms, warships - Vikramaditya, T- 81. Every year, in shipyard itself, we are supplying 5 new warships to Indian Navy. The project and planning of Indian Navy has not been hampered or blocked after such mishaps. Till 2013, India has a fleet of 15 submarines including 10 Russian, Kiloclass Vessels, 04 German HDW Vessel and 01 Leased Nuclear INS Chakra.

Indian railway is the life line to the nation which provides a

great access to our citizen all over the country. It is the cheapest means of

communication and millions of people are dependent on it . But the

condition now a day has gone wilder.The Cheapest Means is no

cheaper.Because of the less frequencies and high population the journey

has become very difficult.

I would like to know the answer of following few questions.

a) In the year 2013-14 how many new trains in different categories have

been introduced? Specially in respect of connecting the northern most

part of India to the main cities of India.

b) How many accidents, collision and the events of derailment had

happened during this year?

c) Is the Government taking any step for the safety, security and to insure

the life of passengers?

MADAM SPEAKER: Hon'ble Railway Minister, Please. RAILWAY MINISTER (Miss Sristhi Singh): Hon'ble Speaker Madam, Answer (a) Madam In the year 2013-14 we have introduced 109 trains in all

which is itself a record in the history of Indian railways. Out of 109, 67

are Express trains, 26 passenger trains, 8 MEMU services, 8 DEMU

services. Beside these trains 11 trains are extended to give more access to

the passengers. We have taken a great care of the remote areas of

Northern Eastern India. 5 new trains are started to connect the main

cities of NE India with the capital.

Answer (b) & (c).

Madam… Safety and security of passengers is always our first priority

and Indian railways is deeply concerned about it. But to my grave

sadness and with the heavy heart I am pronouncing that in the year

2013-14 , 12 incidents of accidents ,16 collision,31 events of derailment

and 69 accidents at the railway crossings without gate had happened. In

all 206 passengers died, 308 passengers got major injured, 1028

passenger got minor injuries. Government expresses its deep condolence

to the victims and their families. Government has declared the

compensation of Rs. 15 lac who lost their lives and Rs. 5 lac for the

passengers who got major injuries and Rs. 2 Lac for the passenger with

minor injuries during the mishaps. But compensation can never settle

the as before. Government has tied up with some International security

Agencies and IIT in searching the new techniques of securities including

GPS system, Ultra Sonic sound wave system to check crack and flaws in

the railway tracks.

MISS CHITRASHREE: Madam, Honourable minister has shown a great

concern regarding the safety and security of the passengers in his speech.

But the conditions are terrible.

Madam, I would like to know from the honourable minister

that what steps has been taken by the railway ministry for the safety and

security of woman passengers in the train.

MADAM SPEAKER: Hon'ble Railway Minister, Please.

RAILWAY MINISTER (Miss Sristhi Singh): Hon'ble Speaker Madam,

Indian railway accords, utmost importance to the security of passengers

in Railway premises. The security apparatus in stations / on trains is

being continuously strengthened to ensure passenger security. Special

emphasis is being given on measures to take care of the security needs of

women passengers……..To increase the presence of women personnel in

RPF, 10% of the vacancies in every recruitment are reserved for women.

RPF and GRP staff and officers regularly attend the trains and also

conduct surprise inspections at major stations with focus on security of

women passengers. Surveillance cameras are also installed at key

locations at important stations to watch the movement/activities of

suspicious elements.

MADAM SPEAKER: Hon'ble Railway Minister, Please.

RAILWAY MINISTER: Hon'ble Speaker Madam,

Answer (a) & (b). Electrical traction is an environmental friendly,

pollution-free and energy efficient mode of transport and offer an

excellent alternative to fossil fuels as a source of energy. IR decided to

adopt 25 KV AC traction system and, thus, selected main lines and high-

density routes were taken up for Energisation in a planned manner.

Today, out of the seven major trunk routes connecting Mumbai, Kolkata,

New Delhi and Chennai, six are fully electrified and work is in progress

on the remaining Mumbai-Chennai route. In the XII Five year plan we

set a target of electrification of 2500 RKm(Broad Gauge),750 RKm

(Meter gauge) and to our delight we have achieved 80% of set target by

the end of fourth year of the five year plan.

Madam India accounts for one third of the world's poor. Almost half of the country’s children aged below 5 years are chronically malnourished. More than a third of Indians aged between 14 and 49 years are categorized as under nourished. Therefore with a view to provide food and nutritional security in human life cycle approach, by ensuring access to adequate quantity of quality food at affordable prices, the Government has brought forward this bill before this august House. This is one of the important steps towards eradication of hunger, malnutrition and resultant poverty.

The Salient features and some of the important provisions of the Bill are as follows.

1. 75% rural and 50% of the urban population are entitled for three

years from enactment to five kg food grains per month at 3 , 2 ,

1 per kg for rice, wheat and coarse grains (millet), respectively;

2. The states are responsible for determining eligibility;

3. Pregnant women and lactating mothers are entitled to a nutritious

"take home ration" of 600 Calories and a maternity benefit of at least

4. Children 6 months to 14 years of age are to receive free hot meals or

"take home rations";

5. The central government will provide funds to states in case of short

supplies of food grains;

6. The current food grain allocation of the states will be protected by the

central government for at least six months;

7. The eldest woman in the household, 18 years or above, is the head of

the household for the issuance of the ration card;

8. State Food Commissions will be formed for implementation and

monitoring of the provisions of the Act.

9. The cost of the implementation is estimated to be $22 billion(1.25 lac

crore), approximately 1.5 % of GDP.

10. The poorest who are covered under the Antodaya yojna will remain

entitled to the 35 kg of grains allotted to them under the mentioned

the Parliament at a time, when India suffer with poverty, malnutrition,

hunger and under nourished. Keeping all features points in mind, I

would like to support the food security bill as it proposes to give

subsidized food grains to 75 per cent of Indian 833 million rural

population and 50 per cent of an estimated 377 million urban people.

The provisions of the Bill says that the beneficiaries would get a

total of 5 kilogram of rice, wheat and coarse grains every month at the

price ranging from one rupee to three per kilogram it is much cheaper

than the market price. My next point is about Nutrition Support to

pregnant women and lactating mothers. The provision in the Bill says

that free meal would be given to pregnant women during pregnancy and

six months thereafter. And maturity benefit of not less than Rs.6,000

also provided to them. Expressing my great satisfaction about the way in

which this Bill is moved in this House to remove poverty and hunger

making Right to Food a reality.

MISS CHITRALEKHA : Thank you very much Madam for giving

me this opportunity to speak my point of view about the Bill. I

think Govt should create job opportunities and work for

every person to make a poverty free country and I think this

bill will add more poverty to our country. The very first point

is this the expenditure behind this step. From where such a

huge amount will come to feed a huge population of our

country at a negligible cost. And even at such a stage when

rupee is struggling to keep its reputation. Such a huge cost

will definitely cut down costs from many important

development or growth sectors. Second thing is about

corruption in our country. Now with this bill a huge amount

of money and food grains will travel through a long chain

before it landed into poor people's plate. And all of us know

that by the time 1KG rice will be converted into 10 gm rice or

may be less. That's what is happening in our country and will

be happening coming days because there is no such solid

system implement to stop corruption. So with this bill many

such Netas or officials will be very happy as they might get a

chance to earn some extra money. Another point is about the

amount of food Govt has to collect from market to keep this

plan success. From here Govt has indirectly allowed to grow

the black market and may be some more scams for future.

This might create an emergency situation in market and food

grain prices may go up unnecessarily.I, therefore, strongly

oppose & against the bill.

actual truth ‘Agar Pet na Payian Rotian Sabe Galan Khotian” (if person is

hungry he will not listen to even truth, Food is basic need for a living). I

want to cuote that in our Holy Granth “Sri Guru Granth Sahib”, Bhukhe

Bhagat Na keeje, Je apni Mala Leeje’ mean if a persons or saint is hungry

it is not possible for him to concentrate on his spiritual life. Due to

this historic bill giving food for all, food security to 75% of the rural area

and 50% of the urban population with focus on nutritional need of

children, women especially for poor pregnant women and lactating

women. The National Food Security Bill will be a revolution in Food

Distribution System. It is a historic reform that the delivery of the food

grain will be end to end to all the beneficiaries. I stand with support to

this historic bill giving food for all.

भारत में पांव जमाए हुए है। अब जब आम चुिाव करीब आ रहा है तब केन्द्र सरकार िे भ ख का

अतं करिे के ललए दनुिया की सबसे बडी खाद्य सुरक्षा योजिा की शुरूआत कर दी है।

लोगों को खाद्यान्द्ि देिे की योजिा को केवल अिाजों तक ही सीलमत क्यों रखा गया है

और इसमें दालों और खाद्य तेलों आदद को शालमल क्यों िहीं ककया गया? इि खाद्यान्द्िों में

प्रोटीि की कमी की कोई जांच िहीं होती, खरीद के समय इस पर कोई ध्याि िहीं ददया जाता

है। बड ेदखु की बात है कक जजस देश में लाखों टि अिाज गोदामों में सड जाता है, च हों और

जािवरों की भेंट चढ़ जाता है, वहां इंसाि भ खों मरते हैं। सरकारी गोदामों में 50 लाख टि से

अचिक खाद्यान्द्ि का स्टॉक रहिे के बावज द देश में भुखमरी है। आज खाद्य सुरक्षा

स चकांक में भारत का स्थाि 70वा ंहै, जबकक वर्ा 2012 में 66वा ंथा। खाद्यान्द्ि पेट का

सवाल है या वोट का?

सरकार खाद्य सुरक्षा देिे जा रही है - अभी तक वह ककसािों को उिके द्वारा उत्पाददत

अिाज की समुचचत सुरक्षा व भंडारण की गारंटी भी िहीं दे सकी है। सरकारी गोदामों में उिकी

क्षमता से कम भंडारण होिे पर भी अिाज सडता है क्योंकक उसे जाि-ब झकर सडाया जाता है

ताकक उसे शराब के उत्पादि में इस्तेमाल ककया जा सके। इस फ ड लसक्योररटी बबल में ि

जािे ककतिी खालमयां हैं - पांच ककलो अिाज से ककसी व्यजक्त के महीिे भर का पोर्ण ककस

तरह सुनिजश्चत होगा? सरकार की इस योजिा से एक व्यजक्त को प्रनतददि केवल 167 ग्राम

अिाज ही लमलेगा।

MISS PRIYANSHI GAUTAM: Madam, It is a good thing that the

Central Government is thinking of providing food security to the millions

of poor people of India. But I want to ask the Government that still the

number of people who are truly poor is not properly identified and many

people who should be real beneficiaries are still not having any BPL card

either. In many States rich and middleclass people have BPL cards just

be beneficiaries of Government land and subsidies provided by the

Central Government. So, in my view a proper survey of true poor people

should be done. So, I think first the Government should think of a proper

distribution of PDS because in many places and States the PDS system is

not in proper order and many times the beneficiaries don’t get the proper

benefit. Even after having mid-day meals and Aaganwadi the small

children of India die of poor conditions of food and hygiene. So, before

implementing I suggest that a proper format of the bill with proper

suggested amendments should be carried out as we have time to

implement it properly.

वाले 75 प्रनतशत तथा शहरों की 50 प्रनतशत आबादी को सस्ता अन्द्ि लमलेगा। नियम के लाग होिे की नतचथ से तीि वर्ा की अवचि के ललए सभी पात्र लाभाचथायों के ललए चावल 3 रपए, गेंह 2

रपए व मोटा अिाज 1 रपए प्रनत ककग्रा की दर से ववतररत ककया जाएगा। राष्रीय खाद्य

सुरक्षा बबल में 612.3 लाख टि के अिुमानित वावर्ाक खाद्यान्द्ि हेतु 1,00,953 करोड तथा इसके कियान्द्वयि हेतु 23,794 करोड अथाात ्कुल 1,24,747 करोड रपए की अिुमानित खाद्य

राजसहायता दी जािी है। इस नियम के माध्यम से प्रत्येक व्यजक्त को 5 ककलो खाद्यान्द्ि,

अन्द्तोदय अन्द्ि योजिा के अतंगात प्रत्येक पररवार को 35 कक.ग्रा. अिाज उपलब्ि होगा। गभाावस्था के दौराि और उसके पश्चात ्छः माह तक िःशुल्क भोजि तथा 6000/- रपए का माततृ्व लाभ देिे का निणाय ललया गया है। इसके अनतररक्त 6 माह से 14 वर्ा के बच्चों के ललए

हालांकक, गरीबी के अिेकों-अिेक आंकडे हैं, कफर भी मािा जाए तो 21.9 प्रनतशत यािी

26 करोड लोग गरीब की शे्रणी में आते हैं, लेककि मैं यह बतािा चाह ंगा कक इस योजिा के

माध्यम से 82 करोड लोगों के लाभाजन्द्वत होिे का लक्ष्य रखा गया है। यह बबल गरीबों की पीडा

को ध्याि में रखते हुए बिाया गया है, अिुस चचत जानत के व्यजक्तयों को अचिकतम लाभ ददया

गया है और यदद य पीए सरकार के द्वारा चलाई गई महत्वप णा प्रमुख योजिा मिरेगा को इसके

साथ जोडकर देखा जाए तो गरीब मिरेगा से मजद री लेगा और खाद्य सुरक्षा योजिा के

अतंगात पेट भरि ेहेतु सस्ता अन्द्ि।

खाद्य भंडारण के बारे में प्रश्ि उठाए गए। यह सही है कक खाद्यान्द्ि के ललए

भंडारण क्षमता अभी भी हमारे सामिे एक चुिौती है। मैं, माििीय मंत्री जी को िन्द्यवाद देता ह ं, जजिके प्रयासों से आज देश की भंडारण क्षमता 822.38 लाख टि है जो कक योजिा हेतु आवश्यक अिुमानित क्षमता 614.3 लाख टि से कहीं ज्यादा है।

इस महत्वप णा योजिा को अकेले केन्द्र द्वारा लाग िहीं ककया जा सकता, राज्य

सरकारों को इस महत्वप णा योजिा में अपिा योगदाि देिा है। अतः मैं इस बबल का समथाि करता ह ं।

Madam, today this House has discussed this important Bill & hon. Members have participated in this discussion. The entire House has taken a very active part in the discussion. Madam, I am grateful to all the Members who have supported the Bill I am also grateful to those members who have given their constructive criticism on it. Madam, we have made wider consultations and the Standing Committee has done a good job.

The important thing is that in the present BPL system, a consumer is getting 35 kgs and, the BPL and AY together is only 6.52 crores, that we are covering only 32 crore of the people. In the new Bill we are covering 67 per cent of the population of the country, that is, 82 crore people.

some Members suggested whether we have enough storage capacity. Madam, five years back, our storage capacity was to the tune of 55 million tonnes which at present has grown to 75 million tonnes. By 2014-15, we will have 85 million tonnes of storage capacity. I know this is not enough because we should have intermediate godowns in the States. We have suggested to the States that they should build intermediate godowns for four months of their PDS requirement which needs about four lakh metric tonnes.

Madam, I thing we have clarified most of the points and some doubts here. So, my request is that this Bill be passed unanimously.
