National R&D Center for Offshore Wind Power was established based on CSIC
(Chongqing) Haizhuang Windpower Equipment Co., Ltd. Haizhuang is a CSIC
company doing strong in wind power equipment R&D, fomerly Chongqing
Haizhuang Technology Development Corp. By the end of 2012, Haizhuang's totalasset reached 6 billion RMB level.

By introducing and innovating European technology, Haizhuang currently has a
product serie contains 850KW, 2MW, 2.5MW and 5MW with different type which
could satisfy different climate and geographic conditions. Off-grid and micro-grid
system are also Haizhuang's products.
Being the largest shipbuilding group in China, CSIC's national-level labs for
offshore engineering has enable Haizhuang with unique advantages in key offshore
wind related technology as currency analysis, typhoon alerting and forcasting,
offshore installation, etc.Strong intergration of CSIC offshore forces is significantly

Many of worldwide mainstream turbine manufacturer were formerlyWind doingshipbuilding as turbines' core structure is similar to vessels. In this perspective, CSIC
has excellent advantages of turbine supply chain. Currently, CSIC could manufactur
the turbine components by 95% inside the group. As the leading wind company in

2 The Establishment of the
National Engineering Research Center for
Offshore Windpower
a) Positioning of the National EngineeringResearch Center for Offshore Windpower
The National Engineering Research Center for Offshore Windpower was
established in conjunction with Haizhuang Windpower Equipment Co., Ltd. Operated
under Core competence and Cooperation mode the research center has designed as
a national leading and global competitive institute, which fully utilzed the synergestic
scientific resources inside CSIC Group, and competible with the offshore technology
development of China. The Centers mission is R&D of general technology in the
emerging offshore wind power industry and consistend develop and provide a stable
public service platform, and the Center engaged itself in buiding of a offshore wind
power scientific base which combined technologcal innovation, transfer of theresearch archivments, exchange the information and technolog and human resource
training together. Following the Chinas development strategy of offshore wind
energy and based on the R&D of offshore wind power geration system, a innovation
platform of offshore turbine development and offshore wind farm construction of our
own would be built, and it will accelerate the update of Chinese offshore technology,
improve the mangagment of construction and operation for offshore wind project, and
realize the nations target for the development of renewable energy.

The overall objective of the Center is to establish a fundamental base for design
of offshore wind turbine, system integration, test and verification. The Center serves
Chinese wind turbine manufacturing industry in the R&D for the critical and general
technology such as design of offshore wind power system, integrated manufacturing,
ocean environment, and provide comprehensive solution for offshore wind power
equipment manufacturing and project construction, build a innovation platform of the
independent design, make and integration of the offshore wind turbine that is fully
compatible for Chinas climate, wind condition and geological characteristics, take the
overall innovation ability of Chinese wind power industry to a new level.
Haizhuang Windpower is a manufacturer of wind turbine generator. Thecompany is responsible for the solution of bottlenecks in manufacture and operation
of offshore wind power equipments as follows:

Since its foundation, the member list of the Reporting Committee of the
Feasibility has contained the representative from the direct official, Haizhuang
Windpower, CSIC and other relevant companies and institutes. Meanwhile an
Academic Committee has been established also. The Academic Committee included 3
Academicians from CNERI and 29 domestic and foreign top specialists of offshore
wind power. The Director is responsible for the Center, and is directed and supervised
by the Administration Committee. Under the Center there will be subsections as the
R&D Center Denmark, the Department of Technology, Haizhuang R&D Center,
Administration Office of Engineering Center, Lab Resources of CSIC, Technology
Resource of Supply Chain.

The Center is operating in compliance with the regulations of CSIC(Chongqing)
Haizhuang Windpower Equipment CO., Ltd. CSIC Group and under the principal of
modern enterprise. It has utilized its synergistic advantages of the current technology

consultant and service, technological communication, promotion of new technology

The Center has 153 staffs, 129 employees and 24 guest researchers and postdoctors.
The elite researcher team of 31 senior engineers, 44 intermediate engineers and 78
junior engineers bring out outstanding ability of research and innovation.

During the period of establishment, the Center has opened series of research for
the critical and general technologies, which covers system design, integrated
manufacturing, ocean engineering and erosion protection, expansion of the
environment compatibility of WTG, optimization of the control strategy for wind
power, energy management platform and cutting edge technologies of wind power.
Such researches can reduce the costs and improve the efficiency of design and
manufacturing of offshore wind power equipment and construction of offshore wind
projects. Meanwhile the R&D for 2.5MW WTG, the WTG compatible with 60Hz
grids in North America, the H102-2.0 MW WTG with extra long blades and the
plateau type and inter-tidal type WTG has also been finished.

In the same period, the development of 5.0 MW offshore WTG has been
finished, which has used standard and modularized design, equipped with blade
length of 127m and 151m, is compatible for IEC wind zone class I and III B+
respectively, which has expanded the available scope of utility. The turbine is fully
compliance with the design standards of IEC and Germanischer Llody. The 2 turbines
of this model has been installed in Longyuan Rudong Intertidal Demonstration Wind
Park, Jiang Su province, which is operated by Longyuan Wind Power CO., Ltd. its
the first 5MW offshore model installed with tripod foundation and erected by offshore
wind turbine installation ship in China. The 2 turbines are currently running und good
and stable condition, and have already archived full load generation. The domestic
leading and global outstanding performance shows the strong research ability of the

Center.
The load simulation and calculations platform for the offshore wind power and
the analysis and test platform for the system control of the offshore wind power have
been setup by the Center. At the same time the Center has utilized domestic advantage
in offshore equipment, offshore engineering, resistance technology in extreme
environments and resources inside CSIC Group, co-founded with 3 research institutes
the Laboratory for the Research of Ocean Dynamic, the Laboratory for the Research
of the Offshore Wind Turbine Generator Testing and the Laboratory for the Research
of Erosion Protection of Offshore Wind Power Equipments. With said facilities the
Center has won the ability in research and test of critical technology for the offshore
wind power, and accomplished its set objectives.

During the establishment, the Center has undertaken 10 offshore wind power
relevant research projects from local and state government, including 4 national
projects, 17 patents have been applied, under which 4 for inventions, 6 applications
are been accepted, 10 have be certificated, 89 papers are published, 20 technological
achievements with own intellectual property are gained. The Center has also
participated in formulating of 15 standards, has formulated 2 standards alone, that has
greatly improved and regulated offshore wind power industry.

Today, the Center has cultivated 24 Masters and 3 Doctors/Postdoctors in the
area of offshore wind power and trained over 100 professions in the area of
engineering, management, sales related to offshore wind power. The Center has ever
sent 37 person-time abroad for technological cooperation, training and education, 21
person-time for business visit. As an exchange platform, the Center has hold 3 times
high level, large scale international forums of offshore wind power technology, and
has been evaluated as important milestones of the development of the offshore windpower in China.

The industrial base of the center is combined within the production project of
2MW Various Speed Constant Frequency Wind Turbine Generator of Haizhuang
Windpower, and the manufacturing base of Haizhuang Windpower Jiangsu for
offshore wind turbine and components.

The 2MW Various Speed Constant Frequency Wind Turbine Generator of
CSIC(Chongqing) Haizhuang Windpower Equipment Co., Ltd. has been launched in
2008, and accomplished in March 2010. The launch of the production has achieved a
advanced, high efficient and logistically smooth capacity of 500,000 kW/a with fully
own intellectual property. The production facility includes erection equipments,
assembly, measurements and testing equipments, commission platform, warehouse
and logistic facility.

Testing platform is the basic condition of technological R&D. In the past 3 years
the Center has established 5 labs and simulation platform capable for fundamental
research by itself or in cooperation with relevant research institutes inside CSIC

standards for offshore wind power. From October 2011 to September 2013 the Center
has participated formulation and discussion of 7 ISO Standards for the offshore wind
power, such as Ports and Marine Operations Communication and Emergency
ManagementEntry-level Qualification Technical EquipmentLogistics- Supply

Systems. By this means the Center has introduced the experiences of European

During these 3 years of the construction, engineering center with the help of
HZ windpower company to make technology accumulation, and get the support
from CSIC Group in marine equipment and engineering technical advantages. The
center make the development of the 5 mw offshore wind turbine, key projects
around the project application and wind turbines on engineering application. And
the center applied the technical achievements of 5 MW offshore to the onshore
wind turbines optimization and upgrading which promote the technological
popularizing and radiation. The major projects and key technical points center
undertake as shown in figure 3 to 2.

Transformation of the centers technological achievements is carry out by the
HZ windpower. After 3 years, the technical accumulation and transformation has
been made outstanding achievements. Through the transformation, there has
formed a sequence of wind turbines products cover a variety of natural
environment and wind area, and developed a number of national and provincialkey products, such as H102-2.0 MW wind turbine which won the award of the
national ministry of science and technology. Besides this, wind turbine of H60-2.0
MW, the H87-2.0 MW, H93-2.0 MW and H102-2.0 MW also won the award of the
Chongqing key new product, and H93-2.0 MW wind turbine for Chongqings
excellent key new product.

At the same time, the centers technology conversion efficiency is also
reflected in HZ windpower' s performance. With the increasing of technical ability
and the strength of technical accumulation, the company's performance has a
larger breakthrough. In 2011-2012, the period of adjustment in wind powerindustry, the company's annual installed capacity maintain a certain growth rate.
According to Statistics fromthe Chinese wind energy association published in June
1, 2013, the companys newly installed capacity grew by 154%, which is the
fastest growing in the domestic wind power equipment manufacturing industry.
Respectively, the official Xinhua news agency and People's Daily separately
published feature articles called " the mystery of the haizhuang windpower s
bucking up" and why the haizhuang windpower can be risen during the
contrarian. Both of them are pay tribute to The center and companys steady
development strategy.
c) The team construction and training of the talents

During these 3 years, the center has built a high level of high quality talent
team. Now, it has 153 engineers which nearly three times compare with 62
engineers in 2009, including 129 fixed staff, research and postdoctoral visiting
personnel 24 people. All of them have rich experience in project management and
teaching.

In addition to hire permanent staff , , the center also hired technology
backbone and management personnel from the CSIC Group during the forming
period, and the other relevant institutions and enterprises of the CSIC also sent
their engineering and technical personnel more than 20 people to the centre to
work. The data of comparison between the early 2010 of and the end of 2012, the
senior title personnel proportion increased from 16.1% to 16.1%, and theproportion of Dr. Master's personnel also increased from 24.2% to 24.2%, which is
show the center played a huge role of supporting the form of attract and cultivate
high-level talents

Engineering Center fully relies on the support which comes from CSIC (Chongqing)HZ windpower Equipment Company and China Shipbuilding Industry Corporation. Based
on the policy of modern management, it conducts the daily management and operation in
the full use of the comprehensive advantages of relying on scientific research,
management, talent and basic conditions, to carry out joint technology research,
technical consulting, technology services, foreign exchange, promotion of achievements
and personnel training etc.. At the same time, it actively introduces high-tech talent,
insisting on the combination of full-time and part-time, fixed and visiting combination
employing mechanism.
Engineering Center introduces competition and talent-oriented mechanism, market
demand-oriented policy, scientific and technological achievements of engineering,
industrialization basic tasks, while the implementing of diversification mechanism to
science, industry, trade, industry, academia, research organically as a whole. Engineering
Center makes the allocation, reward, discipline and team building efforts to create a
relaxed environment. Truly conducive to scientific and technological achievements of
