FOREWORD This booklet has been prepared by the staff of the Newman Senior Technical College to inform parents and students of the Assessment Scheme applicable to the Preliminary Higher School Certificate course. It is a reflection of the current Assessment Policy and procedure throughout New South Wales in general and Newman Senior Technical College in particular. The booklet also details, course by course, the means by which each Key Learning Area will arrive at its final Student Assessment Mark. Assessment at the Newman Senior Technical College is conducted using three different methods. These methods reflect the differing requirements for each of the three types of courses offered at the College. Courses at the College can be grouped into three main categories.
(a) Board Developed Courses – English (Standard), English Studies, General Mathematics
(b) Board Developed and Board Endorsed VET courses - Automotive, Business Services, Children’s Services, Construction, Electrotechnology, Furniture Making, Hospitality Operations, Human Services, Information Technology, Metals and Engineering, Retail Services.
(c) Content Endorsed Courses - Computing Applications, Marine Studies, Sports Lifestyle and
Recreation, Studies of Religion (Values and Ethics), Visual Arts - Printmaking. Each Course Assessment Schedule will identify the:
a) components to be assessed in the course b) weightings for each component in the course (where appropriate) c) type of Assessment Task (e.g. exam, essay, fieldwork) d) mark value of each task in relation to the total number of tasks for the course.
In other words, students should make it their business to know:
What is to be assessed;
How it will be assessed;
When it will be assessed;
The relative value of each task. Assessment is an ongoing process at Newman Senior Technical College. All VET courses have ongoing assessment which is aimed at measuring a student’s competence in a range of skills and applications. The Preliminary Course will be assessed regularly, however all HSC Major Assessment will commence when the HSC course begins, which will normally be in Term Four of Year 11. Students are reminded of the importance of all work set during Years 11 and 12 - not only major Assessment Tasks - in order to perform adequately in their course of study. Minor Assessment Tasks provide excellent preparation for major Assessment Tasks and external examinations. They are subsequently regarded as important learning strategies. This booklet also clearly states the separate responsibilities of the College and the student. These responsibilities should be read carefully and understood because of the significant implications they have for each student's Preliminary HSC results. Any questions regarding specific aspects of this Assessment Policy should be directed, in the first instance, to the class teacher concerned, and then to the Director of Studies if necessary. I hope you make profitable use of your time, and wish you every success in your senior studies at Newman Senior Technical College.

SECTION A:
SUMMARY OF THE BOARD OF STUDIES POLICIES, REQUIREMENTS,
PROCEDURES THE PRELIMINARY HIGHER SCHOOL CERTIFICATE
will be awarded at the completion of Year 11;
indicates that a student has satisfactorily completed the Preliminary HSC according to Board of Studies Requirements.
ELIGIBILITY To qualify for the Higher School Certificate students must satisfactorily complete a Preliminary pattern of study comprising at least 12 units and an HSC pattern of study comprising at least 10 units. Both patterns must include:
two units of a Board Developed Course in English;
at at least six units of Board Developed Courses;
at least three courses of two units value or greater (either Board Developed or Board Endorsed Courses).
Students must also have met assessment requirements for all courses and have presented for the Preliminary HSC examinations. MEASURING ACHIEVEMENTS This is done by:
HSC examinations, which measures performance under examination conditions.
school assessments throughout each course, based on set tasks, which may include assignments, projects and tests;
the Preliminary competency based assessment for VET courses CREDENTIALS On completion of the Preliminary HSC Course each student will receive:
1. A Preliminary HSC Record of Achievement. This will list all courses satisfactorily completed to the Preliminary HSC stage.
2. A Statement of Attainment for all VET courses. ASSESSMENT OF PRELIMINARY COURSES The following information applies to Board Developed and Content Endorsed Courses The Board of Studies syllabuses provide information about the suggestion for assessment for Preliminary Courses that include a suggested set of components, weightings and tasks. These are outlined in Part C of this document. VET Assessment This information applies to the following VET subjects.

Students’ achievement in VET courses is recognised through Nationally Accredited Competencies. Students will have their Preliminary VET courses credited on their Statement of Attainment. WORK PLACEMENT AND ITS ROLE IN ASSESSMENT It is policy of the Newman Senior Technical College to complete all mandatory work placements by the end of Term Three for the Preliminary year and Term Three during the HSC year. It is a Board of Studies requirement that students complete mandatory hours to be credited with the 2-units for a given VET subject on their Preliminary Higher School Certificate. Failure to meet this requirement will result in a student not achieving their Preliminary Higher School Certificate. Similarly, a student may also have their AQF Certificate (1 or 2) of Achievement withheld if they do not meet the mandatory Work placement Requirement. Where students do not complete work placement requirements, they would receive only a Statement of Attainment from the Board indicating the completed modules. CONDUCT AND ATTENDANCE The principal will be required to sign that a student’s conduct and attendance have been satisfactory throughout the Preliminary HSC year. If a student’s absences exceed 15% of available time in any given course, the Principal may give an “N” indicator for that course unless the student can demonstrate that they have achieved the outcomes of the course as outlined in the syllabus in this reduced time. Any extended periods of absence must be verified with the Principal. ILLNESS / MISADVENTURE PROVISIONS The School Assessment will not compensate for factors such as extended illness, misadventure or domestic problems, which may have affected a student's performance throughout the course. It is the student’s responsibility to fulfil all requirements specified in the assessment schedule, including those tasks given during the student's absence. Notwithstanding this provision, a student who is absent when a particular task has been scheduled to be performed or is adversely affected during the performance of a particular task which constitutes part of assessment, will not necessarily have a “zero” mark recorded for that task. Marks based on a substitute task, or in exceptional circumstances an estimate based on other evidence, will be accepted where the School considers the student has a valid reason, e.g., illness, for not completing that task. Documentary evidence (e.g. Doctor’s Certificate) must be provided by the student wherever possible, in support of an illness / misadventure claim. If a student is absent without a reason which the School considers being adequate cause or without leave being granted by the School, a mark of “zero” will be recorded. Students absent from school or workplacement the previous school day before an assessment is due falls into this category of Illness/Misadventure Provisions ASSESSMENT TASKS MUST BE STUDENTS’ OWN WORK The purpose of the assessment procedure is to reward students for their individual efforts over the duration of the assessment period. Thus it is essential that the assessment be the student’s own individual effort, not that of others. Therefore, with designated assessment tasks such as home assignments and research tasks, students may be required to sign a statement that the work is in fact, essentially their own work. If, at a subsequent date, the work is found to be not essentially their own, a mark of zero may be recorded for the assignment. Further, students who lend their work for such purposes are jeopardising the marks they have gained and their rank position. It is a Board of Studies requirement that all students entered for one or more HSC courses with an external examination satisfactorily complete “HSC: All My Own Work” or its equivalent. This program outlines the rights and responsibilities for every student during their HSC years.

UNSATISFACTORY PERFORMANCE Where a candidate has been given zero marks because of failure to complete assessment tasks totalling 50% or more of the final course assessment mark, the Principal must certify that the course has not been studied satisfactorily. Candidates who do not complete a course satisfactorily, will have neither an Assessment nor a Examination mark reported for those courses in which assessment requirements have not been met for the Preliminary Higher School Certificate. CHANGES OF COURSES OR SCHOOL If a student transfers to another school before 30 June, the new school will prepare the final assessments on those tasks completed at the new school. Information received from the former school may be considered. If a student applies to change course, the Director of Studies may allow a change of course provided he or she is satisfied that the student can satisfactorily complete the new course. Normally a change of course will not be allowed after 30 June. BOARD OF STUDIES DOCUMENTATION In keeping with recommendations from the Board of Studies, documentation relevant to courses taught at the Newman Senior Technical College is available for student reference upon request to the Leader of Curriculum. Such documentation includes Syllabuses, Course Support Documents and HSC Examiners Comments. Past HSC Exam papers are also available for some subjects. Students will need to consult course teachers to gain access to these documents. Students are encouraged to make themselves familiar with this material in order to gain a greater appreciation of the content and methodology of courses studied, of assessment requirements and examinations formats. The Leader of Curriculum or Assistant Principal should be consulted for assistance in this area.
‘N’ DETERMINATIONS Warnings If at any time it appears that a student is at risk of being given an ‘N’ (Non-completion of course requirements) determination in any course, including VET courses, the principal must warn the student as soon as possible and advise the parent or guardian (if the student is under 18 years of age) in writing. This warning should be given in time for the problem to be corrected and should provide advice about the possible consequences of an ‘N’ determination in a course on Higher School Certificate eligibility. The principal must:
a) advise the student in writing of the tasks or actions to be undertaken in time for the problem to be corrected;
b) advise the parent or guardian in writing (if the student is under 18 years of age); c) request from the student/parent a written acknowledgement of the warning; d) issue at least one follow-up warning letter if the problem has not been corrected; e) retain copies of the warning notice(s) and other relevant documentation.
Students who have not complied with the requirements for satisfactory completion of a course at the time of finalising assessments cannot be regarded as having satisfactorily completed the course. The principal will then issue an ‘N’ determination and advise the Board via Schools Online.

SECTION B:
NEWMAN SENIOR TECHNICAL COLLEGE
STUDENT INFORMATION THE COLLEGE ASSESSMENT POLICY IS CONSISTENT WITH THE GUIDELINES PROVIDED BY THE BOARD OF STUDIES. The following policies and procedures formulated for Newman Senior Technical College are in keeping with policies and guidelines as stated by the Board of Studies. COURSE ASSESSMENT POLICIES. Each course has stated its assessment procedures and this information is communicated in Section C of this handbook. These policies are designed to measure the achievements of each student in the components of course and subject objectives selected for assessment by the Board. Various measures will be used in such a way as to make the final mark an accurate representation of the degree of achievement by the student, in relation to all other students.
FREQUENTLY ASKED QUESTIONS:
How will I know what my major assessments are? You will be informed in advance that a certain task has been nominated as a “Major Assessment Task”. However, the College reserves the right to omit any task, if it fails to discriminate or if results are of a uniformly high or low standard. How is assessment fair for all students? Where students are in different classes in a particular course, assessment strategies will be designed so that comparisons can be made and the students considered, for assessment purposes, as part of the one cohort. Who do I talk to about assessment? Your subject teacher is your first stop for assessment questions. The Leader of Curriculum looks after assessment in the whole College. One of his main functions is to coordinate the assessment tasks given by various subjects and thus try to avoid student "overload" at particular times in the year. To this end, an assessment task planner will be issued early in each term. This planner will show the due date of every assessment task in all subjects for that term. What happens if I hand in work that I’ve copied from someone else? All work to be included as part of the assessment profile must be the your own individual effort, not that of others. You may be required to sign a statement to this effect. Work which is copied, taken wholly or substantially from the Internet or shows signs of extensive "outside assistance", may be awarded zero marks. Can I email my teacher my assessment or give it to them on a? Assessment tasks are not to be submitted electronically (unless requested or negotiated by a teacher for a particular task). Only hard copies of tasks will be accepted. How can I find out how I’m going in a course? Accurate records will be maintained by College staff according to the course’s individual program for assessment. You will be made aware of your progress while privacy provisions are such that results for other students will not be published. Will all of my assessments be tests, or are there different types of assessment? There are two types of assessment tasks:
1. In-class assessment tasks, e.g. tests, exams, in-class essays, practical tasks, administered on a given date. 2. Hand in tasks prepared predominantly out of class and submitted on a given date, e.g., essays, research
projects, reports. What happens if I hand in a task late or don’t turn up for a test?

You will be deducted 10% from your total mark every day that the task is late. After five days you’ll still have to hand in or complete the task but will receive a mark of zero. Remember, that this penalty includes weekends. What happens if I’m sick on the day of task being due? Ring us to say you’re sick. You then need to get a medical certificate to explain your illness. When you return to the College show it to the Leader of Curriculum. What happens if I’m sick but still want to do the task so I miss earlier lessons? We assume you’re unable to perform the task to the best of your ability. You can’t turn up for a task if you’ve missed some of your earlier lessons. Therefore, go to a doctor and get a medical certificate. Ring the College to tell us you’re sick. When you return to College show your medical certificate to the Leader of Curriculum. What if I don’t go to the doctor and miss a task, but my mum writes me a note? We have to be fair to all students. We can’t accept a note from home. Without a medical certificate you will be deducted 10% every day the task is late. Can I stay home from workplacement to complete an assessment or study for a test? No. Students who fail to attend workplacement prior to an assessment task will require a doctor’s certificate or automatically incur a 10% penalty on the task. Incomplete assessment work cannot be used as a reason for not attending workplacement. What about if I’m sick and my dad’s going to bring in my assignment for me? That’s a great idea! Make sure it’s handed to the front office by 9am. If it’s handed in late, we’ll assume you’re at home working on it so will have to deduct 10%. I’ve had some family issues going on. It’s stopped me from doing my task on time. What should I do? Make sure you communicate this to your subject teacher, PC teacher or the Leader of Curriculum. Where accident, illness or misadventure prevents a task being completed on time, an application for consideration on the above grounds should be submitted on the special form provided in this booklet, on or preferably before, the due date. Copies of these forms are available from the course teacher, Leader of Curriculum or Assistant Principal. It is mandatory to present a Doctor's Certificate if illness is to be the grounds for Special Consideration. Do I have to fill in an Application for Assessment Extension? Can’t my teacher just say it’s ok? You must complete the form. Extensions of time should not be sought verbally from subject teachers. The application form must be completed, signed by the course teacher and then submitted to the Leader of Curriculum. In general, where an in-class task has been missed, students should be prepared to attempt that task (or a substitute) immediately on their return to school, which may involve withdrawal from normal lessons in order to complete the task. Estimates or "Z" scores will only be used as an absolute last resort. Do not assume that your extension will be granted. You should obtain written confirmation of the results of such requests from your subject teacher. What will happen is by accident, illness or misadventure request is approved? One of the following will happen: a) An Extension of Time may be granted. b) A 'Substitute Task' (and a time limit) may be given by the teacher. c) An 'Estimate' may be given by the teacher, but this will only be used in exceptional circumstances. E.g.,
Where the completion of a substitute task is not feasible, is unreasonable, or where the missed task is difficult to duplicate. The teacher may authorise the use of an estimate based on other appropriate evidence.
d) A "Z" score based on marks gained in previous Assessment Tasks may be calculated by the course teacher. A
"Z" score would only be used under exceptional circumstances. As a general rule, every effort will be made to have a student complete the original, or a substitute, assessment task.

My computer has crashed and I can’t revive it! I’ve lost my assessment! Can I get an extension of time? No. Failure of equipment such as computers, printers etc, will NOT be accepted as a reason for failure to submit an Assessment Task. You should print material on a progressive basis, and retain all rough work relating to a task, so these may be submitted if a failure of equipment occurs. You are also strongly advised to aim to complete tasks well before the due date, so any problems which may occur can be overcome in time. CHANGES TO COLLEGE POLICY. College policy as detailed in this book may be changed in the light of experience gained, and / or as unforeseen problems arise, or to improve the efficiency of the Assessment system. If this occurs: a) Students will be notified in advance. b) No student will be penalised / disadvantaged as a result of changes made, in regard to assessment
marks / rank gained, up to the time of change. Enquiries regarding Assessment can be directed to the Leader of Curriculum. STUDENT COMPLAINTS AND APPEALS A complaint is any type of problem and may be about an act, omission, situation or decision a student believes is unfair, discriminatory or unjustified. Initially complaints must be raised with the relevant class teacher, and/or the relevant Coordinator. Note: It is a student’s responsibility to check their marks and comments on assessment tasks.
Firstly, informal procedures should be used in an attempt to reach a resolution.
Should informal procedures be unsuccessful then (depending on the subject) the matter must be referred to either the Leader of VET or the Leader of Curriculum.
Should the matter remain unresolved the complaint must be then put in writing to the Principal, on the ‘Complaints and Appeals form’.
The Principal will arrange and conduct an interview with the student and relevant Coordinator/s. Notes of the interview are to be taken and agreed upon at the conclusion of the interview.
If the matter is unable to be resolved then the relevant CSO Representative is to be consulted. Written records of all complaints and grievances must be kept by the College and made available on request to the CSO. SCHOOL REVIEW OF INTERNAL ASSESSMENTS Where a rank is required, any student who believes that their placement in the rank order for a course is incorrect, given the feedback on their performance during the course, is entitled to seek a school review. The assessment review will focus on the school’s procedures for determining the final assessment mark. In the review the school must determine whether:
1. the weightings specified by the school in its assessment program conform with the Board’s
requirements as detailed in the syllabus packages;
2. the procedures used by the school for determining the final assessment marks conform with its stated
assessment program (in particular, the weightings used for the various assessment tasks should be
consistent with those specified in the assessment program);
3. there are no computational or other clerical errors in the determination of the assessment mark.
If the school is satisfied that these conditions have been met, no change to the assessment will be made. The school must inform the student of the outcome of the review. It must also advise the student

of the provision for a subsequent appeal to the Board, including information about grounds for appeal (see below).
APPEALS TO THE BOARD Where possible, reviews will be resolved within the school. However, provision has been made for subsequent appeals to the Board. There is no appeal against the marks awarded for individual assessment tasks. The Board will consider only whether:
a. the school review process was adequate for determining items (a), (b) and (c) in b. Section above; c. the conduct of the review was proper in all respects.
Since the appeal is directed to the assessment process, the Board itself will not revise the assessment marks or rank order. If the appeal is upheld, the Board will direct the school to conduct a further review. The appeal to the Board should be submitted by the date stipulated in the Higher School Certificate Events Timetable. The appeal should be submitted through the school on the appropriate form. Appeals submitted after the release of results will not be considered by the Board.
EXAMINATION RULES Know your timetable - no provision is made for extra time if you are late, or miss an exam. Exam
timetables will be issued in the College newsletter.
All students should be assembled outside the exam room 10 MINUTES before the scheduled starting time of each exam.
Make sure you have all you require before you enter the exam room. Pencil cases, bags and books, mobile phones or other electronic devices are not to be bought into the Examination Room.
All writing paper will be provided.
You will not be allowed to borrow any equipment during the exam.
If you need an explanation for any part of the exam paper, raise your hand and wait for the supervisor.
You will not be allowed to leave the room or move about within the room once the exam has commenced.
You must remain in the exam room for the duration of the exam.
You must keep total silence for the duration of the exam. When you have finished your exam place it face down on the desk and wait for instructions from your teacher or supervisor.
Hand up exam sections according to instructions.
If cheating occurs during the exam, you will receive no marks for that particular exam. Your parents will be notified immediately and asked to report to the College for discussions regarding any possible further disciplinary action.
If you are unable to attend an exam for any reason, you must notify the school as soon as possible. Documentary evidence is normally required to explain absence from an exam. You must report to the Leader of Curriculum on your return to the College to discuss your absence from the exam(s).

Examinations are an essential part of student responsibilities at the College. It is College policy that if a student is granted a Leave of Absence from an exam, the student is required to either: sit the exam at an earlier or later date, sit an alternative exam, or receive an estimated mark for the exam. For Trial HSC examinations, students must sit an alternative exam. Please identify the exam(s) you will be on leave during.
