Welcome ! The Durham Purchasing Co-operative Group (DPCG) welcomes you to the 55th Annual OPBA Conference in prosperous Ajax, Ontario. The DPCG is comprised of 14 agencies located within the Regional Municipality of Durham near the shores of Lake Ontario. The DPCG represents a variety of publicly funded organizations ranging from local municipalities, non-profit housing, property assessment, educational institutions, and health care. The area has grown in its agriculture, industry, technology, energy and business. For example, Colonel Robert Samuel McLaughlin started the first major automobile manufacturers in Canada which evolved into General Motors of Canada. Pickering and Darlington generating stations are Canadian nuclear power stations located on the north shores of Lake Ontario. One of the first challenges in organizing a conference is to come up with a theme. Given the history and success of such diversification in the region, the dedication of the DPCG, the enthusiasm of the conference committee and the ever-changing challenges of public purchasing, the conference theme became “Power Driven Procurement”. As public purchasers we often need to find: energy to meet the next challenge; light to shine on a problem to find a solution; and drive to move forward in a positive direction for our organizations and our profession. We have arranged a variety of dynamic Speakers and Courses - just for you! We look forward to seeing you in September!

1:00 p.m.—2:15 p.m. It’s NOT about the Medal Keynote Speaker: Sammi Jo Small The biggest difference between myself and other Olympians is the whole idea of being placed in situations that were not the way I had envisioned living my Olympic dream. Not playing in the final game in Salt Lake and then not receiving a medal in Torino forced me to focus on “ACCOMPLISHMENT OF THE TEAM” above my own feelings of failure. I think my motto has grown to become "In life, you don’t always get to choose the role you play, but you do get to choose how you play it." Sami Jo Small's message is about incredible success and facing one’s feelings about failure. Showing us that a "team" needs all of its members, regardless of their role, if they are to succeed and that we can all try to do better than yesterday, try to push our own personal limits and try to play the roles that are given to us to the best of our abilities.

Presentations will concentrate on what and how to request for bid form supplements (e.g. list of subcontractors, alternative prices, itemized prices, and unit prices) and other critical issues during the bidding stage (e.g. “strict” vs. “substantial” compliance, information document, bidder inquiries and issuance of addenda, electronic receipt of bids, and post-bid negotiations and re-bidding). Entertainment Jack de Keyzer Jack de Keyzer is a 2 X Juno (Canada's Grammy) and 7 X Maple Blues award winning artist, blues guitarist, singer, song writer and producer and one of the finest blues guitarists on the scene today. The British born, Canadian resident’s career has spanned over three decades. De Keyzer has released 7 CD's and 1 DVD as a leader and appeared as a session guitarist on hundreds of recordings. As a session guitarist he has appeared with many artists including Etta James, Otis Rush, John Hammond Jr., Ronnie Hawkins, Duke Robillard, Robert Gordon, Willy Big Eyes Smith, Bo Diddley & Blue Rodeo. Jack de Keyzer’s songs have also appeared in video; rock & blues radio charts; other artists CD's (Prairie Oyster's Platinum CD Everyone Knows); TV soundtracks and in Motion Pictures. In 2010 and 2003 de Keyzer was awarded Canada's highest musical honour the Juno award for Blues Album of the Year, for "The Corktown Sessions" (2010) and "6 String Lover" (2003). In addition to the Juno, de Keyzer has won 7 Maple Blues Awards and in 2007 won the International Songwriting Competition's first place prize for the song "That's the Only Time". Jack's most recent accolades came from two very Canadian institutions. First, Prime Minister Steven Harper's son Ben received a guitar lesson from Jack at the request of Canada's first lady Laureen Harper (a fan) at the Prime Minister's residence in January of 2009. Jack was also awarded Great Canadian Blues Artist of the year from a poll of CBC radio listeners in 2009.

10:15 a.m.—11:45 a.m. Evaluation and Fairness—How to Cope There are few issues in a procurement process that cause greater difficulties than maintaining fairness in an evaluation process: What are the elements of fairness from an evaluation perspective? Is it simply a matter of disclosing criteria? What level of detail of evaluation criteria must be disclosed? Are subjective criteria permissible? What are the evaluation process issues? NIGP SEMINARS

Strategic Procurement Planning Date: September 24 to 26, 2013 UPPCC Re-Certification points: 3

This course will cover strategic planning within an organization and the importance of its relationship to procurement

planning. Planning models will be discussed as will public sector budgeting. Developing key partnerships within the

organization in requirements determination will be explored, as this will lead to the development of proper

specifications. Pricing strategies employed in the public sector such as cost analysis and life cycle costing will also be

covered. Instructor: Barbara R. Johnson, CPPO, CPPB

Barbara Rich Johnson, MPA, CPPO, CPPB is the Manager of Contract and Procurement

Administration for the Columbus Regional Airport Authority in Columbus, Ohio. Prior to this

position Barb served as a Buyer, Assistant Administrator and Procurement Manager during her

26 year career with the City of Columbus. She holds a Masters Degree in Public Administration

in Finance, from The Ohio State University, John Glenn Institute of Public Policy and Public

Administration.

Barb is a certified Master Instructor with the National Institute of Governmental Purchasing (NIGP). She is a frequent

presenter and moderator at the annual NIGP Forum. Barb has also taught numerous workshops for many other

organizations including NIGP, the Institute for Supply Management (ISM) chapter and regional events.

Barb currently serves on the NIGP Governance Committee. She has also served on the NIGP Professional

Development, Finance, and Research Committees. She is a charter member and was the first President of the Central

Ohio Organization of Public Purchasers (CO-OPP), the local Columbus, Ohio Chapter of the NIGP. CPPB Prep Course Date: September 25 and 26, 2013 UPPCC Re-Certification points: 2

In an effort to prepare candidates for the computer-based written CPPB exam containing 175 questions, this course

provides a review that addresses key information on topics identified in the 2008 UPPCC Body of Knowledge.

Candidates authorized to test should enroll in the course at least three months prior to the selected test date.

Participation in this class does not guarantee success on the examination.

Instructor: Kathy J. Wyatt, CPPO, CPPB

Kathy started in public purchasing in 1990 and is currently the Manager of Purchasing at the Halton

District School. Kathy obtained her CPPB accreditation in 1999 and her CPPO in 2006. As a

member of the governing board of the Ontario Public Buyers Association, Kathy acts as the

Director of Communications and is responsible for the coordination and printing of t Caveat Emptor, the

official newsletter of the OPBA. Over the past three years, Kathy has been teaching various Principles

Certificate courses on behalf of the OPBA as well as student teaching opportunities with the NIGP.

OPBA SEMINARS Competitive Bidding—General Chapter 4, Principles Program Date: September 25, 2013 This course gives a detailed examination of the tendering & request for proposal processes. It includes concepts, issues and the resolutions related to issuing the procurement documents as well as the ultimate receiving, opening and checking of bids. Candidates will be given an overview of the various components comprising tenders and request for proposals documents and the differences of each. Instructor: Dan Munshaw C.S.C.M.P., C.P.S.M., C.P.P.

Dan Munshaw is currently the Manager of Supply Management for the City of Thunder Bay and is a seasoned supply professional drawing from thirty five years of supply management experience in government, mining and manufacturing. Munshaw teaches supply management courses, delivers seminars and workshops. He sits on the OPBA’s Certificate Program Advisory Board, NIGP’s Research Committee, is past Board Chair of the OIPMAC and is the founding member of the Lakehead Purchasing Consortium. Munshaw was also appointed by the Minister of Northern Development, Mines and Forestry to the Management Advisory Committee, Northern Ontario Marketplace and is Vice Board Chair Community Living Thunder Bay.

Risk Management Chapter 3, Principles Program Date: September 27, 2013 This course examines the various issues associated with managing risk when purchasing goods and services in the public sector. Candidates are given an overview of common risk issues, including those of ownership and copyright, the right to privacy, competitive bidding irregularities, occupational health and safety, environmental responsibilities and accountability in terms of personal and corporate liability. Instructor: Ray Miller

Ray Miller is currently the Manager of Supply and Services for the City of Niagara Falls. Ray has been in public procurement for over 30 years and has been involved with the Ontario Public Buyers Association for most of that time. He was the past president of the OPBA in 2000 as well as long a serving member of the OPBA Executive and Board. Ray has been involved with the OPBA’s Principles Program since its inception. He currently sits on the Principles Advisory Board, is the current instructor the OPBA’s Risk Management course and is a backup instructor for many of the remaining Principles courses. He has taught the Risk Management Seminar throughout Ontario with a desire to include every member of the public agency in the role of managing corporate risk. Ray was instrumental in writing the Introduction to Public Purchasing textbook in 2007 and is currently an editor for the revision of that textbook. Ray’s years of service have given him a

wealth of knowledge to draw from and help illustrate to candidates of the Principles Program the many benefits and joys of public procurement. Ray also has many academic achievements both within and without the discipline of public procurement.

Sami Jo Small Keynote Speaker: Its Not About the Medal

Sami Jo Small grew up on the outdoor hockey rinks of Winnipeg, MB. Her passion for the game was honed in the boys minor hockey system. As the only girl she was forced each and every day to prove that she belonged through hard work and determination. She dreamt, like her teammates, of someday playing in the NHL, but also dreamt of someday stepping on to the podium at the Olympic Games. She accepted a scholarship to Stanford University for track and field to throw the discus and javelin. Her dream of participating in the Olympic Games flourished until injury plagued her career and she consoled her feelings of failure by returning to the game she grew up loving. Hockey became her passion again as she played on the Stanford Men’s team even garnering PAC-10 MVP honours while earning her degree in mechanical engineering.

Her childhood dream became a reality when she accepted a spot on the 1998 Olympic Games team traveling to Nagano, Japan. Women’s hockey was on the rise and Sami Jo was a huge part of its success. She has since won five World Championships and has twice been named Championship MVP. She is a three time Olympian and has been a member of two Olympic Gold Medal Winning teams. Sami Jo currently works as a motivational speaker as well is an owner of a hockey school that runs throughout four provinces. She also recently helped start the Canadian Women's Hockey League where she continues to play elite hockey for the Toronto Furies. Maureen Sullivan, Presenter: Legal Update and Best Practices in Public Procurement

Maureen Sullivan has been an instructor with NECI since 1995. From 2004 –2010, as part of the NECI team, she was a curriculum designer and instructor for the Procurement and Contract Management Program (PCMP). In 2010, Maureen managed the curriculum development process for the Public Sector Procurement Program (PSPP). The PSPP was accredited by the Supply Chain Sector Council in October of 2011, and the project also won the Summit Award of Excellence for Leadership in Public Procurement in November, 2011. In December, 2009, Maureen assumed ownership of NECI and has been busy filling the role of President and Legal Editor and Publisher of NECI’s quarterly newsletter, the Legal Edge. An experienced litigator, mediator and dispute-resolution practitioner, Maureen has an in-depth knowledge of both procurement law and contracting issues. She also has particular expertise in negotiations.

Renowned for her engaging teaching style, one of Maureen’s many strengths is her ability to integrate legal concepts with business practices, making often-difficult concepts accessible and understandable for learners at all levels. Maureen also trains and mentors new instructors and oversees the updating of the Public Sector Procurement Program and Signature Seminar curriculums.

Marlene Knight Presenter: Evaluation Strategies and Methods

A University of Toronto honours graduate, Marlene earned her professional certifications in both private and public sector ‘Procurement’. She is also trained in Negotiation, Alternative Dispute Resolution, Project Management and other areas. Marlene has held several executive positions on professional boards, published articles on Procurement and Contract Management and speaks on these topics for various organizations in Canada and the United States. She has worked in manufacturing, wholesale and retail industries and she is currently the Manager of Materiel Management for the City of Mississauga.

Eric Lee Presenter: Canadian Construction Association Presentations

Eric Lee joined the Canadian Construction Association in 1993 and progressed from Staff Officer to Senior Director of Industry Practices in 2001. During this period, Eric Lee gained considerable experience relating to the Canadian construction industry and emerged as a specialist in the area of standard construction practices in Canada. In addition to planning and managing various association programs and initiatives, Eric also advises contractor members and general public (i.e. public and private owners, design professionals) on procurement procedures and practices, contract provisions, and other related bidding and contracting issues. Eric gained extensive experience in liaison with owners and design professionals as the Executive Secretary of the Canadian Construction Documents Committee and during his tenure

as the founding Executive Director of the Canadian Design-Build Institute. Brian Aitken Presenter: Canadian Construction Association Presentations

Brian Aitken after 35 years in practice, 20 years as a partner of Shore Tilbe Irwin & Partners Architects/Perkins+Will, Toronto, began semi-retirement. Brian is currently a Practice Advisor for the Ontario Association of Architects (OAA), a member of the Canadian Construction Documents Committee (CCDC) and member of the Steering Committee for the Institute for BIM in Canada (IBC). Brian’s practice experience includes a multitude of project types, focussing over the years onto large or complex projects, fast track, design-build, take-over and other non-traditional delivery methods. He has been active in contracts, practice and management issues of architecture for most of his career. Geza R. Banfai Presenter: Canadian Construction Association Presentations

Geza R. Banfai is a senior partner with the Toronto office of Heenan Blaikie LLP, in their Infrastructure – Construction practice group. He is the current ex-officio legal representative on the Canadian Construction Documents Committee. He is certified by the Law Society of Upper Canada as a Specialist in Construction Law, is a Fellow of the Canadian College of Construction Lawyers, and is listed in both Lexpert and Best Lawyers in Canada.
