CONSTITUTION
of the
OHIO VALLEY CONFERENCE
of the
STUDENT CHAPTER AND CLUBS
of the
AMERICAN SOCIETY OF CIVIL ENGINEERS

PREAMBLE
We, the members of the Ohio Valley Student Conference of Student Chapters and
Clubs of the American Society of Civil Engineers, in order to foster desirable
relations among the Student Chapters, Clubs, and among the student bodies of our
respective schools and to further the knowledge of the standards and ethics of the
engineering profession, ordain and establish this constitution for the Conference of
Student Chapters and Clubs of the American Society of Civil Engineers
ARTICLE I
Section 1. Members shall include the following Chapter or Clubs:

Section 2. Any school finding that for geographical or other considerations it cannot
take part in the conference may petition the conference to be released from said
conference. Inability to attend the meeting of the conference may not be considered
significant reason for such action. The following process shall be used to enter or
leave the Ohio Valley Student Conference or any other ASCE student conference:
1) At the student conference business meeting of the region in which the
Chapter/Club currently belongs, the Chapter/Club must bring forward a motion to
leave the region.
2) At the student conference business meeting of the region a Chapter/Club wishes to
join, a motion must be brought forward by an official member of that region to
accept the Chapter/Club into that region
3) If both motions (1 and 2) pass, a formal letter of proposal with verification from
both regions must be forwarded to CSA for review. If CSA finds the reasons for
changing are valid, it will approve the change. If not, the Chapter/Club will remain
in its current region.
The Chapter and Club’s name shall then be withdrawn from Article I, Section I.
ARTICLE II
Section 1. New members or previously released members shall be admitted upon the
favorable vote of two-thirds of the member schools, and when admitted they shall be
added to the roster of Article I, Section I.
Section 2. In the case of addition of new members, their position in the conference
rotation shall be decided by a two-thirds vote of the members Chapter and Clubs,
including the applicant, at the time of membership acceptance.
ARTICLE III
Section 1. The affairs of the conference shall be administered by an Executive
Committee during the annual business meeting at the student conference.
Section 2. The Executive Committee will consist of two delegates from each Chapter
or Club at least one of whom is a junior or below in classification. The Executive
Committee will be chaired by the Host Chapter or Club.
Section 3. Voting on the Executive Committee shall be by Chapter or Club only.
Each Chapter or Club will have only one vote.

Section 4. All conference files and equipment shall be maintained by the host school
and kept in their possession during the year in which they are planning and
coordinating the conference events. During the annual business meeting,
arrangements shall be made to forward all conference planning information and
competition equipment (steel bridge weights) onto the new host school within 90 days
of the current year’s conference.
ARTICLE IV Section 1. Commencing in 2004, the conference shall be hosted on a rotating basis
according to the following listing. In case a Chapter or Club feels that it not strong
enough to sponsor such an undertaking, that Chapter or Club may be voluntarily
passed over or they may switch years with another Chapter or Club by mutual
consent.

Section 2. A Chapter or Club that fails to attend the conference will not be able to
host the conference the following year.
Section 3. The conference shall include, at a minimum, the regional concrete canoe
competition, the regional steel bridge competition, a business meeting, and a technical
paper competition.

Section 1. The Student Chapter or Club selected to be Host shall have full charge of

ARTICLE VI
Section 1. The constitution may be amended by a three-quarters vote of eligible
voters on the Executive Committee.
Section 2. Any Chapter or Club that fails to attend the conference at least once every
two years will be considered ineligible to vote.
Section 3. The privilege to vote can be reinstated upon petition and approval of two-
thirds of the Executive Committee.

Thursday April 4th Events
Registration: 12:00-5:00 PM (3rd Floor) and will move outside of Ballroom (2nd

Pick up registration packets and conference t-shirts. Truck and trailer parking
is at the Port Authority, a shuttle bus will be available to and from the hotel(s).

Schools will be presenting their papers on "Body of Knowledge – Is it Ethical
to Associate Credentials with Competency". Everyone is welcome to watch the

Please unload canoe at the boathouse between these times. Signs will be
posted at the lake and a designated parking area will be provided. Product Displays
and Cutaway Sections will potentially be setup at the Redwing Cabin (verify this at
the Captains Meeting).
Surveying Captains Meeting: 8:30 AM – 9:00 AM: Redwing Cabin, Hinckley Lake
If you missed the meeting on Thursday night, this will be an opportunity to
ask the judges questions. Layout of the site and the order of events will be reviewed.
One representative from each school must attend this meeting.
Balsa Wood Bridge Competition: 9:00 AM – 11:00 AM, Redwing Cabin, Hinckley
Lake
Teams will be permitted to ask judges questions prior to the start of the
competition. Schools will build their bridges and then they will be tested on Saturday
at Cleveland State.

All schools will complete the tasks during their assigned time, which will be
given at the Captains Meeting.

Steel Bridge Competition: 8:00 AM – 4:00 PM, Woodling Gym, CSU
There will be two construction lanes. After construction and dimensions are
checked, bridges will be moved to the loading area. The times given at the Captains
Meeting are estimated start times for the bridge construction. It is your team’s
responsibility to be ready to go when the team ahead of you completes
construction.

Thursday Events
Technical Paper and Presentations – The CSU OVSC Conference Committee decided
to use the National Daniel W. Mead paper topic and had 2 judges for the event. This
year we had the papers due for the conference the same day as the National Daniel W.
Mead paper deadline was and encouraged schools to participate in both. This also
allowed the judges enough time to read the papers before the competition.
Presentation times were assigned based on travel distance, to give schools that had to
travel the farthest the most time to arrive.
Concrete Canoe Paper Presentations – The CSU OVSC Conference Committee
decided to hold Concrete Canoe Paper Presentations this year on Thursday of
competition. The Conference Committee clearly felt that this was an improvement to
the overall conference layout and from previous conference feedback, numerous
college and universities asked that the presentations be placed on Thursday. In years
past, the Concrete Canoe Paper Presentations had been held on Saturday of
competition. Canoe Papers were submitted six (6) weeks ahead of competition. This
also allowed the judges enough time to read the papers before the competition.
Presentation times were assigned based on travel distance, to give schools that had to
travel the farthest the most time to arrive and also taking into account presentation
times for Technical Paper.
Welcome Dinner - The CSU OVSC Conference Committee decided to hold the
Welcome Dinner at the Wyndham Cleveland at Play House Square. The majority of
the conference attendees were staying at this hotel for the conference and this made
for easier coordination of events and activities. A social hour was the pre-event to
Welcome Dinner, so the students could get to know other students from different
schools. A buffet dinner was selected for this event. Welcome and general
announcements were given by Mr. Brian Meluch, P.E., ASCE CSA Representative.
Guest speaker, Frank Greenland of the Northeast Ohio Regional Sewer District,
welcomed all students to Cleveland. A Captain’s Meeting proceeded dinner where
information was provided regarding Friday events at Hinckley Lake.
Friday Events
Concrete Canoe- The Concrete Canoe events were held at Hinckley Lake. Eight (8)
schools participated in the Concrete Canoe competition. There were five (5) judges
for this event. There was a pre-race meeting with all judges held Wednesday before
competition. Buoys were setup by the CSU OVSC Conference Committee Thursday
morning of competition to allow for ease of planning and to allow competitors to see

the course layout prior to competition. Hinckley Township Fire and Rescue were
onsite in case of emergency. The Hinckley Dive Team was also on site in case of
lake rescue due to the extreme conditions of Hinckley Lake. A safety letter was sent
out to the universities prior to competition. A Hinckley Lake Park Ranger was also
onsite to help with parking, traffic, security, etc.
Surveying – The Surveying competition was held at Redwing Cabin at Hinckley Lake
Reservation; directly West of Hinckley Lake. This year the surveying competition
had four separate tasks: timed transit set-up, leveling, calculating angles on a traverse
by taping and drafting of field work data. The layout of each of the surveying events
were setup the day before by a local surveying crew using GPS. The local surveying
crew used “real world” surveying monumentation such as: hubs with pk nails, iron
pins, and wood hubs to layout the competition. Having four separate tasks allowed
different teams to start at different times with less competition delay. Cornhole and
other events were placed at this same location so that competitors could observe or
had a fun activity to do while waiting for their next event. There were three (3)
judges for this event.
Balsa Wood Bridge – The Balsa Wood Bridge building competition was held at
Redwing Cabin at Hinckley Lake Reservation. The CSU OVSC Conference
Committee decided to repeat what the University of Pittsburgh did at OVSC 2012 and
had competitors build their bridges on Friday and test their bridges during the Steel
Bridge competition on Saturday. There were three (3) judges, who made sure all the
design requirements were followed and to answer any questions.
Concrete Bat – The CSU OVSC Conference Committee decided to add a conference
event this year. The Concrete Bat competition was held at Redwing Cabin at
Hinckley Lake Reservation. On the premises, Red Wing Cabin had a
softball/baseball field for this event to take place. To promote creativity, molds were
not provided to schools. Each team had the opportunity to hit a softball off of a tee a
maximum of ten (10) times or until the bat lost its structural integrity. Teams were
allowed to change batters at any time. There were two (2) judges for this event.
Concrete Horseshoes – The CSU OVSC Conference Committee decided to have
concrete horseshoes again this year. The Concrete Horseshoes competition was held
at Redwing Cabin at Hinckley Lake Reservation. To promote design creativity,
molds were not provided to schools. There were two (2) judges for this event.

Saturday Events
Steel Bridge – This year’s Steel Bridge competition was held in the Woodling Gym
on the Campus of Cleveland State University. There were fourteen (14) schools that
participated in the Steel Bridge competition this year. For this competition, there were
two (2) construction/loading lanes. There were fifteen (15) judges for this event. A
pre-event meeting with all judges was held Wednesday before competition. The Steel
Bridge competition finished on-time this year.
Environmental – The goal of the Environmental competition was to create a process
and design a small scale treatment apparatus that would both reduce the flow rate of
incoming storm water and treat common runoff pollutants. The practical objective
was to develop a treatment design that was not only effective but sustainable. There
were seven (7) schools that participated in the Environmental competition this year.
The Environmental competition was held in Stilwell Hall on the Campus of
Cleveland State University. There were four (4) judges for this event.
AutoCAD – The CSU OVSC Conference Committee decided to repeat what the
University of Pittsburgh did at last year’s conference and had a team portion that was
due before the competition and an individual portion that was completed during
competition. There were five (5) schools that participated in the AutoCAD
competition this year. The AutoCAD competition was held in Stilwell Hall on the
Campus of Cleveland State University. There were three (3) judges for this event.
Overall Conference Winner – The Overall Conference Winner was carried on that
was created and started at last year’s competition.
Awards Banquet – The CSU OVSC Conference Committee decided to hold the
Awards Banquet at the Wyndham Cleveland at Play House Square. The majority of
the conference attendees were staying at this hotel for the conference and this made
for easier coordination of events and activities. A plated meal was selected for this
event to allow for banquet activities to proceed in a timely fashion. Special guest
speaker, National ASCE President Elect, Mr. Randall Over wrapped up the
conference with a speech on “ASCE Vision 2025” and conference winners were
announced.

AutoCAD Competition This year the AutoCAD competition will consist of two parts. The first part will be a team portion that will be due before the conference – April 1, 2013. The second part will be an individual portion that will take place during the conference on April 6, 2013. This year’s competition is similar to last year’s in that your college/university will submit the team portion before the conference, and then there will be an individual portion at the conference, where a last minute change/change order will be given. Each college/university team’s drawing from the team portion will need to be altered to meet new specifications, just as it would need if it were an actual engineering project. This will incorporate your engineering judgment as well as the extent of your AutoCAD skills.
Team Portion You are a site developer for a new city hall/recreation area that is to be built in the City of Vikeland. The goal of this competition is to create a city hall/recreation area site sketch given the property limits in model space and using the given building layouts. Teams must follow all of the given requirements and submit their design prior to the competition for judging.
Guidelines Layers, appropriate linetypes, and lineweights should be included on the final drawing. A site sketch border has been provided in paperspace. The site sketch/layout should be put in a viewport from model space to paperspace and the scale used identified. Teams shall consist of no more than four (4) people and each college/university is allowed one (1) team.

Requirements The drawing must meet the following specifications given by the City:

the school bus parking. Please see Item No. 5 below. 4. Handicap Parking Stalls shall be per ADA (The Americans with Disabilities Act). A
standard ADA symbol has been provided in the given AutoCAD drawing for marking
the stalls. (i.e. the required handicap parking stalls/spaces and required Van
Accessible parking spaces per the ADA need to be shown on the sketch/layout.)

5. The City has decided to use a portion of the parking area for school bus parking and
must meet the following requirements:
50 school bus parking spaces are required. The school bus parking must be in the vicinity of the service garage. The City uses a standard S-BUS 36 (AASHTO) bus and the school bus
parking spaces should be 18’ x 50’.
6. Local building code requires a 10’ parking setback from all property lines and a 30’
parking setback from the right-of-way line of Fenn Avenue.
7. Local building code requires a 30’ building setback from all property lines and a 75’
building setback from the right-of-way line of Fenn Avenue.
8. Two way drive isles shall be a minimum of 24’ wide and one-way drive isles shall be
a minimum of 16’ wide.
9. Sidewalks shall be provided from all doors and be a minimum of 10’ wide. Except
the Service Garage has requirements from the City and are shown in the AutoCAD
file. This is shown as Concrete Paving/Sidewalk Area.
10. A minimum 15’ turning radius is required on all turns within the site and the site
must accommodate a standard S-BUS 36 (AASHTO) bus that could easily maneuver
throughout the entire site.
11. All building dimensions must be shown and the buildings must have the following
requirements:
Locations of the buildings are not specified. But the City requires the
following:
The Recreation/Senior Center has a face of the building that must be
perpendicular to Fenn Avenue (i.e. facing Fenn Avenue). This face of the
Recreation/Senior building is called out in the AutoCAD file and shown
in yellow.
The front of the Firehouse building must be perpendicular to Fenn
Avenue. This face of the Firehouse building is called out in the AutoCAD
file and shown in yellow.
The remaining buildings (City Hall, Police Station and Service Garage)
have no requirements on location.
There must be at least two ties (dimensions) to each building to show
building location.
12. A bus lane must be incorporated into the parking lot layout as well as a loading
dock located against the entrance of the Recreation/Senior Center building (the
entrance is shown in red in the AutoCAD file). This will allow school children to use
the recreation center for after school activities, as well as seniors to use the City’s
jitney service and allow for ease of drop off and pick up.

13. The Firehouse must be located to allow for the firemen to maneuver their fire
trucks from either the front or the back of the building (i.e. two way traffic, which
will allow the trucks to come in from the front or back of the building). See AutoCAD
File for location of the garage doors of the Firehouse.
14. The Recreation/Senior Center has a loading dock for deliveries. Please allow for

[email protected], including both a PDF of the plotted drawing as well as the
AutoCAD (.dwg) file. Along with those files, submit a brief reasoning for the layout you chose
for the site. This summary should not exceed 1 page double spaced. In addition to the one
page summary include a cover sheet with team members’ names and school name.

Individual Portion For the individual portion one (1) team member will be given a change order and have to
change their AutoCAD file to meet the requirements of the change order. The AutoCAD file
will be a solution to the team portion created by one of the judges. At the start of the
competition you will be given the change order and a hard copy of your site plan. You will
have 20-30 minutes to familiarize yourself with the drawing and change order. You will be
allowed to write on the hardcopy of the drawing and change order, but only the AutoCAD file
will be graded. The individual from each school must perform the necessary changes in the
75 minutes (1 -1/4 hour) time slot. The individual portion will be worth 50% of you school’s
score. Judging for this portion will be based on speed and accuracy. See the scoring
summary sheet for the complete scoring breakdown. You may bring pens, pencils, rulers,
scales, and a calculator. The calculator can be a graphing calculator or one that is approved
for the FE exam. NO cell phone calculators are allowed. You will be using computers with

Balsa Bridge Competition 2013
Rules
The Cuyahoga Valley National Recreation Area is constructing a brand new nature
center. The proposed site is bisected by the Cuyahoga River. The park system
desires a wooden covered bridge to carry both pedestrian and vehicle traffic.
The span is to be 8” from abutment to abutment with a maximum length of 10”.
Because of flooding concerns there is to be no structure below the deck of the
bridge. The clear area within the structure must be a minimum 3” wide and 2” high
(A block this size must be able to pass through the structure).
Restrictions on bridge construction are as follows;
There must be no members joined along a continuous edge, NO
laminations.
There can be no more than three members joined along an edge.
A minimum amount of Adhesive is to be used on joints only.
No adhesives shall be on members other than at joints.
Framing of the roof structure must be provided, but no covering need
be applied.
A minimum clear area of ¾” square must be provided in the center
of the bridge deck (Weight Testing Point)
o An accessible decking support surface must be provided
and able to support a 2" x 2" decking plate to be used for
loading.
The bridge must carry a minimum of 10# weight.
Materials provided will be;
20 pieces 1/8”x1/8”x 36” Balsa Wood
2 tubes Loctite Super Glue Gel 2g tubes
2 Single Edge Razor Blades
Each school is responsible for supplying any tools, rulers, pencils, templates,

Bridges will be constructed at the conference on Friday (April 5th) 9:00am to
11:00am and will be tested the next day. All bridges will have at least 24 hours cure
time to allow the glue to reach full strength. Judges will hold onto the bridges after
construction until testing. All bridges will be stored in the same location and have the
same curing conditions.
Bridges shall be loaded until failure has occurred. Failure is defined as the inability to
hold any additional load. Weight will be applied to the bridge by hanging weight
from an eye bolt that is attached to the center of the decking plate. The order of
testing the bridges will be determined at random. Bridges will be weighed right before
being tested. Chapters may field two teams. Points will be awarded in the following
manner; 50% for design and appearance, 50% for strength to weight ratio. The
strength to weight ratio will be computed in the following manner:
SWR = (P)/(W)
SWR: Strength to weight ratio of the bridge
P: Total load resisted by the bridge, including equipment
W: Weight of the bridge
Any bridge which does not meet dimensional compliance as determined by the judges
will be deducted points for the bridge design judging portion. If the bridge does not
accommodate the decking plate and eye bolt, it will not be tested and will be
disqualified

Concrete Bat
Reinforced Concrete Baseball Bat Construction Requirements:
Bat length must be between 28” and 34”.
No portion of the bat can be large than 6” in width.
Reinforcement fibers and mesh are allowed and encouraged for safety.
Each bat must have at least one reinforcement bar (1/2” max.) spanning the length of the bat with a minimum of ½” cover on all sides.
To promote creativity, molds will NOT be provided to schools.
No paint, tape or external coatings of any kind are permitted; the bat must look like it is made from concrete. Magic marker is allowed for identification.
Each school can enter one bat.
Rules for Competition:
Each team will have the opportunity to hit a softball off of a tee a maximum of 10 times or
until the bat loses its structural integrity (judge’s discretion). Each ball will be allowed one
foul, which includes a missed swing or coming to rest out of bounds. Gloves and safety
glasses will be provided to the batter while swinging. Teams may change batters at any
time.
Scoring Breakdown:
10 points max: Design and initial bat appearance.
20 points max: The lightest bat prior to the competition will be awarded 20 points and points will decrease by one in succession as weight increases.
20 points max: The team with the highest accumulated distance of all “in play” balls will be awarded 20 points and points will decrease by one in succession as the team’s distances decrease.
10 points max: Teams will be awarded 1 point per “in play” ball that is hit past a minimum distance which will be determined at a later date.

Concrete Horseshoes
Reinforced Concrete Horseshoe Construction Requirements:
Each school will make 2 horseshoes.
Horseshoes must fit into a box with inside dimensions of 9” x 8” x 2”.
Reinforcement members must not exceed 3/16” in diameter.
To promote design creativity, molds will NOT be provided to schools.
No paint, tape or external coatings of any kind are permitted; the horseshoe must look like it is made from concrete. Magic marker or in-mix stain is allowed and encouraged for identification purposes.
Rules for Competition:
Each team will have the opportunity to throw each horseshoe a maximum of 10 times or
until the horseshoe breaks (judge’s discretion). Teams may change pitchers at the end of an
inning.
Scoring Breakdown:
20 points max: Poster design and aesthetics. Posters should include a brief description of your mix design and describe the reinforcement design. The poster shall be no larger than 18” x 24” and include pictures of construction.
40 points max: 2 points for each of the 20 possible horseshoe throws that land at least 2/3 of the way down court without breaking.
60 points max: 3 points will be awarded for each “ringer” and 1 point for each live shoe.
Definitions:
o A ringer is a thrown horseshoe such that the horseshoe completely encircles the stake. Disputes are settled by using a straightedge to touch the two points at the ends of the horseshoe, called "heel calks". If the straightedge doesn't touch the stake, then the horseshoe is a ringer.
o A live shoe that is not a ringer, but comes to rest eight inches (8”) or closer to the stake, has a value of one (1) point. This includes a “leaner”.

Stormwater Treatment (Environmental) Competition
Storm water runoff has become a primary environmental issue in many urbanized
areas across the United States including Cleveland. The cost to repair damage caused
by storm water runoff has been demonstrated to be in the hundreds of millions of
dollars. Typically storm water in urban areas is captured in catch basins and conveyed
to a storm water sewer network which discharges to local streams untreated. The two
major issues for storm water runoff are both quality and quantity. Storm water runoff
from urban areas contain a variety of pollutants including phosphates and heavy
metals. In addition to increased pollutants in local waterways, the increased flow from
urban drainage can drastically affect the streams and creeks that storm water drain to.
The increased flow rate can increase erosion and drastically alter the natural
environment
Objective:
By slowing the flow rate entering a catch basin and treating the runoff, many
environmental issues can be alleviated. The goal of this competition is to create a
process and design a small scale treatment apparatus that will both reduce the flow
rate of incoming storm water and treat pollutants commonly found. The practical
objective is to develop a treatment design that is not only effective but sustainable.
Therefore, to minimize operational costs, no power will be provided to aid the
treatment systems.
Deliverables:
Each team must build an apparatus that can handle a flow rate of 2 gpm. The
apparatus must submit 250mL of water that they have processed to the best of their
ability to remove Phosphorus for judging. Each team will be issued one (1) gallon of
water which will simulate stormwater runoff from a typical residential property. The
scoring section provides further information on how the samples will be evaluated
and the breakdown of points.
Guidelines:
Water Source
Water obtained from the tap will be mixed with common contaminants found in
stormwater runoff from urban residential areas. Before the contest begins, the
contents of the bucket will be mechanically stirred to ensure homogeneity and each
team will be issued one (1) gallon of this simulated storm water runoff.

Materials
1. All materials that will be used to treat and/or will be added to the water must be
purchased at a general retail store (ie Walmart, Home Depot, etc). Team
materials cannot be purchased from a store specializing in pool or aquarium
treatment. Supplies can be bought from multiple stores. The receipts must be
turned into the judges at the beginning of the competition and items clearly
marked and identified on the receipt.
2. Construction materials may be used to construct the treatment device and there
are no restrictions as to where they are obtained.
Construction/Treatment
1. Each school may enter one (1) team, consisting of up to but no more than five (5)
ASCE undergraduate student chapter members, although only three (3) are
allowed to participate in the actual treatment. One (1) member should be
designated as team captain.
2. Each team will be provided with a two (2) foot deep by four (4) foot wide
countertop area, with no sources of electrical power. The treatment system must
fit in the allotted space.
3. All team members must provide and be equipped with proper clothing (long
pants, long sleeved shirts, closed toed shoes), as well as protective eyewear, and
latex gloves.
4. Before time begins, all materials and tools must be in a designated area and not in
contact with any team member.
5. Teams will be given a maximum of 15 minutes to complete their set-up.
6. Teams will have a maximum of 45 minutes to complete the treatment of the storm
water.
7. After judging is finalized each team is responsible for the cleanup and
disassembling of their treatment system.
8. Teams must avoid direct intentional contact with the provided fluid or
disqualification can occur.
9. Dilution is prohibited and will result in disqualification.

Judging
1. Teams will be judged by a panel of water quality professionals.
2. Flow rate of the effluent will be measured 3 times at random. The flow rate
exiting the system is not to exceed 5 ml/s.
3. Samples of the treated water will be tested for Phosphorus, pH, and turbidity at
Cleveland State University’s environmental laboratories.
4. The creativity and sustainability of the treatment process will be evaluated by a
panel of judges. Creativity refers to the uniqueness of the system. Sustainability
refers to the total life-cycle cost and environmental impact. These will be ranked
in order from greatest to least and awarded points accordingly.
5. The decisions of the judges are final, and the team captain is the only team
member that may interact with judges during the competition.
Scoring
Criteria will be ranked based on an inverse ranking based on the number of teams
competing. For example, if there are ten teams in the competition, each criterion will
be judged by ranking the performance according to the metric and awarded points
based on their score in comparison to the rest of the competitors. For ten (10) teams,
first place in a criterion would be awarded 10 points, and last place would be awarded
1 point. Criterions that will be evaluated include: performance, sustainability (cost
times environmental impact), creativity. Performance will be indexed at 1.3,
sustainability at 1.2 and creativity at 1.1. These indexes will be multiplied by the rank
in each category and the sum total winner will be declared the overall champion.

Surveying Competition
Overview: This event requires a team of three (3) person maximum to demonstrate
skill and ability with the techniques of land surveying. Participation in this event is limited to one (1) team per college/university. Previous instruction and experience in the use of conventional surveying equipment is strongly recommended. Outside guidance is not allowed during competition.
The survey competition will consist of 4 separate tasks:
1. Timed Transit Set-up
2. Leveling - Measuring the elevations of 4 points in a level circuit
Benchmark with known elevation will be given (BM-1)
Turning Points (TP-1, TP-2, TP-3) elevations to be determined
3. Calculating angles on a traverse by taping
4. Draft field work data
Event Description: Either Thursday Night or on the morning of the event, team starting times will be determine at the Surveying Captain’s Meeting and will be random.
Part 1. Timed Transit Set-up: Each team is to set up the transit/theodolite/total station (fully leveled)
over a set point in the shortest amount of time.
All 3 legs of the tri-pod stand will be fully retracted and locked in their
shortest position.
All members of the team, as well as the leveling instrument* and tri-pod,
will start in the designated areas (areas will be marked with tape).

*Note: The leveling instrument may be any of the following: a transit
level, theodolite or total station. The instrument must have a surface
bubble level.
The tri-pod must be leveled in the “leveling box,” approximately ten (10)
feet away. The leveling instrument must be centered over the point that
is marked in the leveling box (see diagram above).
The judge will determine if the transit stand is adequately level by use of
the surface bubble level on the leveling instrument. The bubble must be
entirely within the innermost “bull’s eye”.
All schools will use the same tri-pod stand that will be supplied at the
time of the competition.
The stopwatch used will be accurate to 1/100 second. In the event of a
tie, the tied teams will repeat the competition in order to break the tie.
If the judge determines that the transit is not level, teams will have one
(1) chance to make adjustments.
No consultation with faculty, professional surveyors or engineers will be
allowed.
NOTE: Once the judge and all team members are in position, the judge
will announce when the team can start. The judge will start the
stopwatch as soon as someone leaves the starting square.
NOTE: Once the transit stand is level, all team members must return to
the starting square (Start Box). The judge will stop the stopwatch when
all team members are within the square. If the judge determines that the
transit is not level, the team will be given one (1) chance to make
adjustments to the transit stand. To make adjustments, the judge will
start and stop the stopwatch using the same rules that were used at the
beginning of the event.
Please refer to the following Scoring Summary Sheet for a detailed point
breakdown.
Part 2. Leveling:
Each team will run a loop from one benchmark (BM-1), making turns on
a series of specified points (TP-1, TP-2, TP-3) and then return to the
starting benchmark (BM-1).
At each turn, the team will determine and record the elevation of the
points (TP-1, TP-2 and TP-3) and return to the starting benchmark (BM-
1) and determine and record the elevation.

with string and gammon reel are the only equipment allowed for this
portion of the competition.
All calculated angles must be record in a field book and given in degrees,

Point Breakdown: The teams with the three (3) highest overall scores will be the winners. Please see the attached Scoring Summary Sheet for a detailed point breakdown. Materials to Bring: This is a project-oriented problem; therefore, the field methods may vary amongst the teams. Each college/university must supply their own equipment. The use of traditional surveying equipment [transits/theodolites/total stations (for Timed Transit Set-up ONLY), tapes, tripod, conventional optical levels, level rods), is recommended. NO bar coded level rods are allowed. The level rod must be a conventional Philadelphia Rod or Tubular Rod. Proper safety equipment is REQUIRED. A team will be disqualified and not allowed to participate in competition without the proper safety equipment. Proper safety equipment includes eye protection, safety vests, and protective head (hard hat) and foot-ware (steel-toe or heavy construction work boot). Electronic surveying equipment, digital levels, robotic total stations, data collectors, GPS-RTK receivers, programmable calculators and laptop computers are NOT PERMITTED. 2013 Ohio Valley Student Conference Paper Presentation Competition
TOPIC: "Body of Knowledge – Is it Ethical to Associate Credentials With Competency" The following can be used to stimulate, but should in no way limit, the discussion: Credentials are sometimes described as “paper” qualifications obtained by completing a formal educational experience resulting in a certificate, diploma or degree. Competencies have been defined as measurable skills which can relate to one’s ability to perform the specific tasks and duties of their chosen occupation or profession. When compared to competencies or experience, credentials are relatively easy to measure and evaluate when comparing the qualifications of individuals. The American Society of Civil Engineers Policy Statement 465 supports the concept of the master’s degree or equivalent as a prerequisite for licensure and the practice of civil engineering at the professional level. Some questions to consider:
What, if any, are the ethical responsibilities the profession has in setting licensure prerequisites?
What are the potential ethical issues of using credentials as a measure of professional competency?
What are the ethical issues of continuing to maintain current licensure requirements in light of the ever-increasing technical complexity of our profession?
What are the ethical considerations of engineering educators who are being pressured by universities, elected officials or governing bodies to reduce the number of credit hours required to award an engineering degree?
What are the ethical issues of only presenting competencies as qualifications? RULES:
1. Papers are not to exceed 2,000 words in length, must be written by only one person, and
should not have appeared in any publications other than in school or chapter publications.
Reference citations of the papers should conform to official ASCE Journal Submission
Guidelines, which can be found on the ASCE Publications website:
http://www.asce.org/Audience/Authors,--Editors/Journals/Authors/Resources-for-Authors/
A complete bibliography should also be included, if appropriate.
2. Authors must be undergraduate students and both ASCE Student Organization members and
ASCE national student members in good standing at the time of submission to be considered.

1. Coffee and snacks at steel bridge competition was great. 2. Quantity of pizza at the lake was more than enough! 3. Fabulous hotel, and was a good rate on very nice place, 4. Finished the steel bridge competition on time! Very unheard of! 5. Good with signs at concrete canoe and around the lake on Friday. 6. Paying attention to food allergies - having signs of what was in each
food was much appreciated. 7. Concrete bat was a great addition to the concrete horseshoes and
concrete canoe competitions. 8. Having balsa wood bridge testing outside of steel bridge was really
nice to break up the steel bridge competition during breaks and slow periods.
9. Hinckley Lake was a great location. 10. Lanyards with schedule on the back were wonderful and very useful. 11. Having the buoys set up the night before was great because the
competitions were able to start early and it was nice to see the course before going out on the water.
12. Getting a lot of judges for steel bridge helps to complete steel bridge competition on time.
13. Use Velcro arrows on signs, very useful!
Negatives: 1. When you get payments for registration, email them a receipt for all
payments because people may be paying with personal accounts initially.
2. Getting money from your university is difficult, plan fees and get them through your university as soon as possible. Mailers were sent out and

Deadlines for payments were noted. Count on Universities taking longer than normal. Students should be more proactive in getting registrations to the host school in a timely fashion.
3. More food should be provided for breakfast. Breakfast food was in excess and brought to the Cabin on Friday. Larger breakfast would have significantly increased costs.
4. It would be really good for something like environmental competition, to pass around the rules to some faculty members in different competitions to double check and/or improve the rules.
5. Steel bridge needs a solid floor so that they can sprint and so the taped boundaries stay in place. Solid floor was provided. Woodling Gym was the only location on Campus to hold this event free of charge. The wood floor had to be protected and a tarp was placed on the floor, a constraint put on us by the University. The construction area was shorted to allow for this safety concern; students running and falling on the tarp.
6. Plan location very much ahead of time for steel bridge. 7. Don’t have breakfast at the hotel, competitions begin too early. 8. For the steel bridge competition, there was only a single door to get
through into the gym. It is way easier with a double door for moving and unloading, so it is important to consider the entrance. Must make do with what the University has. Wolstein Center was over $9000 per day, too expensive vs. free.
9. Signs needed to be up around the school for proper direction because they were not up first thing in the morning. Miscommunication with Cleveland State University OVSC students. The signs were placed in a room that could not get accessed until 8:00am Saturday Morning.
10. For the balsa wood bridge testing it would be nice to elevate the stage during testing for better viewing.
11. Parking was really difficult at the school (but it is understood that CSU is downtown). A Cleveland State University Open House was also going on Saturday of competition. We had to compromise. Because of the event, parking was free though.
12. Ending awards banquet sooner would be nice for schools that have to travel far.
13. Workshop for student conference leaders – reuse lanyards for next year (sustainability and save some money).
14. While at the concrete canoe competition other activities weren’t announced (could have been easily done). A schedule was provided on the back of all attendees Badge Holders and a paper schedule was

given to student participants the first day of competition in their registration bags.
15. Steel bridge loading – needed a digital dial gauge not tape measure for deflection (always have a backup).
16. Want a social event on Friday night. - Try to have an employers’ fair to invite local companies to set up
information booths and networking for jobs as well as a social event. A social event is not required in the ASCE Conference Planning Guide, but enhances the conference. This year the National Pre-Conference phone call specified NO ASCE Conferences would be insured if ANY social events contained alcohol. This was a concern with most downtown social locations.
17. AutoCAD competition – state the year of the software to be used. The year of the Software was provided in the Rules.
18. Asking teams if they are ready before saying “go” to make sure if each canoe is ready, because of drifting students struggled to stay in place. Ask for the ready and have them hold their paddle up when not ready.
19. Matt Dettman a highly suggested and talented judge for starting the canoe races and making sure everyone was ready.
20. Put floor numbers on the conference schedule. Civil engineers should realize room 424 is on the fourth floor.
21. Plywood on floor causes a lot of problems – let it be known what the surface for steel bridge competition will be.
- Installed industrial carpets, very durable less deflection. OVSC 2014 Hosted by Carnegie Mellon University Carnegie Melon is hosting next year for the first time
- March 27th to March 29th is the latest date. - A post conference survey will be sent to all schools.

Dear Ohio Valley Student Conference Participants,
Cleveland State University is excited to be hosting the upcoming OVSC this academic year from
April 4-6, 2013. This mailer includes the tentative conference schedule, summary of deadlines,
and school registration forms. Please read carefully through this packet and distribute copies to
the appropriate student leaders, competition team captains, and advisors.
This is the first of three mailers to be sent to the participating schools. In addition to the mailers,
the OVSC website, https://sites.google.com/site/ohiovalleystudentconference/home, and email
updates will be the main form of communication for the conference. Hotel reservations can be
made on the website. There is a limited number of rooms at the Wyndham (primary hotel), so it
is recommended to make reservations a.s.a.p. All information from this mailer and all future
mailers will be posted to the OVSC website. THE WEBSITE SHOULD BE YOUR BEST FRIEND!!
The rules will be posted on the conference website and any questions or clarifications can be
sent to one of the people listed at the end of the rules. This year, similar to last year, we will also
determine an overall winner of the conference. Each school will be awarded points for each
competition that they participate in. The points breakdown is posted on the website, and the
Steel Bridge and Concrete Canoe events carry a heavier weight. This is to encourage schools to
participate in all of the competitions, and to get more students involved.
We will continue to have the Steel Bridge, Concrete Canoe, AutoCAD, Balsa Wood Bridge,
Environmental, Surveying, Concrete Horseshoes, and the Technical Paper competitions in
addition to the return of the Concrete Bat! The Steel Bridge and Concrete Canoe rules are
posted on the conference website, but please note that we do not write the rules and all
questions or clarifications should be sent to the contacts listed in the rules. All competition rules
will be posted on the conference website and an email notification will be sent when the rules
are released. Note that ASCE National requires that each conference holds a Business Meeting
and the Technical Paper Competition. Attendance and participation at these events are required
to qualify for the National Steel Bridge or Concrete Canoe competitions.
All schools must fill out and return the attached School Registration Form. This is to let us know
which schools plan on attending this year, and to get an idea of how many people plan on

attending the conference. Your school will not be held to these numbers, but this will greatly
assist us in planning the conference. All schools that plan on participating in OVSC this year must
pay a $150 registration fee. The School Registration Form and fee are due by November 2, 2012.
Individual registration fees will be similar to last year’s, and will be announced in the second
mailer.
We have reserved rooms at the Wyndham and are in process of reserving the second hotel.
Both hotels will be within walking distance of all on campus competitions, while being located
within ½ hour from Friday’s off campus competitions. The Wyndham is $99 per night and tax
exception for non-profit groups is available; ask your hotel when making reservations. Large
trucks, buses and trailers will have to be parked 5 minutes off site at a rate of $20 per night, with
shuttle services available to and from the hotel(s). See the conference webpage for more
details.

Hotel reservations can be made on the website. There is a limited number of rooms at the
Wyndham (primary hotel), so it is recommended to make reservations a.s.a.p. All information
from the mailers will be posted to the OVSC website. THE WEBSITE SHOULD BE YOUR BEST
FRIEND!!
The rules are posted on the conference website and any questions or clarifications can be sent
to one of the people listed at the end of the rules. This year, similar to last year, we will also
determine an overall winner of the conference. Each school will be awarded points for each
competition that they participate in. The points breakdown is posted on the website, and the
Steel Bridge and Concrete Canoe events carry a heavier weight. This is to encourage schools to
participate in all of the competitions, and to get more students involved.
Note that ASCE National requires that each conference holds a Business Meeting and the
Technical Paper Competition. Attendance and participation at these events are required to
qualify for the National Steel Bridge or Concrete Canoe competitions.

All schools must fill out and return the attached Attendee Registration Form and should
postmark it by March 1, 2013 to avoid late registration fees.
We have reserved rooms at the Wyndham as first come first serve signups. Once the Wyndham
is filled we have contacted both the Hyatt and Hampton hotels and they will also have availability.
All hotels will be within walking distance of all on campus competitions, while being located
within ½ hour from Friday’s off campus competitions. The Wyndham is $99 per night and tax
exception for non-profit groups is available; ask your hotel when making reservations. Large
trucks, buses and trailers will have to be parked 5 minutes off site at a rate of $25 per night, with
shuttle services available to and from the hotel(s). See the conference webpage for more
details.

a computer are required to be put on a Flash Drive and will be presented on a Windows based
PC.
Don’t forget, ** April 1st, 2013** AutoCAD-Team Portion DUE.
In regards to late registrations:
1) Thanks to all who got registered on time.
2) All those who have already registered and sent their checks had late fees
waived if the checks were already received.
3) Any individuals registering at the conference will have to pay the $20 late fee
on top of the $90 registration fee.

Large trucks, buses, and trailers will have to be parked 5 minutes off site with shuttle services
available to and from the hotel(s). Let us know if you need trailer/bus parking. We will have to
let the Wyndham/Hyatt know so they can allow you to park at the port authority (Cleveland
Browns Stadium) / Burke Lakefront lot. It's $25 per night.
Regardless of your hotel arrangements, breakfast will be at the Wyndham Hotel for pickup both
Friday and Saturday mornings.
Some competitions that get assigned time slots will be ordered by distance from CSU to the best
of our capabilities while attempting to prevent overlapping times for your school’s times. These
are attached at the end of this mailer and will also be on the website.

Dear Prospective Sponsor:
We are writing you on behalf of Cleveland State University’s Student Chapter of American Society of
Civil Engineers (ASCE). We are especially excited about this upcoming year because we will be hosting
the Ohio Valley Student Conference (OVSC) April 4-6, 2013. We will be bringing over 400 students and
faculty from 14 universities to Cleveland while showcasing our school and region. The conference
competitions will include: Steel Bridge, Concrete Canoe, Land Surveying, AutoCAD, Balsa Wood
Bridge, Environmental Design, Concrete Horseshoes, and Concrete Bat.
It will take a great deal of commitment and hard work to prepare for the conference, which our
dedicated members have already begun for next spring. Every year our student members must find
ways to cover the costs of materials for the competitions. Since we are hosting the conference in
2013, there will be many additional expenses including: facility/venue rentals, meals, banquets, and
other conference costs. None of our accomplishments in previous years would have been possible
without the support and assistance of our alumni, local engineering, surveying, and construction
professionals.
Our projections show that the conference will cost over $50,000. Approximately half of this is to be
raised from student fees, but we are relying on fundraising for the rest. We have great expectations
for the ASCE OVSC competition, and with your help we can make it a tremendous success. Please
consider sponsoring the 2013 OVSC at Cleveland State University. For your convenience, we have
enclosed this year’s sponsorship form with additional information.

Suggestions for Future Host
Start planning as soon as possible. A vast amount of work can be done the
summer before competition, when the conference committee is not taking
any classes. Such as: writing rules for competitions, fundraising, reserving
locations for events and preparing correspondence.
Make sure that you have everything in writing, especially for event locations.
Our Steel Bridge location was almost cancelled, due to us not putting in a
written request. If you talk to someone in person, follow it up with an email.
Make sure that you understand your College/University’s process for
requesting campus locations and facilities.
Save all of your emails and written correspondence and back up everything.
Reserve locations for longer than you think you may need, only if you are not
being charged for the location. Thing will always come awry. Allow for setup
and clean up times.
Get the word out early about the conference. Seek help from recent
graduates and ASCE Young Members who have participated in the
conference in years past. Go to local chapter meetings for other engineering
organizations (i.e. ASCE Section/Branches, ACI, ABCD, Engineering Societies,
Engineers Without Borders (EWB), Contractor Associations, etc.).
Get to know and work directly with your local ASCE section/branch. The ASCE
Cleveland Section has monthly meetings, and we made sure that we had at
least one OVSC Conference Chair to attend each one. This was a
straightforward place to tackle multiple companies at once and seek
donations for the conference. The ASCE Cleveland Section played a key role
in helping us financially for OVSC 2013. These meeting are also a great
networking opportunity and a great resource to obtain judges for all events.
The OVSC Conference Committee also had 50/50 raffles at multiple meetings
to help with fundraising.
Over budget everything because hidden fees will add up. Our University
changed their reimbursement process three weeks before competition,
which required us to get multiple quotes on everything that we needed last
minute.

Fundraise should be your number one priority and should be early and often.
Send fundraising letters out multiple times. Get everyone involved with the
fundraising process, so the OVSC fundraising chair does not become
overwhelmed. Get specific contacts at a company. Ask people in your
chapter that have co-ops/internships. Our student chapter stuffed
fundraising letters at our monthly meetings.
A local engineering firm donated engineering paper and our student chapter
decided to sell the packs as a fundraiser.
Our student chapter did a Fundamentals of Engineering (FE) Book Fundraiser.
Follow up on all tasks that are assigned to your team members. Make the
team members responsible.
Our student chapter used Dropbox to share and store all of our files related
to the conference. This was much easier than emailing documents around
and making sure everyone was looking at the most up to date version. Also,
all files were backed up and stored in case of a computer crash.
Plan for tasks to take considerably longer than anticipated. This is especially
true for other schools meeting deadlines. Our student chapter did post a late
fee if deadlines were not met, but charged no late fee; due to every
college/university has a different process in order to obtain a check. You will
know which schools are well organized and which ones are not.
Recruit as many people as possible to help, but realize that everyone wants
to help out at the start of the semester and then they disappear as the
semester goes on. Get a core group of people to help you out and rely on
them. Our student chapter also sought help from other student chapter
organizations in our university to help with volunteering the days of the
conference, this was a major plus.
Have one person in charge of each competition. Have them responsible for
writing rules, score sheets, obtaining materials and being the contact the day
of competition. This prevents the OVSC Conference Chair from being
bombarded with questions each day of the conference.
Keep the conference website updated and put as much info as possible on
the website.
Have one person in charge of registration, because there will be many, many
last minute changes a few weeks before the conference.

Signage and directions are a very important part of the conference. Students
and Advisors are from out of town and may have not been to the area
before.
We live in the Northeast, plan for it being cold and for rain.
We started the Fall semester out having a meeting every two weeks and as
the conference got closer the conference committee met once a week. This
allowed for any problems that came about to be solved quickly.
Remember to have fun but be prepared to put in a lot of hard work.

Concrete canoes set sail as CSU welcomes student engineers
Leave it to a bunch of engineers to test the limits of the phrase “whatever floats your boat.” The concrete canoe regatta was a highlight of the recent Ohio Valley Student Conference of the American Society of Civil Engineers, hosted by Cleveland State University. The 2013 edition of this annual event, held April 4-6, brought teams of student engineers representing 14 colleges from Ohio, Pennsylvania and Kentucky to Cleveland for three days of carefully calculated competition – and plenty of fun. Youngstown State University won the regatta, held at Hinckley Lake. Competitors were required to design, build and race canoes with concrete hulls. First, the vessels had to pass a flotation test to prove they were … seaworthy? “I’m not sure if seaworthy is the right word,” said Dr. Norbert Delatte, chair of CSU’s Civil and Environmental Engineering Department. “Lakeworthy, maybe. Concrete normally weighs twice as much as water. The trick is making it into a boat shape that will float. That’s where the engineering comes in.”Other events were held on the CSU campus, including an intense contest to erect model bridges made of steel. The CSU team posted its best score in the concrete horseshoe competition.Top finishers overall were the University of Akron, Western Kentucky University and the University of Pittsburgh. All told, 400 budding engineers, supporters and judges attended the conference. It was organized by CSU’s ASCE student chapter and Dr. Philip De Groot, associate professor of engineering at CSU.
