GENERAL POLICIES and INFORMATION
Registration
All players may register on March 1, 2013. All new non-SouthLake players’ registrations will be held until
April 1, 2013 to allow for a priority registration period for SouthLake students and other JEFA alumni.
Skills Day (June 21, 2013 | 5:30p-7:30p)
Skills Day will operate like an open house event. Players will not have a set time to participate in the event.
Players may attend Skills Day at any time between 5:30p and 7:30p. Players who do not attend must make an
appointment with Michael Causey to be fitted for equipment and to be officially weighed. Players will be as-
sessed at Skills Day on speed, agility, weight, and basic football skills. Players will be fitted for a helmet and
shoulder pads by a SouthLake football staff member. Helmets and pads are not handed out on this day. Players
will receive a helmet and pads after the first week of practice. The first week of practice will be conducted
without pads. The Skills Day results are used to determine player ability which is one of many factors in the
team selection process.
Team Selection
JEFA participants are assigned to teams based on several criteria: player ability, prior team assignment, parent/
player preference, and roster availability. The JEFA team selection committee works with coaches to ensure a
balanced roster for each team.

Practices
The 2013 JEFA schedule will provide three weeks of practice prior to the first league game. The first week
will be without pads, followed by two weeks of practice with pads. There will be an opportunity for coaches to
schedule a scrimmage on the Saturday between the two weeks of practices with pads. This scrimmage will be
limited to one hour in length. Coaches are not permitted to have more than two mandatory practices each week
(Monday-Friday). Practices for the lightweight division may only be 1.5 hours in length. Practices for the mid-
dleweight and heavyweight divisions may only be 2 hours in length. Coaches are prohibited from holding
practices on Sundays in any format. Please reference the Rules section for practice attendance requirements.
Team Assignment Policy
Teams will be selected by a selection committee. Team requests are welcome and will be accommodated as
often as possible. Once the teams have been selected and announced, if a parent has an issue with the commit-
tee’s decision, Russ Clemmer, SouthLake’s Director of Enrichment, may be contacted by email or phone at
[email protected] or 704-949-2310 to discuss the situation.
Sports Physicals and Emergency Data Sheet
A player will not be permitted to participate in a practice or game until his medical file is complete. Physicals
are due no later than July 26, 2013. The physical form can be found on the JEFA webpage.

Age/Weight Limits
*OBL = Older-but-lighter example: a player who is 10 years old on July 31, 2013 but does not weigh more
than 75lbs. is eligible for the lightweight division. Parents must request that a player be considered for the
OBL status.
*A player may also play up a division if he is younger-but-heavier. Example: 7 years old on July 31, 2013 but
weighs at least 45lbs may play in the lightweight division.
*JEFA is not concerned with the grade level of participants. For example, a player may be 13 years old on July
31, 2013, weigh 138lbs, and be entering the 9th grade. This player is still eligible for JEFA. After all, he is still
only 13 years old and weighs 138lbs.
*JEFA reserves the right to request an official birth certificate from any player at any time throughout the sea-
son. If a birth certificate cannot be provided, the player will be removed from the JEFA roster.
Weigh-ins
Players will be officially weighed at Skills Day in July. A second weigh-in will be held prior to playoffs at the
discretion of the JEFA staff. Players who do not meet the criteria above on Skills Day or prior to playoffs can-
not participate in the remainder of the JEFA Season. Please see the “Refunds” section for further information.
Parent Volunteer Roles
JEFA relies on parents to fill several volunteer roles throughout the season.
1. Chain gang crews—coaches will assign a rotating schedule to team parents (fathers or mothers).
2. Team Moms—please contact your team’s coach if you are interested.
3. Assistant Coaches—head coaches will usually have a complete staff by the first of the summer. Please con-
tact your head coach to inquire about vacancies.
Game Cancellations
Cancelled games due to weather will be played the following week on either Monday, Tuesday, or Wednesday
evening. Notices will be sent out in a timely manner with rescheduling details.
Refunds
There is a non-refundable $50 deposit for 2013. Refunds will not be issued after June 1, 2013 unless for an ap-
propriate medical reason and only after proper documentation has been provided by a physician. In the case
that a refund is appropriate after camp has started, the refund will be issued on a pro rata basis. In the unlikely
case that a player is removed from a team by the JEFA staff for a violation of the conduct agreement, a refund
will not be issued. In the equally unlikely case that a parent initiates the removal of a player from a team based
on an improper conduct situation, a refund will not be issued. In the case that a parent initiates the removal of a
player from a team based on personal reasons, refunds will issued at the discretion of the JEFA staff. There is
no appeal to this decision. Players who are disqualified after a the initial weigh-in on Skills Day will be issued
a full refund (less the $50 non-refundable registration fee). Players who are disqualified after the weigh-in
scheduled between the regular season and the start of playoffs will not be issued a refund.
Conduct
All players and coaches must conduct themselves according to the Professional Conduct Policy located in the
registration packet. Parents, players, and/or coaches will be reminded of the policy one time. The second noti-
fication per game will result in immediate dismissal from the game and a one game suspension to be served the
during the following week. Any parent, player, or coach dismissed from a practice or game cannot return to a
different practice or game for the remainder of the day. Any parent, player, or coach dismissed from a practice
or game cannot attend a future practice or game until he or she has met with the JEFA staff to completely re-
solve the issue.

RULES
National midget tackle football rules and regulations apply, in addition to the following:
Time
LW division 8 minute quarters. 5 minute half time. 2 timeouts per half.
MW division 9 minute quarters. 5 minute half time. 2 timeouts per half.
HW division 9 minute quarters. 5 minute half time. 2 timeouts per half.
Clock
Normal play clock. Clock will begin immediately after all penalties are applied. Each division will be guided
by a 30 second play clock. 21 point lead at any time of the game results in a continuous running clock except
for timeouts.
Playing Time
Players will receive a minimum of 8 minutes per game. Coaches should do their best to play all players as
much as possible at different positions. There are certain circumstances that could lead to instance where a
coach may choose to override this minimum standard. These instances should be rare. JEFA holds to the prac-
tical view that the best players will receive the most playing time, just as at all other levels of sports. Excep-
tions: players who are not physically able to play (injuries) and players who do not follow the coaches instruc-
tions. If a player misses both practices in one week, the minimum standard for playing time will not be appli-
cable for that week. If a player misses one practice in one week without a proper excuse clearly communicated
prior to the start of practice, the minimum standard for playing time will not be applicable for that week.
Equipment
All issued equipment must be worn. In addition to issued equipment, each player must wear a mouthpiece on
every down.
Field Dimensions
LW: The field is 80yds long and 40yds wide. Kick-off from the 40yd line and receive from the 50yd line.
HW: The field is 100yds long and 53yds wide. Kick-off from the 40yd line and receive from the 50yd line.
Minimum Player Rule
Teams are to begin each game with a minimum number of players: LW-8; MW-11; HW-11. If a team does not
have the minimum number of players required by the scheduled game time, the two opposing head coaches
will discuss using fewer players. If an agreement is made to play with fewer players, both teams must use the
same number of players.
Punts & PAT’s
Punts (All divisions)
No movement on punts until punter receives the ball. Once received, defense can defend. Fakes are allowed.
PAT’s (All divisions)
Extra point team must align properly (7 on line of scrimmage) Once the ball is caught, defense may rush to
block.
Kick-Offs
Onside kicks are legal and must go 10 yards.
Offenses
LW (8-man football): Must have 5 on line of scrimmage; only 2 of the 5 are eligible to receive a pass; maxi-
mum of 5 carries per player (including passes) per quarter.
MW & HW (11-man football): Must have 7 on line of scrimmage; four formations: I Formation, Wishbone,
Pro Set, Shotgun.
Defense
Either a 4-4 or a 5-2 defense. Goal line can be used only if the ball is on, inside the 5 yd. line, or 4th down &
short; linebackers must be at least 4 yards off of the ball when snapped (no walk ups); the blitz begins at 4
yards when ball is snapped; corners: head to head with a receiver must be at least 5yds off receiver when ball
is snapped.

Overtime
If the game is tied after regulation, the officials will flip a coin to determine which team will be on offense
first. The ball will be placed on the 25yd line and the offense will have a series of regular downs to score. First
downs apply. If no team scores or both teams score equal points, the overtime continues. During the second
overtime, the possession order will alternate. Overtime will continue until a winner is determined. Extra points
after touchdowns apply.
Extra Points
Following a touchdown, 1 point will be awarded for a traditional 2 point conversion and 2 points will be
awarded for kicking an extra point.
Coaches on the Field
LW: Coaches may be on the field. The purpose is to coach players after each play and help in setting up or
calling offenses and defenses.
MW & HW: One coach will be allowed on the field during the first 3 games.
Playoffs
Two rounds; each team makes playoffs.
