5 Sites and Project Development Naoshima The island of Naoshima covers an area of 7.82 k ㎡ and has a population of about 3,300 people. Situated between Naoshima and Shodoshima, the island of Teshima covers an area of 14.5 k ㎡ and

has a population of about 1,000. The oldest shell midden in western Japan is located on the island’s

southern tip, indicating that Teshima was inhabited as early as 9,000 years ago. The island economy

flourished for centuries with the bustling trade in the Seto Inland Sea region as well as with stone

quarrying, which remained a major industry for over a thousand years until recent times. Teshima

stone can be found in stone works throughout western Japan, including the stone lanterns at the

Katsura Imperial Villa in Kyoto.Danyama, a steep wooded mountain,rises in the island’s center and

bountiful springs irrigate the terraced rice fields on its slopes. Such fields are a rare sight in Japan

these days. Dairy farming was also common on Teshima, for which it was dubbed “Milk Island”. The availability of fresh milk made it an ideal spot

for a nursery for war orphans, which was established in 1947. The island has since become known for its welfare facilities. In the 1990s, an

illegal dumping ground for toxic industrial waste was exposedon the south end of the island. Thisthrust the pressing issue of environmental

destruction and industrial waste into the national spotlight and became a catalyst for re-assessing government policies on disposal. The waste

is now being treated at a special plant on Naoshima.

Megijima

Megijima, which lies about 4 km north of Takamatsu,has a total area of 2.67 k ㎡ and a population of

about 170. Stone walls calledohte, which rise 3 to 4 meters in height, protect island homes near the

shore from wind and surf. About eighty years ago, a cave was discovered at the top of Washigamine,

the steep hill behind the port. A local legend arose linking it to the ogres’ cave in the tale of Momotaro

(Peach Boy) and it soon became a tourist attraction. The observation platform near the cave offers a

spectacular 360-degree view of the Seto Inland Sea, a view further enhanced in spring by the delicate

pink blossoms of several thousand cherry trees. In summer, the island is crowded with day trippers who

come to enjoy the swimming and fishing, as well as with campers. The beach, which faces Mount Yashima, has excellent bathing waters and is

listed as one of the top 100 swimming spots in Japan.

Ogijima

Located one kilometer north of Megijima, Ogijimahas an area of just 1.37 k ㎡ with a circumference

of 4.7 km. Its 160 inhabitants live in a densely packed village that rises up a steep slope. A network

of narrow lanes weaves among the houses. The steep terrain makes it difficult to cultivate rice on

this island so instead the islanders raised cows, which they rented to farmers on other islands in

return for rice. This practice continued until around 1950. Perched at the top of the hill above Ogi

Port is the island’s shrine. Dedicated to a deity that protects women and children during childbirth,

it still drawsworshippers from other areas who came to pray for safe delivery. At the northern tip

of the island stands a granite lighthouse built in 1895. Voted one of the fifty most beautifully

designed lighthouses in Japan, it gained national renown as the set for the popular film “Times of Joy and Sorrow” (1957). The lighthouse keeper’s

quarters have been converted into a small museum. Alarge field near the lighthouse, which was planted by volunteers with hundreds of thousands

of Japanese narcissus, begins blooming around the end of January.Ogijima is also home to himebotaru fireflies, and their flickering lights in early

summer transform the evenings into magical events.

Shodoshima

With an area of 153.34 k ㎡, Shodoshima is the second largest island on the Seto Inland Sea (the

largest beingAwajishima). The island is comprised Tonosho and Shodoshima townships, with a total

population of about 30,000. According to Japanese mythology, Shodoshima was the second island

created in Japan and the mountain that rises from its center, Hoshigajo, is the highest of any island

in the Seto Inland Sea. Stone used to repairOsaka Castle in the 17th century was quarried on

Shodoshima and the ruins of several quarries from that time still remain. Other industries that

flourished during that period were salt, soy sauce and somen noodle manufacturing. Soy sauce and

somen are still Shodoshima specialties. From the late 18th century, kabuki was a popular local

entertainment, and in its heyday the island had up to thirty small theaters. Two of these traditional thatched structures remain―one in Hitoyama

and the other in Nakayama―and rural kabuki performances produced by the islanders are still held annually. Shodoshima achieved national fame

with the filming of the novel “Twenty-four Eyes”, which is set on the island. It is also well known for olive production, which began over a century

ago. It was the first region in Japan to successfully cultivate olives.

A small island with an area of just 0.73 k ㎡ and a circumference of 7.2 kilometers, Oshima is located

8 km northeast of Takamatsu Port. It used to be two even smaller islands, but the gap between them

gradually filled with sand. In the 12th century, it was engulfed in the Genpei War, and the ancient pine

grove on the west side is believed to date to the Battle of Yashima when trees were planted as

markers for the graves of the defeated Heike Clan. In 1909, the island became the site of a

sanitarium for people with Hansen’s disease (renamedOshimaSeishoen (Green Pine Garden) in 1946).

Due to the social stigma attached to the disease and to erroneous beliefs about its transmission,

Japan adopted a policy of enforced segregation. Such discriminatory laws were only repealed in 1996 and the Act for the Promotion of the

Resolution of Issues related to Hansen’s Disease was established in 2008. The facility currently serves as a residence providing care and

assistance to its aging residents as well as educational programs to foster an accurate understanding of the disease among the general public.

Inujima

Located 2.5 km south of Okayama city, Inujima is a short 8-minute boat ride from Hoden Port. With

an area of 0.54 k ㎡ and a circumference of 3.6 km, it is the only inhabited island of the six islands

comprising the Inujima archipelago. The name Inujima means “dog island”, and it is named for a large

rock on the island that resembles a sitting dog. Inujima was known for its fine quality granite,

InujimaMikage. Prized throughout Japan, it was used to construct the interlocking stone walls of

Edo, Osaka and Okayama castles in the 16th and 17th century, and the foundation of Osaka Port

in the 19th century. The Inujima Copper Refinery was established in 1909, and during the industry’s peak, the island’s population exceeded 3,000

people. When the refinery closed and the stone industry declined, however, the population shrank to less than one fiftieth. Visitors can enjoy the

island’s swimming beaches in summer and the beauty of its natural scenery in each season of the year.

Shamijima Season: Spring (Mar. 20-Apr. 21)

Shamijima was once a small island 4 km out from Sakaide Port, measuring 160 m east to west and 930

m north to south. In 1967, however, it was connected with the mainland as part of the Bannosu Land

Reclamation Project. Kakinomoto no Hitomaro, aprominent 7th century poet whose work is featured

inthe Man’yoshu, Japan’s oldest anthology of poetry, is believed to have composed poetry while visiting

this island. A memorial stone to Hitomarostands on Okozoe Beach on the north side of the island

whileone of his choka and a companion hanka are engraved on a stone monument on Nakanda Beach. A

Man’yoshu festival is held here every spring, and visitors explore the island with a Man’yoshu stamp

book in hand recalling the age of Japan’s early poets.

Honjima Season: Autumn (Oct. 5-Nov. 4)

Located to the west of the SetoOhashi Bridge, Honjima covers an area of 6.77 k ㎡ and has a

population of about 490.For centuries, itwas the political and economic center of the Shiwaku

archipelago and the base of a powerful marine force that was highly valued by political leaders for its

courage and its exceptional navigational and ship building skills. In the 17th century, when Japan was

closed to the outside world, the ruling shogunate relied on the Shiwaku seamen for shipping and

maritime protection. In return, the islanders were exempted from taxation and given full autonomy

over a large territory, which they ruled through a collective of 650 islanders called ninmyo. In the

19th century when Japan was re-opened to the West, it was seamen from these islands that manned the Kanrinmaru, the first shipto cross the

Pacific Ocean. The island still retains many historical buildings that recall Honjima’s former glory. One of these is Kinbansho, the former ninmyo

headquarters which still preserves letters signed by Oda Nobunaga, ToyotomiHideyoshi, and Tokugawa Ieyasu, the three key figures in the

unification of Japan in the late 16th century. In the Kasajima district, many fine examples of Edo-period architecture have been restored.

Takamijima Season: Autumn (Oct. 5-Nov. 4)

Takajima is a small, almond-shaped island, located 7.5 km northwest of Tadotsu town. Mount

Ryuozan(297m) rises steeply from the island’s center, leaving little flat land. The sole village is

located on the southside and is comprised of the Hama district surrounding the port and the Ura

district, which climbs the rugged slope.Another settlement in Itamochi on the island’s north side has

since disappeared and the sheer cliffs on the west side make habitation impossible.Stone walls

made by stacking random sizes of stone (ranzumi) form the foundations of the houses that perch

precariously on the sharp incline in Ura district. Many of these homes were constructed anywhere

from one hundred to three hundred years ago. They give this island its distinctive character and attest to the superior skills of the Shiwaku

carpenters. The island also retains ryobosei or “double graves”, one for the deceased’s body and the other for the living to visit and pray at. As

such graves are extremely rare, they are an important heritage for understanding burial customs in the past. A joint sports day between

residents of Takamijima and Sanagishima is held every year in September and during this period the normally quiet island springs to life.

Awashima Season: Autumn (Oct. 5-Nov. 4)

Located in west Kagawa about halfway between Osaka and the western tip of Honshu, Awashima

thrived as a port of call when goods were shipped between Osaka and provinces along the Japan

Sea via the straits between Kyushu and Honshu. The island, which has an area of 3.68 k ㎡ and a

population of about 290, is comprised of three islands joined by sandbars and resembles a ship’s

propeller in shape. Although it is just a 15-minute ferry ride from SudaPort, stepping onto

Awashimais like stepping onto a remote island where time moves much more slowly. At night,

visitors are treated to the magic spectacle of a star-spangled sky coupled with winking ship lights

crossing the sea and the ethereal glow of sea fireflies in the shallows. The fireflies, which are bioluminescent crustaceans, can be seen from

the end of May to the beginning of October, with the peak period in September. Awashima is also home to Japan’s oldest mercantile marine

school, which was established in 1897 and played an important role in the island’s historyuntil it closed in 1987. The old building was

incorporated into the Awashima Ocean Memorial Park, which is now a symbol of the island.

Ibukijima Summer (Jul. 20-Sept. 1)

Located 10 km west of Kanonji Port, Ibukijima has an area of 1.05 k ㎡, a circumference of 5.4 km and

a population of about 590. The island is a tableland of andesite and granite dropping in steep cliffs to

the sea on every side. The islanders settled the large plateau at the top and the houses cluster in a

saddle-shaped village running north to south.

Ibukijima has a thriving fishing industry that employs cast nets, small trawl nets and fixed shore nets

to catch a variety of fish. Sardine fry caught by cast nets are dried to make iriko, an essential

ingredient in flavoring Japanese soup stock. The Ibukijima brand is highly respected in Japan.

Ibukijima also happens to be the only place in the country were the dialect of the Heian period (794-1185) is still in use. The famous Japanese

linguist Haruhiko Kindaichivisited Ibukijima twice to study the dialect’s unusual use of honorifics and unique vocabulary. The spoken language is

quite plain and almost rough sounding.

Takamatsu

Takamatsu city, the capital of Kagawa prefecture, has a population of approximately 420,000 and

lies on the northeastern coast of Shikoku, the smallest of Japan’s four main islands. Takamatsu Port

was first developed in 1588 when the lord of this region, ChikamasaIkoma, moved his castle and

residence to this site and named it Takamatsu. The castle was one of only three mizushiro or

waterfront castles in Japanthat werebuilt right on the shore and filled their moats from the

sea.Takamatsu flourished as a castle town, serving as the political and economic center of the

regionfrom the mid-17th century to the restoration of imperial rule in 1868.Thereafter, the port

area underwent successive developments to become a large-scale rail and sea transportation center, serving as the “gateway to Shikoku”. One

of Japan’s top passenger ports, Takamatsu still bustles with ship traffic and continues to play an important role as the home port of the region’s

many islands and the nexus between the contemporary city of Takamatsu and the Seto Inland Sea.

Uno

Tamano city has a population of 65,000 and spreads east-west along 44 km of coastline in

southern Okayama. It is blessed with the beautiful scenery of the Seto Inland Sea and a mild,

comfortable climate. From ancient times, the many bays and inlets along the coast have served as

excellent natural harbors for boats and the area prospered from the sea trade. Major

reconstruction of the port was completed in 1909 followed by the opening of a railroad and the

Uno-Takamatsu ferry line in 1910. With these developments, Uno became a vital transportation hub

connecting the islands of Shikoku and Honshu. Shipbuilding and mining developed as key industries in

the region and Tamano still retains the characteristics of a typical shipbuilding town.
