David A. Reingold, Ph.D.Executive Associate Dean for Bloomington

Professor of Public and Environmental Affairs

When David Reingold graduated from the University of Chicago with a Ph.D. in sociology, he was torn between a life in the public arena and academia. He’s found a way to combine both. He served in Washington for three years as Director of Research and Policy Development at the Corporation for National and Community Service. There his expertise in research and public management helped drive the efforts of the $1 billion agency that runs programs such as AmeriCorps. At SPEA, his teaching and research areas include urban poverty, social policy, low-income housing policy, civil society, and government performance. “We’re committed to continuing our historic strengths in public management, nonprofit management, public financial management and environmental policy. Our faculty are engaged in public service, serving on boards and commissions and consulting. They bring all of that experience and their research into the classroom to train the public affairs leaders who will help shape the world.”

John D. Graham, Ph.D.Dean, School of Public and Environmental AffairsProfessor of Public and Environmental Affairs

Inspiration & Innovation

“As SPEA celebrates its 40th anniversary, what was once considered a unique vision is now regarded as an unequivocal success. We are the nation’s top ranked MPA program at a public university with a number of our concentrations representing some of the very best training in the country. But we’re not resting. “Our MPA program continues to be bolstered by our prominent faculty who are engaging in innovative research in poverty, health care, energy and the economy. SPEA recently introduced concentrations in Energy and International Development, and is exploring additional degree collaborations and international relationships. “With best-in-the-nation programs and an engaged faculty, a SPEA MPA gives you endless career options and versatility. Our graduates thrive in the government, business and non-profit sectors and move seamlessly among them all.” Dean Graham’s academic and professional career demonstrates the value of that versatility. The former Harvard professor also served as administrator of the Office of Information and Regulatory Affairs in the White House Office of Management and Budget. He is the co-author of a book about how America’s poor weathered the Great Recession (Indiana University Press, 2013) and the co-author, with SPEA’s Kerry Krutilla, Ph.D., of a groundbreaking new report on the future of hybrid trucks.

Environmental Policy and Natural Resource Management will prepare you to better understand and manage environmental problems. It integrates skill-based courses in public policy, management, and environmental affairs with select training in the environmental sciences. You will also develop a core area of knowledge in a sub-discipline such as lake and watershed management, forest ecology, environmental chemistry, or hazardous materials.

International DevelopmentLearn to think globally.

The world will change in unimaginable ways during the course of your career. To become a leader in this fast-changing environment, you

must understand policy and the effects of policy decisions both domestically and globally. The International Development concentration is designed to provide students with a policy-focused understanding of international development, and will introduce students to topics such as economic

programming and planning, political economy, conflict and post-conflict recovery, sustainable development, international organizations, and the role of NGOs.

Local Government ManagementImprove thousands (or millions) of lives.

The world’s urban areas pose significant threats to quality of life — and also offer tremendous opportunities for meaningful change. The Local Government Management concentration prepares tomorrow’s

ConcentrationsWhere passion becomes expertise.

Economic DevelopmentHelp make prosperity permanent.

How can we develop and manage resources to improve a place’s quality of life? And how can we do it in a responsible way? These questions are at the heart of the Economic Development concentration, which focuses on the strategic management of places: neighborhoods, villages, cities, rural regions, states, countries, or even groups of countries. In this concentration, you’ll learn the theory, tools, and practical skills for creating positive, lasting change while studying economic development policy as it’s applied in a broad range of contexts and settings.

EnergyFuel a brighter tomorrow.

In coming decades, energy issues and challenges are sure to dominate the global landscape. Our Energy concentration will put you in position to help meet those challenges. Taking an interdisciplinary approach that includes science, technology, economics and public

policy, the Energy concentration focuses on energy policies and technologies, exploring the socio-economic and environmental consequences of both. You will learn the life cycle of energy resources and study the economics of energy production and consumption. You’ll also explore the feasibility of various tools and techniques for mitigating carbon emissions, diversifying the energy sector, and developing innovative energy technologies.

with the skills to solve public financial problems. The applied and experiential nature of our advanced courses will prepare you to become a productive employee immediately, whether you go into government finance and budgeting, applied program and policy analysis, or management. For students interested in leading-edge research, the premier journal in the field, Public Budgeting & Finance, is edited at SPEA.

Public ManagementLead the way to solutions.

A successful organization — the kind of organization that can contribute to solving big problems — requires strong leadership, particularly at the managerial and executive levels. The Public Management concentration gives students the knowledge, skills, and experiences appropriate for management positions in a variety of settings. You’ll develop skills in strategic thinking, planning, management, personnel relations, technology, and the design, operation, and evaluation of successful work systems.

Sustainability and Sustainable DevelopmentPower the present. Protect the future.

This concentration will prepare you to help organizations and people strike the delicate balance between meeting immediate needs and planning for the future. Combining environmental, economic, social, and political elements, sustainable development strategy strives to ensure that natural and social environments will endure and future generations don’t suffer because of our present actions. Students who complete the Sustainability and Sustainable Development concentration are expected to work for governments, private businesses, and special-interest organizations that seek to sustain and improve current and future conditions for life on earth.

leaders to address the challenges in population centers with creativity, vitality, integrity, and professionalism. Our curriculum emphasizes a broad set of skills, including management and delivery of urban services, policy issues and analysis, management skills, effective communication, and values and ethics.

Nonprofit ManagementServe the public good.

Careers in the nonprofit sector are a popular choice for students who want to make a direct, positive difference for individuals, families, and communities. This concentration addresses the distinctive features and practices of nonprofit organizations — from the traditional aspects such as fundraising and community service to the latest trends such as social entrepreneurship and socially responsible investing — and emphasizes management techniques helpful to nonprofit

leaders. As a result, you’ll be prepared for leadership positions in the nonprofit sector, in government agencies that deal extensively with nonprofits, or in the field of philanthropy.

Policy AnalysisInform the decisions that change lives.

The goal of policy analysis is to improve decision-making. Policy analysts address complex problems by breaking them into components and applying a range of analytic techniques to yield accurate, actionable research and information. In the Policy Analysis concentration, you’ll learn which methods are appropriate for various situations, how to design applied studies, and how to develop action-oriented plans and guidelines. This concentration will prepare students to produce solid analysis and apply it effectively.

SPEA Faculty

SPEA boasts a robust mix of scholars and practitioners who are actively engaged in all three aspects of the School’s mission: research, teaching and service. Without question, this talented group of more than 165 full-time, part-time, and adjunct faculty members is the driving force behind the School’s continued prominence in the field.

Our faculty comprises top scientists and scholars from a range of disciplines, from economics and sociology to management and law. They win accolades — from National Science Foundation awards to Fulbright fellowships to the late Dr. Elinor Ostrom’s distinction as the first woman to win the Nobel Prize in Economic Sciences. Their work appears in the top journals in their fields. They write important books on topics such as nonprofit fundraising and environmental justice.

But no one here occupies an ivory tower. SPEA’s instructors are actively engaged in campus life and in the Bloomington community.

What’s more, they’re engaged in the development of their students. They are dedicated, accessible educators who work closely with students, serving as advisors during the program and mentors after graduation.

As a SPEA MPA student, you’ll do practical, relevant work with your professors. You’ll also benefit from their wide network of colleagues and contacts as you pursue internships and as you launch your career after graduation. They foster a collaborative learning environment that offers the perfect balance of intellectual rigor and individual attention. You’re likely to have them as advisors and mentors long after your days at SPEA.

In addition to the SPEA-sponsored opportunities, Indiana University is well known for its array of study abroad offerings. Please explore these by visiting: http://www.indiana.edu/~overseas/.

... and come home.SPEA is one of an elite few schools to offer educational collaborations with the Peace Corps. SPEA’s Peace Corps Coverdell Fellows program attracts exceptional students after they have completed their in-country service through the Peace Corps. Fellows are selected after admission, and a financial package is extended that includes partial tuition remission, an hourly wage in exchange for a 12-hour-per-week work assignment, and a reduction of the total credit hours required for their MPA program. The value over two years ranges from $20,009 to $29,897, based on residency status. SPEA is also proud to host Master’s International (MI). MI blends the international experience of the Peace Corps and the academic training of SPEA’s master’s degrees. MI participants complete one year of graduate study at SPEA, a Peace Corps in-country experience in which they complete a research or field project, and then one or two final semesters at SPEA to finish their respective master’s degree(s). MI candidates receive tuition remission for their research assignment/field project, and a 6-hour volunteer credit reduction to be applied to their total degree requirements. MI students may receive financial incentives up to $11,500, based on residency status.

Speyer Harbor, Germany

Go abroad ...At SPEA, we’ve always emphasized the importance of out-of-classroom learning opportunities, and we’ve found many ways to offer these opportunities — beginning with our Overseas Study program.

We want our students to think globally, and that’s why we’ve always fostered international perspective among our graduates.

SPEA and Indiana University have growing ties with institutions in the European Union, Asia, and other parts of the world through partnership agreements, research collaboration, and student exchange. Also, IU’s highly ranked programs in language and cultures, comparative studies, and the university’s strength in foreign languages enhance SPEA’s international connections.

The list of global destinations for SPEA students is growing all the time. SPEA students participate in summer programs in such diverse places as Berlin and Speyer, Germany; Central London and Oxford, England; Pamplona, Spain; Beijing, China; and Croatia. For 2013, SPEA’s

Office of Overseas Studies is exploring programs in Rwanda, South Africa, Paris, and Bavaria-Italy. Additionally, SPEA students come from 20 countries. These diverse perspectives and cultures are welcome, enhancing the robust exchange in our classrooms and influence across the student community.

A World of OpportunityNo truly valuable educational experience can be confined within the walls of a classroom or laboratory.

“B-town,” as students affectionately call it, is a cosmopolitan city with the vibe and energy of an urban neighborhood and the charm and warmth of a college town. You’ll meet people who have come here from all over the world to teach, study, and live.

Bloomington has something for everyone, whether it’s a Big Ten sports event, a touring Broadway play at IU Auditorium, an art exhibit at the IU Art Museum, a ballet or opera at the Musical Arts Center, a rock concert at the Buskirk-Chumley Theater, a Saturday morning at the City Market, or a free lecture by such luminaries as the Dalai Lama, Bill Gates, or Gloria Steinem.

An international community in the heart of the Midwest, we are home to world music and cuisine. Every autumn the Lotus World Music and Arts Festival features music by artists from around the world in venues throughout the downtown area. Within easy walking distance of the university are several international and specialty grocery stores and nearly 40 ethnic restaurants offering a wide array of cuisines including Afghan, Chinese, French, Greek, Indian, Irish, Italian,

Japanese, Mexican, Middle Eastern, Tibetan, and Thai.

In addition to its cultural amenities, Bloomington has a natural and aesthetic splendor that extends beyond the city limits. Bloomington is surrounded by rolling hills and is minutes away from state parks, forests, and lakes (including the state’s largest man-made lake) — all of which offer a wide variety of outdoor recreational activities year-round.

Men’s Journal recently rated Bloomington fourth on its list of the world’s best (healthiest and safest) places to live. In 2010, Bloomington received the American Public Transporation Association’s (APTA) title of the best small public transportation system in North America.

Students bike through campus year-round in preparation for the famous Little 500 bicycle race, which the whole town comes out to celebrate each spring. Bicycling magazine has named Bloomington the seventh-best place in the country to cycle.

It is no wonder that national polls and media consistently rate Bloomington in the top 10 U.S. cities for quality of life; we’ve graced the top tens of the New York Times, USA Today, Money magazine, and Psychology Today.

Find out why everyone wants to come to Bloomington: visit us. You’ll be amazed at what this community offers.

Student LifePutting principles into positive action.

As engaged citizens who are energized by challenges and dedicated to positive change, SPEA students eagerly involve themselves in the School and the local community.

We encourage students to be actively engaged in all policy-making levels at SPEA, through involvements such as the Dean’s Student Advisory Council, MPA Curriculum Committee, Student Life Appropriations Committee, and Academic Fairness Committee.

As well, SPEA hosts a number of professional student organizations that contribute to the vibrant student life found in the School. Some of the widely recognized organizations include:

IU’s Sample Gates and entrance to the Old Crescent.

To underscore the dedication of our students to service, SPEA hosts a nationally acclaimed and one-of-a-kind Service Corps Program. SPEA’s Service Corps — comprised of both a Public and Nonprofit Corps — enables students to gain practical experience by working in community placements as they pursue their academic training. Service Corps Fellows are selected after admission and are supported by a financial package that includes contributions from community partners, Indiana University, and SPEA. The investment across the stakeholders and the experiential opportunity for the Fellows make this a program many try to imitate, but one that only SPEA proudly offers to top MPA candidates.

SPEA’s student environment encourages building collaborative peer networks, applying skills from the classroom to student-driven initiatives, and a general commitment to service for the good of the School, community and beyond.

The SPEA MPA DegreeThis rigorous, two-year, 48-credit-hour curriculum will prepare you for the

challenges you’ll face every day in public service, the nonprofit sector, or the

corporate world. It has three components and culminates in a Capstone course.

1 2Core CompetenciesMaster the fundamentals.

ConcentrationsPursue your passion.

Management. Statistics. Economics. Law. Public finance. Knowledge of these areas, a command of the analytical skills they require, and an understanding of related policy issues and government processes are essential to any career in public affairs. The MPA’s core competencies are:

▲ Public Management▲ Statistical Analysis for Effective Decision Making▲ Public Management Economics▲ Law and Public Affairs▲ Public Finance and Budgeting

By choosing one or more of our 10 MPA concentrations, you’ll turn your area of interest into an area of expertise. A faculty advisor will work with you to develop your concentration’s course of study — or to tailor a one-of-a-kind, specialized concentration that fits your unique interests.

Chris Wodicka, MPA 2013Public Financial Administration Legislative Analyst, State of Wisconsin Legislative Audit Bureau

“I chose SPEA because of its excellent reputation, emphasis on a full-time residential program, and diverse student and faculty community. Academically, the “core curriculum” provided a basic set of analytic tools that I developed further within the Public Financial Administration concentration. The program effectively integrated the classroom-based components with meaningful experiential work, whether through client-focused group projects or internship and assistantship opportunities. This application of appropriate quantitative and qualitative methods to real-world contexts readily translates into my current position.”

3 Experiential ComponentPut your knowledge and skills to work.

CapstoneApply youracademic training.

You will obtain professionally relevant experience through one of these options:

▲ An approved internship, typically during the summer

▲ A SPEA Overseas Education Program combined with an internship — study and work overseas while earning academic credit. Choose from exciting locations where SPEA instructors team with faculty from partner institutions to offer programs in English, but with a comparative as well as a local perspective.

▲ Credit for prior professional experience or volunteer service, such as the Peace Corps, AmeriCorps, or Teach For America

▲ Research Project (Option is available on a limited basis.)

Program Design: 48 Credit Hours

4Before you integrate your MPA knowledge, skills, and experiences at a new job, you’ll apply what you’ve learned in the Capstone in Public and Environmental Affairs, the culmination of your MPA.

Capstone students usually work in groups on a semester-long, detailed analysis of a policy or management issue, often for a real-world client in the public or nonprofit sector. Some recent Capstones have included:

▲ Forecasting the future of electricity and the technologies for generating and distributing it

▲ Revamping education policy in northwest Indiana▲ Formulating an economic-development strategy

for the German state of Thuringen▲ Developing fiscal management strategies for

financially troubled nonprofits▲ Developing pesticide-reduction programs in

preschool and daycare facilities▲ Examining water quality issues resulting from

improper sewage treatment in small communities▲ Conducting case studies of Hurricanes Katrina and Rita▲ Analyzing the economic development impact of

Indiana’s Army and National Guard bases, using regional economic impact modeling and survey research, and addressing issues of environmental stewardship and volunteerism

Intelligence Agency; the Federal Aviation Administration; the U.S. Office of Management and Budget; the Department of Homeland Security; Government Accountability Office; the U.S. State Department; the U.S. Environmental Protection Agency; General Electric; Grant Thornton, LLP; Eli Lilly; Rolls-Royce; Crowe-Horwath, LLP — all of these organizations and many more have recruited here recently.

SPEA’s Connections and Alumni NetworkSPEA’s Dean, Dean’s Council, and the Distinguished Alumni Council (DAC) continually help open doors to internships for students who demonstrate the necessary skills. In fact, most MPA students intern with a prospective employer the summer between their first and second years in the program. These internships — with organizations from Bloomington all the way to Bucharest, Romania — help our students get pre-professional experience, develop marketable skills, and “test drive” a potential profession. They also allow SPEA students to get a foot in the door with employers; internships frequently lead to full-time jobs upon graduation.

The CDO also sponsors annual trips to Chicago, Denver, Indianapolis, New York, and Washington, D.C., where our students get an insider’s perspective — and make valuable connections — at a variety of prospective employers in the public, private, and nonprofit sectors.

Add to all of this the immense power of our alumni — a growing network of some 30,000 SPEA graduates in influential positions all over the globe — and you can see that we hold many keys that can help you unlock a meaningful and rewarding career.

Getting your MPA from a top-ranked school has many advantages, including a wide array of internships and other exceptional career opportunities. Our Career Development Office (CDO) has a full-time staff dedicated to helping you capitalize on SPEA’s national reputation and well-connected alumni, beginning with your student orientation and extending well beyond graduation.

ServicesThe CDO conducts career-development workshops, helps with internships and job searches, sponsors networking opportunities, offers help with résumés and cover letters, conducts small-group and one-on-one counseling sessions, and arranges on-campus interviews with top employers.

Career DevelopmentLaunch a career that matters.

SPEA’s CDO also assists in the preparation of students for prestigious Presidential Management Fellowship (PMF) competition. SPEA routinely has finalists for the PMF, which offers a two-year fast track into federal management positions.

Employer Relations Major employers visit our campus regularly to recruit and participate in roundtable discussions. Recent examples include: the Central

Shaped by SPEAThese graduates are seizing the chance to lead change.

MELISSA NEUMAN, MPA 2010 ▲ Current position: Policy

Analyst, White House Office of Management and Budget; President-Elect, American Association for Budget and Program Analysis (AABRA).

▲ What SPEA meant: “SPEA gave me an opportunity to hone my quantitative and analytical skills, which prove invaluable while preparing the President’s budget. My work in the federal government is not performed in a vacuum, however, and SPEA’s collaborative environment and emphasis on group projects helped me to define the unique strengths I have to offer in a team setting. As a result, I’ve quickly become comfortable assuming a leadership role, whether on a government-wide fiscal report or at the helm of a professional organization.”

RUTH POLLAK, MPA 2011▲ Current position: Campaign

Area Director-Europe, Kiwanis International. Ruth, based in Belgium, administers the fundraising efforts for this worldwide service project to eliminate maternal and neonatal tetanus in Europe with a goal of reaching $14 million by 2015. She also manages the connection of all of Kiwanis youth programs with the campaign.

▲ What SPEA meant: “As a Fulbright grantee, I spent two years at SPEA which presented me with the most incredible experiences of my lifetime. Coming from Europe, the adjustment from a bustling capital to a school in the Midwestern part of the country seemed strange for many — but the cultural diversity, interconnectedness and variety of opportunities at SPEA and Bloomington are extremely underestimated. My journey led me to become International Student Coordinator at SPEA, mentor an exchange program in Berlin, work in Washington D.C. as Government Affairs Specialist for Thomson Reuters, and assist in creating a new and unique abroad program with internships in Kenya (ACCT). All of this would not have been possible without the most important asset of SPEA and one of the constants in all my endeavors: the personal connection and networking with professors at SPEA, my mentors. I have found my passion through SPEA — to give back, make a difference and care — which I credit entirely to this program and will incorporate in my professional career forever.”

TYLER BROWN, MPA-MSES 2012▲ Current position: Analyst, Cadmus

Group, Inc., – Energy Services Group. Tyler analyzes the market impact of state-level energy efficiency policies, focusing primarily on technical and market feasibility of regulatory standards.

▲ What SPEA meant: “Working with world-renowned faculty, cutting-edge curricula, and brilliant peers at SPEA was exceptionally worthwhile and critical in preparing me for a career in the energy industry. Challenges offered by coursework and projects were useful opportunities to prepare for the fast-paced world of energy consulting. My experience at SPEA equipped me with the skills necessary for analyzing and improving energy efficiency programs that are critical to securing a sustainable and responsible energy future. Along the way, I was fortunate to also develop meaningful friendships and partnerships that will support me for years to come. In all, SPEA offered an exceptional opportunity to set myself apart as a professional with valuable experiences, significant skills, and meaningful connections.”

SARAH HUGHES, MPA 2013▲ Current position: Presidential

Management Fellow, Office of Entrepreneurial Development, U.S. Small Business Administration.

▲ What SPEA meant: “Because of my SPEA experience, I have had the opportunity, the training, and the confidence to explore a new avenue of the public affairs sector — the federal government. When applying to graduate schools, I was looking for a graduate degree program that would supplement my passion for and knowledge of issues facing communities with the practical skills that would make me an informed and effective public servant. I am thankful I ultimately selected SPEA, as during my tenure, I was able to have access to world-renowned, intelligent professors, who truly enjoy preparing students to face challenges in the nonprofit, public, and private sectors; a talented, dedicated staff, who seek to support the path and tailored interests of each Masters candidate; and a thriving, vibrant community of Bloomington, IN. While taking classes and working together on group projects with colleagues, I witnessed my peers’ individual passions and appreciated our collective, collaborative nature and a commitment to public service. Now as an alumni, my rewarding experience has been reflected each time I meet alumni and other individuals in the extensive SPEA network.”

Tuition and AwardsSolutions for support. We know that graduate school can be a real financial stretch, especially in today’s troubled economic times. Still, there’s no doubt that a graduate degree can be a very wise investment. That’s particularly true here at IU’s SPEA, where students get an educational experience that is consistently ranked among the nation’s best but at far less cost than at many other institutions. In short, SPEA’s impressive programs are a tremendous value. You will find current information regarding tuition and fees at the Web site for IU’s Office of the Bursar: www.bursar.indiana.edu. For SPEA tuition information, look for “Public and Environmental Affairs” under the “Graduate and Professional” column.

In addition to competitive tuition rates, SPEA and IU also offer many opportunities for financial aid. Your application for admission to SPEA

will serve also as the application for merit-based aid. All you need to do is indicate that you want to be considered for such aid. Approximately 40 percent of the incoming class is offered merit awards, which include fellowships for tuition, graduate or teaching assistantships and participation in the SPEA Service Corps.

In addition to merit-based funds, need-based aid may be available to some students. All U.S. citizens and permanent residents should apply annually for need-based aid by completing the Free Application for Federal Student Aid (FAFSA) by the priority deadline, March 1.

For more information, visit the Office of Student Financial Assistance (OSFA) Web site at www.indiana.edu/~sfa.
