2013 Exhibition Livestock Health RequirementsCounty Fairs

GENERAL REQUIREMENTS1. Exhibitors are required to familiarize themselves with

all rules applicable to their exhibits.All out-of-state animals shall require an entry permit.

Entry permit numbers are available by calling theIllinois Department of Agriculture, Monday through

Friday from 8:00 a.m. to 4:30 p.m., at 217-782-4944.

Permits may also be obtained online at: http://www.agr.state.il.us/AnimalHW/animalregistry/login.php

2. All animals, except as noted, shall be accompanied by a Certificate of Veterinary Inspection (CVI) which shows that the animal meets all health requirements for the State of Illinois. CVI’s shall be made available to Bureau of Animal Health Personnel on request. CVI means a legible record made on an official form from the state of origin which has been issued,signed and dated by an accredited veterinarian and which shows the name and address

of the animal’s owner or exhibitor and the results of all required tests or vaccinations. A CVI shall list only one animal identification per line; shall be presented on the form on which it was initially issued; and shall not be corrected, changed or altered in any manner.

3. All animals shall be officially identified. The animal(s) official identification shall be recorded on the CVI.

4. If animals are from tuberculosis accredited, brucellosis certified, pseudorabies qualified, or brucellosis validated herds, the identifying herd number(s) along with the date of the last herd test(s) shall appear on the CVI.

5. CVI for out-of-state livestock shall be void thirty (30) days after issuance.

6. CVI for Illinois-origin livestock shall be void ninety (90) days after issuance.

7. All livestock shall be subject to examination upon entry to any Illinois fair or exhibition. Any animal showing evidence of infectious, contagious or communicable diseases shall be immediately withdrawn and held in quarantine at the owner’s risk and expense until properly treated and recovered, or until the animal is released to return to the owner’s premise. Any livestock infected with scabies, mange, active lesions of ringworm, soremouth, or multiple warts which are easily visible without close examination shall not be

permitted to exhibit and are subject to quarantine or removal from the fairgrounds. Sheep and goats with caseous lymphadenitis as evidenced by draining abscesses shall not be exhibited and are subject to immediate quarantine or removal from the fairgrounds.

8. Illinois Department of Agriculture personnel or designee may collect blood, tissue, milk or urine samples from any animal being exhibited and/or raced at any Illinois fair to test for the presence of illegal drugs or banned substances. New examination techniques, such as ultrasound, may also be used at anytime while the animals are on the grounds of any Illinois fair or exhibit. The Illinois Department of Agriculture or designee may collect urine, blood, tissue or other test samples from exhibition animals at the time of slaughter.

9. All exhibitors of animals at any Illinois fair or exhibition shall comply with the provisions of the Illinois Humane Care for Animals Act. If violations are observed, the animals(s) will be excused from exhibition and ordered removed from the grounds with all awards being forfeited. Any practice or deviation from normal, accepted care, including physical, medical or mechanical application, shall constitute a violation of show rules and may result in the animal(s) disqualification and removal from the fairgrounds.

10. Any Illinois cattle, bison, cervidae or goats being exhibited in non-accredited free states must be isolated from the remainder of the herd/flock upon return to Illinois and retested for tuberculosis 60-120 days post-entry.

CATTLEIdentification- Individual identification of each animal shall be either a fully healed and legible tattoo, approved official ear tag, registration number (can only be used if the tattoo is recorded on the registration certificate or for breeds where pictures are acceptable), or individual brands, if brand is recorded on the registration certificate.

Illinois Cattle

BrucellosisIllinois is a Bovine Brucellosis Class-Free State. Brucellosis testing is not required for Illinois cattle.

TuberculosisIllinois is an Accredited Tuberculosis- Free State. Tuberculin testing is not required for Illinois cattle.Please note: Illinois calves under 6 months of age, and Illinois steers are not required to have aCertificate of Veterinary Inspection.

Out-of-State-CattleAll out-of-state cattle are to be accompanied by an entry permit. (1) of the following:A. Originate directly from a certified brucellosis-free

herd.B. Official vaccinates of dairy breeds under twenty

(20) months of age or official vaccinates of beef breeds under twenty-four (24) months of age.

C. Animal originated from a “Class Free” state (if entire state is so classified)

D. Steers and spayed heifers are not required to be tested for brucellosis.

2. The negative brucellosis test shall be conducted at a state or federal laboratory within 30 days prior to exhibition.

Tuberculosis1. Accredited Tuberculosis Free States

A. No tuberculin test required. All cattle, including steers, originating from an Accredited

Tuberculosis Free State, may enter Illinois for exhibition when accompanied by a CVI issued by an accredited veterinarian within 30 days.

2. Non-Accredited Tuberculosis Free Areas or States (Not TB Free)

A. Cattle must originate from a herd where a complete herd test was conducted within the past year.

B. The individual animals entering Illinois must be negative to an additional tuberculin test conducted within 30 days prior to exhibition.

C. Cattle that enter Illinois for exhibition and remain in Illinois (animal does not return to the state of origin within 30 days) must be isolated and retested for TB 60-120 days from the last official TB test date.

SWINE

Illinois SwineIdentification1. Swine shall be identified by an official ear tag, tattoo

or recognized breed ear notch.2. Ear notch identification is acceptable for barrows,

crossbred gilts and breeding swine. (Note: Ear notch identification of crossbred swine does

not satisfy USDA identification requirements for brucellosis and pseudorabies testing.)

BrucellosisBrucellosis testing is not required for Illinois swine.PseudorabiesAll exhibition swine are required to be tested for

pseudorabies as described below.1. Swine of all ages shall be negative to an official test

for pseudorabies conducted within 90 days prior to exhibition; or swine shall originate immediately and directly from a qualified pseudorabies negative herd. (All swine that are tested must be identified using an official, approved individual animal identifier such as an official metal or official plastic ear tag. Ear notch identification for testing purposes is only acceptable for purebred, registered swine.)

2. Barrows and females in market classes must meet the same requirements as breeding swine.

Additional Requirements1. Swine consigned to terminal market classes must meet

the same test requirements as exhibition swine if these classes are held in conjunction with “exhibits not intended for slaughter”.

2. When terminal classes are held on a day when no other livestock are present, these animals are exempt from all test requirements and do not need a CVI. All swine terminal classes must be identified by a site tattoo prior to movement to slaughter.

3. Swine from pseudorabies-quarantined herds are not allowed to exhibit regardless of whether or not the show is terminal or non-terminal.

4. The Illinois and DuQuoin State Fairs are not classified as terminal shows.

Out-of-State SwineAll out-of-state swine are to be accompanied by an entry permit. Brucellosis1. Breeding swine 4 months of age and older shall be

negative to an official test for brucellosis within 30 days prior to exhibition unless exempt by one (1) of the following:

A. Originate immediately and directly from a validated brucellosis-free herd.

B. Originate directly from a validated brucellosis-free state.

2. Swine brucellosis tests for exhibition shall be conducted at a state or federal laboratory.

PseudorabiesAll exhibition swine are required to be tested for pseudorabies as described below.

1. Swine shall be negative to an official test for pseudorabies conducted within the past thirty

(30) days prior to entry or originate immediately and directly from a qualified pseudorabies negative herd.

Market LambsAll wethers must be slick shorn (show ring ready) before weigh-in so that show lamb fungus can be identified.

been classified as either an infected or source flock can be exhibited in Illinois upon the completion of an approved flock plan.

2. For any animal born after 1/1/2002, the CVI must include the flock of birth and the flock of origin, if different.

and older attending an advertised equine event, shall be accompanied by a negative test for equine infectious anemia (EIA) conducted within the last twelve (12) months. A copy of this test shall accompany the animal.

2. AGID (Coggins) or ELISA tests are accepted.3. An advertised equine event means a show, rodeo, sale,

auction, exhibition, trail ride, or horse fair that is posted or media promoted.

4. A CVI is not required for Illinois equine.

LittLe Miss Queen’s FareweLL My name is Kenadie Maureen Hutchens, and I am the 5 year old daughter of R.T. and Sara Hutchens of Du Quoin. I just completed preschool at Bethel Lutheran in Du Quoin, and I will start kindergarten in the fall. I had such a fun year being Little Miss Perry County Queen. At the fair, I got to give trophies to the winning horses at the races and trophies to the Demo Derby winners. I became very close with Miss Perry County, Alyssa, and Junior Miss Perry County, Ivy. We walked around together, ate lots of food, and rode rides together. We also got to ride in a horse carriage and watch really good fireworks! I also got to participate in numerous parades throughout the year. This spring I also attended the Mud Bog and got to watch trucks drive through the mud really fast. I got pretty muddy too! I am so happy I got to represent the Perry County Fair as Little Miss Perry County 2012. I wantto say good luck to all the contestants in the pageant this year and have lots of fun!

Jr Miss Queen’s Farewell I am the reigning Jr. Miss Perry Co. Fair for 2012 Ivy Nessa. Being Jr. Miss Perry Co. has been such a rewarding and memorable experience. I have enjoyed every minute of my reign. Although my reign is coming to an end and the time has flown by I will always treasure this time and the people I have been able to meet and experience this time with. I am Ivy Nessa the 15 year old daughter of Shawn and Angie Nessa of Du Quoin. I just finished my freshman year and will be a sophomore this fall at Du Quoin High school. I have been a cheerleader since the 7th grade and was a freshman cheerleader this year for Du Quoin. I was awarded with the “Most Dedicated” cheerleader this cheer season on my squad at the Sports Banquet. I was also the freshman homecoming attendant this year for my freshman class which was an honor as well. Some of my favorite and most memorable moments of being Jr. Miss Perry Co. Fair were attending the special events held at the Perry Co. Fair such as, tractor pulls, horse races, Demo Derby, getting muddy at the Mud Bog, all the parades, fairs and of course Queens Day at the Springfield Fair. Little did I know that becoming Jr. Miss Perry Co. Fair Queen I would add some very special people to whom I feel I can call family. Those of you are Queen Alyssa and Little Miss Queen Kennadie, I feel like we have a special bond and think so much of both of you, the Perry Co. Fair Board, Roger, and Director Stacey you all are wonderful and I have enjoyed spending time with you all. I am so proud and honored to say I have been a Queen for Perry Co. Fair. Miss Perry County FarewellI am Alyssa Reinhardt your 2012 Miss Perry County

Fair Queen. I am the 19 year old daughter of Larry and Cheryl Reinhardt of Murphysboro. Although I am a Jackson County resident both of my parents proudly came from Perry County. Currently, I call Carbondale my home while I attend Southern Illinois University as a Biology Pre-Med Major.

My reign would have not been the same without quite a number of people. I’d like to thank Stacey for always answering my calls and being the absolute best Director, Roger, Meschelle and Gabe for being my biggest supporters, Terri for being my amazing pageant mom, Karen for guiding me during the fair, my two beautiful queen sisters for such an amazing year, the fabulous fair board for helping me throughout my reign, and most of all my family for supporting me no matter what my wildest dreams hold.

What an honor it has been to represent such an amazing community as Perry County. My reign as your County Fair Queen has been nothing shy of a fairytale. Between spending the fair week with two beautiful and intelligent young ladies and representing Perry County as a Top 15 Finalist at the state pageant, I have become attached to this title and never want to pass it on. Sadly, this dream can’t become reality but my advice to the next queen is simple. Always smile, always be gracious and NEVER hide your true personality. Although I now pass on my title I will always return to the fair and continue to represent Perry County in the best way possible.

DEPARTMENT RULESEntries will be accepted Saturday June 8, between 9:00 a.m. and 12:00 p.m. All articles must be in the building by 12:00 p.m. to be eligible for entry. NO EXCEPTIONS WILL BE MADE.Entries are limited to two (2) under any one premium number.

Exhibits will be released Friday, June 14 and must be picked up between 3:00 p.m. and 6:00 p.m. on this date.

All canned goods exhibited must have been processed during the past year.

General Rules1. All entries must have been preserved within the last

year (12 months). If fresh produce is used, the exhibit should have been preserved within the last growing

season; in no case should this exceed one year.2. Unsealed exhibits or products showing signs of spoilage

will not be judged.3. An exhibit may not have been previously entered in the

same event.4. Judges are instructed not to award a premium or placing

unless the exhibits are worthy.5. Exhibits without competition will be judged on their

own merit and will receive an award or placing only if determined worthy by the judges.

6. Judging will be done by comparison to recognized standards of quality and safety (provide a copy of the score sheet if one is used) and by comparison to other exhibits to determine placing within a class (first, second, third, etc.).

7. Exhibits will not be judged by tasting; visual inspection will be used for the most part. Jars may need to be opened, however, when spoilage is suspected or differences among entries are very small.

8. Youth exhibits are judged separately from adults. 9. The decisions of the judges are final.10. Foods that are opened during judging will be marked

by the judges and should not be eaten when the fair or event is over. Any foods that are considered hazardous to consume will be disposed of by the judges or fair attendants. (This includes the jar or packaging that contains the food.)

RULES ACCORDING TO ILLINOIS COUNTY FAIR THOROUGHBRED ASSOCIATION

1. Only fairs that have paid ICFTA dues are eligible for the incentive awards. (Jockey and Owner)

2. An administrative/maintenance fee is collected on Illinois-bred state paid purse.

3. Illinois-bred races to have entries from four (4) different owners and four (4) to start, or race is not conducted. Please try to have as many as possible. Any horse that is scratched, which caused the race to run, will NOT get their administrative fee returned, but the rest of them will.

4. If a horse is entered and programmed, then is scratched, the administrative fee is NOT returned. But if the race or races are canceled due to weather just before or after the races have started, $10.00 of the fee will be retained by the fairs and the remaining $15.00 will be returned to the owner.

5. Jockey fees are collected and paid out to them for riding, BUT if a horse is scratched or not enough riders, the jockey’s fee is returned to the owner of the horse.

6. The Racing Secretary of the fair association is the only person authorized to receive entries and declarations.

7. All entries must be made in writing on Official Entry blanks furnished by the fair association and all requested information must be furnished at the time of entry. Entries may be made by telephone, if promptly confirmed by the Racing Secretary and will be valid or recognized, if the name of the horse so entered has been printed on the “Official Program.”

8. All entries will be closed at the advertised time.9. At the closing time for filing entries for the succeeding

day, the horses entered shall be drawn by lots for post positions and a typewritten list of the horses so drawn into the race shall immediately be posted on the bulletin board in the racing Secretary’s Office for inspection by the owners and trainers.

become “Official” thirty (30) minutes after such posting and no changes thereafter shall be made because of omissions or inaccuracies.

11. All horses must be stabled on the fair grounds no later than two (2) hours prior to the post time for the first race of the day.

12. Jockeys must wear protective helmets and vests.13. No jockey shall be permitted to ride who is presently

under suspension or ruled off in the State of Illinois or in any other State.

14. The jockey must be attired in racing silks.15. No whips or spurs permitted in two (2) year old races.16. The track shall be in suitable condition for

thoroughbred racing as determined by the Racing Secretary.

17. A mechanical starting gate shall be used at the start of all races and a horse shall not be considered a starter unless he leaves the starting gate with the field.

18. Sufficient time shall be allowed for the post parade and warm-ups. A minimum of ten (10) minutes shall elapse between the time the horses enter the track and arrive at the starting gate.

19. No horse shall be permitted to start in the Illinois-bred races unless the Illinois Certified Jockey Club Certificate is on file with the Racing Secretary.

20. No horse is qualified to run any race unless he is duly entered for that race.
