Colorado’s energy economy focuses on both renewables and oil and gas. And while natural gas is king in Colorado,
research universities in the state are finding new ways to make oil and gas extraction more environmentally friendly while at the same time promoting renewables.
Ask Doug Johnson, vice president of the Fort Collins-based Rocky Mountain Innosphere, to discuss the social license to op-erate (SLO), and he leans in.
“We talk about that a lot here,” he said. “It’s the marriage of community responsibility with energy exploration. How do you encourage responsible oil and gas development? And how do you do it in a way that’s reflective of the values of the community you’re doing business in?”
Community watchdogs and environmentalists have a differ-ent take on the concept. Jason Bane, director of communica-tions at Boulder-based Western Resource Advocates, says the social license to operate – at this point – means energy compa-nies need to simply slow down until important questions are answered.
For everyone involved, the path forward likely lies with tech-nology. As the energy boom pushes production closer and closer to communities, environmental and health concerns are on the rise and energy companies are keen to find solutions. Three start-ups at Innosphere are betting that their technologies will
succeed because they will help companies operate in a manner that reduces their environmental impact, increases their effi-ciency and allays the health concerns of nearby communities.

and Steve Witt, an electrical engineer with research-and-devel-opment roots at Hewlett-Packard, OptiEnz Sensors LLC utilizes fiber optics coated with specific enzymes to measure the con-centration levels of organic chemicals in different solutions.
The enzyme ‘recognizes’ whichever chemical it is tied to and then transmits that data through the fiber optic cable back to specially designed hardware. Multiple sensor tips coated with different enzymes allow for testing of many different contami-nants.
For the fossil fuel industry, this means real-time, continuous, on-site monitoring of water in wells, rivers and lakes, as well as tracking the water used for extraction processes such as fracking. As soon as a problem is discovered, it can be attended to.
“When concentrations of dangerous chemicals like benzene rise,” Reardon said, “operators can respond in minutes rather than days.”

“Well, with fracking we don’t always know what chemicals are being used,” said Reardon. Drilling companies have their own proprietary blends. “But I do know that benzene is found in virtually all the formulations I’ve researched. It’s very toxic and highly carcinogenic, so the fact that we can detect and then measure this is very important.”
Avivid Water TechnologyLast month, Avivid Technolo-
gies Group LLC, parent company to Avivid Water Technology, was granted a patent for Turbo-Coag, its water purification process. The Longmont-based company improved upon electro-coag-ulation, a century-old process that extracts heavy metals and chemicals from up to 500 gallons of water every minute.
“During electro-coagulation, cathodes and anodes are placed in the water,” chief executive Lockett Wood said. “We then run an electrical current through it and charged particles called ions attract (contaminant) particles in the water which sink to the bottom into a sludge that we can safely remove.”
Turbo-Coag removes up to 99 percent of contaminants and produces 90 percent less sludge than other methods. Wood said the sludge is inert and can be safely deposited in landfills or smelters. The drastic reduction in sludge output significantly reduces hauling costs.
The Turbo-Coag process cannot remove salts, so heavy brine waters need additional treatment to rid them of the salts in order to make the water usable. Clean water can be released back as ground or surface water or reused by the operators for their pro-cesses.
“Ultimately what we’d like to do — and what the industry as a whole would like — is to be able to process contaminated water so that all the chemicals and particulates and salts are removed and the water can be used for any purpose we want it for,” Wood said. “By doing that, we’ve created a very important byproduct: water.”
Especially in the arid West, Wood said, reclaimed water is highly valuable.
“Imagine if we can release cleaned water for livestock use,” he said. “Up in Wyoming’s Red Desert area, where there’s uranium mining, any amount of water we can release is going to be a very valuable asset. And that’s exactly what the uranium mines are trying to do: Give water to the ranchers.”
LogimeshThe Logimesh technology is broken down into two parts, ac-
cording to founder and CEO Bill Gillette. The first part is a small device that acts as a platform, a power source, CPU, sensor and small wireless radio. The device, called the Logimote, provides
continuous real-time data about machine health for oil and gas producers and operators to better monitor their equipment in the field.
The Logimote harvests the heat produced by the engine of whatever machinery it’s monitoring and converts that into enough energy to run the device.
That’s when the second part of the system kicks in. The Logimote is equipped with software that churns through the collected data. It then wirelessly transmits what Gillette calls “smart” or actionable data back to the operator via the cloud.
Sensors attached to the Logimote can be tuned to sniff out chemical contaminants in the air, specifically volatile organic compounds and the hydrocarbons benzene, toluene, ethylben-zene and xylene that may leak from storage tanks and cause alarm in surrounding communities.
Logimesh is partnering with NASA to adopt hydrocarbon sensing technology for the International Space Station, essen-tially creating a canary-in-the-coal-mine monitoring system that warns when excessive levels of hydrocarbons and volatile organic compounds are present.
Moving forwardTechnologies that foster SLO may be the only way to ensure
ongoing energy development and, ecological and personal health and safety.
“Energy development companies need to listen and work with communities to understand their needs and concerns, and then find and develop technologies that provide solutions,” Johnson said.
Bane continues to lobby for a go-slow approach. “There are a lot of promising technologies out there,” he
said, “but we still don’t have a complete understanding of the long-term outcomes and how they might impact our economy, health and environment.”

Social License to Operate (SLO) is a buzz phrase that is making the rounds these days. What does it mean?
According to On Common Ground Consultants Inc., which owns SociaLicense.com, “The Social License has been defined as existing when a project has the ongoing approval within the local community and other stakeholders, ongoing approval or broad social acceptance and, most frequently, as ongoing acceptance.”
On Common Ground is a Vancouver, British Columbia, firm whose international projects focus on social and environmental responsibility, according to its web site.

CSU prof lists top trends on research horizon Q&A: Ken Carlson
Colorado’s energy economy focuses on both renewables and oil and gas.
And while natural gas is king in Colo-rado, research universities in the state are finding new ways to make oil and gas extraction more environmentally friendly while at the same time promot-ing renewables.
Ken Carlson, professor of civil and en-vironmental engineering and director of the Gas Technology Center at Colorado State University, breaks down the major issues confronting the oil and gas indus-try into four segments: efficiency, water, transportation and renewables. He explained in an interview with the Business Report:
Question: Where are producers looking for ways to streamline operations?
Answer: Colorado’s oil and gas companies are working to be more efficient before they even drill a well. Instead of purchasing oil and gas leases in a checkerboard fashion, they are now purchasing them so that they are contiguous to each other. This layout allows them to use centralized infrastructure, decrease the scale of water delivery and water collection, and use fewer drilling crews.
The advantages are fewer trucks, fewer air emissions, less disturbance of the environment and fewer traffic accidents. The biggest benefit is a reduction in costs. By concentrating the infrastructure for numerous wells in one place, costs go down.
One big concern about the development of oil shale is the emission of greenhouse gases from the operations. The indus-try knows that some methane is being released but it doesn’t know exactly how much. That’s why finding a way to gauge the leak and to find uses for that wasted methane is at the top of the agenda for energy researchers.

Q: Water is a scarce resource in Colorado. Are there breakthroughs in the future that will help producers be better stewards of the water they use and produce?
A: Water pollution and water recycling connected to frack-ing operations have been major hot-button issues in the state, so researchers are working with industry to come up with vi-able solutions. The state of Colorado and the Colorado Oil & Gas Association are testing out a new system that will monitor groundwater contamination in real time.
We’re in the process of putting together a demonstration site that would install what we’re calling surrogate water monitors. They measure things in real time that are related to contamina-tion from oil and gas operations, but not the actual contami-nants themselves. This project will go into operation in Weld County this summer.
As far as what to do with all of the contaminated water that is produced as part of fracking operations, CSU is developing tools that would allow the industry to clean it up and release it back into the environment more efficiently. Our belief is that when we can do it more efficiently, they’ll be driven to do it. We’re trying to create a market incentive to recycle water, with-out regulation.
Q: Oil and gas companies are under tremendous pres-sure to reduce the impact of their vehicles. Can electric
vehicles play a significant role yet?
A: Because electric vehicles won’t replace fossil fuel-pow-ered ones in the near future, the challenge is to find ways to make these vehicles more efficient. CSU’s Engines and Energy Conversion Laboratory is working on a way to convert diesel engines to natural gas.
A lot of oil field operations, drilling and fracking engines are diesel. There’s a push to convert those to natural gas, the fuel that is there. Why not use the fuel that is there? It is cheaper and much better for the environment. Diesel has a lot of air contaminants, air emissions. It is more expensive and they have to bring it in, which means more truck traffic.
Q: Are there ways to use stable, consistent traditional fuels in tandem with the highly variable renewable resourc-es, such as wind?
A: There are ways to pair natural gas resources with wind. Because wind energy is intermittent, it needs to be used with a fossil fuel that can be turned on and off quickly. Coal is not very nimble, but natural gas can fire up and dispatch quickly. We have several researchers working on how to integrate the two into the electric grid.

Northern Colorado utility leaders look to futureCommunity listening sessions, renewables on agenda
Listening. It’s a word that peppers Jacqueline Sargent’s con-versations.
Since coming on board last August as the Platte River Power Authority general manager, Sargent has initiated community listening sessions. Her priority is to understand what the non-profit electric utility’s customers in Fort Collins, Loveland, Estes Park and Longmont want as it takes a look at its long-term power supplies.
The utility generates its own power from a variety of sources including coal, hydropower, natural gas and wind energy.
“We currently have sufficient resources to meet the munic ipal cities’ loads through 2018,” Sargent said, “so we decided
to take a step back and do some listening in the communities” PRPA serves, Sargent said.
In the coming year, she said, PRPA will take the input gath-ered at the listening sessions and analyze different scenarios for long-term power generation.
Brad Gaskill, chief executive of the Poudre Valley Rural Electric Association, is among those concerned about Senate Bill 252, which would require rural electric cooperatives to boost the amount of renewable power in their portfolios to 20 percent by 2020, up from 10 percent today. Co-ops with fewer than 100,000 meters and municipal utilities with fewer than

40,000 customers would be exempt.Since SB 252 was sent to Gov. John Hickenlooper’s desk in
April, Gaskill has been working with other rural electric co-ops and wholesale suppliers to see it vetoed.
“Don’t get me wrong,” Gaskill said. “We support renew-able energy, and we want to increase those resources, but they aren’t reliable enough yet and fossil fuels are still the most eco-nomical sources of energy. This bill is asking us to do too much in a time frame that’s too short. It’s a big concern of mine.”
Jim Van Someren, communications manager at Tri-State Generation and Transmission, the wholesale electric power supplier that provides energy to 44 electric cooperatives in Colorado, Nebraska, New Mexico and Wyoming, concurred.
“Despite repeated requests to be a part of drafting this bill, none of the entities (rural co-ops) that are directly affected were allowed in the room,” Van Someren said. “We have a commitment to our customers to provide them with the most economical electricity possible, and this bill will severely im-pact that.”
Ron Asche, CEO at United Power, also a nonprofit coopera-tive that services the Front Range, voiced the same priori-ties that Tri-State, PRPA and Poudre Valley REA expressed: reliable, affordable electric power. Asche pointed to the renewable projects United has in place, including Methane to Megawatts, developed with the town of Erie’s landfill and private contractor Landfill Energy Systems. The system cap-tures methane gas that is naturally generated by decaying
matter in all landfills and converts it into electricity. Unlike wind or solar energy, methane systems operate continuously, not just when the resource is available, making it a highly reli-able method for generating renewable energy. Currently, the system is operating at 3.2 megawatts and is capable of pro-ducing enough electricity to power 3,300 homes per year. At full capacity, the system is expected to generate 5 megawatts of power annually.
All three utilities report good fiscal health. They’ve had to take long, hard looks at their bottom lines and make some difficult decisions. Despite cutbacks in employee benefits or eliminating positions through attrition, they’re all looking at implementing new technologies such as smart-metering and monitoring systems that allow them to be proactive rather than reactive when outages occur.

After contentious session, fracking issues remain
The 2012-13 Colorado General Assembly session was chal-lenging for the energy industry and those seeking reform.
In the end, only two bills passed: one that increased the per-centage of renewable energy that rural electric cooperatives must offer by 2020 and one that would require energy compa-nies to report smaller oil spills.
The session started with eight major energy bills being intro-duced, most having to do with hydraulic fracturing, or fracking.
“The most disappointing point of the session we found early on was the lack of discussion between some in the Legislature and industry,” said Doug Flanders, director of policy and exter-nal affairs for the Colorado Oil & Gas Association.
Rep. Mike Foote, D-Lafayette, who sponsored or co-spon-sored three of the eight bills, had hoped to gain more ground reforming the oil and gas commission and the industry.
One bill that was successful, House Bill 1278, requires energy companies to report any oil spill of more than one barrel (42 gallons) to the Colorado Oil and Gas Conservation Commis-sion within 24 hours. The previous industry standard was five barrels. The bill was signed into law by Gov. John Hickenlooper on May 11.
Senate Bill 252 requires rural electric cooperatives, such as Tri-State Generation and Transmission Association and Inter-mountain Rural Electric Association, to generate 20 percent of their electricity from renewables by 2020. The previous stan-dard required that renewables account for 10 percent of rural
co-ops’ power portfolio.For-profit power companies, such as Xcel Energy, already
are held to a higher standard. They are expected to achieve 30 percent renewables by 2020, up from the previous benchmark, which was 20 percent.
Opponents of the bill expressed concern that the require-ment would drastically increase the cost of electricity for rural customers, but the bill states that if electricity costs increase by more than 2 percent the standard will be reduced. Hicken-looper has come under pressure from industry to veto this bill. As of May 22, he hadn’t signed it into law.
Six bills, including one that would have reorganized the Col-orado Oil and Gas Conservation Commission and dramatically introduced fines, were defeated:n HB 1267, sponsored by Foote and Sen. Matt Jones, D-
Boulder, would have increased oil and gas fines from $1,000 a day to up to $15,000 a day.n HB 1269, sponsored by the same duo, would have reorga-
nized the Colorado Oil and Gas Conservation Commission by disallowing anyone working in the oil and gas industry from serving on the commission and by removing the promotion of oil and gas production from the commission’s mission state-ment.n HB 1275, sponsored by Rep. Joann Ginal, D-Fort Collins,
and Sen. Irene Aguilar, D-Denver, would have required the State Board of Health in the Colorado Department of Public

Health and Environment to issue a request for proposals to conduct a review of existing epidemiological data regarding the effects of oil and gas operations on human health in Larimer, Weld, Boulder and Arapahoe counties. An analysis of the data would then be reported to the general assembly by March 15, 2014.n HB 1316, sponsored by Rep. Dickey Lee Hullinghorst, D-
Boulder, and Sen. Jessie Ulibarri, D-Commerce City, would have eliminated the current groundwater sampling program in the Greater Wattenberg Area in favor of a new, as yet to be implemented, groundwater sampling program.n SB 202, sponsored by Sen. Matt Jones, D-Louisville, and
Rep. Jonathan Singer, D-Longmont, would have required the COGCC to use a risk-based strategy for inspecting oil and gas locations that targets the operational phrases that are most likely to experience spills, excess emissions and other types of violations.n SB-284, sponsored by Hullinghorst and Sen. Morgan Car-
roll, D-Aurora, would have required the Division of Administra-tion in the Department of Public Health and Environment to provide for expedited air quality permitting for oil and gas opera-tions for operators that certify that they will use pollution-con-trol technology that meets enhanced environmental and human health protection standards as established either by the division through guidance or by the Air Quality Control Commission by rule. It also would have allowed the division to provide an analo-gous permitting schedule and enhanced standards for water quality permitting either by the division through guidance or by the Water Quality Control Commission by rule.
Next year, political observers expect the election-year session to be even more charged, as on-going concerns over fracking and oil and development near urban areas continue to trigger calls for more regulation and environmental oversight.
“What we’re hoping for after this session is a lot more discus-sion, more collaboration,” said Flanders. “We’ve seen it in bills that we did support. You can never get to ‘Yes’ on everything, and when we couldn’t we have to say ‘No.’ Let’s get away from polarization of oil and gas. What is the root of the question and what is the root of the problem?”

Oil, gas companies expand,fueled by record production
Oil and natural-gas companies buoyed by record Northern Colorado oil production are spending millions of dollars
on building expansions in Weld County.Halliburton Co.’s (NYSE: HAL) new 199,000-square-foot
building on the company’s 75 acres near Fort Lupton marks the latest major expansion of oil and gas companies in North-ern Colorado. The drilling-services company completed the expansion in January, and will expand the building by an ad-ditional 20,000 square feet in December.
The new $42 million facility, which employs more than 800 full-time employees, lies near another Halliburton facility built in 1974. A spokeswoman declined to say how many employees
work at the older facility.Statewide, Halliburton employs 1,600 people. It reported a
first-quarter net loss of $18 million versus a $627 million profit during the same quarter last year.
Halliburton’s expansion marks one of many under way or announced in the past year in Weld County, including large independents such as Noble Energy Inc. (NYSE: NBL) and Anadarko Petroleum Corp. (NYSE: APC) to smaller companies such as Mineral Resources Inc. in Greeley.
The expansions are fed by an ongoing energy boom in which Northern Colorado has played a central role. Shale oil pro-duction from the region’s Niobrara formation led the state to

extract an estimated 48 million barrels of oil last year, the larg-est amount since 1957, according to the Colorado Oil and Gas Conservation Commission.
Anadarko hopes to complete construction on a 50,000-square-foot building in Platteville this summer because it has outgrown its facility in Brighton and wanted a more cen-tral location within its operation area. The company planned to invest $1.5 billion in Northern Colorado this year.
The facility, first reported by the Business Report, will house
150 of Anadarko’s current employees and will include a field office, warehouse and yard at 501 N. Division Blvd. in Platte-ville. Anadarko, which declined to state the expansion’s cost, is among the largest oil and gas producers in Weld County.
Anadarko, which employs 1,000 people in Colorado, posted first-quarter net income of $460 million, down from $2.16 bil-lion the previous first quarter.
The company, however, set a record for average quarterly sales volumes of more than 113,000 barrels of oil equivalent per day from the Wattenberg field in Northern Colorado. Anadarko posted sales volumes of 81,000 barrels of oil equivalent during the first quarter of last year.
Anadarko expects its sales volumes to reach from 279 million to 287 million barrels of oil equivalent this year.
Noble Energy, another large oil producer in Weld County, moved last year from Platteville to Greeley. It completed its 66,000-square-foot headquarters at 2115 117th Ave. in Gree-ley in May 2012, and already plans to add space to one of the building’s wings.
The expansion would “double or triple” the size of one of the building’s wings, said Brad Mueller, director of the city of Gree-ley’s Community Development Department. The Business Report first reported the expansion.
Noble Energy has nearly 23 acres on its 117th Avenue site. An expansion probably would add office space to the building, Mueller said.
Noble Energy has declined to comment beyond confirming plans to expand. The company this year expects to invest $1.7 billion in the Denver-Julesburg Basin, which spans Northern Colorado and parts of Wyoming, Kansas and Nebraska.
Noble Energy posted first-quarter earnings of $261 million versus $263 million during the first quarter of last year. Despite the slight drop in earnings, the company achieved record sales volume of 92,000 barrels of oil equivalent per day from the re-gion during the first quarter.
The expansions are fed by an ongoing energy boom in which Northern Colorado has played a central role. An estimated 48 million barrels of oil last year were extracted, largest amount since 1957.

CHEYENNE, Wyo. – The din of more than a thousand million million com-
puter calculations per second – that’s a quadrillion, with 15 zeroes – sounds like a rushing river echoing inside this dark, im-maculate, wide-open room. A few rows of black, refrigerator-sized cabinets hold 100 racks of hardware and more than 70,000 processors that together comprise one of the world’s fastest supercomputers.
The system, known as Yellowstone, is the beating heart of the National Center for Atmospheric Research’s Wyoming Su-percomputing Center.
“You get used to the sound signature,” shouted Gary New, the center’s operations manager, referring to the facility’s various noises.
Standing in the loud hall, Yellowstone’s technological muscle is almost as hard to fathom as the energy needed to keep it all running. Supercomputers that operate at dizzying speeds with massive storage are allowing scientists to run highly complex scientific models and simulations. The components also require lots of power, however, and typically lots of cooling as well to keep equipment functioning.
Here, the facility’s power bill is $1 mil-lion a month.

The tab may sound staggering, but NCAR – a Boulder-based program of the National Science Foundation – and its partners are getting the most computational bang for their buck. This spring, the center won first place for facility design implemen-tation in the Green Enterprise IT awards, presented by the independent Uptime Institute, recognizing its innovative and high-efficiency design. With a power density of 1,000 watts per square foot, the facility is among the top 1 percent of data cen-ters in the world for efficiency, thanks to building features that boost performance and make use of Wyoming’s climate.
Completed in October, the supercomputing center covers 153,000 square feet in a modern and sleek building, located across from a Wal-Mart distribution center and a Microsoft data center under construction. Just a few dozen engineers and tech-nicians work on site at the $70 million building, while other staff monitors systems from NCAR’s Mesa Laboratory in Boulder.
NCAR’s first supercomputer, housed at the Mesa Lab, started operating in 1963 – and, with a single processor, hardly seems “super” by present standards. New arrays in the 1980s brought in early parallel systems that linked thousands of processors to increase capabilities. By the ’90s, supercomputing technol-ogy had advanced so far that the Boulder lab no longer was equipped to meet the power, space or cooling requirements for modern arrangements. With aspirations for a high-perfor-mance, world-class system, NCAR decided in 2007 to site its new facility in Cheyenne, partnering with state and city entities and the University of Wyoming to finance a land sale, con-struction and acquisition of the supercomputer. Yellowstone, which was built by IBM, is the 13th fastest computer in the world and the largest dedicated to atmospheric modeling.
“We’re really trying to advance the science of climate and weather,” said Anke Kamrath, director of operations and ser-vices for NCAR’s computational and information systems labo-ratory. “We’re still at the tip of the iceberg.”
The facility allows scientists to run complex and data-intensive climate and atmospheric models at local and global scales. Early projects include studies of ocean currents and turbulence, long-range weather forecasts, air-pollution projec-tions and electricity in space. The supercomputer also has con-tributed to the forthcoming global climate assessment through the Intergovernmental Panel on Climate Change. A simulation that might have taken its Boulder predecessor, named Bluefire, half a year to process now runs for just a week. More than 1,500 users and about 100 projects are tapping into Yellowstone, and the system is already at 90 percent utilization.
Yellowstone is almost 30 times more powerful than Bluefire. But while moving data among components and running over a quadrillion calculations per second isn’t cheap, Kamrath says, technology and efficiency gains have kept associated electric costs from rising proportionally. In fact, the Wyoming center only runs on two to three times as much power as Bluefire. Breakthroughs in computing capacity have played a key role, along with special attention to the NWSC’s construction. “Run-ning the building itself is as complex as running the computer,” Kamrath says.

Facility design, completed by the Lakewood-based RMH Group, took advantage of Wyoming’s frequent winds and cold air to reduce cooling needs, which is often a huge cost for data
centers. Among the building’s specs is a 135,000-gallon evapo-rative cooling tower that uses the outside air to keep computers from overheating – without having to maintain frigid inside temperatures. The system is so efficient that the facility’s in-dustrial chillers will only need to be turned on for about five days a year.
“The center doesn’t need to be a meat locker,” said New, refer-ring to the brisk interiors maintained in many other data centers.
A waste-heat recapture system funnels heat from the com-ponents and transfers energy to warm offices and even melts outdoor snow and ice in winter. In the mechanical room in the building’s basement, a looped “chilled-beam system” enables efficient delivery of warming and cooling in both directions. Building and lighting automation monitor and control settings based on occupancy to further raise efficiency. On a flat-screen monitor, technicians can literally track when someone plugs in a cell phone in the facility. Overall, the efficiency measures are working so well that it costs more to light the building than to cool the computers, and roughly 90 percent of the center’s power goes directly to computing.
After already achieving LEED Gold certification for its green-building credentials, the award from the Uptime Institute recognizes that the center is operating at its potential – and serving as an example for other data and computing centers.
“Everything’s doing what it’s intended to do so far,” said New. “We did our homework.”
Even as Yellowstone efficiently hums along, New, Kamrath and others are planning for the future. Kamrath already is start-ing to shop for the next-generation supercomputer that will replace Yellowstone in another handful of years – a nod to the rapid advancement in technology. The facility, for its part, is ready for the expansion. Current operations use 2 to 4 mega-watts, but the center is designed to handle 25 megawatts. The expansive room that holds Yellowstone is just one of four modu-lar computing spaces in the facility, with the other three waiting.
“We built in expandability, so we weren’t maxed out the day we moved in,” said New. “We’ve designed a building for a 20- to 30-year use life for an industry that doesn’t know where it’ll be in five years. We don’t know what technology will be avail-able down the road.”
