  • I. INTRODUCTION

    A. COLLEGE BACKGROUND

    Tarrant County College was established by a countywide election on July 31, 1965, as Tarrant County Junior College, the name change occurring in 1999. The South Campus opened in 1967, followed by Northeast (1968), Northwest (1976), and Southeast (1996). The newest facility, the Trinity River Campus in downtown Fort Worth, opened fall of 2009. The College District is governed by a seven-member Board of Trustees elected for staggered six-year terms in single member districts.

    Enrollment growth has been steady and sometimes spectacular. The South Campus, at 4,772, had the largest opening-day enrollment of any community college in the nation up to that time. Overall credit student enrollment passed the 20,000 mark in 1980 and exceeded 50,000 in the fall of 2013, making TCC the sixth-largest college or university in Texas.

    Tarrant County College (TCC) is committed to educational excellence and preparing its students to achieve in the twenty-first century. To that end the college has embarked on an extensive process of educational assessment to improve teaching and learning and to provide documentation of these efforts. The assessment process can be considered a "loop" that begins with identifying measurable learning outcomes on the course, program, and institutional levels, which leads to assessing these outcomes and making plans for improvement based on the results of the assessment.

    Consequently, the College is always in a stage of continuous improvement of educational services provided to its primary stakeholders, the students. PARR which stands for Plan-Assess-Reassess-Re plan, is the acronym given to the District's initiatives to assess course, program, and institutional learning outcomes.

    B. CONSTRUCTION MANAGEMENT TECHNOLOGY PROGRAM BACKGROUND

    The Construction Management Technology Program at Tarrant County College was first offered in the fall of 1996 at the Southeast Campus. Initially the degree was called Construction Technology with 20 students enrolled and was changed to Construction Management to focus more on managerial skills rather than trade skills. Beginning Fall 2014, the degree will be called Construction Management Technology to align the program to technical area rather than in business management. The enrollment for Fall 2013 is 82 (excluding students who have not declared a major). The programs goals and objectives corroborate the colleges mission, and the scope has been expanded to include green building courses, land development, computer applications, macroeconomics, business management and professional ethics. The Construction Management Technology Program was transferred to South Campus, joining other technology programs, in Fall 2013.

    The Construction Management Technology Program offers five different certificates of completion in addition to an Associate in Applied Science in construction management technology. These are Certificate of Construction Inspection, Certificate of Construction Management Technology, Certificate of Construction Layout and Framer Assistant, Certificate in Computer Aided Scheduling and Certificate of Construction Interior Design.

    Graduate in the program has the options to work immediately in the construction field or to pursue a bachelors degree in Construction Science at any regionally recognized four year universities.

  • The current coursework offered in the Construction Management Technology Program provides a remarkable job in addressing current trends and issues in the construction industry. This idea is being supported by the willingness of the advisory committee to continuously support its goals and objectives. The advisory committee and students feedback as well as graduate placement and graduate follow-up surveys will continue to be the gauge for the programs progress and direction. The unit will continue to create a database for students currently enrolled in the program that includes information such as entry year, residence address, email address, contact numbers, and employers for graduates. This information will be used to help guide or counsel the students as to what courses they need in order to finish the degree in a seamless process as well as to monitor graduates to keep track of their achievement after graduation. The program will continue to participate in community extension to show its commitment to the community as well as to actively participate in local and national seminars and competitions in order to expose students in the construction industry.

    2. Strategic Plan, TCC Vision 2015

    Tarrant County College created a five-year strategic plan that spans through 2015. By following a relatively unique process, TCC formed a strategic plan with goals and corresponding strategies to ensure implementation of the five-year plan.

    The Vision 2015 Strategic Plan includes not only goals and strategies, but measurable action items as well, helping to further define the purpose of the strategic plan. The Vision 2015 Strategic Plan was created to guide TCC in meeting the College's mission statement through 2015.

    1. Program Statement

    The focus of the Construction Management Technology Program is to prepare students for employment in the construction industry by providing the necessary knowledge, skills and field experience.

    2. Program Outcomes

    Upon completion of the program, the student will be able to:

    1. Confidently define and identify various construction materials and their specific utilization as well as to learn and explore immerging technologies in the construction industry;

    2. Perform calculation to prepare cost estimates and scheduling of various construction projects both manually and the use of computer software;

    3. Gain confidence in applying the principles of monitoring, controlling and managing the construction process;

    4. Apply proper judgment to solve different construction problems and situations through the application of the concept of law, ethical values, safety and regulation governing the construction industry;

    5. Integrate and apply the concept of sustainability to built-environment through design and construction practices.

    3. Program Goals and Objectives

    The Construction Management Technology Program is dedicated to:

    Goal 1: Provide quality teaching, a learning environment, concepts, technical knowledge and skills necessary for an entry-level position as construction professional through a higher degree of education.

    Measure: This will be measured by the rating of employer appraisal of students in the practicum experience along with advisory committee feedback. Criteria: Overall rating of employer > 3.0

    Advisory feedback on satisfaction of curriculum/instruction > 75%

    Goal 2: Provide an environment that promotes collaborations, teamwork, exploration and professional development for both faculty and students.

    Measure: This will be measured through student feedback surveys and evaluation of faculty by students. Criteria: Overall student satisfaction on the CM program >75%

    Goal 3: Provide the student the understanding of state-of-the-art techniques and tools through the use of computer-aided software in planning, scheduling, controlling and estimating.

  • III. ASSESSMENT PROCESS

    In line with Tarrant County College commitment to educational excellence, the Construction Management Technology Program assessment plan is developed to improve teaching and learning and to provide documentation of these efforts. The assessment process can be considered a "loop" that begins with identifying measurable learning outcomes on the course, program, and institutional levels, which leads to assessing these outcomes and making plans for improvement based on the results of the assessment. The advisory committee and students feedback as well as graduate placement and student surveys will continue to be the gauge for the programs progress and direction. The data collected from this process will be used as basis for curriculum and syllabi revision that will address current needs and standards of the industry, teaching techniques and methods, and equipment updates.

    The assessment tools developed by the district (Please see Appendix A for reference) are as follows:

    1. The Plan- Assess- Replan- Reassess (PARR) for the program which is an assessment tool designed to be a systematic approach that involves effective assessment of student learning resulting in changes in instruction, courses and programs designed to improve student learning.

    2. The ISLO Institutional Student Learning Outcomes. The district has adopted six criteria which are grouped as Knowledge, Skills and Abilities a student should have attained by the time he/she completes a degree program at TCC.

    3. Student Outcomes Assessment Plans (SOAPs)/ Institutional Assessment Plan (IAP), developed by the faculty, to focus on improving the effectiveness of student learning.

    In addition to the above assessments, the following are also employed in the program:

    1. Student Evaluation

    Full-time faculty and adjunct faculty are evaluated every semester in all their courses they teach. Evaluations from students are compiled and reviewed by the faculty/coordinator/ department chair and the dean of the division to identify areas of improvements.

    2. Faculty Evaluation by Immediate Supervisor

    Full-time faculty members are evaluated by the Dean of the division every year (for new faculty) and every other three year thereafter. Adjunct faculty members are evaluated by the program coordinator/ department chair every semester. The purpose of the faculty appraisal is to provide the faculty and the evaluator with an opportunity to work together in maintaining the high quality of instruction at TCC. The result of the appraisal will be used both for administrative purposes and instructional improvement.

    3. Student Survey Feedback

    The purpose of this survey is to solicit feedback from students currently taking courses in the program with regards to their experience while taking courses at TCC as well as gathering inputs to curriculum, course materials, equipment and services they need.

  • 4. Capstone/ Practicum Assessment

    The course CNBT 2266 (Practicum) is a capstone course for the program. Student in their final year are required to undergo a 214 hours of practical experience. The course is focus on providing the student with practical knowledge related to their course of study. Emphasis will be placed on applying learned or gained knowledge obtained in the classroom to real world application in the workplace.

    a. Student Experience Survey This survey provides the student undergoing practicum experience the opportunity to review the course and provide feedbacks on valuable learning experience while taking the course.

    b. Student Performance Appraisal by Supervisor This survey is for the supervisor to evaluate and assess the students performance. This evaluation is a feedback to the students personal and professional development. In turn, the result will be used to plan and developed better workplace training and experiences to the students and technical course of study.

    c. Student Oral Presentation of Experience Student enrolled in the practicum course will present in class attended by other students and faculty towards the end of the semester their experience outlining their skills they acquire, practical knowledge, problem encounters, solution attempted to solve the problem and comments about the course. This type of instruction provides student a sense of responsibility, professionalism and deadlines and thus provides an advantage as they enter the profession.

    5. Graduate Follow Up Survey

    The Construction Management Technology Program conduct annual surveys of its graduates to asses and monitor their success and direction in their career. A survey is sent out to all students graduated in the previous academic year to solicit feedback that help improve teaching and learning such as input on the areas of curriculum, equipment, software, and course materials. Also the purpose of this survey is to assess and monitor graduate success.

    6. Advisory Committee

    The effective use of advisory committees is vital to the technical programs of the College. The quality of such programs may depend on the membership of such committees and how College personnel use them in the planning and operation of technical education. The members of the advisory committees are selected/elected to serve for 2 years. The Industry Advisory Committee meets every semester (twice a year) to discuss program events, address potential changes to curriculum, goals and objectives, awareness of the construction management program within the DFW area, student recruitment, internships, improvements and activities. Curriculum revisions and proposals are presented to the committee to solicit feedback, recommendation and inputs before they are presented to the academic council. Materials to be used in the classroom are also requested and solicited from the committee members

  • V. SURVEY RESULTS, ANALYSIS AND PLANS

    General Results, findings and analysis are presented in this section. Results are tabulated showing responses from surveyed students. The findings are being analyzed taking considerations of the percentages of the outcomes. At the end of this section an action plan is being laid out to address any deficiency and improvements.

    Summary The results show that the Construction Management Technology Program goals and objectives are being met to the satisfaction of current students, graduates, employers and advisory committee. The plan of the program to submit for a voluntary accreditation process to the American Council for Construction Education will open doors of more opportunities in the program such as increase in enrollment and student transferring to a four year degree.

    Student should be informed that there is math calculation that applies to the course. I believed Mr. Bagcal has provided a very good learning experience and atmosphere. I think the program could benefit from supplemental instruction. Need Construction Management tutor.

    Would be nice to have field trips to buildings in process, plants and suppliers of construction materials So far everything has been great. The classes have taken so far helped me a great deal on my job. By being in the construction field for 25 years and part of the US Navy, as a builder for 19 years, I do not know everything and have room to grow. This is why I choose the program.

    Dr. Bagcal is a great teacher that more than goes out of his way to help every student in the program.

    Very thoroughly taught and organized. First Cm class taken and enjoyed it. There are a lot to learn and all of this has been really helpful. I enjoyed learning things I did not know and refreshing up

    on the others I did know.

    Learned a lot and Dr. Bagcal does his best to help us learn and understand. Math is in almost everything, math never hurts anyone. Everything ran really well. The classes are super informational and I really enjoyed it. Please add more summer classes on-campus during summer session.

    Provide courses multiple times a year as opposed to once. It is perfect if classes would continue to be at nights because we all work in the morning. We need more full time professors to compliment to growth and development of the program. We will continue in the

    growth without a larger support.

    ANALYSIS

    1. 35% of the respondents indicated that their main objective in attending TCC -CM program is to transfer to a 4 year college/ University while 71% said to prepare them for future job.

    2. About 81% responded that their experience at TCC- CM helps achieve the objective indicated in question 1.

    3. About 68% said that they were satisfied/ very satisfied with the schedule of classes. 4. 96.8% of the respondent said that they were satisfied/very satisfied of the knowledge and skills learned in class. 5. 74.2% of the students responded that the course curriculum met their expectations. 6. 93.5% of the respondents indicated that they agree/somewhat agree that the laboratory equipment, facilities and materials are sufficient. 7. 96.8% indicated that the students surveyed agree/somewhat agree that the lecture notes are up to date.

    PLANS 1. Beginning Fall 2014, some CNBT courses will be offered during daytime such as CNBT 1300 and CNBT 1346. to cater young students who are not working full time as well as students who are changing career.

    If these courses will make it, additional courses will be added to daytime schedule for Spring 2015. 2. Continue to offer at least one on-line class to provide flexible time for working students as well as to speed up completion of Certificate or AAS degree. 3. Continue to provide real world application activities for courses with laboratory components to stimulate students interest in the field. 4. Continue to engage students to community based service learning such as the Habitat for Humanity.

    5. Continue to bring students to national competition through the NAHB. 6. Continue to bring students to field trips and seminars such as the Steel Day and seminars sponsored by the Greater Fort Worth Builders Association. 7. Continue to review syllabi and update to keep it abreast with industry requirements and standards.

    The preparedness of the student to work in a construction environment setting should be evident in the supervisors evaluation to the students upon completion of their practicum experience. Evaluations of immediate supervisors for 7 students who have undergone practicum experience in the fall 2013 to summer 2014 are presented above. The rating of the students is ranging from an Average (3) to Excellent (5). Attitude was rated the highest (5) while Leadership Skills was rated the lowest (3.8)

    It is noted that the overall rating of the seven students is 4.30. Only one student scored an average of less than 4.0. However, all the students received above the expected 3.0 rating. With this, it is evident that the employers were satisfied with the students ability and knowledge acquired.

    PLANS

    Continue to harness the ability of the students to learn leadership skills as well as integrate in all courses the idea that learning is a lifelong process and that professional/personal growth is important.

    Require students to present their experience in front of the class in a seminar/lecture presentation format at the end of the semester to boost their confidence and improve communication skills and writing skills.

    1. Graduate of the program has mixed objectives when they entered at TCC. All the graduates surveyed indicated that they took the degree at TCC in order to prepare and secure them with better job opportunities and to finish a 2 year degree.

    2. 100% of the graduates surveyed felt that the equipment and materials used in the program are up to date and sufficient.

    3. All 3 of the graduates surveyed are employed with 30 or more working hours a week. 4. The average salary of the surveyed graduates is $ 46,333.33. 5. 66.7% of the graduates surveyed say that they are very satisfied with the skills and knowledge

    acquired at TCC and 33.3% says that they are satisfied. 6. All the graduate surveyed says that overall, they are superior/satisfactory with the training they

    gained at TCC.

    PLANS 1. Maintain a graduate data base in the program to keep track of the achievement of graduates. 2. Involve alumni/graduate who demonstrated their continuous support in the program to become

    members of the advisory committee. 3. Consider to bring together graduates to create a scholarship foundation for students in the

    program.

    PLAN OF ACTION As the program is accredited by the ACCE, the plan to create an articulation agreement with other Universities offering bachelors degree in construction management or science will be pushed through and will pave the way for an easier acceptance of course credits taken from TCC. Prospective Universities are UTSA, Prairie View A &M and Texas A&M University.

    The program also expands its course availability by offering more daytime classes. Beginning Fall 2014, there will be three classes offered in the afternoon.

    Continue to encourage students to participate in community based learning experience such as the Habitat for Humanity and Cowtown Brush-up.

    None. However, the program will continue to solicit inputs from both the students and advisory committee members on topics, syllabi and curriculum revision that will address the needs of the construction industry.

  • VII. CONSTRUCTION MANAGEMENT STRATEGIC PLAN

    The purpose of this strategic plan is to lay out the vision of managing the Construction Management Technology Programs resources in a manner that supports and promotes the fulfillment of the college and the programs mission. This plan will outline the areas of focus, strategies to fulfill them, data to be collected and outline the implementation plan.

    A. ENROLLMENT

    Enrollment in the program is steady for the past 2 years. The reason for this is because of its transition from its movement from Southeast campus to its new location, South campus. As the program settled in at its new home and accredited by the ACCE, a projected increase of enrollment is foreseen in the future. A strategy to sustain and increase the numbers is outlined as follows:

    1. Raise awareness to high school students about the vast opportunities in the construction industry by attending to high school career fair or invite them to campus and gives presentation about the construction industry which will in turn stimulate their interest in the construction field.

    2. Inform construction companies about the existence of the construction management program at TCC by reaching out employers in the metroplex.

    3. Develop marketing strategies such as video promotion about the program that will become available in the web or inside the malls.

    4. Raise awareness to the community about the existence of the program through involvement in community services such as Habitat for Humanity.

    Enrollment data will be collected through the office of institutional research.

    B. RETENTION RATE

    Retention rate in the program from Fall 2012 to Spring 2013 is 58.7%, which is considered to be low. TCC had joined and implemented several strategies to increase student success such as the Achieving the Dream and SSSTRONG (Supporting Student Success Transformations Reaching ONward to Graduation) initiatives. These initiatives support the students to:

    Complete developmental instruction and advance to credit-bearing courses Enroll in and successfully complete gateway courses in subjects such as math and English Complete courses they take with a grade of C or better Continue from one semester to the next Earn a degree or certificate

    In line with this, the construction management program is committed to perform the following strategies:

    1. Encourage students in the program to actively engage and participate as members of the construction management student organization to find supports and stimulates their interest to finish what they have started.

  • 2. Monitor and advise students on their degree plan and help them plan out classes to take to maximize their time/schedule in order to complete the certificates or degree in a short possible period of time.

    3. Raise awareness to students of the various student supports and services the campus provides to maximize their college life experience such as the availability of technical advisor, career services, writing center, math emporium and others.

    4. Raise awareness to students about available scholarships internally and externally. 5. Monitor students attendance and report/recommend student/s with excessive absences to

    the counseling office for early remedial and intervention.

    Retention or Attrition rate will continue to be collected and analyzed annually through the office of institutional research.

    C. GRADUATION RATES

    To increase completers in the program both certificates and AAS degree, the following strategies will be considered:

    1. Offers more courses on campus for both daytime and night time schedule to provide flexible options for traditional and non-traditional students.

    2. Increase number of on-line classes that cater working individuals. 3. Provide one-on-one counseling/guidance for students who are nearing completion in both

    certificates and AAS degree to make sure that they able to register the remaining classes.

    Graduation rates will continue to be collected and analyzed annually through the office of institutional research and the technical advisor of the department. A data base for graduate is to be maintained to monitor employment, activities and success in their field. Graduate follow survey will also be used to analyze and evaluate future plans and needs to improve graduation rates.

    D. CURRICULAR QUALITY

    To ensure that courses offered in the program supports student learning and provide knowledge and skills that prepare students for an entry level position in the construction industry, the following strategies must be employed:

    1. Provide to students an up to date lectures, class and laboratory activities that conform to industry needs.

    2. Provide to students state-of-the-art technology and software that are commonly used in the industry, thus prepare them to real world scenarios.

    3. Encourage all faculty members (full time and adjunct) to undergo professional development in emerging areas in the field.

    4. Incorporate real world problem and scenarios application in courses with laboratory components in order to stimulate their interest.

    5. Encourage students to attend and participate in local and national seminars and symposium to enhance and supplement their skills and knowledge gained inside the classroom.

    6. Encourage students to showcase their gained knowledge in local and national competition to broaden their knowledge and understanding to construction industry.

  • 7. Continue to update curriculum in the program to comply with state requirements, accreditation and industry standards.

    Student feedback survey, graduate follow-up survey, advisory committee feedback survey and student evaluation of faculty will continue to be the gauge and means to evaluate this area in order to improve and enhance curricular offering that will meet academic and industry needs.

    E. COMMUNITY SERVICE BASED LEARNING

    One of the goals of the program is to expose student to real world application of learned knowledge and skills. One way to achieve this is through engaging students to community service-based learning and the following strategies must be undertaken to achieve this:

    1. Encourage students in the program through the programs student organization to participate in building homes for the underprivileged families in the area through the Habitat for Humanity Trinity. This activity provides learning experience about the various parts in building a residential house as well as the methods and techniques employed.

    2. Encourage students to participate in the bi-annual Cowtown Brush up, painting houses for underprivileged families in Fort Worth.

    Continue to keep students name/attendance who participates as volunteers in community services.

    F. FACILITIES, EQUIPMENT AND SOFTWARE

    The program teaches various software programs such as WinEst, MSProject, Primavera, and AutoCADD. These software programs must be updated every year to add new features that are necessary to predict estimated cost and scheduling of projects. Likewise, surveying equipment, materials testing and soils testing equipment must be calibrated as often as possible and upgraded to comply with industry standards.
