RULE CHANGES/ANNOUNCEMENTS FOR 2013-14

APPROVED GOAL FRAME Note – The bottom depth of the frame is moved from 44” to 40” and the side radius is reduced from 20” to 18”; resulting in 4” reduction per side. The total width of the bottom of the frame is changed from 96” to 88”. There is no change to the opening of the goal frame.

Rule 9 – UNIFORMS As directed by the general managers, and to further the League’s initiatives in the area of player safety, there will be strict enforcement of how equipment is worn per Rule 9. See below for specifics. 9.7 Visors – Beginning with the 2013-2014 season, all players who have fewer than 25 games of NHL experience must wear a visor properly affixed to their helmet. Visors are to be affixed to the helmets in such a fashion as to ensure adequate eye protection.

Rule 9.1 Team Uniform: All players of each team shall be dressed uniformly with approved design and color of their helmets, sweaters, short pants, stockings, and skates. Altered uniforms of any kinds, i.e., Velcro inserts, over-sized jerseys, altered collars, etc., will not be permitted. Any player or goalkeeper not complying with this rule shall not be permitted to participate in the game. For violations, refer to 9.5.

Any garments/protective equipment which is exposed above the neckline of the jersey must be a solid color (matching the team uniform) and without any stripes, commercial name and/or exposed logo identification. Clubs have the option to expose a specified team logo on the neck area.

Rule 9.3 Player’s Jersey: Sleeves must extend into the cuff of the glove.

Pursuant to Rule 9.1, Players’ pants must be worn in a uniform fashion by all Players. The pants must be one consistent color around and throughout the leg of the pant. Pant legs are not to be ripped, cut, or torn in the leg/thigh area. Under no circumstances should a Player’s sock, undergarment, or bare leg be exposed through the pant. Players are permitted to alter their pants for comfort and performance-related reasons; however, the pant leg must remain one uninterrupted uniform color as to not expose the bare leg/sock in the thigh area.

Rule 9.5 Protective Equipment: All protective equipment, except gloves, headgear, and goaltenders’ leg guards must be worn under the uniform. Should it be brought to the attention of the Referee that a player is wearing, for example, an elbow pad that is not covered by his jersey, he shall instruct the player to cover up the pad and a second violation by the same player would result in a minor penalty being assessed.

Rule 9.5 governs all protective equipment, including pants. Players are not permitted to tuck their jersey into their pants in such a manner where the top padding of the pant and/or additional body protection (affixed to the pant or affixed to the Player’s body) is exposed outside the jersey. The back uniform number must not be covered or obstructed in any fashion by protruding pads or other protective padding.

Only approved manufacturers within the NHL On-Ice Branded Equipment program are permitted to receive on-ice exposure during any pre-, regular-, and/or post-season game. A final listing of all approved manufacturers will be sent to each Club Equipment Manager by September 1 in each season. Equipment categories governed by this policy are sticks, skates, gloves, goal equipment, helmets, facial protection and pants. Any unapproved equipment manufacturers must have logos/identification markings removed and/or covered.

All Players are permitted to wear only the equipment that has been cleared for use by the NHL, as set forth on the List of Cleared Equipment Prototypes for use in the National Hockey League.

Equipment that is required for medical purposes (e.g., extra glove protection following a finger fracture) requires NHL permission before it may be worn if it is not on the List of Cleared Equipment Prototypes.

Rule 11 – GOALKEEPER’S EQUIPMENT Note – The new formula for vertical pad height ( Limiting Distance Size) effective this season is Floor to Knee + 45% (reduced from 55%) of Knee to Pelvis + 4” (inch) skate allowance. Rule 11.2 Leg Guards – The leg guards worn by goalkeepers shall not exceed eleven inches (11”) in extreme width when on the leg of the player. Each goalkeeper must wear pads that are anatomically proportional and size specific based on the individual physical characteristics of that goalkeeper. The League’s Hockey Operations Department will have the complete discretion to determine the maximum height of each goalkeeper’s pads based on measurements obtained by the League’s Hockey Operations Department, which will include the floor to center of knee and center of knee to pelvis measurements. Each goalkeeper will be given a Limiting Distance Size based on these measurements. The Limiting Distance Size will be the sum of the floor to knee and 45% of the knee to pelvis measurements plus a four inch (4”) allowance for the height of the skate. The Limiting Distance Size is a vertical measurement from the playing surface and will be measured with the Limiting Distance Gauge when inspected at the clearing house phase and during post game spot checks to ensure compliance. Any pads deemed too large for a goalkeeper will be considered illegal equipment for that goalkeeper, regardless of whether or not they would have fallen within previous equipment maximums. The minimum length of the boot of the pad is to be no less than seven inches (7”). The goal pad must have a defined boot channel with no inserts. The channel must be big enough so that the skate slots into it and is not resting on the pad. No attachments such as plastic puck foils are permitted. Pads can only be ten and one-half inches (101/2”) deep. The measurement will be taken from the front face of the pad to the last edge of the inner knee protection. Rule 46 – FIGHTING Note – The instigating an altercation with a face shield language from Rule 46.6 has been deleted. An additional unsportsmanlike conduct penalty will no longer be assessed. 46.6 Helmets – No player may remove his helmet prior to engaging in a fight. If he should do so, he shall be assessed a two minute minor penalty for unsportsmanlike conduct. Helmets that come off in the course of and resulting from the altercation will not result in a penalty to either player. Rule 48 – ILLEGAL CHECK TO THE HEAD Note – The NHL has amended the wording to NHL Rule 48.1. The on-ice officials’ standard of enforcement of this rule is unchanged. 48.1 Illegal Check to the Head – A hit resulting in contact with an opponent’s head where the head was the main point of contact and such contact to the head was avoidable is not permitted. In determining whether contact with an opponent’s head was avoidable, the circumstances of the hit including the following shall be considered: (i) Whether the player attempted to hit squarely through the opponent’s body and the head was not “picked” as a result of poor timing, poor angle of approach, or unnecessary extension of the body upward or outward. (ii) Whether the opponent put himself in a vulnerable position by assuming a posture that made head contact on an otherwise full body check unavoidable.

(iii) Whether the opponent materially changed the position of his body or head immediately prior to or simultaneously with the hit in a way that significantly contributed to the head contact. Rule 81 – ICING The attainable pass language from Rule 81.5 has been deleted. The officials are to wave off icing only if the player touches the puck. HYBRID ICING Note – Hybrid icing will be tested in the pre-season. A vote by the NHL Players’ Association prior to the regular season will determine if hybrid icing will be incorporated for the full 2013-14 season. Rule: For the purpose of interpretation of the rule, there are two judgments required for “icing the puck”. The Linesman must first determine that the puck will cross the goal line. Once the Linesman determines that the puck will cross the goal line, icing is completed upon the determination as to which player (attacking or defending) would first touch the puck. This decision by the Linesman will be made the instant the first player reaches the end zone face-off dots with the player’s skate being the determining factor. Should the puck be shot down the ice in such a manner that it travels around the boards and/or back towards the end zone face-off dots, the same procedure shall be in effect in that the Linesman shall determine within a similar distance as to who will have touched the puck first.

STANLEY CUP PLAYOFF FORMAT Playoff qualification will be primarily Division-based, with the top three finishers in each Division qualifying for the first 12 spots in the Stanley Cup Playoffs (and the first three "seeds" in each Division). The two additional playoff spots in each Conference, designated as "Wild Cards," will be awarded to the next two highest-placed finishers in each Conference, ranked on the basis of regular-season points and regardless of Division. "Seeding" of the Wild Card teams within each Divisional Playoff will be determined on the basis of regular-season points. The first-place finisher with the most regular-season points in the Conference will be matched against the Wild Card team with the fewest regular-season points, and the first-place finisher with the second-most regular-season points in the Conference matched against the Wild Card team with the second-fewest regular-season points. The Playoffs will proceed as follows:

2014 OLYMPIC WINTER GAMES -- SOCHI, RUSSIA The National Hockey League will pause from Feb. 9-25, 2014, while NHL players comprise the majority of the rosters of the national teams competing in the 2014 Olympic Winter Games in Sochi, Russia. The NHL season resumes Wednesday, Feb. 26, with a slate of four games. NHL players will be available to the 12 participating nations for the men’s Olympic ice hockey tournament (Feb. 12 – 23, 2014). This will mark the fifth consecutive time dating back to Nagano 1998 that NHL players have participated in the Olympics. More than 120 NHL players are expected to compete for their respective nations in Sochi. As part of the agreement among the National Hockey League, National Hockey League Players' Association and International Ice Hockey Federation, seven NHL referees and six NHL linesmen will be integrated into the IIHF on-ice officials’ crews that will work the men’s tournament. The Olympic ice hockey tournament will be played according to the IIHF rulebook on international sized rinks, 60 x 30 meters. Twelve teams in three groups will participate in the men’s event (Feb. 12-23), eight in two groups in the women’s (Feb. 8-20). NBCUniversal, the Olympics rights holder in the U.S., and CBC/Radio-Canada, the Olympics rights holder in Canada, will present coverage of the Olympic ice hockey tournament in their respective countries. TIE-BREAKING PROCEDURE (Note: the tie-breaking procedure is unchanged from 2012-13) If two or more clubs are tied in points during the regular season, the standing of the clubs is determined in the following order: 1. The fewer number of games played (i.e., superior points percentage). 2. The greater number of games won, excluding games won in a Shootout. This figure is reflected in the ROW column in the League standings. 3. The greater number of points earned in games between the tied clubs. If two clubs are tied, and have not played an equal number of home games against each other, points earned in the first game played in the city that had the extra game shall not be included. If more than two clubs are tied, the higher percentage of available points earned in games among those clubs, and not including any "odd" games, shall be used to determine the standing. 4. The greater differential between goals for and against for the entire regular season. (A victory in a Shootout counts as one goal for, while a shootout loss counts as one goal against).

ORDER OF SELECTION FOR 2014 NHL DRAFT (Note: the order of selection criteria for the NHL Draft is unchanged from 2012-13) The NHL Draft Lottery is a weighted lottery system to determine the order of selection for the first 14 picks of the NHL Draft. The 14 teams that do not qualify for the 2013-14 Stanley Cup Playoffs, or clubs that acquire those clubs' 2014 first-round draft picks, participate in the drawing. All 14 clubs have a chance at winning the right to the first overall selection. The odds of winning the lottery are determined by the teams’ 2013-14 regular-season point totals. The lottery-winning team will draft first overall, with the remaining 13 teams slotted in reverse order of their regular-season point totals.
