    ATTENDU QUE le gouvernement du Qubecpropose la promulgation dune Charte des valeursqubcoises;

    ATTENDU QUE, de lavis du conseil du village deSenneville, la charte propose porte atteinte auxdroits garantis par la Charte canadienne des droitset liberts et la Charte qubcoise des droits etliberts de la personne dune maniredraisonnable dans une socit libre etdmocratique;

    ATTENDU QUE le conseil municipal du village deSenneville estime que ltat peut tre laque mmesil soutient toutes les religions et toutes les

    personnes qui nont pas de religion, et que latenue vestimentaire dcoulant des croyancesreligieuses dune personne ninfluenceaucunement ses capacits de fournir des servicesdans un tat laque;

    ATTENDU QUE la charte propose rduira ladiversit dans la prestation des servicesmunicipaux, puisque la loi interdira aux employsde porter des symboles religieux mme si cettepratique est associe au respect de leurscroyances religieuses;

    - sopposera vigoureusement ladoption de laCharte qubcoise des valeurs propose parle gouvernement du Qubec et soutient avecfermet que cette proposition de charte des

    valeurs ne tmoigne pas de nos valeurs;

    - aura recours tous les moyens juridiques sadisposition pour contester une telle chartequbcoise des valeurs si jamais elle estpromulgue;

    - invoquera tout droit de retrait prvu dans unetelle loi, tant donn notre opposition la loi;

    - ne congdiera ni ne punira un employ duvillage de Senneville pour avoir port unvtement requis par sa religion, et ce, mme si

    3.4 Resolution: Councils position regardingthe proposed Quebec Charter of Values

    WHEREASthe Government of Quebec proposedpassing a Charter of Quebec Values in to law.

    WHEREASin the opinion of the Village ofSenneville Council, the proposed Charter infringesrights granted under the Canadian Charter ofRights and Freedoms and the Quebec Charter ofRights in a way that is not reasonable in a free anddemocratic society

    WHEREASthe Council of the Village of Sennevillebelieves that the state can be secular while stillsupporting all religions and those who have no

    religion and that the way individuals are dressed asa result of their religious beliefs in no way impactssuch individuals abilities to provide services in asecular state;

    WHEREASthe proposed Charter will make ourcivil service less diverse, as the law forbidsemployees from wearing religious attire even whensuch attire is required as a result of their religiousbeliefs;

    WHEREASthe Village of Senneville is amunicipality composed of people of many cultures,languages and religions, and has no difficultysupporting all such cultures, languages andreligions and has no difficulty with civil servantswho wear religious head-coverings and/or jewelry;

    WHEREASnot one of the residents of our townhas ever complained about our civil servantswearing religious attire;

    WHEREASour town wants and encouragesdiversity in our civil service;

    Therefore, it isMovedby Councillor Gerald Van Der WeydenSecondedby Councillor Charles Mickieand resolved as follows:

    THATthe Village of Senneville

    - will vigorously oppose the adoption of theCharter of Quebec Values as proposed by theQuebec Government and firmly states that thisproposed Charter of Values does not reflect

    our values;

    - Will use all legal means to contest suchCharter of Quebec Values if ever adopted intolaw,

    - Will invoke any exemption existing in such alaw given our opposition to the law;

    - Will never terminate or punish any employeeof the Village of Senneville for wearing clothingrequired by their religion irrespective of any

    adoption of the Charter of Quebec Values intolaw;

    Le maire fait part lassemble que le rle triennaldvaluation foncire 2014, 2015 et 2016 du village deSenneville fut dpos au bureau de la greffire endate du 11 septembre 2013. Quiconque voulant enprendre connaissance peut consulter le site web de lamunicipalit pour avoir le lien avec le site de laDirection de lvaluation foncire de la Ville deMontral. Le maire donne un sommaire desmodifications apportes aux valuations desproprits de Senneville et les consquencesprobables.

    The mayor advises the audience that the 2014,2015 and 2016 real estate roll for the Village ofSenneville has been tabled with the TownClerk on September 11, 2013. Whoeverwishes to consult the new assessment roll mayconsult the town web site for the direct link tothe site of the Direction de lvaluation foncirede la Ville de Montral. The mayor summarizesthe modifications made to Senneville propertyassessments and their probableconsequences.

    ATTENDU QUE suite lappel doffres public 13-12670, la Ville de Montral a conclu un entente-cadre collective avec SIFTO Canada Corp., 577rue Notre-Dame, b.209, Repentigny QC dunedure approximative de 8 mois dbutant le 15septembre 2013 et se terminant le 30 avril 2014pour la fourniture sur demande de sel dedglaage des chausses lusage exclusif de 23arrondissements et de certaines villesreconstitues dont le village de Senneville;

    ATTENDU QUE les cots pour le village deSenneville sont les suivants par tonne mtriqueavant taxes:Sel : 54,25 $Transport : 3,75 $Cot total : 58,00 $

    ATTENDU QUE cette entente est avantageusepour la municipalit lui permettant des conomiesdchelle;

    THAT this expense be authorized and allocated to

    WHEREAS following the public call for tenders 13-12670, the City of Montreal entered into a mastercollective agreement with SIFTO Canada Corp.,577 Notre-Dame Street, Suite 209, Repentigny QCfor a period of approximately eight monthsbeginning September 15, 2012 and ending April 30,2013 for pavement de-icing salt to be delivered ondemand exclusively to a total of 23 boroughs andreconstituted cities, which include the Village ofSenneville;

    WHEREAS the prices for the Village of Sennevilleare the following per metric ton before taxes:

    Salt : 54.25 $Transportation : 3.75 $Total Price : 58,00 $

    WHEREAS this agreement is advantageous to themunicipality, allowing economies of scale;

    Now therefore, it is

    4.4 Extension of McKenzie Avenue Eastbound:4.4.1 Resolution: To grant a mandate for

    WHEREAS a request has been received by severalowners of lots facing the projected McKenzieAvenue and to service their respective lots. Thisroad would access Graham Avenue at its East end;

    THAT a mandate for professional services for civilengineering work required for the cost estimate forthe construction work on the proposed McKenzieand Graham streets (VDS Project 13-131),consisting of:- the construction of the water aqueduct with

    connection to Tunstall Avenue and theexisting conduit at the end of McKenzie;

    - the construction of the roadway;- the completion of open drainage trenches;- the street lighting, and- repairing the premises;for each of McKenzie and Graham avenues,be granted to the engineering firm GENIVAR 2525Daniel-Johnson Blvd, Suite 525, Laval (Qubec)H7T 1S9 for the fixed cost of $ 7 800.00 (subject toapplicable taxes).

    ATTENDU QUEdans le cadre du projet VDS 11-129,soit le prolongement des services le long du cheminSenneville afin de desservir les proprits du ctNord de la voie de service de lautoroute 40, il estncessaire la firme dingnierie pour dbuter laconception des nouveaux services, de connatre lesconditions relles du site, et par consquent requiert

    une tude gotechnique des sols en place ainsi quunrelev topographique complet du terrain et desouvrages existants;

    DE PROCDER aux appels doffres en vue delobtention de tels tude et relev topographique etdoctroyer les mandats conformment la loi aux plu sbas soumissionnaires;

    ATTENDU QUEdepuis plusieurs annes les rsidantsde Senneville au sud de lautoroute 40 sont tousapprovisionns avec de eau fluore par la station defiltration de Pointe-Claire;

    ATTENDU QUE ces rsidants sont accoutums consommer de leau fluore ainsi qu ses bnfices;

    ATTENDU QUil a t bien prouv que la fluoration deleau potable ne pose aucun risque la sant mais

    bien au contraire amliore la sant dentaire de nosjeunes enfants;

    TO grant a further mandate to the engineering firmLes Services exp inc., 1000, Saint-CharlesAvenue, Suite 1008, Vaudreuil-Dorion (Quebec)J7V 8P5 for the total fixed cost of 16 000.00 $(subject to applicable taxes) to redo their initialwork in its entirety as more amply outlined in thequote submitted September 11, 2013;

    4.5.2Resolution: To grant mandates forcomplementary studies for Project VDS11 -129 : a geotechnical soil study and afull topographic survey of the land

    WHEREAS under project VDS 11-129, i.e. theextension of services along Senneville Road toserve the properties on the north side of theHighway 40 service road, it is necessary for theengineering firm to begin the design of the newservices, to know the actual site conditions, andtherefore require a geotechnical study of soils in

    placeand a full topographic survey of the grounds andexisting structures;

    WHEREAS over the past several years, the Villageof Senneville residents located south of Highway40, are entirely supplied with fluoridated potablewater via the Pointe-Claire filtration plant.

    WHEREAS theses citizens are accustomed toconsuming fluoridated water as well the benefits;

    WHEREAS it has been well proven that fluoridationof drinking water poses no health risk but on the
