IPE – A Profile

The Institute of PublicEnterprise (IPE)was established in 1964.Mr. SSKhera, the thenCabinetSecretary,GovernmentofIndia,conceivedtheideaofaresearchinstitutionthatwouldundertake

asystematicandsustainedstudyofissuesrelevanttotheformulationofpoliciespertainingtoPublicEnterprises. Dr.V.V.Ramanadham, the then Professor and Head, Department of Commerce, Osmania University,withtheactivesupportandguidanceprovidedbyDr.D.SReddy,thethenVice-Chancellor,andOsmaniaUniversity translatedMr.Khera’sconcept intoa reality that is IPE,asanautonomous,non-profitsociety.

DrPRamaRao,adistinguishedScientist is thepresentPresidentof the Institute.Hewas formerlySecretarytoDepartmentofScienceandTechnology,Governmentof India;Secretary,DepartmentofOceanDevelopment,GoI;Chairman,AtomicEnergyRegulatoryBoard and former Vice-Chancellor,University of Hyderabad. He has been appointed a Member of the Atomic Energy Commission,Governmentof India.Hebringswithhimvariedand richexperience toguide thedestinationof IPEcommittedtoexcellence,beitinmanagementeducation,consultancy,researchandtraining.

Overthelast46years,theInstitutehaswidenedtheareaofitswork.Beginningwithresearch,todayitisapioneerinConsultancy,ExecutiveTrainingandManagementEducation.


ConsultancyTheknowledgeandinsightsgainedinresearch,enabledIPEtoundertakeconsultancyassignmentsfornationalandinternationalorganizationsliketheUnitedNationsDevelopmentProgramme(UNDP),UnitedNationsIndustrialDevelopmentOrganization(UNIDO),WorldBank,AsianDevelopmentBank(ADB),CommonWealthSecretariat,Department for InternationalDevelopment (DFID),GovernmentofUK,InternationalCenterforPromotionofEnterprises(ICPE),AsiaandPacificDevelopmentCentre(APDC), InternationalLabourOrganization(ILO),CentralandStateGovernments,PublicandPrivatesector enterprises.

TrainingTheInstitutehasbeenorganizingMDPsforthepast45yearsforofficersofstateandcentralgovernmentsand practicing managers of public and private sector organizations. It has conducted nearly 100programsforover1600officersofIAS,IFSandotheralliedservices.IPEhasalsoconductedover1050MDPsandin-companyprogramsfornearly41,200practicingmanagersofthecorporatesector.

Duringtheyear2010-2011wehaveconducted52TrainingProgramswhichincludesOpenprograms,Seminars, Workshops, Convention, Conferences, in-company / in-house Training Programs andsponsored programs.

These programs were conducted in the areas of General Management, Strategic Management,Finance, Marketing, Human Resource Management, Operations Management, Power sectors and InformationTechnology.Thein-companyTrainingProgramsconductedfortheexecutivesofSCCL,APDairyDevelopmentCorporation,APSRTC,SPMCIL,BEL,BDL,SBI,NTPC,SCCL,ONGC,ITS,PowerGridCorporationofIndia,DPE,Govt.ofKarnataka,DPE,Govt.ofAssam,(ICSSR/IPE),CIRE,andforotherorganizations.WehavealsoconductedcoupleofprogrammesforForeignResearchers.

ResearchTheIndianCouncilofSocialScienceResearch(ICSSR),MinistryofHumanResourcesDevelopment,GovernmentofIndiarecognizedtheInstituteasa‘CentreofExcellence’inSocialScienceresearchin1976.TheInstituteispartlyfundedbytheMinistryofHumanResourceDevelopment,GovernmentofIndia and the Government of Andhra Pradesh. The Institute was conceived as a research institution devotedtosystematicandsustainedstudyofissuesrelevanttotheformulation,implementation,review,monitoringandassessmentofpoliciesandprogramsconcerningpublicenterprises.Subsequently,keepinginviewthechangingscenario,thefocusisnotonlyonPublicbutPrivateEnterprisesaswell,thoughmajorfocushappenstobeonPublicEnterprises.Toitscredit,IPEhascompletedabout160researchprojectssinceinception,while16researchprojectsareongoinginthecurrentacademicyear.

startedpart-timeeveningprogramnamelyMBA(PE)in1981-82.TheprogramaffiliatedtotheOsmaniaUniversityandapprovedbytheAllIndiaCouncilforTechnicalEducation(AICTE)istailoredtomeetthespecificneedsofpracticingmanagers.TheselectionofthecandidatesisthroughIntegratedCommonEntranceTest(ICET)ofAndhraPradeshGovernment.Sinceinceptionmorethan1,000executiveshavepursued the MBA (PE) programme.

Withthissuccess,intheyear1995theInstitutestartedatwo-yearfulltimePostGraduateDiplomainManagement(PGDM)recognizedequivalenttoMBAbytheAssociationofIndiaUniversitiestoprovide


skilledhuman resources tomeet thegrowing requirementsof the Industry.Thecourse isapprovedby AICTE. The selection of the candidates is throughCAT conducted by the IIMs. Since inceptionmorethan1,000studentsgraduatedfromIPEandareplacedinreputedorganizations.Subsequently,keepinginviewthechangingneedsofindustryinstitutelaunchednewPGPcourseslikePGDM-RM,PGDM-BIF,PGDM-IB,PGDM-BTwiththeapprovalfromAICTE.Abriefdescriptionofthesecoursesaregivenseparately.

Location and Facilities at the CampusThe Institute is situated in sylvan surroundings of the picturesque Osmania University campus inHyderabad. The IPE Advantage

TheInstituteisfastemergingastheleadingcentreofmanagementinIndiaandhasalreadystartedmovinginthatdirectionbylaunchingnumberofnewcourses.ItproposestolaunchanExecutive

PhDprogramme,integratedPGDM,PGDM-RuralManagement,PGDM-InfrastructureManagementandPGDM-HospitalManagement.IPEandFacultyofEconomics,UniversityofLjubljana(FELU),Ljubljana(Slovenia) are coming together for offering a two-year PGDMProgram (PGDMP). The PGDMPwillcomprisestudymoduleswhichstudentswillundergopartlyatIPEandpartlyatFELU.

TosustainitsgrowingactivitiestheInstituteisexpandingitsinfrastructuralfacilitiesbybuildinganewresidentialcampusatShameerpetvillagein16acresofland.Itissituatedatabout30kmsfromoldAirportandSecunderabadRailwayStation.Theproposedcampusconsistsofacademicblock,hostels,administrationblock,library,MDPblock,foodcourt,andauditoriumandsportfacilities.Theacademicblockwillhavestate-of-artclassroomsandseparatehostelblockforgirlsandboys.

• The Institute is having faculty strength of 55 drawn from different disciplines so as toofferthemulti-disciplinaryapproachwhichtheManagementdomainrequires.Further,ithas10adjunctprofessors,60visitingProfessors,10fulltimeDoctoralResearchFellows, 20 part time Doctoral Research Fellows who provide the requisite support to sustainthe enhanced activities.

• InstitutebelievesinconstantlyupgradingitsmostimportantHumanResourcei.e.,Faculty.Towardsthisend,InstitutedecidedtoexposethemtothebestoftheUniversitiesinIndiaandabroadandalready35facultymembersweresentabroadandfurtherproposestosend more in the times to come.

• Institutefirmlybelievesthatcollaborationisthekeytosuccess.TheInstitutehassetupcollaborationwith theChineseNational School of Administration (CNSA),GovernmentofChina.Aspartofthismove,adelegationfromtheInstitutehasvisitedChinatojointlyorganizea threedayseminaron“EconomicReforms in IndiaandChina”atBeijing.AsimilaraccordhasbeenreachedbetweenUniversityofMonashandIPE.

• The Institute has already been recognized as Centre of Excellence by ICSSR, MinistryofHRD,GovernmentofIndiainManagementResearch.AccordinglytofurtheritsresearchrelatedactivitiesespeciallythePGDMProgramme,theInstitutestartedgrantingNationalDoctoralFellowshipsinManagementwhichareofhighvalueinthecountry.ThesefellowshipscarryastipendofRs.25,000/-pminthefirstyear,28,000/-duringsubsequent2yearsapartfrom30%HRAandacontingencygrantofRs.15,000/-perannumtosupportthefieldwork,purchaseofbooksetc.

• Institutefirmlybelievesthatmeritneedstobeencouraged.Accordingly,ithasinstitutedtheschemeofMerit-cum-MeansFree-shipstoextendfinancialsupporttostudentspursuingtheir studies.

• Contemporarycurriculumstructurekeeping inview thechangingaspirations /needsof theindustry,theInstituteperiodicallyrevisesitssyllabusandoffersnewoptionalsubjects.For this purpose the Institute has set up an advisory board consisting of eminentpersonalitiesdrawnfromacademiaandIndustrywhoperiodicallymeetandprovidetherequired inputs for revising the curriculum from time to time so as to keep it industryrelevant.

• PGDMProgramGets ‘MBAEquivalence’Statuson thebasisof the recommendationsmadebyavisitingteamfrom‘AssociationofIndianUniversities’.IPE’stwo-yearfulltimePGDMProgramhasbeenaccordedequivalencestatustothatofaMasterofBusinessAdministration(MBA)degreeofanIndianuniversityuntil2014.Thisfacilitatesstudentstogo for higher studies.

• TheUniversity ofHyderabad is in theprocessof considering according theprivilegedstatus of ‘Associate Institution’ to IPE.

Vision of IPEAsweareawareManagementeducationhasmissedtheburning issuesofbusinessrelevanceandbecomemoreaboutmathematicaleleganceandtheoreticalknowledge.Keepingthisinviewandalsoothersocialcommitments,theInstitutehassetforitselfthevisionofbecominganInstituteofchoiceforsocialscienceresearchandmanagementeducationandcontributestotheexcellenceoforganizationsandsociety.Accordingly the Institutewishes tomove to the top20B-schoolsby launchingamulti-prongedapproachthroughamixtureofmassmediaandactivationtobrandIPE in themindsof its


variousstakeholders.Towardsthisdirection,InstitutealsoproposestoenhanceitsIndustry-Instituteinteractionapartfromutilizingitsalumnibase.

CentersWage and Salary Studies Cell

The‘WageandSalaryStudies’Cell(WSSCell)hasbeenconstitutedinIPEwiththeaimofworkingonthelinesofHewittAssociates,HayGroupandMercer,todevelopaCompensationdatabasepertainingto Public, Private and Multi-National Corporations and to bring out occasional papers on variousconnectedissuesandcarryoutresearchandconsultancystudies.

Entrepreneurship Development Cell

IPE has set up an EDC, with part-funding from AICTE. The EDC will provide services to buddingentrepreneurs,createentrepreneurialculture, foster linkagesbetween industryand institutions,buildskillsandrespondtoemergingchallenges/opportunitiesrelatingtosmallandmediumenterprises.

Center for Corporate Governance

The CCG has been set up to build and disseminate knowledge of corporate governance throughresearch publications, seminars, conferences and workshops. The NFCG has granted ad-hocaccreditation status to IPE.

ThestudentswillbeallowedtoreportfortheirdutiesfromendofDecember2011onwards,dependingontheneedoftherecruiter.Toconfirmparticipation,theorganizationsarerequestedtocompletethePlacementResponseSheetprovidedat theendof thisbrochureandmail itbackat theearliest toenabletheearlyallotmentofdates.

Guidelines for Final PlacementsThefollowingguidelineshavebeenframedbytheInstitutetoensuretransparentparticipation intheplacementactivitiesfortheclassof2010-2012.Yourco-operationwillbehighlyappreciated.• Details regarding theorganization’splacement requirementscanbe forwarded to thePlacementCoordinator.Thesedetailsareessentialforschedulingtheplacementprocess.

• Informationaboutthecompanyintheformofbrochures,pamphlets,write-upsetc.maybesenttotheplacementCoordinatoralongwiththejobprofile.

• Pre-Placement talkswillbeheldat the Instituteduringwhich thecompaniesmakepresentationsabouttheiroperationsandjobprofile.

• ThePlacementCoordinatorwillforwardtotheorganizationtheCurriculumVitaeofallthestudentsinterestedtoparticipateintheplacementprocess.

• Therecruitmentprocesswillbeheldinthecampus,butiftheorganizationwishesthatthestudentsshallcometotheiroffice,thisrequirementcanalsobemet.

• ThecompanymustdeclaretheresultswhileontheCampus.• Onceastudentacceptsanofferhe/sheisnoteligibletoparticipatefurtherselectionprocessofany
