These Kansas District Tennis Association Rules are supplemental and subordinate to the USTA National League Tennis Program Rules and Regulations and the current USTA Missouri Valley League Tennis Rules and Regulations. Further league information will be at www.kansas.usta.com under “leagues”.

Section 1 – League Administration:For any matters regarding USTA League Tennis, please contact the KDTA District Adult League Coordinator.

Section 2 – TennisLink:A. TennisLink is an internet based system used by the United States Tennis

Association (USTA), USTA Missouri Valley, and the Kansas District Tennis Association (KDTA).

B. All players must be registered on TennisLink Leagues before playing any USTA League Match.

C. TennisLink provides the following functions:1) Enters players on the roster of their chosen team and collects all appropriate

fees.2) Verifies the player’s USTA membership status and NTRP level.3) Provides the source for league schedules.4) Accepts match results (as entered and verified by opposing captains).5) Keeps track of flight standings, including tie breaks.

Section 3 - Rosters:A. All players must have a valid NTRP rating and USTA membership valid through

December 31 of the league year to be assured of Section and National Championship eligibility. A player not meeting these requirements will forfeit all matches when ineligible. Players may obtain USTA membership by calling 1-800-990-8782, or may join on-line at w w w . usta.com . A credit card will be required.

B. All team rosters must have the minimum # of players to fill the required number of courts in a division’s format.

C. Captains should consider possible injuries, vacations, and scheduling conflicts in determining roster numbers.

D. No roster may have more than two players that are “out of district” players. Out of district player(s) must have some prior connection with the district or players on the team. Each player must receive KDTA league coordinator approval.

E. The TennisLink system will be used to submit rosters. TennisLink will verify USTA membership, NTRP levels, and will collect fees. An administration fee of $3 per player will be charged by the USTA; $5 per player is charged by Missouri Valley.

F. Players must play in at least two (2) matches to be eligible for Section Championship play and three (3) for National Championship play. One default may count toward eligibility for Section Championship play. No defaults will count as matches played for National Championship eligibility. See page 4 2012 USTA Regulations.

G. Players must be 18 years of age, or older before playing in any match.H. Players must not play at a level below their NTRP rating and may not play more

than 1 level above their NTRP level. (i.e. A 3.5 rated player may play in a 3.5 or 4.0 league, but may not play at the 4.5 level.)

I. If an Adult or Senior League consists of only two teams in a level, each team must maintain its roster with at least 60% of its players at the designated NTRP level of play. [USTA 1.04D(6)]

J. Players who play exclusively in the Mixed Doubles Division and choose to participate in the Adult, Senior or Super Senior Divisions the next year must enter those divisions by self-rating with the minimum rating being the higher of the self-rating or the mixed exclusive rating.

A. Adult Men and Women, Adult Mixed, Senior Mixed, Super Senior, Super 70’s, Super 70’s Tri-Level and Tri-Level matches shall be subject to the deadline dates posted in the Missouri Valley Rules. All qualifying matches must be played by these deadlines to advance to Section Championships.

B. The preceding dates are absolute except for:1) National TennisLink malfunction, permanent move into district from another

district or dynamic disqualification from lower level. Players moving up from dynamic disqualification or permanently moving in from another district should contact the Kansas District Adult League Coordinator to be added to a roster after deadline, subject to individual coordinators’ discretion and overall league coordinators’ final decision.

2) Players desiring to play who are without teams should contact a Kansas District Local League Coordinator for possible placement on a Kansas team. Placement is not guaranteed.

Section 5 –Status of Promoted Players: A. If a captain of a 2.5 or a 3.0 Adult or Senior Men’s or Women’s team has a player

who is promoted, the captain may replace that player within the time frame of scheduled matches for the season as players at this level should improve.

B. If a captain of an Adult or Senior Men’s or Women’s team at the 3.5 level or above has a player who is promoted, the captain may not replace that player. Captains should make this a consideration when establishing team rosters.

C. If a captain of a Mixed Doubles team at any rating level has a player who is promoted, the captain may not replace that player if the player add deadline has passed or if the team roster is full. The promoted player may continue to play on that team paired with a partner whose rating corresponds with his/her new rating.

Section 6 -Guidelines for Self-Rated players: A. Players will only be allowed to “self-rate” if they do not have a valid computer rating

from league tennis anywhere in the United States. B. See last page in 2012 USTA League Regulations for specific age guidelines

regarding duration of NTRP computer ratings. C. Pl ayers with expired ratings will not be allowed to self-rate at a lower level than

their last published NTRP rating. However, they will have the opportunity to file a self-rate appeal.

D. Players should study the NTRP guidelines found at www.usta.com and should complete the entire Self-Rate questionnaire by answering every question honestly in

order to avoid disqualification and penalties that may result from attempts to be placed in an inappropriate level by the system.

E. Players should look at the NTRP ratings of Kansas players with whom you have played to be sure you are at level.

F. For future guidelines, players should consult a tennis professional or former head verifier.

G. If you have questions about appropriate level, you may contact the District League Coordinator about whom to contact.

H. Players, not the captain seeking to place players on a team, are responsible for their rating.

I. Players should take care not to register below their ability as they will be most susceptible to being moved up in the middle of a season and having matches forfeited.

J. A player will now generate a computer rating even if he or she only plays Mixed Doubles or sanctioned tournaments.

K. Players who are good athletes, or intend to spend a good deal of time taking lessons or practicing or who formerly played should be aware that their improvement may be significant enough to surpass their original self rating by the time they reach the end of the local league season or championship level. To avoid NTRP disqualification and forfeits, these players should enter at the higher level they hope/expect to attain.

L. Players disqualified during a league season must re-register and pay again to play on another team

M. League coordinators may file self-rate grievances at any time. Section 7 - Fees:A. Team registration fees are $35 per player for each team on which they are eligible to

play in Adult, Senior, Mixed and Senior Mixed Indoor and Outdoor leagues. Registration fees are $8 per player for Super Senior and Super 70’s players.

B. Players who register but are injured or are unable to play due to schedule conflicts or relocation, may be eligible for full or partial refund by applying to the Kansas District Adult League Coordinator. Players who play one or more matches will not be eligible for a refund under any circumstances.

C. Provided a team has not had a previous match forfeit, team captains are responsible for a $100 deposit per team. The deposit is to encourage teams to show up for all scheduled events and to only use eligible players. Deposit checks not cashed will not be sent back at the end of the season, but will be destroyed.

D. To encourage competition, teams which forfeited one or more matches will be required to pay a $200 deposit to register a team in the next league year.

E. Players disqualified during a season, that player must re-register and pay again to play on another team.

F. The KDTA will pay court fees for matches played outdoors.G. Team captains are responsible for court fees for all matches played indoors (either

scheduled, or moved indoors due to bad weather). Those fees must be paid before

the match starts. Estimated court fees are $84.00, plus tax, per match. In case of a match forfeit the team not responsible for the forfeit will not be asked to pay for the unused court(s) and the forfeiting team will be required to pay an additional $28.00. Failure to fully pay fees may result in deposit forfeiture or match forfeiture or both.

H. Home teams are responsible for providing USTA approved tennis balls for matches. I. Teams advancing to Missouri Valley Section Championships and USTA National

Championships will receive ½ of the charged entry fee from the KDTA. Such payment will be provided after all Section and National Championships are concluded. Team entry fee is required for all teams attending Section or National Championships. Registration will be online. Team entry fee for Section Championships is approximately $250. Team entry fee for National Championships is approximately $450 or $550 (depending on 3 or 5 court format).

Section 8 – League Season/Match Scheduling:A. League matches for the Kansas Indoor and Outdoor League seasons will be

scheduled with each division (Adult, Senior, Mixed, Senior Mixed and Super Senior) playing one weekend each month. Last weekends of the month will be reserved for make up matches. Local league play may be scheduled on week nights if league numbers dictate the necessity.

B. Captains and players should use sound discretion when bad weather makes travel dangerous. District or local league coordinators may cancel matches if road conditions are hazardous. Decisions to cancel will be made only on the day of the match and will be based on current information from the Kansas Highway Patrol, the National Weather Service. Weather Spotters, etc. Contact the league coordinators the morning of the match if there are concerns.

C. Non weather related schedule changes are not permitted. D. Absent rain outs and depending on league participation, Outdoor League play

generally will not be scheduled on the following: Easter weekend Memorial Day (weekend) Mother’s Day ( day only) Father’s Day (day only) 4th of July (when falling on Friday, Saturday, Sunday or Monday)

E. KDTA Scheduler will attempt to avoid scheduling matches on weekends of traditional local tournaments in Salina, Topeka and Wichita. There are no guarantees.

F. League Coordinators shall consider the following guidelines when creating league schedules.

1) Leagues consisting of 2 teams play 4-6 matches3-4 teams play each team 3-4 times5-6 teams play each team 2-3 times7-8 teams play each team 2 times

2) Local leagues may be divided into divisions. League play would be between teams within the division. Inter-division play may also occur to a lesser degree.

3) Two matches per day may be scheduled depending on availability of courts and league registration.

Section 9 – Match ProceduresA. Captains should confirm court reservations with each other and the facilities to

insure correct location and times of matches 24 hours in advance.B. Captains must inform each other in advance, as much as is possible, of any default

courts. Defaulting of courts should follow procedures outlined in Section 10. C. TennisLink scorecards should be completed and exchanged simultaneously 15

minutes prior to the scheduled match time. D. Adult Men’s and Women’s Indoor League matches will be one court of Singles

and two courts of Doubles. Format for Adult Men’s and Women’s Outdoor League matches will be two courts of Singles and three courts of Doubles. Senior Men’s and Women’s, Super Senior Men’s and Women’s, Super 70’s, Mixed Doubles and Senior Mixed Doubles match formats will be three courts of Doubles. Tri-levels will have 2 3.5’s playing 2 3.5’s, 2 4.0s playing 2 4.0’s and 2 4.5’s playing 2 4.5’s.

E. Players need not be present at the time of the line-up exchange. F. Players arriving late will be penalized according to the following time frame and

game forfeits: 5 minutes or less: Loss of toss + one game 5:01 to 10 minutes: Loss of toss + 2 games 10:01 to 15 minutes: Loss of toss + 3 games More than 15 minutes: Default of match

G. Penalties may not be waived, even if the offended captain would consent to due to court rescheduling restraints. Captains should be sure players arrive on time.

H. Captains should confirm scores and sign the opponent’s scorecards to assure correct scores are recorded at the conclusion of the match.

I. Home team shall provide new USTA approved balls. J. The Tennis Link system must be used to record match results. K. Ten-minute warm-up is permitted. Matches scheduled for 10:00 am – actual play

is to begin no later than 10:10 am. This assumes the court was available at 10:00 am. Delays due to weather, or earlier matches will result in appropriate adjustment.

L. All warm-up serves shall be taken before the start of the match. Do not warm up the serve of the player serving first; play the first game, then warm-up the serve of the other player. Do it all before the first point of the match.

M. If rain interrupts a match in progress, the captains are to document the exact score, service, and side of court. Resumed matches shall pick-up exactly as left off. This is true whether there is a ten-minute delay, or a two-week delay.

N. A player may expect no more than a 30 minute break between back-to-back matches.

O. All electronic communication devices (cell phones, pagers, etc.) must be OFF while players are on the court.

Section 10 – KDTA Adult League Forfeit Rule USTA rules state #2 Singles court must be forfeited before #1 Singles. Further stating #3 Doubles must be forfeited before #2 Doubles, and on to # 2 Doubles before # 1 Doubles. Kansas District has elected to impose additional rules. In the event a team must play with fewer than the required minimum number of players as stated previously (Section 3 B) the following forfeit policy will apply:

All forfeited matches are recorded as a 6-0, 6-0 score for the winner, and 0-6, 0-6 for the loser (forfeiting team).

A. If both teams are missing players, the above plan shall generally be followed, using the guidelines for the team with the fewest players so that the maximum number of players present can play. Both teams will forfeit the courts in which they can not field a full team. Term used in TennisLink is “double default” for entering scores in the scorecard.

B. If a team default occurs, the results in TennisLink will remain. Final team standings will be determined at the end of the League season by the District Coordinator manually tallying match results. A team default received cannot be the deciding factor in determining final team standings.

1) If all teams in contention for championship played valid matches against the defaulting team, those match results stand as played in determining final team standings.

2) If any team in contention for championship received a default win, none of the defaulting team’s matches in that round robin will count in determining final team standings.

3) If a defaulting team is in contention for championship, the match default committed will stand in the defaulting team’s record as a 0-5 loss (0-3 for 3 court formats).

C. Notify the league scheduler as soon as possible if match dates must change. The League Scheduler must have notice within one week that a mutually agreed upon date for a changed match date has been set by captains involved in changing match dates. Rescheduled matches MUST NOT overlap from one season to the other as in Indoor and Outdoor league seasons. Rescheduled matches in the Outdoor league season must be completed one week before the posted District Playoff dates or be counted as defaults for both teams and both deposit checks WILL BE FORFEITED.

Section 11 – Weather PolicyA. League Coordinators and schedulers do not have special ability to predict

weather. The weather channel is the same at your house as it is the coordinators. (i.e. don’t call at 5 am and ask if it’s going to be raining in 4 hours.)

B. Host captains shall be responsible for securing indoor facilities, if necessary and available and shall make every effort to play on the day scheduled to avoid tennis link problems.

C. Host captains are asked to be responsible for all matches being played at their level, in their city/site, on a given day. (For example, we use schedule formats that often bring 2 teams from other cities to a 3rd city to play – Salina, Topeka, and Wichita may gather in Wichita to all play. The Wichita captain is asked to secure courts for the matches between Salina and Topeka, as well as the matches involving the Wichita team.)

D. Make every attempt to play matches on the date it is scheduled. This might involve playing indoors, or waiting a few hours for a storm to pass and courts to dry.

E. Play interrupted by rain should continue indoors if courts are available. All games and points shall be recorded and play is to resume exactly where it left off. Match locations that do not have indoor court facilities will require play to be rescheduled.

F. Team captains are responsible for court fees for indoor matches. (See Sect. 7 G.)G. Kansas weather changes rapidly. We have all witnessed, many times, heavy rains

followed by sunshine and dry courts within an hour. It can also rain all day.

H. The KDTA recognizes that lengthy travel is often required and that most players don’t want to drive 2 or 3 hours only to get rained out. When this threat exists:

I. Coordinate with the host captain.J. Rely on weather radar and local forecasts.K. If prudent, delay the start times of the matches.L. Secure indoor courts, if possible.M. Exchange cell phone numbers and communicate.N. Captains are responsible to inform their players of match location and time

changes.O. Notify the league scheduler Jason Doll at [email protected] of changes in

play dates due to weather problems within 48 hours so computer forfeits are not entered.

P. Captains are asked to reschedule complete or partial rainouts within one week of the original match date. The league scheduler shall be notified of the proposed make up date and site and must approve both. ( This does not mean the make up match must be played within one week, simply that the new date is scheduled and approved. )

Q. Rainouts not rescheduled within this time frame will be re-scheduled by the league scheduler. (After one week and the league scheduler has not been given a make-up date, the scheduler will reschedule.) Captains may not like the rescheduled date so make every effort to reschedule by agreement. All rescheduled matches must be complete, not piecemeal, matches.

R. Captains of teams residing in the same city should decide 30 minutes prior to the scheduled match start whether to play, move indoors or reschedule. If indoor courts are available for the matches to be played it is advisable to play as many teams as possible. If court time is limited so that only two or three lines can be played, put on doubles teams first and consider playing singles lines at a rescheduled time.

S. Summary:1) Make every attempt to play on the scheduled date.2) Delays in start times are permissible due to bad weather (Communicate with the

tennis facility if they have a phone/staff to ensure court availability.)3) Changes in plans (moving indoors, re-scheduling times or dates) shall be done

by the participating captains by agreement.4) The host captain shall be responsible for logistics when weather becomes a

factor.

Section 12 – On Court Rules and ConductPlease follow “the code” as it appears in the Friend at Court.

Section 13 – Match ScoringA. Adult, Senior and Super Senior Men and Adult and Senior Mixed Doubles

and Men’s Tri-level matches shall be best 2 out of 3 sets in Indoor and Outdoor League play.

1) A set tiebreak shall be used at 6 -6 in all sets. Traditional Tiebreak procedure shall be followed. See Section 13 D & E for procedures when matches are played indoors or otherwise have a time constraint.

2) A ten minute rest period is permitted, if requested by player(s), between the second and third sets when no tiebreak is played in lieu of the third set. Consideration for time restricted matches is advised.

3) Coaching is permitted only during this rest period. B. Adult, Senior and Super Senior Women’s and Women’s Tri-level matches

shall be 2 sets with match tiebreak in lieu of a third set in Indoor and Outdoor League play. 1) A set tiebreak shall be used at 6-6 in all sets. Coman Tiebreak procedure

shall be followed. 2) A two minute rest period (called a set break) is permitted between all sets

when a tiebreak is used in lieu of a third set. 3) COACHING IS NOT PERMITTED during any 2 minute set break.

C. TIME RESTRICTED MATCHES: When matches must be completed within a specified time (most indoor matches) the following rules will apply (MV 2010 #7 Timed Matches). Procedure states:

1) At 15 minutes before the end of play, no new game shall begin.2) All games “in play” are completed. 3) If a player/team is ahead by two games, they have won the set. 4) If no player/team is ahead by two games, they shall play a set tiebreak.5) If the sets are then split, a set tiebreak (not a match tiebreak) shall be played,

in lieu of a third set.6) A game is in play once the server has struck the first ball.

D. Set Tie Break Procedure : Players follow the same service rotation as in the set being played. Players play first team to 7 by an advantage of 2 points. Traditional or Coman Tiebreak procedures are to be followed as stated in Section 13 A or B depending on which division is playing the tiebreak.

E. Match Tie Break Procedure : Match Tie Breaks are played with the same procedure as explained in Sect. 13D, except play continues until one team or player scores 10 points with a 2 point advantage. Match Tie Breaks are used in lieu of a 3rd set, as is the policy at Section and National USTA Championships and as stated in Section 13 B regarding Kansas District Women’s division matches.

F. Match scores must be entered by captains within 48 hours from scheduled match time. Scores must be confirmed by the opposing captain within 48 hours of entry into TennisLink. It is suggested that the home team captain enter scores and the visiting team captain confirm. Matches not confirmed within 48 hours of match completion will be rolled over automatically by TennisLink system and will be unable to be changed if there is a dispute concerning scores entered into scorecards.

G. Scorecard entry errors should be reported to the Local or District League Coordinator. Scores will be utilized in TennisLink Dynamic Rating System and updated daily. Timely reporting of scores is necessary to generate ratings.

Section 14 – League Standings/ District/ Section Championships: A. Each Outdoor 5 game match (2 singles & 3 doubles) or Indoor 3 game match (1

singles and 2 doubles) event shall be referred to as a “TEAM MATCH” .B. The team in each league level with the best team match record shall be the

league champion. A team shall be credited with one win by winning 3 of 5, 4 of 5, or 5 of 5 individual matches of an Outdoor team match, or 2 of 3 or 3 of 3 of an Indoor team match.

C. In the event of a tie in a team match (due to individual match forfeits this is possible) the team match winner will be determined by:1) Total sets lost. (Includes defaulted matches)2) Total games lost. (Includes defaulted matches)

D. If a tie, based on team match records, exists at the end of the league season play within a level, a tie break will be applied in the following USTA order:1) Head-to-head. Winner of head-to-head matches. (KDTA rule)2) Individual matches records. Winner of the most individual matches in the

entire competition. (A 5-0 win, is better than a 4-1 win.)3) Sets. Loser of the fewest number of sets. (A 2-set loss is better than a 3-set

loss.)4) Games. Loser of the fewest number of games.5) 1 match play-off.

E. Teams with the highest standings in their level in Indoor and Outdoor league play will play a single District Championship Tournament if two different teams have won the Indoor and Outdoor league. Kansas District playoff dates will be scheduled according to Missouri Valley guidelines and playoffs must be played before deadlines set by Missouri Valley Section. Winners of playoff matches will qualify to advance to Section Championships.

F. The captain(s) whose team has won both the Indoor and Outdoor league in their level will have the Outdoor team be declared the League winner.

G. Teams should not accept any District, Section, or National Championship invitation unless they have enough players attending to fill all courts for every match. Teams are required to play all championship matches scheduled. Any team withdrawing without coordinator approval is subject to a grievance and penalties.

H. In the event the Kansas District receives a Section Wildcard in a particular NTRP

level the wildcard position shall be determined as the second place team in that level’s District Playoff between the winners of the Indoor and Outdoor league.

I. Should no playoff take place, the second place team in the Outdoor league standings shall be offered the position confirming the team can meet the minimum

numbers of players stated in the USTA regulations. The next team in the Outdoor standings shall be awarded the Section Wildcard berth if the League Champion (or Wildcard team) declines a Section Championship bid.

J. Section and National Championship dates and locations will be published on USTA and Missouri Valley websites. Registration for these events will be online. District Coordinator will provide additional information.

Section 15 – Grievance/ Appeal Procedures:A. Self-rate (Fair play) Grievance: Players who enter the USTA League Tennis

program by inappropriately self-rating at an NTRP level lower than their actual skill level are considered to have violated the standards of good conduct, fair play and good sportsmanship. These players may be subjected to a Fair Play Grievance. A player who inappropriately self-rates, and captains and others who condone inappropriate self-rating, may be subject to possible sanctions, including disqualification and suspension.

B. A player with a valid NTRP Computer “C” or Benchmark “B”, or granted Automatic Appeal of a “C” rating is not subject to a self-rate grievance. Any other player is subject to a self-rate grievance.

C. Self-rate (fair play) grievances should be directed to the Missouri Valley c/o Lori Therrien, 6400 W. 95th, Suite 102, Overland Park, KS 66212, 913-322-4829, mailto:[email protected] [email protected]. A $20 NON-REFUNDABLE check is required for processing. Section Grievance Committee will process self-rate (fair play) grievances.

D. Other grievances: a formal complaint by a captain against an opposing team or player may be filed, in writing, with the Kansas District League Coordinator, accompanied by a $20 NON-REFUNDABLE check within 96 hours of the infraction. General complaints involving violations of USTA or District Rules and Regulations will be forwarded to the Kansas District League Grievance Committee for resolution.

E. A complaint regarding failure to meet eligibility may be filed by a team captain, League Coordinator or member of a championship committee at any time.

F. A League Coordinator or a member of a championship committee may file a grievance against an individual or team at any time. (USTA 2.02A.6; 2.02E.3)

G. Refer to grievance procedures on the USTA web site for details of the process for both initial filings and any appeals to the USTA Missouri Valley.

H. Players disqualified by the Dynamic Rating System will receive a letter from the Missouri Valley Office.

I. The Missouri Valley Section NTRP Appeals Committee will process all medical appeals and self-rate appeals. Please visit http://www.missourivalley.usta.com/usaleaguetennis for more information.

J. All NTRP Appeals should go through the “Auto-Appeal” Function via TennisLink.
