    We would like to express our warm wishes for the 2012ew Year & welcome you on HELP-O April newsletterith different new experiences of HELP-O activities inarious sectors. This month is very important forverybody because all people celebrate the Sinhalesend Tamil New Year with new aspirations for future.

    ELP-O also has planned to implement many programso achieve different targets through new visions.

    y implementing Green Bio-Energy City in Trincomaleee have started the biogas plant implementing project

    n Jungle Beach Hotel. As a fast developing area in Srianka, Trincomalee is the most focus area in Easternrovince. With that development they need to haveetter & sustainable solution for the waste problem.ELP-O has planned to implement many waste

    management programs in Trincomalee. It is veryffective programs because we upgrade the renewable

    nergy source for the society. We could able to expandhe services to private sectors to involve in renewablenergy sources of biogas as most profitable waste

    management mechanism.

    n domestic level waste management steps are alsoaking to make more environment friendly cities in Srianka. Waste free cities are the present need of theorld. However it is difficult task due to lack of effectiveaste management method. Biogas technology can beonsidered as the most appropriate way to overcomehe future waste & energy problem.

    OLDE Womens Co-op is developing to facilitate forhe community by addressing their need. We havepgraded the physical condition of the grass root leveleople while developing social condition of them. Manyural people were changing their life with the help ofOLDE Womens Co-op & expected to expand theirervices in different way.

    Study visit tourJapan to Sri Lanka

    25th March was a special day for HOLDEWomens Co-Operative members. They got theopportunity to exchange their social experiences& their community net work experiences withthe students of Japan University who visited tothe Co-Operative branches.

    The main purpose of their visit were

    To have an idea about voluntaryworks in village level

    To study about community drivenprograms in village level

    To study the waste managementsystem by using bio gas technology

    During their visit they could visit the branchactivities of Walawwaththa HOLDE Womens Co-Operative branch & could exchange the ideasabout mechanism of community network invillage level.

    It was much interested for them to have a sitevisit of our members small business such as

    poultry farms, sewing business which hasstarted by utilizing their loans. Members expresstheir ideas of how they are recovering graduallywith their savings mobilizing.

    Galle International Buddhist center bio gasunit was observed & they studied thetechnology & effect of the bio gas unit withthe priest of the Buddhist center. The priestdescribed how they could reduce the LP Gasand fire wood cost by using the wasteturning to valuable resource through the biogas unit.

    Finally they explained that it was veryvaluable for them to get the idea ofdevelopment of community driven programsthrough an onsite visit. The multi benefits ofthis community network as well as theirunity in providing assistance for their needs.

    The Netherland Aluminate Association Sri

    Lanka (NAAL) visited to identify the locationof proposed biogas plant construction inWalawwatte-Galle Municipal Council area.They could be exchanged our socialexperiences and community network inWalawwatta.

    The main purpose of their visit were,

    To identify the location of plannedbiogas plant

    To study the waste managementsystem and how to maintain the biogas unit and technology.

    To study how to get beneficiaries thebio gas unit.

    To get an idea the community worksin village level.

    HOLDE Womens Co-op chairmanMrs.Chandralatha explained why they needbiogas plant to the area of Walawwatte &

    how much daily waste collection ishappening within the area. She explainedabout the benefits they can get from biogasplant by reducing LP gas and fire wood costwhile minimizing daily waste collection.

    HELP-O chairman/chief executiveMr.Chathura Welivitiya also explained thatthe ultimate objective of the biogas plantwithin that area is to reduce the wastecollection & give more benefits to thecommunity as a sustainable project run by

    community.

    On the other hand it will minimize thewaste collection cost of Galle MunicipalCouncil & that can be use for thedevelopment of the area. They got manyideas about the bio gas and they studiedthat technology and effects of the bio gasunit. They satisfied the proposed bio gasplant and it will start construction infuture.

    Green growth declaration at the OEC

    Korea has been working with the OECDspread the green growth movemthroughout the international communityMay 2011, the OECD released comprehensive report on Koreas grgrowth strategy, highlighting a proundertaken in 2009. Korea will contributeachieving the OECDs effort to further deveand propagate green growth policies.

    East Asia Climate Partnership (EACP)

    The East Asia Climate Partnership (EACPKoreas major development cooperatprogram, designed to bridge the gap betwdeveloped and developing countries wregard to the climate change challen

    Through the EACP, Korea focuses on sharits experiences and knowhow on green growith developing countries. Korea is committo providing USD 200 million to hdeveloping countries realize their green hothrough low carbon green cities, clean eneforestation, biomass, development and watreatment.

    Global Green Growth Institute (GGGI)

    The Global Green Growth Institute westablished in June 2010 in Seoul to focus

    systematic theoretical studies on grgrowth models taking into account thdifferent economic and social circumstancGGGI is a globally represented non-prorganization run by and international boof directors. GGGI opened its first forebranch in Copenhagen in May 2011 plans to establish several regional brancaround the globe by 2012 in order to builglobal network and further develop intointernational organization based on intergovernmental treaty.

    Green Partnership and Leadership

    Today, Korea hopes to serve as a role model for contributing to climachange mitigation and has emerged as a pioneer of the green path andfast mover as a green growth economy through the rapid spread of greegrowth across all industries. Korea is also playing a bridging role by helpideveloping countries join in the green wave.

    As a supportive project for Divinagumawith the financial assistance of Food &Agriculture Organization (FAO), HELP-Olaunched a home gardening programamong eight villages of Galle district.Objective of the project are

    To find a sustainable solution forfood & energy crisis

    To provide nutrient & quality food To promote the community for

    home gardening activities throughorganic liquid fertilizer

    For the project initiation we haveidentified the location for the constructionof biogas plant as a part of project activity& this is constructing with the financialcontribution of owner & technicalguidance from HELP-O with thecollaboration of Food & AgricultureOrganization (FAO).

    We were selected the appropriate place forconstruction of Biogas plant as a solutionfor the waste management in domesticlevel.

    Especially there is a pig farm in domesticlevel & it was a difficult task to managethe daily waste collection. On the otherhand pig farm activity has impact for thehuman health of the surrounded people.

    Through the biogas plant construction we

    expected to reduce the daily wastecollection, energy generation throughbiogas plant.

    Other major task of the project is homegardening by using organic fertilizer. Thisis multiple benefited projects for thecommunity.

    As a new development area in Eas

    province HELP-O has given priority forTrincomalee area to implement better wmanagement mechanism with the intenof creating green bio-energy city

    Trincomalee. HELP-O has initiated project with the financial supportUNEP/APFED programme. First projectstarted in hotel which is constructinopen for the public as soon as possible.

    Trincomalee area comprises with mnatural resources & highly tourist attraarea. Due to that all the ho

    restaurants, business firm & other puplaces need to have better wmanagement methodology to create mattractive city environment.

    HELP-O is developing the Biotechnology as a solution for the wproblem within the area. It is not onlywaste management & it includes mulsolutions for the daily waste collectrenewable energy generation, orgfertilizer manufacturing, carbon emisreduction & environment protect

    Trincomalee city will green bio energy after the completing the project work.

    Enhancing Human Security: Developing Capacities to Protect and AssiVictims of Human Trafficking workshop was held March 28(Wed)30(Fri) 20Seogwipo City, Jeju Province, Republic of Korea at CIFAL Jeju/JejInternational Training Center(JITC) & attorney-at-law Mr.Mapalagam

    Wimalarathne Godagama also was participated for the workshop brepresenting Sri Lanka & HELP-O.

    It was a great opportunity to discuss about the human trafficking in SLanka in a time of debate in different way about the topic. There were manlessons & experiences to learn from different countries.

    We expected to share the experiences of Human Security workshop withinext few months to enhance the awareness on this matter to discuss in ope

    Ayurveda Department in Southern ProvinceAyurveda Community Health Unit hasconducted seventh awareness program in 47settlements in Galle. This programme hasconducted about the Dengue preventionawareness of the community.

    HOLDE Womens Co-op members wereparticipated for this awareness programme.Ayurvedic doctors were participated for thisprogram and specially discussed about thedengue, symptoms, and to keep the good health

    condition. Also she explained about the way ofspread the diseases and how to recognizeillnesses and she said we must clean our homegarden.

    Doctors were explained about the necessaryaction to need to take minimize the dengueeffect & what are the Ayurvedic methods toupgrade the human health while protecting ourenvironment.

    This meeting was very special opportunity forthe participants to understand how to can be

    change the daily life style. At the end of theprogramme participants raised many questionsrelated to their leanings. The participantssatisfied this program and they said learned lotof things about Ayurveda method.

    the society to assist the poor communitytheir needs specially. In present this WomCo-Operative is expecting to get start a term journey by making a sound voice amthe poor community.

    The monthly board of directors meeting &congress meeting was held during the moof April. The main things discussed in meetings like below

    Finally all of the members of HOLDE WomCo-operative express their ideas Financial assistance as well as the uamong our villages, members are the mstrength we got from this system. We ththis type of assistance need for every societfight against the poverty specially.

    B.P. Anoja is a member of Malawanna HOLDE Womens Co-Operative from thbeginning of the society. She earns her living by prawn cultivation & small poultrfarm. One day one of our reporters had a discussion with her & she explains thsituation & progress to her.

    Im the treasure of our Olu group & I engage with this community network fromthe beginning time of our Malawanna Womens Co-Op society. Every week ougroup get together in particular place. We do savings & provide credit facility fothe members in their emergencies.

    Many women of our group get the financial assistance for their self employmen& I also got Rs.10, 000.00 loans for my prawn cultivation first time. Now I havpaid it all & required another RS.20, 000.00 to develop my business. As w

    havent any collateral for to get assistance from other financial services for suctype of our business works this is one of the best ways for to get assistance for ouneeds.

    With the help of our family members I do this prawn cultivation & get aroun8Kg-15Kg prawns in one time. It can get around 10days with in the month & casell 1KG for 700Rs-1000Rs. This is the main Income generating activity for me &can manage my living cost from this business.

    Not only my family but also my group members assist me for my business whenhave much work during the prawn season. Its so big strength for me as I havmuch man power for emergency with the help of our HOLDE Womens Co-Osociety. When we gather for our group meetings we discussed the financimatters as well as our members needs also as one family. This friendly gatherin

    always helps to increase the mutual understanding among our members blistening to others voice & to assist their members in their needs.

    Bala Vikasa Social Service Society is a registered, non-profit, non-governmencommunity development organization, based at Warangal, Andhra Pradesh; Ind

    People Development Training Center (PDTC) was initiated with an objective of sharknowledge and experience of Bala Vikasa, in Community Development, to tlikeminded NGOs, Individuals and Institutions through need based capacity buildactivities. Bala Vikasa PDTC has designed a number of training modules basing thon its own grass root experience and keeping them relevant to the needs of tdevelopment sector. The objective of training programs is mainly to provknowledge, impart skills and change attitudes of the agents of change towardevelopment. HELP-O works as Sri Lankan representative for this programme & gaopportunity to participate for many people for the training programme continuously. We try to share the experience of participants for the Bala Vika

    Training Programme from this newsletter.

    Experiences from Bala Vikasa Training Programme

    We had lessons and practical on conflresolution. As a secretary of a provincministry there is a good use of thknowledge in administration proceLessons of development communicatiwere also practiced by us. As tsecretary of the ministry of fisheriCooperatives and Cultural Affairs mostthe activities are done in the commun

    base. So effective communication shoube applied in that field to make tdevelopment projects a success.

    For the organizational developmestrategic planning is a key feature. Whave learned theory and practical planning, monitoring and evaluation. the development planning sector in Lanka, Finance Commission hintroduced RBM (Results BasManagement). We had a chance to lesson on the key topics and fields

    RBM. It will be supportive for torganization management also.

    So, actually during the period of stayBala Vikasa Institute in India I hadgreat chance to get the newest knowledin different important fields. They will supportive for my role as a secretary the ministry and I deeply think that I wbe able to apply the knowledge in tfields of the ministry.

    I have participated for the BalaVikasa Trainning Programme in year2011 & programme was conductunder the topic of Community DrivenDevelopment (CDD) from 10th

    January -3rd February 2011.

    During the period of stay in the BalaVikasa Institute I got the chance to getfurther knowledge on culture andsustainable development. Sustainabledevelopment is a currently used termin the development process. I had achance to see the both practical andtheory sides of this terminology.

    In Sri Lankan Development processassets is the base. We got theopportunity to learn about AssetsBased Community Development(ABCD).We had a chance to visit arural village where those theories are

    applied.

    Sri Lanka is in a rapid growth ofdevelopment process. In this processsouthern province plays a major role,because most of the majordevelopment projects are beinglaunched here. So we have to take careabout the environment issues relatedto these projects. We had some lessonslearnt on the development issues.
