Continuous Improvement - We will continually work toward improvement in all that we think, say, and do.

• Community Action served 4,180 Families and 6,285 Individuals • 3,938 of these families were under 150% of the Federal Poverty Level

• Last year, our customers included 358 disabled individuals, 217 without health insurance and 374 single mothers

• Across all Agency programs, 360 individuals obtained a job last year

2012 marked the beginning of a number of services at Community Action. The Main Street Store partnered with the

NYS Department of Labor to provide unemployed workers with Employment Support Services.

The New Freedom transportation service is available to any disabled or frail elderly citizen residing outside the Batavia city

limits in Genesee County, who needs transportation for any reason, whether it is a medical appointment, job, social activity, shopping or other personal errand. New Freedom is funded by

the New York State Department of Transportation.

Affordable Housing Corporation staff helped make homes safer and more affordable by partnering with Weatherization to provide home rehabilitation.

Between April and September 2012, new School Readiness Goals were developed that align with the New York State Common Core Standards. Head Start Education staff (birth to 5) implemented

Teaching Strategies Gold, a new child assessment tool that measures a child’s progress and provides specific information to parents and the program about how children are progressing in areas related to

the school-readiness goals including: social-emotional, physical, language, cognitive, literacy and mathematics.

‘Junior Angels in Action’ and ‘Sports Share’ were created in 2012 by youth who are interested in giving back locally. Girl Scout Troops formed the Genesee County Chapter and contributed toys and food to the

Holiday Basket Program. An Orleans County partnership between one teenager, a church and Community Action

redistributed over 100 pieces of sports equipment.

A Message from the Executive Director:

Over the past several months, we have heard the question asked about Community Action: ‘How do you help a person in your local community?’ Every person has different needs, and our Agency helps each unique individ-ual or family with a wide variety of customized services. As government

support declines, we also count on people like you who are willing to help your neighbors.

With your help this past year, we have saved lives, supported employment, prepared healthy meals, taught children how to make good choices, connected parents to resources, saved energy users and tax filers boat-loads of money, helped people get to work or the doctor, provided encouragement and listened a lot. And these are just a few examples!

Our goal is to help people become more stable and self-sufficient. You can help us by volunteering, donating, identifying needs you see or sharing your ideas. I thank you in advance for helping us meet every person where they are and giving them the support they need.

Emergency Services and Family Development

Fairness - We will be understanding, honest, and consistent.

Emergency Services are provided on a walk-in and referral basis and can coordinate transportation

as well as assist with clothing and counseling referrals. Sites in Albion, Holley and Batavia have an emergency food pantry available to help families in crisis situations. Through the Emergency Services intake and interview process, families set goals to help them become self-sufficient. Financial manage-ment, health and safety, employment assistance, education, parenting and nutrition are some of the is-sues which may be addressed. Funding is provided in part by the New York State Department of State. • 2,559 families (1,359 in Genesee County, 1,200 in

Orleans) received services in 2012. • 1,144 households received emergency food • 334 families received clothing and personal care

items • 125 families received emergency housing and

utility assistance • 59 families received emergency transportation • 29 families received emergency shelter • 1,201 individuals benefited from surplus food

distributions • 206 families received food assistance in support of

family stability to gain/retain employment

“I don’t think anyone realizes the work, hours and money involved to keep this program running

smoothly. What a wonderful gift to those of us who need a little extra help. As a person who has

recently retired, no one would believe the excitement that I felt when I received all this food. I have

also had the opportunity to try new things and I now love brown rice. Thank you for this wonderful

program and to all who give of their time and effort to help so many people.”

Community Action Angels sponsored community events such as the Easter Egg Hunt, a Pet Food

Program, the Children’s Carnival, a school supplies give-away, a Sports Share program to redistribute used sports equipment and partnered with community organizations to hold various events.

• 400 + children attended the Children’s Carnival • 461 households received Holiday Baskets and 122 seniors received Fruit Baskets • 74 households received vouchers totaling $5,950 • 80 Medina families received vouchers to cover emergency needs through a partnership with the Medina Area Association of Churches • 230 individuals or families used vouchers from the Salvation Army to resolve emergency needs • In 2012 ‘Junior Angels in Action’ and ’Sports Share’ were created by youth interested in giving back locally.

Respect - We will understand one’s views without judging and behave accordingly.

The Weatherization Program is available to home owners and renters who are income eligible. It is a service that can make a home comfortable and safe, and will help to reduce the energy cost burden for families. Services may include insulation installation, air sealing, weather-strip kits, heating system service or upgrades, door sweeps, carbon monoxide alarms and smoke alarms.

• 161 homes were weatherized in 2012

RESTORE (Residential Emergency Services to Offer (Home)

Repairs to the Elderly) provides emergency repairs to homes owned by low-income elderly residents in Orleans and Genesee Counties. • 17 homes owned by Seniors were repaired

HEAP (Home Energy Assistance Program) Application

Assistance helps low-income working households in Genesee County meet their energy needs by providing after-hours access.

• 185 families received HEAP benefits during the 2011-2012 HEAP season.

Affordable Housing Corporation (AHC) Home Rehabilitation provides home repair to low-income home owners who contribute 40% of the cost of project directly or by matching with another program. • 7 families received AHC home rehabilitation.

“I have been blessed by angels! We had problems we never knew existed. The carbon monoxide was

so high in my trailer I felt my life had been saved. So much was done I could never have afforded it.

It was much warmer here this past winter and I use less fuel.”

Transporta on CATS (Community Action Transportation System) provides transportation for elderly and disabled individuals to medical, nutritional and social events. The transportation service can accommodate passengers requiring medical services outside Orleans County. CATS also provides transportation for Head Start children as well as seniors and disabled in Genesee County.

• CATS provided 29,621 trips across two Counties

• 89 riders were disabled, 142 were elderly

• CATS completed over 3,600 Head Start bus routes

A CATS Rider says, “I had a problem trying to get Tom to

the program at the Genesee nursing home. They were so

nice, they walked him to the door and made sure he got in safely. They were the best."

Trust - We will be true and loyal to ourselves and others, and to our Mission.

Community Action has partnered with GCASA to bring together a Drug Free Communities coalition in Orleans County. The grant has brought many local communities together to improve individual health and to connect neighborhoods. Community Action also provides

Community Resources like public computer labs, an After School Program, a book exchange, job placement sites, free bread distributions, child care placements, home improvements and events that bring people together. EOCC (The Eastern Orleans Community Center) offers emergency services, a soup kitchen, senior services, a computer lab, and an after school program to residents of the eastern end of Orleans County. “Maudie Mae’s” soup kitchen serves lunch Monday through Friday.

• 273 unduplicated Holley residents attended the congregate

meal program during the 2012 Program Year.

• 7,645 meals were cooked and served to individuals in 2012.

• 62 seniors participated in health screenings and informational talks.

The Main Street Store (also see the Employment Support

section) is a unique business on Main Street in Albion. The Store offers a variety of services and opportunities that promote Self-Sufficiency through Education and Employment. The Thrift Shoppe, Book Exchange, Community Computers, Dress for Success Club, and Education and Employment Services provide a broad spectrum of convenient services. The Store provides copy, fax and referral services and serves as a comfortable ‘Meeting Place’ in downtown Albion. • 2,279 individual sales

• 108 individuals accessed public computers

• 40 at-risk youth completed the out-of-school tutoring program

Volunteer Income Tax Assistance is available to low-income residents in Genesee County. • 211 individuals had their taxes prepared at no cost • 87 individuals obtained a tax credit

Compassion - We have the ability to understand needs and treat people with dignity and respect.

Head Start (birth to five) is a comprehensive program for

children and families who are income eligible in Orleans and Gen-esee Counties. Head Start includes developmentally appropriate school readiness activities, health and dental services, family style meals and nutrition education, family goal setting, transportation, early intervention, and disability screening and support. There are five sites: Albion (2), Batavia, Kendall and Medina, as well as home-based services. School-readiness goals were set that align with the NYS common Core Standards in 2012. Assessments and individual planning are based upon these school readiness goals.

• 99% - 100% average monthly enrollment

• 239 children were enrolled in Head Start (3 and 4 year olds)

• 54 children were enrolled in Early Head Start (birth to 3 yrs old)

• 293 children received dental, medical and mental health evalua-

tions and ongoing assessments in school readiness

• 94 four-year-olds demonstrated readiness for kindergarten

• 266 Head Start parents set goals using the family development model

• 254 Head Start and Early Head Start children were screened for developmental characteristics

• 54 children were identified with a disability requiring an Individualized Education Plan

• 63,000 meals were served in Head Start and Early Head Start classrooms

• 2,926 hours of volunteer service were donated by Head Start parents

Head Start parents have an opportunity to be a part of the program on a daily basis. Most parents interact with the program at least once a month through classroom participation, monthly parent and Policy Council meetings, Advisory meetings, parenting classes and events. Parents take part in individual planning for their child and are encouraged to also volunteer in various ways in the program. Trainings are offered to them on topics related to

child development and reaching their goals.

“The Head Start Teachers helped me make goals

like being able to purchase our own home. We were

only able to do this with the help and support of

Head Start staff. My daughter is now in first grade.

She is an accelerated reader and does outstanding

work in all her classes. I tell everyone that Head

Start made her a genius! If it wasn’t for the Head

Start program and Community Action I don’t know

where I would be now. I don’t just think of them as

a preschool I think of everyone as family.”

Hope - We will encourage people to be optimistic while pursuing their goals and dreams.

The Holley Youth After School Program is a safe, fun, supervised program available for Holley youth (ages 11-18) . Funding for the staff, activities, snacks, and the site is provided by the Community Services Block Grant through the Department of State. The program offers tutoring, educational groups and health related activities in collaboration with other agencies. Students do homework, participate in activities (games, arts and crafts), and enjoy social time with their peers.

• 59 youth participated in the 2012 Program Year

(approximately 12-14 each day) ACT – Helping Youth ACT Responsibly

Educational services on teen pregnancy and STD prevention in Orleans and Genesee Counties.

ACT exceeded their NYS Department of Health goals for 2012:

• 191 youth completed 8+ hours of evidence-

based curriculum instruction

• 244 adults/parents participated in workshops on

sexuality education

• 1090+ individuals received information on accessing sexuality healthcare

• 658 curriculum instructed youth and 87 adults/parents participated in one-time workshops on healthy

relationships, life skills, adolescent development and/or parent/child communication

• 873+ individuals received a presentation on local statistics, resources and services

• 201 followers on our Facebook page.

CCR&R (Child Care Resource and Referral) provides information to parents and businesses about child care options (licensed and registered) in Genesee and Orleans Counties. Staff also assist child care providers with the licensing process, staff training, health care plans, and providing quality care. Program staff administer health and safety grants for Family/Group Family Day Care Providers.

• 340 referrals were provided for child care

• 4 individuals became registered and licensed day care providers

• 105 day care slots were created

• 451 requests for technical assistance were fulfilled

• 269 hours of intensive technical assistance were provided

Integrity/Honesty - We will say what we mean and mean what we say and be consistent.

The Main Street Store (also see Community Resources section) provides Employment Sup-

port Services. The Store offers a variety of services and opportunities designed to help local residents find employment and also provides support services to help them stay employed. • 19 unemployed adults completed the Work

Experience Certification Course • 85 adults received interview attire for use during

a job application

• 68 individuals completed at least one employ-ment training course at The Main Street Store.

• 46 individuals obtained employment. • 83 individuals accessed workforce training

through funding from the Women’s Founda-tion of the Genesee Valley and support from the New York State Department of Labor.

Disability Employment Initiative assists

local residents with gaining employment and/or program support. The program helps disabled individ-uals become self-sufficient. • 499 individuals were assisted with employment and program support to enable independent living • 286 of these adults obtained employment of some kind

Workplace Development participants learn job skills at various Community Action sites. • 48 individuals were placed in the Agency for workforce training • 24individuals completed training at Community Action • 8 individuals obtained employment

“I would like to thank Community Action for the

training I received in the Work Experience Courses,

and the assistance I received through the Women’s

Self Sufficiency Program. Because of the help I

received through the Main Street Store, I will be

starting in the Medical Office Assistant Program at

BOCES this month. I would like to thank everyone

involved in helping me get this far. If it wasn’t for

these people and their help, I would still be sitting at

home depressed with nowhere to go. I will be back in

the Main Street Store shopping for clothes for the

new job I will be getting!”
