    Dear Regional Port Security Stakeholders,

    This Regional Ports Symposium Report is a result o the All Hazards Consortiums new RegionalIntegrated Planning Initiative, which ocuses on integrating both public and private sector planningeorts on specic projects within the region.

    Maritime security is an important issue across the Mid-Atlantic and North East regions. Citizens,businesses and governments depend on the regions ports and waterways or a wide varietyo goods, uel and raw materials critical to a healthy economy and vibrant communities. TheDelaware River and Bay, considered part o the regions critical inrastructure, impacts multiplestates, several major metropolitan areas, thousands o businesses and millions o people.

    The states o Delaware, New Jersey, Pennsylvania and Maryland have all made signicant securityinvestments in this region. Private sector companies operate important acilities and systemsalong the river that are also considered part o the regions critical inrastructure. The ederal

    government, through the U.S. Coast Guard and other agencies, has invested in the protection andsecurity o the river and bay area or many years.

    Unied in their desire to protect the critical inrastructure, the states o the All Hazards Consortiumembarked on a new integrated planning initiative. Focusing on specic regional projects, thisinitiative looks to integrate the private sector into the governments planning eorts and coordinatelong-term investments that address common threats and risks.

    The 2011 Regional Port Security Symposium meeting, held on July 26, 2011 in Philadelphia, PA,was made possible by the existing partnerships and relationships that have been building ormany years within the Delaware Bay Area Maritime Security Committee and its government andprivate sector partners. Representatives rom the private sector inrastructure owner/operators,ederal government agencies, state/local governments and non-prot groups attended this halday meeting to discuss our regional government unded projects (totaling over $100 million) and

    to explore ways to integrate planning eorts.

    The 2011 Regional Port Security Symposium Report identies and tracks the people, projects,gaps, recommendations, and the integration opportunities that were identied during thesymposium. The symposium attendees all shared a common belie that in the long run,integrated planning leads to a better-prepared region, vibrant and growing businesses, a moreresilient supply chain, and saer citizens.

    Thorough planning is required or any community, state or region

    to eectively respond to and recover rom a major disaster,

    emergency or catastrophic event. This planning must be ully

    inclusive o both the public and private sectors with private

    sector involvement stretching rom small businesses necessary

    or community resiliency up to large owners and operators o the

    acilities and systems necessary or overall, long-term recovery.

    While the All Hazards Consortium (AHC) recognizes the vital role

    that public sector agencies have in protecting lie and property

    across our communities, states and nation, it also recognizes

    the need or a ramework that promotes the urther integration o

    these agencies preparedness eorts with the private sector. Our

    proposed solution includes identiying areas o common activity

    that would benet rom cross-sector streamlining including

    operations planning, security improvements, inormation sharing,

    system resiliency, threat identication and recovery readiness,

    among others. Once this streamlining has been put in place,

    major disasters, emergencies and catastrophic events will be

    ollowed by the aster restoration o critical businesses, improved

    support or lieline sectors, and a generally more ecient and

    successul overall response.

    In 2011, the AHCs member states and urban areas launched a strategic regional initiative: The Regional Integrated

    Systems and Planning Initiative. This initiative builds on the broader solution stated above, but specically ocuses on the

    better integration o private sector owners and operators o critical inrastructure with ederal, state and local governmental

    regional planning eorts. By streamlining the people, systems, planning eorts and projects behind these public and private

    sector bodies, we will be better positioned to pursue our common goal: protecting the citizens, workers, property and

    acilities that make our nation strong and our businesses and communities successul.

    The Regional Integrated Systems and Planning Initiative is consistent with FEMA Director Craig Fugates Strategic Plan,

    addressing both the whole o communities approach and the maximum o maximums ramework.

    Introduction

    On July 26th, 2011, the states and urbanareas o the AHC joined with the US CoastGuards Sector Delaware Bay AMSC (AreaMaritime Security Committee) and theMaritime Exchange or the Delaware Riverand Bay in Philadelphia, PA, to host a hal-day meeting onRegional Systems and

    Integration Planning, along with privatesector owners and operators o companieswithin that region. The goal o the meetingwas to acilitate the integration o planningeorts between both the public and privatesectors in the Delaware Bay area, coveringissues such as domain awareness and

    security and inormation sharing projects.Particular attention was given to integrationimprovement programs that are unded inpart or in whole by ederal and/or state unds.

    Specically, state and local governmentocials were encouraged to share specicproject inormation with private sectorowners and operators and various ederalagencies so as to oster discussion andcapture integration opportunities. Privatesector owners and operators were alsoprompted to discuss and identiy partneringopportunities or their existing or plannedsecurity programs. This discussion andidentication process would allow theprivate sector bodies to enhance their ownsystems through public sector integration,and also through leveraging governmentalinvestment in programs and research thatcould enhance the private bodies owninvestments.

    The meeting eatured opening remarksrom US Coast Guard Delaware Bay PortCaptain Meredith Austin which underscoredthe Coast Guards advocacy or these

    types o public/private sector partnershipsas a means o protecting the waterways.Captain Austin particularly stressedhow benecial these partnerships are inhighlighting the importance o the DelawareRiver Corridor and the potential impact onthe surrounding region i a disruption orblockage o this corridor were to occur andas such pushed or increased private sectorintegration with the ongoing planning eortsand committees o the AMSC.

    Overall, the meeting presented theopportunity to:

    Delaware River Inrastructure Protection Program Project Contact: Noreen Cardinali, Section Chie o NJ DOT OEM

    Coordinating Organization: New Jersey DOT Oce o Emergency Management

    Project Overview: The Delaware River Inrastructure Protection Program (DRIPP) aims to mitigate the high priority gaps identiedin the port-wide Strategic Risk Management Plan (SRMP) or the Sector Delaware Bay. The DRIPP provides a regional, interoperablecommunications network allowing law enorcement, rst responders and private sector participants on the Delaware River to sharevital inormation on a real-time basis or threat detection, intelligence analysis and incident response management. The DRIPPcommunications network consists o alarms and alerts, messages, status inormation and video rom strategic positions along the bankso the Delaware River. Critical stakeholders with an integral role in the DRIPP include:

    o New Jersey Department o Transportation (NJ DOT)

    o New Jersey Oce o Homeland Security & Preparedness (NJOHSP)

    o New Jersey State Police (NJSP)

    o United States Coast Guard (USCG) Sector Delaware Bay

    o Gloucester, Salem and Camden Counties

    o Owners o critical inrastructure and key structures along the Delaware River

    CONOPS/Capabilities:Advanced analytics provide alerts and minimize the need or video monitoring. The NJSP is responsible orprimary alarm monitoring, camera control and response initiation, but will hand over sensor control to the USCP Command Center duringspecic incidents under current protocols. The DRIPP sensory network will utilize high-denition, long-range and thermal cameras toimprove inormation quality in the waterway environment (night, og, inclement weather etc.) the video and operational inormation romwhich will be shared with all relevant critical stakeholders so as to analyze incidents, avoid excessive response, improve coordinationand eciently manage response orces. All video rom the past thirty (30) days will be stored at the OHSP Data Center in Hamilton, NJor review and analysis. The NJSP will use the video and monitoring system or investigative purposes only when Established MaritimeSecurity Initiative protocols trigger such action.

    Delaware Valley Intelligence Center Project Contacts: Captain Walter Smith, Commanding Ocer

    Project Description: The Delaware Valley Intelligence Center(DVIC) will provide cross-border, 24-hour/7 day-a-week all-hazards and all-crime intelligence analysis operations. TheDVIC will be staed by member agencies and will providecomprehensive IS throughout the Delaware Valley Region. Thisintelligence center will provide a acility or regional partners,institutionalize the IS process, enhance situational awareness andsupport tactical operations, intelligence gathering, investigationsand strategic planning. DVIC will connect local, state and ederalgovernment agencies and private sector partners rom a widerange o industries. Critical DVIC participants include:

    o Pennsylvania Criminal Intelligence Center

    o NJ OHSP

    o National Joint Terrorism Task Force (NJTTF)

    o NJ ROIC

    o USCG Field Intelligence Support Team

    o Counties in Pennsylvania, New Jersey, Delaware andMaryland

    o Ports, businesses, utilities, hospitals

    CONOPS/Capabilities:The DVIC will provide an around-the-clock all-hazard, all-crime acility designed to promote IS amongits partners. The DVIC will serve as the permanent oce or aCriminal Investigation Unit and a Homeland Security Unit, whichwill have thirty-our (34) and thirty-three (33) analyst work-stationsrespectively. An additional twenty-nine (29) analyst work stations

    will be available or private and public partners. A collaborationportal will provide access to real-time inormation or DVICpartners not based in the inormation center. DVIC componentsinclude:

    o Watch Center: Point o collection and distribution ointelligence inormation between the DVIC and its partners.

    Twelve (12) workstations plus supervisor station in a tieredorum.

    o Secure Room: Segregated, secure work area. Designed tooperate at DHS Secure level so as to allow the discussiono sensitive intelligence by authorized personnel. Secureworkstations and VTC.

    o Intelligence/Analysis Tools: Supports data mining, advanced

    analytics, IS and the discovery o patterns and trends incomplex data sets.

    o Incident Management System: Tracks regional events,incidents and resources and provides a common operatingpicture or the region.

    o Integrated Video System: Compiles and manages potentiallytens o thousands o remote video sources, including traccams, maritime cams and security cams.

    Project Overview: Unied Incident Command & DecisionSupport (UICDS) is middleware (sotware that blends multiplesotware applications) that enables IS and decision supportor the government and commercial incident managementtechnologies that are used to support the National ResponseFramework (NRF) and National Incident Management System(NIMS), including the Incident Command Structure (ICS). Thissupport will assist in the prevention o, protection rom, responseto and recovery rom rom natural, technological and terrorist

    events. UICDS provides relevant cross-domain inormation sothat users can be alerted and respond to what is relevant to them.Potential users that would benet greatly rom UICDS include:

    o Police

    o Fire

    o Emergency medical services

    o Public works

    o Transportation

    o Utilities

    o Private critical inrastructure

    o Emergency operations centers

    CONOPS/Capabilities:UICDS allows a user to seamlesslyshare inormation while using their own applications and ormats.

    A user designates what inormation is pertinent to them so thatthey are alerted to and receive any necessary inormation aboutany relevant incidents that occur. Once a relevant incidentoccurs, UICDS:

    o Creates an Incident Work Product using the userspreerred ormat

    o Noties other applications o the incident

    o Creates an Incident Command Work Product to ollow whichbodies are related to the incident and how the incident is beingresponded to

    o Creates a Map Work Product to build a picture o the

    surrounding area in which the incident occurred

    o Uses tasking and dispatch applications to assign jobs topeople and units

    o Uses available sensor applications to contribute video,chemical/biological and food inormation to help explainthe incident

    Because UICDS is middleware, users receive all o thisinormation within their existing application.

    Dominion Production utilizes SureTrak to view criminalactivity around its Dominion Cove Point LNG acilityin Lusby about which the companys Senior VPPaul Rupert states, This new capability brings anadded level o security to Cove Point a acility thatis important to Dominion and to the energy supply oMaryland and the East Coast as well as othernearby acilities

    ToolssuchasUICDScanprovideoutageinformationfrom

    power distribution companies to be spread to a wideraudience in an easier to nd ormat; UICDS can alsohelp integrate CAD data regarding criminal activity such asincidents o wire thet that are currently plaguing energydistribution companies

    The meeting and subsequent conversations were documented and analyzed orinormation relating to the integration o eorts, the parties to involve, the currentand potential uture projects to ocus upon, and the ndings and recommendationsto be passed on to decision makers. Below is a list o the current ndings andrecommendations that were produced:

    Findings1. The US Navy has met with several o the project teams and plans to pursue

    integration o the SureTrak project with the DVIC, the DRIPP and UICDS projects

    2. The Paulsboro Rening and Delaware City Rening companies have expressed aninterest in integrating their acilities into the SureTrak system a move that wouldexpand the geographic coverage area rom Southern Maryland all the way up theDelaware River to Philadelphia, Delaware and New Jersey

    3. The New Jersey ROIC (Regional Operation & Intelligence Center) has met with theU.S. Navy and the SureTrak team to discuss the integration o SureTrak data intoNJs Fusion Center, based at the ROIC

    4. Delaware State Police have integrated their Fusion Center into the NavysSureTrak system

    Recommendations1. A mechanism is needed to allow private sector unding to fow into regional projects so

    as to achieve expansion and/or sustainment (e.g. or the Delaware River InrastructureProtection Program). Consortiums/collaborations that have been ormalized in other

    port districts should be evaluated or urther inormation on this issue.2. A ramework needs to be discussed or developing a business model that will

    support key regional projects and planning eorts (e.g. the DVIC project, bydeveloping a service model that could provide or both baseline services (ree) andcustom services (ee-based). This ramework could additionally include a model thatmight see non-government organizations owning the services and marketing themto the private sector and other interested parties (e.g. the Delaware Bay MaritimeExchange Non-Prot).

    3. More ederal integration is needed in the planning process.

    4. A clear business case needs to be developed or each project in order or privatesector bodies to understand the value and impact o integrating with these projects.

    About New Jersey Ofce o Homeland Security & Preparedness

    The New Jersey Oce o Homeland Security and Preparedness (OHSP) is an oce created byExecutive Order 5 in March o 2006 ater a bi-partisan Homeland Security and Public Saety

    Transition Policy Group submitted their recommendations to the incoming Governor. The Oceis designated as the State Administrative Agency (SAA) or all ederal homeland security and

    preparedness unding.

    The OHSP has one shared ocus: strengthening our state through partnership with individualcitizens, the private sector, and state and local partners in the ace o many threats and hazards,rom terrorists to natural disasters. The OHSP has taken an all-hazards approach in the dischargeo our duties.     About the Southeastern Pennsylvania Regional Task Force

    The Southeastern Pennsylvania Regional Task Force (SEPA RTF) is one o nine task orces inPennsylvania, and was established in 1998 in response to a growing awareness o the threat oterrorist activity. The SEPA RTF is comprised o the City o Philadelphia and the Counties o Bucks,Chester, Delaware and Montgomery, and the task orce is led by an Executive Board consisting o

    the Emergency Management Coordinators o the ve member political subdivisions.

    Appendix A:US Navys SureTrack or Maritime Domain Awareness

    Regional Ports Case Study:Multi-State Maritime Domain Awareness/Inormation Sharing

    Clients:U.S. Navy, U.S. Air Force, State o Delaware, State o Maryland

    Challenge:The U.S. Air Force needs to protect its uel supply chain or Dover Air Force Base. This supply chain involves the receiving o uel at ano-shore terminal at Port Mahon in the Delaware Bay area. Additionally, the USAF needs the cooperation o the State o Delawares FusionCenter to help monitor and communicate with the appropriate state and ederal agencies that are part o this regional eort.

    Solution:SureTrakis a state-o-the-art, ully-integrated, multi-sensor, data acquisition and display system developed by CSC or the U.S. Navy.SureTrakreceives, integrates and processes data rom a variety o remote sensors, including surace surveillance radars, air surveillanceradars, GPS transponders, AIS receivers, inrared/closed circuit television cameras, and environmental noise monitors. SureTrakhas been

    deployed at numerous military acilities in the U.S. (including Marylands Pax River acility) and is also elded in several Arican nations as parto the Regional Maritime Awareness Capability (RMAC) program.

    Application:CSC is developing a new mobile surveillance system or the State o Delaware. Inormation collected by this system will be shared betweenthe USAF and the Delaware Fusion Center via a new SureTrakweb services module. This secure GIS-based web technology, also knownas Omni Track, will increase the visibility o vessels, structures and other assets across a wide geographical area by integrating data rommultiple inexpensive and secure sensors into a single picture so that authorities can analyze, decide about and respond to situations aster,and also alert others in the region to the situation at hand.

    Result:State and ederal authorities in two states are provided with real-time sensor inormation, increased visibility and awareness, and improvedsecurity and response times through distribution o sensor data via secure web connections to authorized personnel/agencies and theDelaware Fusion Center.

    Regional Port Workshop Requirements/Recommendations Achieved:Based on the regional ndings outlined in this rst AHC Regional Port Workshop Report, the ollowing recommendations have been or willbe achieved by this solution:

    1) Improved maritime domain awareness through data sharing via secure web portals

    2) Reduced costs by leveraging existing systems and investments across the region

    3) Increased collaboration by helping to ormalize partnerships that share resources and data

    4) Greater participation by regional Fusion Centers in the IS process

    Eective disaster preparation, response and recovery require a coordinated, pre-planned eort that combines both private and publicresources. In the past, public sector agencies have planned and led these eorts, with private entities ocusing on their own continuity needs.However, the prevailing wisdom now states that eective community resilience requires these activities to be coordinated in partnership. It is

The individual, who wasscreened and selected by the Fusion Center director, will work with a private sector workinggroup (comprised initially o representatives rom power and telecommunications sectors)to share inormation, operationalize ederal guidelines, and develop recommendations toimprove the inormation sharing process. The vision is to create an inormation sharingprocess model that can be expanded to include more sectors and more Fusion Centers, andthat can also be sustained via public and private resources.

    The Delaware River Inrastructure Protection Program (DRIPP) DRIPP is a multi-year, $10+ million maritime domain awareness project within Coast Guard Sector DelawareBay. The project provides motion and intrusion detection with real-time alert capabilities asboth a preventative and protective measure. The project will provide situational awareness orgovernment rst responders and private sector-owned critical inrastructure owner/operators.The DRIPP project connects short-range and long-range cameras, video analy tics and othersensors via networked connections to the U.S. Coast Guard and the New Jersey usioncenter. Full build-out will include sites in Pennsylvania and Delaware, as well as technicalenhancements such as radar. NJ, PA, and DE plan to integrate more private sector operators(aected directly or indirectly by enhanced security within this strategically signicantcommercial port) into the planning process so as to design specic measures and shareinormation on business continuity and corporate security needs.

    The UICDS (Universal Incident Command Decision System) Pilot Project UICDSis a ederally-unded project ocused on inormation sharing among existing applications.Developed by the DHS Oce o Science and Technology, UICDS is designed to linkapplications in Emergency Operations Centers (EOCs), Fusion Centers, Control Centersetc., and also to share specic inormation as decided by the owners o the inormation. TheUICDS project ocuses on state EOCs in the AHC ootprint o states, but can also includeprivate sector operators, other states and the ederal government.
