Dear Hunter:

Thank you for your interest in hunting in Wyoming. Our state is fortunate to have some of

the most impressive wildlife resources anywhere in the world. When you hunt in Wyoming,

you get to enjoy our wide-open spaces, snow-capped peaks, lush valleys, and roaring rivers.You also get to pursue some of the wiliest game animals in North America including elk,

deer, antelope, and dozens of other wildlife species that make Wyoming a hunters paradise.

By hunting, you are helping us maintain these outstanding wildlife resources for future

generations to enjoy.

The North American Model of Wildlife Conservation is the most successful system of

wildlife management in the world. This model relies on some basic tenets, including public

ownership of the wildlife resource, regulations prohibiting commercialization of wildlife,hunting and fishing opportunity for every citizen regardless of status, and science-basedmanagement of the resource. Hunters have been the backbone of this model for over 100

years and will continue to be in the future.

One of the best ways to ensure the North American Model continues to be effective is tomaintain our hunting traditions. Nationwide, the number of hunters is declining. Even in

Wyoming, where hunting traditions are strong, we are losing hunters faster than we are

recruiting them. As a hunter, you can help change this trend. By simply introducing a childto hunting, you can help get our youth and others involved in this cherished outdoor

tradition.

As a final comment, wherever you hunt in Wyoming, please respect the landit provides thehabitats that support our magnificent wildlife populations. If you hunt on private land, please

respect the rights of the landowners and take a moment to thank them for the manycontributions they have made in providing wildlife habitat and hunting opportunity.

Resident Hunter Information

Online applications may be submitted during the open applicationperiod from the WGFD website. Fees will be paid in full by Visa, Mastercardor Discover when the application is submitted. Online applications mustbe completed and submitted by 5:00 PM Mountain Time. If the deadlinedate is on a day when the Cheyenne Headquarters ofce is closed for normalbusiness hours (weekends, holidays, etc), online applications received by 5:00PM Mountain Time on the next business day that the Cheyenne Headquartersofce is open for business will be accepted. Residents may apply by using the

WGFD website beginning January 1, 2011, for all resident applications except

preference point purchase only.

Paper applications and fees must arrive at the Wyoming Game and

Fish Department, Cheyenne, Wyoming by 5:00 PM Mountain Time on theapplication deadline to be valid, regardless of the postmark date. If the deadlinedate is on a day when the Cheyenne Headquarters ofce is closed for normalbusiness hours (weekends, holidays etc.), paper applications received by 5:00PM Mountain Time on the next business day at the Cheyenne Headquartersofce will be accepted. All applications received after that time and date will berejected and returned to the applicant prior to the drawing being conducted.

Applications received after the application period shall not be

accepted. For example, the Resident application period for Deer isMay 1 - May 31; thus an application must be received by 5:00 PM MT onMay 31, 2011.

doesnotguaranteesuccessforaBighornSheeplicense.

d.FiveYearWaitingPeriod. WyomingStatuteprovidesthatanysuccessfulMooseorBighornSheepapplicantmustwait5yearstonextapplyfororreceiveanotherMooseorBighornSheeplicense.Forexample,aMooseapplicantsuccessfulin2006wouldnotbeeligibletoapplyfororreceiveanotherMooselicenseuntil2011.Norwouldtheapplicantbe

eligibletopurchaseaMoosepreferencepointduringthissame5-yearperiod(until2011).However,theapplicantcouldcontinuetoproperlyapplyforBighornSheepuntilsuccessful.The5-yearwaitingperiodwould

thenpertaintoapplyingfororreceivinganotherBighornSheeplicenseorpurchasingaBighornSheeppreferencepoint.

TheMountainGoatlicenseisaonce-in-a-lifetimelicense.If youdrewaMountainGoatlicenseafter1995,youmaynotapplyagain.

NopersonwhoisissuedaWildBisonhuntinglicenseandwhoharvestsaWildBisonafterJanuary31,2001,shallbeeligibletoapplyforor

receiveahuntinglicenseforWildBisoninanyfutureyear.e.PreferencePoints.preFereNce poINts apply oNly

to moose aND BIGhorN sheep.PreferencepointscanbepurchasedonlinebyusingtheWGFDwebsite.Topurchaseapreferencepoint,anapplicantmustbeatleasteleven(11)yearsoldatthetimeof

applicationandatleasttwelve(12)yearsoldbyDecember31oftheyearof application.Applicantsforabiggamehuntinglicensemustbeatleasteleven(11)yearsoldatthetimeofapplicationandatleasttwelve(12)yearsoldwhenhunting.Applicantswhopurchaseapreferencepointonly

willnothaveanopportunitytodrawalicenseinthecurrentyear.Nopersonmayapplyformorethanone(1)preferencepointperspeciesinthesamecalendaryear.Applicantsmaypurchaseapreferencepointfor$7.00

insteadof applyingforalicense.Applicantswhoapplyforalicenseandare

unsuccessfulwillbeawardedapreferencepoint.applIcaNtscaNNotBoth

applyForalIceNseaNDpurchaseapreFereNcepoINt (seepaGe 30).

Thepreferencepointsystemisdesignedtoimproveyouroddsofeventuallydrawingalicenseinahard-to-drawhuntarea.ForFullPrice

MooseandBighornSheep,75%ofavailablelicensesineachhuntareaandlicensetypecombinationwillbeallocatedtopreferencepointdraw.Applicantswiththehighestpreferencepointtotalswillreceivepriorityin

thepreferencepointdraw.Theremaining25%of availablelicenseswillbeallocatedtoarandomdraw.Inthismanner,everyonewhoapplieshasatleastsomechanceofdrawingalicense,regardlessoftheirpreferencepoint

total.

willbeavailableonourwebsitebeginningJune15th,oryoumayrequestanapplicationbycalling(307)777-4600.TheapplicationperiodtopurchaseapreferencepointonlyisJuly1-Sept.30.Do Not attempt to

Mostapplicantsdrawntollhuntareaquotaswillbeamongthose

MooseandBighornSheeppreferencepointsareassociatedwithaspeciccustomerrecord,whichisidentiedbythesportsperson

identicationnumberusedontheapplicationtoearnorpurchasethepreferencepoint(s).Whenacustomerchangestheirresidencystatusfromeitherresidenttononresidentornonresidenttoresident,thepreference

pointsarenotaffected.MooseandBighornSheeppreferencepointsearnedareassociatedwiththecustomerandnotthecustomersresidencystatus.

Preferencepointsareassignedtothepersonssportspersonidenticationnumberandaretiedtoaspecies,butnottoaspecichunt

area.Youareallowedtoapplyfordifferenthuntareasfromoneyeartothenext.However,if apersonfailstoapplyforalicenseorfailstopurchaseapreferencepointfortwo(2)consecutiveyears,allpreferencepointswillbe

automaticallydeletedfromthepersonsrecord.Preferencepointsearnedor

purchasedduring2011arenotavailableforuseinthe2011limitedquotadrawings.Theywillbeavailableforuseinthe2012limitedquotadrawing.

OnceanapplicanthassuccessfullydrawnaMooseorBighornSheeplicense,allpreferencepointswillbedeletedforthespeciesdrawnandthe

personisrequiredtowaitve(5)yearsbeforeagainapplyingforalicenseorpurchasingapreferencepoint(refertosection2(d)).

Preferencepointsshallnotberestoredwhenanapplicantcausesmorethanonecustomerrecordtobegenerated,duetothefollowing:

1. Adifferentsportspersonidenticationnumberwasgivenontheapplication.

2. Adifferentsportspersonidenticationnumberwasgeneratedbecausethesportspersonnumbereldontheapplicationwasleftblank.

fortheselicensesisanyWyomingResidentwhowasbornafterJanuary1,1930,isatleastseventy(70)yearsofagepriortotheissuanceofthelicenseandhascontinuouslyresidedinWyomingforatleastfty(50)years

RegionalOfcesandautomatedlicensesellingagents.

Pioneerapplicantsdesiringtopurchaseleftoverreducedpricelicenses

maydosoattheGameandFishCheyenneHeadquartersOfce,RegionalOfcesandautomatedlicensesellingagents.

p.ResidencyRequirements. ToqualifyforaResidentGameandFishlicense,apersonshallbedomiciledandphysicallyresideinWyomingfornotlessthanone(1)yearimmediatelyprecedingthedatethepersonappliesforalicense.Additionally,thepersonshallnotclaimresidencyelsewhere

foranypurposeduringthepreviousyear.Eachperson,otherthanminordependentsorspousesanddependentsofqualiedMilitaryResidents,mustestablishtheirresidencyindependently.Apersonisconsidered

domiciledif he(a)physicallyresidesinWyoming,(b)hasmadehispermanenthomeinWyoming,(c)isnotresidinginWyomingforaspecialortemporarypurposeand(d)hasabandoneddomicileinallotherstates.

NeitherownershipofpropertynoraWyomingmailingaddressalonearesufcientevidenceofdomicile.Domicileisestablishedandmaintainedbythetotalintentandactionsofaperson.

ApersonshalllosehisresidencyinWyomingifhe/sheresidesinanyotherstate,territoryorcountryforanaggregateof onehundredeighty

(180)daysormoreinacalendaryear,exceptminordependents,students,activedutymilitarypersonnel,hospitalizedpatientsandthoseindividualsidentiedbelow.

AResidentisalsoanyactivememberorthespouseorminordependentofanyactivememberoftheArmedForcesoftheUnited

StateswhohasbeenstationedinWyomingforninety(90)days,solongasthememberremainsstationedinWyoming.AWyomingResidentwho

entersthemilitaryfromWyomingmaintainsresidentstatusif he/shedeclaresWyomingashis/herhomeofrecord,maintainsWyomingvotingregistration,isonactivedutyanddoesnotclaimresidencyelsewhere.

ActivedutymilitaryapplicantsmustcompletetheProofof ResidencyStatement(item5)onthereversesideof theapplicationforthemselves,theirspouseandminorchildren.

ApersonqualifyingasaWyomingresidentinaccordancewithW.S.23-1-107(c)shallnotgainorloseresidencyforthepurposeofservingfull

timeforaperiodnottoexceedfour(4)yearsinanestablishedvolunteerserviceprogramforcharitable,humanitarianorreligiouspurposes.Alettersignedandnotarizedbythevolunteerserviceprogram'sdirectorthat

describestheservicesprovided(includingthattheywereprovidedwithout

remuneration),thedurationofserviceandthehoursservedmaybeusedto
