I would like to acknowledge my staff: Brian Downs, Sara Pawelka, Jonathan Buxton and Laurie Nicoll. You are among the best and brightest in the Great State of Oklahoma and I am truly grateful for your willingness to share your talents with us.

Last, but not least, I want to say a special word of thanks to Liz Young, my legislative assistant for the past 7 years. Liz is, without question, the most dedicated, dependable, and conscientious person I know. She truly cares about helping and serving the good people of our state. Thank you, Liz, for sticking with me and reminding me on a daily basis of our purpose and mission. You are the best!

On November 4, 1879, an extraordinary individual was born in Oklahoma. His name was Will Rogers.

Will Rogers loved reading and talking to people; and these two interests enabled him to become an effective communicator. His intelligent and amusing observations about people, life, the country and government, expressed in simple down-home language inspired people to love his insight, humor and wit. His honest and sincere observations earned him the respect of the nation.

To this day, he is still regarded as one of the greatest political sages and humorists our country has ever known. Here are a few of my favorite quotes from Will Rogers:

• ‘If you find yourself in a hole, stop digging.’ • ‘The quickest way to double your money is to fold it and put it back

in your pocket.’ • ‘There are two theories to arguing with a woman: neither works.’ • ‘Never slap a man who’s chewing tobacco.’

And the one I want to concentrate on today: • ‘Even if you’re on the right track, you’ll get run over if you just sit

there.’ You know, there are so many exciting things happening in Oklahoma right now. Our

state was recently recognized in USA Today as being a great place to live and open or expand a business. Newsweek and Forbes magazines have identified Oklahoma as one of the most recession-proof places in the nation! And Time magazine is in the process of writing a story about the creative pilot programs in our state for nonviolent, low-risk, female offenders. We are making progress, and in my opinion, our best days are yet to come, but, like Will Rogers said, “We will get run over, if we just sit there.”

We must continue to focus on policies that will provide the greatest benefit to all Oklahomans. We should strive to enact sensible reforms that will grow the economy and allow the citizens of our state to reach their potential. The goal is to create an environment conducive to job growth, job creation and job enhancement.

We must continue to concentrate on putting the state’s financial house in order by streamlining government to eliminate waste and duplication and produce a balanced budget that protects core services important to fellow Oklahomans. We must also seek to stabilize state pension systems so that current obligations are secured as we position the state to attract a skilled and competent workforce for generations to come. It’s time to promote correction reforms that will increase public safety, save tax payer dollars, and produce better outcomes.

Educational opportunities should be improved so children from across our state can excel in college and thrive in the work force upon graduation.

We will remain a strong voice for Oklahoma’s traditional values by enacting policies that protect unborn children, aid women facing crises pregnancies, reverse the trend of family fragmentation and support adoption as a viable and successful option.

We will be diligent in defending all rights provided by the United States Constitution, including the right to bear arms. We must guard against federal overreach and protect against those who intentionally break the law and pose a threat to public safety.

These are significant goals, but they are achievable. When we work together, we are at our best and the sky’s the limit. However, our potential can only be realized if we are intentional about utilizing the gifts and talents that exist within this robust body. Every elected official has something to offer – some contribution to make.

As I look around this room, I realize some of us are Republicans, some are Democrats, some are urban, while others are rural.

But, above all, we are Oklahomans! Now is the time for us to collectively serve a cause greater than ourselves. We owe it to the people who elected us to measure up to the standard that makes Oklahoma the greatest place to live, work, and raise a family!

Oklahomans are unique individuals. We have the uncanny ability to rise to the occasion and work to overcome adversity, all while maintaining a positive attitude when facing difficult and challenging situations. We are a strong, friendly, courageous and resilient group of people.

Today, I accept this position knowing the office of House Speaker is not about me ; it’s about serving the people of our great state and working together to move Oklahoma forward!

You have granted me a unique opportunity to join with you in meeting the needs of our citizens and building a better, brighter tomorrow. It is indeed an honor to be a part of such an incredible team of people.

My desire is for every member of this body to feel comfortable in participating in the lawmaking process and that the needs of Oklahoma will be placed above partisan politics and personal agendas.

My priority is for the Oklahoma House of Representatives to be defined by cooperation, humility, hard work, selflessness, respect, sacrifice and professionalism!

With a humble and grateful heart, I accept your nomination as Speaker of the House for the 53rd Legislature and pledge to serve diligently along side each of you to fulfill the duties of this office.

“Thank you, Mr. Speaker. Let me begin by thanking the District Judge for Oklahoma’s Fourth Judicial District,

Judge Ray Dean Linder, for administering the oath of office. It is an honor for me and my family to have Judge Linder with us today. One of the longest sitting trial judges in our state, he has been on the bench since 1967, and has served 17 years as presiding judge over the 18 counties in Oklahoma’s Northwest Administrative District. Many of you may have first gotten to know Judge Linder a decade ago when he presided over the Terry Nichols case after the tragedy not far from where we are today on April 19, 1995, but my wife, Jana, and I, growing up in and around Woods County, have not lived a day on this earth knowing

anything other than Judge Linder dispensing justice and applying common sense in his courtrooms across northwest Oklahoma, but more importantly, leading efforts to make our corner of the state and all of Oklahoma a better place to live, work and raise a family. The radio play-by-play voice for Northwestern Ranger athletics for 28 seasons, Dean Linder, as well as Jack Buck with the St. Louis Cardinals, caused me to fall in love with broadcasting and the magic of radio as a young child as I remember spending hours in the evenings laying by the AM radio with my father listening to Dean’s voice – he wasn’t Judge Linder when he was on the air – with the thrill of a Ranger victory or the agony of a defeat, and as a small child sometimes falling asleep to his voice, waking the next morning to ask my Dad if we had won, disappointed my little body had been unable to stay awake until the end of Dean’s broadcast. Jana grew up across the street from Judge Linder and his wife, Wylodean, during her high school years and the Linders have a special place in her heart beyond the remarkable jewelry I frequently purchase for her which is handmade by Judge Linder, I’m certain, Your Honor! An Oklahoma treasure and a northwest Oklahoma legend, please join me in welcoming to our State Capitol and thanking him for his half-century of public service to our great state and her citizens, District Judge Dean Linder.

I am honored to have several family members here today. On the floor is my partner in all that I do, my wife Jana. Seated with Jana, are our children, Taylor, Ashley and Austin. Ashley is celebrating her 13th birthday here at the Capitol today! Our spouses make tremendous personal sacrifices for us, our families and the people of our district, so that we may be away from home and serve our state. Those of us with young children at home also realize our families make sacrifices due to our absence, or sometimes due to our presence, making them celebrate their birthdays at the Capitol! Probably none of us thank our spouses and our families enough for those sacrifices, and Jana, Taylor, Ashley, and Austin, I thank you and I love you.

In the gallery are two of the most supportive parents any son could have and two of the most spoiling grandparents our three children could have, my Dad, who was also Jana’s basketball coach in grade school, and my Mom, Steve and Cathy Hickman from Cherokee. And a wonderful lady, who I have known almost all of my life and who today Jana and I consider family. Her son, Monte, was a wonderful father to Taylor and Ashley prior to his death, and I hope I’m somehow able to fill the Dad role in his absence for the two wonderful daughters I’m now privileged to be raising. Please welcome Taylor and Ashley’s grandmother, and now Austin’s too by unofficial adoption, from Alva, Mrs. Jane Tucker.

Mr. Speaker, fellow members and guests; Thank you. I am humbled. Thank you for the honor you have given me by placing

your trust in me to serve you as Speaker Pro Tempore for the 53rd Oklahoma Legislature. And I must also say thank you to the people of Alfalfa, Woods, Grant, Major and Woodward counties in District 58 for giving me the privilege to represent them here the past six years and for the next two years, and appreciation to my predecessor, Rep. Elmer Maddux, for his advice, counsel and support. I feel truly blessed to be able to serve the part of the state where Jana and I grew up and that gave so much to us.

As we embark on this next session, we stand on the brink of perhaps Oklahoma’s most challenging budgetary year…not because our state’s economy is not growing stronger each day, thanks to our state’s hard working citizens, men and women primarily in small businesses in large and small communities across our 77 counties. We face a year for our state government that rivals the Great Depression, not in sacrifice or hardship as presented by the Dust Bowl, but in terms of significant reductions to our state’s budget over a multi-

year period because revenues are simply not there to fill the holes caused by the national and global recession, and the use of virtually all of our state’s savings account during our rainy days the past two years.

We stand side-by-side on this brink, each as elected members of this body, faced with a choice to work through this challenging budget cycle to meet Oklahoma’s needs or to work against each other and fail those who sent us here to represent them. This will be a year of difficult decisions that require sacrifice from those who utilize the services state government was initially intended to provide, sacrifice from state employees who provide those services, and sacrifices as we determine what programs are beyond our mission and must be ended because they are luxuries we can no longer afford at the expense of the essential state services of public safety, education, transportation and affordable healthcare.

This will also be a year that requires creative solutions from all 101 members of this House. Indeed, as Speaker Steele frequently says, this will be the time for all hands on deck. For our 20 new members, gone are the days when you would have been not only able to, but expected to sit on the back row and keep quiet as the issues were debated here on the House floor. From where Representatives Nollan, Fourkiller and Casey are sitting today, clearly the back row days are gone!

While we do face significant challenges this year, the diversity of experience and the depth of the members of this body give me great confidence that this House of Representatives will not only meet those challenges but will lead in meeting those challenges. I’m reminded of the story of the first president of the University of Oklahoma, David Ross Boyd, who accepted the position before ever coming to the state and who accepted the position without the knowledge that the University was yet to be built. When he stepped off the train in Norman, he found that the campus had no buildings, no classrooms, no books … not even a tree broke the expanse of the hardpan prairie. In the eyes of these challenges, he easily could have stepped back on the train, but instead he looked around at what he saw, and said simply, “What possibilities!”

Even with our budget challenges, I hope you see the possibilities we have before us this year. We have the opportunity to reform our tax code and the responsibility to minimize government regulation to create an economic environment where Oklahoma businesses can create jobs and be profitable, an environment that will be recognized by entrepreneurs and sought after by companies located outside our state’s border. We have the opportunity as well as the responsibility to improve our public education system to do what’s right for our children and prepare them for their future. We have the opportunity to advance needed reforms in corrections and the responsibility to ensure safe working conditions for our correctional employees. We have the responsibility to protect the investments we’ve finally made under new leadership in the past six years in our roads and bridges to make Oklahoma a safer place to travel and provide the infrastructure for businesses to grow. We have the opportunity to ensure Oklahomans have access to quality, affordable healthcare and the responsibility to stand up to the federal government’s efforts which overreach. We have the responsibility to protect our freedoms and assert our rights as a state under the U.S. Constitution. And we have a responsibility to the taxpayers and to future, current and retired state employees to get serious about addressing our retirement systems.

Members, the challenges are great. The days will be long. This democratic process will get noisy. There will be agreement about where we want our state to go, but disagreement about how we get there. It won’t be easy, but our founding fathers didn’t intend for it to be. Through all of this, I pledge to you as your Speaker Pro Tem, to serve

with respect for each elected member of the People’s House, to be firm but fair, to ensure the majority can conduct the people’s business but that the rights of the minority are protected, realizing that majority and minority on many issues before us will not be divided by political party. I pledge to interpret and apply the rules of the House fairly, and as chairman of the Speaker’s Committee on process reform, I assure you we will bring forth to you very soon for your consideration, reforms to provide a more responsible appropriations process, a conference committee process with openness and accountability, and common sense timelines for the end of session that provide adequate opportunity for you to review legislation … reforms this Legislature has needed for decades.

Members, we have been given a tremendous honor by our constituents to represent them in this beautiful and special place. It’s a privilege I hope you take seriously and an opportunity I hope you enjoy. In President Washington’s first State of the Union speech on January 8, 1790, he challenged the Congress to build upon their prior good work for the American people saying, ‘Still further to realize their expectations, and to secure the blessings which a gracious Providence has placed within our reach, will in the course of the present important session, call for the cool and deliberate exertion of your patriotism, firmness and wisdom.’ We today, in this House, will need the cool and deliberate exertion of the patriotism, firmness and wisdom of our 101 members. We do face challenges but when I look across this House floor today I see a team ready to roll up their sleeves, work hard and find ways to do good things. Remember the words found in Galatians 6:9: Let us not become weary in doing good, for at the proper time we will reap a harvest if we do not give up.

Better days will return to Oklahoma. In fact, we’re already seeing signs that this state which avoided the national recession longer than most may well come out of it quicker than most. I hope you’ll join me in looking at the challenges ahead and proclaim, ‘What possibilities!’ Together, if we don’t give up, we can chart a course which will set the stage for the next generation to be able to live, work and raise their families here, to secure the blessings which our gracious God has placed within our reach, in this special place we call Oklahoma.

May God bless you, may He bless our great state, and may God continue to bless America.” MOTION

Representative Sullivan moved that each House member be given a credit in the House post office in the amount equal to 500 one-ounce postage stamps to be used for official communications and that each House Member be authorized to purchase stationery and/or office supplies in the amount of $350.00, same to be paid by the House and that the Speaker be authorized to purchase from time to time necessary postage, supplies and equipment to conduct the affairs of the House during the First Regular Session of the Fifty-third Legislature, which motion was declared adopted.
