TheNewMexicoRecyclingCoalition(NMRC)isa501(c)3nonprofitfoundedin1991byadedicatedsetofrecyclerswishingtoimproverecyclinginourstateandprovideservicestotheprofessionalsinthefield.ThemissionoftheNMRCistoleadNewMexicotovaluewasteasaresource.Thevisionoftheorganizationistoserveasapublicadvocateaswellasaprofessionaltradeorganization.NMRCwishestosupporttheNewMexicoEnvironmentDepartment’s solid waste plan objectives andincludes a focus on communities and regionsin alignmentwith the hub and spoke approach,supportinggrassrootsandcommunityefforts.TheprimarygoalofNMRCistoleadNMinachieving33%wastediversionbytheendof2012.

Recycling in New Mexico

Recycling Program ImprovementsThe year of 2011 was a banner year for NewMexico as far as planned investments or newprogramsputinplacetocollectrecyclables.

Our second largest city, Las Cruces, approvedand implemented curbside collection. The Cityof Albuquerque entered into a public-privateagreement foranewMaterialsRecoveryFacility(MRF) to be built. This will enable the city tomove to curbside cart collection and ramp uptheir collection program in 2012-2013. WasteManagementannouncedplanstobuildaMRFinAlbuquerquetoprocesstheirrecyclingcollectionsfrom the region. The City of Farmington gaveapproval for Waste Management to build aregionalrecyclingprocessingfacilityin2012.

Thesestepsforwardareinconcertwiththemanyregionalhubandspokeprojectsthatgotunderwayin 2011 as well. Six new hubs were just aboutcompletedbytheendof2011servingthefollowingregions:TorranceCounty,OteroCounty,Deming,Raton,GallupandTruthorConsequences.Spokeequipment investments were funded in 2011 tobemade in SanMiguelCounty,CibolaCounty,OteroCounty,CimarronandMaxwell.

Access to RecyclingIn an attempt to capture the improvements toaccesstorecycling,NMRChaschartedthenumberofdrop-offrecyclinglocationsinincorporatedandtribal communities throughout the state. Since2007, NM has seen an impressive 81% increasein the number of traditional householddrop-offrecyclinglocations.Thenumberoflocationsrosefrom102sitesin2007to185today.Manyfundingprogramshavecontributedtothis,toincludetheNM Environment Department Recycling andIllegalDumpingGrant programand the federalstimulusfundscominginviaNMEDandNMRC.

With access defined as being able to recyclewithin 30 miles of a community, we foundthat 20 communities do not have any access torecycling. Out of 156 tracked communities, thisrepresents 13% of NM communities. Many ofthesecommunitiesarechallengedbecauseoftheirdistancetotraveltoahubprocessingfacility.Theanalysisalsodocumentsthe14communitiesthatoffercurbsideaccess.Thisserviceisavailabletomorethan322,000NewMexicans.

Theaccesstorecyclingdatasupportsasimilarin-creasepatterninthestate’srecyclingrate.Injust5yearsthestaterecyclingratehasimproved66%,increasing from9.74% in 2006 to itsmost recentrateof16.2%reportedfor2010(NewMexicoEnvi-ronmentDepartment:SolidWasteBureau).

Rural Recycling Development GrantIn June 2010, NMRC received a $2.8 millionDepartmentofEnergy(DOE)AmericanRecoveryand Reinvestment Act (ARRA) grant to furtherdevelopthehub&spokeruralrecyclingconcept.Thegrantwilldirectmoniestorural,underservedhubandspokecommunitiestosignificantlyexpandrecycling collection and processing equipment,andincreaserecyclingaccessinourstate.ThegrantisfundedthroughAugust8,2013.Morethantwo-thirdsofthegrantwillbesub-awardedtoeligiblesub-recipientcommunities.

At the end of 2010, NMRC awarded almost $1million for threenew recyclingprocessinghubsto beplaced inOteroCounty, Torrance CountyandDeming. The Torrance facility completed inNovember 2011 and the two others are close tocompletion.Elevennewdrop-offspoke locationsareexpectedfromthisinvestment.

Another round of NMRC spoke grant moniesworth almost $400,000placeddrop-off collectionequipmentat19newsitesinSanMiguelCounty,Cibola County, Otero County, Maxwell andCimarron.

NMED received $500,000 in 2009 from thestate formula distribution of Energy EfficiencyCommunity Block Grant (EECBG) program,administeredbytheNewMexicoEnergy,Mineralsand Natural Resources Department. This grantwaswoncompetivelybyNMED. Raton,GallupandTruthorConsequenceswereselectedthroughanotherlevelofgrantapplicationandawardedtoreceiveahorizontalbaler,in-floorconveyorsystemandrecyclingcollectiontrailersorroll-offs.Thoselocationsbeganworkin2011andplantohaveallequipmentinplacebyearly2012.

At the end of 2011, the lastNMRC sub-awardeeinfrastructurehubandspokedevelopmentrequestforproposalswasreleased.

Marketing Cooperative - R3NMRC’s marketing cooperative reached out to32recyclingprocessorsinthestatetodiscussthebenefitsofacooperativeandhowjointmarketingcanprovideresultsforallcommunities.

The cooperative has yet tomarket anymaterial,asitsfirsttwomembersarenewly-createdhubsthat are either still in development or recentlycompleted.

Thecoop looks forward toa succesful launch in2012, representing and marketing materials onbehalfofourcommunitiesaroundthestate.Rates and Pay-As-You-ThrowAnother component of the project will includePay-As-You-Throw (PAYT) and Rate Incentivesoutreach to target communities in order to lookat adjusting their solid waste rate structures toencourageincreaseddiversion.

provideastatewidesolidwasterateassessmentthatwill assist in our rate incentives outreach.Thereportwasconductedin2011withplansforpublicreleaseinJanuary2012.

TheJuneRuralRecyclingTrainingspenthalftheday educating communities about what PAYTisandhowitcanworkforacommunity.Directoutreachtotargetedandinterestedcommunitiescamebydirectmail,awebinarseriesaswellascustomizedpresentations.

Collection Container Signage

Technical AssistanceAssistance in 2011 included 82 site visits, 7NMRC-hosted regional stakeholder meetingsand multitides of other outreach. Besides,grantees, NMRC was able to provide supportto several existing eligible hub communitiesto discuss their needs to expand their currentoperationstoserveasregionalrecyclinghubs.

Education, Outreach and TrainingAnothermajor accomplishment for the projectwas to develop standardized signage and

outreach brochures for eligible communities touse on their drop-off collection equipment andsites.

Signage is produced in English and Spanish,includes photos of acceptable materials, andfollows color coding per material type. Thebrochureswerecustomizedfor6communitiesin2011,withplanstodevelopmorein2012.

Ensuringhubandspokestaffunderstandall thecomplexities of their new recycling program,NMRC has provided safety training on balerand forklift operation. The first round of drop-offattendanttrainingsonmaterialcollectionwaslaunched in 2011, withmanymore planned for2012.

The June Rural Recycling Training hosted inAlbuquerquebroughttrainingto98attendeesonthe subjectsofPay-As-You-Throw,ReuseCenterCollections,GettingQualityMaterial,HouseholdHazardousWasteCollectionCenters and theR3Cooperative.

National OutreachAnotherdirectiveofthisprojectistoensureit isreplicabletoothercommunitiesaroundthenation.

Articles were printed in the following nationaltrademagazines:RecyclingToday,WasteAgeandResourceRecycling.NMRCpresentedat3nationalconferences to include SWANA’s, ASTWMO’sandtheResourceRecyclingconference.

We have provided direct outreach to state-levelcoordinators with guidance and resources onthe hub and spoke model. We’ve spoken withrepresentativesfromColorado,Nebraska,Alaska,Tennessee and Wyoming. We participated in anational KeepAmerica Beautiful rural recyclingwebinarandhavefoundourruralresourcesonlineattheDepartmentofInterior’sGreeningwebsite.

Program Accomplishments

Certification Course TrainingOne ofNMRC’s core programs is the Recyclingand Composting Facility Operator CertificationCourses.Asonly ahandfulof states around thenationofferthisservicetotheirprofessionals,weareincrediblyproudofthequalityandavailabilityof this program. This program is hosted inpartnership with the NewMexico EnvironmentDepartment: Solid Waste Bureau (NMED) inorder to satisfy the New Mexico Solid WasteManagementAct’srequirementthatallregisteredrecyclingandcompostingfacilitieshavecertifiedstaffoperatingthefacility.

The Recycling Certification Course was held inRuidoso in May and in Santa Fe in Decemberwith28attendeesintheearlierclassand35forthelatter.Classmaximumis35students.

The Compost Certification Course was held inRuidosoinAprilandinAlbuquerqueinOctober,with28studentsand35studentsrespectively.

NMRC’s 20th Anniversary DinnerNMRC was founded by a dedicated group ofrecycling and solid waste volunteers way backin 1991. Tomark the 20th anniversary occasion,NMRC hosted a celebratory dinner at O’NiellsPubinAlbuquerque.

We were delighted that some of the originalfoundingmemberswereabletoattendandsharetheir story about those grand early days of theorganization.

Fifty-six attendees helped mark this milestonewithanightfullofmemoriesandlookingforwardtowhereNMRCisheadednext!

NM Organics Recycling OrganizationTheNewMexicoOrganicsRecyclingOrganization(NMORO) hosted two committee meetings toaddressissuesfacingorganicsrecyclingfacilities,to encourage more organics diversion andensure recources are available to professionals.Thecommitteemetwith theNMDepartmentofAgriculture to discuss implications of the NMFertilizerAct and theuse of its registration feesto assist the organics management field. TheNMORO remains available to communities toassisttheminincreasingtheirorganicsdiversionprograms.

NM Recycling ListserveWecurrentlyhave638listservemembersandsaw188postsin2011.

Recycling ScrapsOur monthly newsletter remains a resource toall NMRC members gathering local, state andnational news. It is one of our most popularmembershipbenefits.

Recycle New MexicoTraditionally, our November-based educationcampaign was called NM Recycling AwarenessMonth.Butasweallknowhowimportantitistoemphasizeeducationyear-round,werenamedthecampaigntoRecycleNewMexico.

The new campaign still included November’sRecycling Awareness Month activities andworking with Keep America Beautiful (KAB)to registerAmericaRecycleDay events on theirwebsite. Registrants recieve technical assistanceonhowtohostanevent,butalsogreatrecycled-content outreach materials. There were 41registrantstothenationalKABwebsite.

Anotherelementof thisprogramis toprovideamarketing campaign for a partner community.Inconcertwiththeplannedlaunchof6newhubcommunities,thecommunities/regionsofTorranceCounty,Deming,OteroCounty,Raton,McKinley/CibolaCountiesandTruthorConsequenceswereselected.

Planningforthecampaignbeganfirstofyear,withthelastofthedeliverablesgoingoutthedoorinDecember. Communities received the followingitems to assist them in their education andoutreach efforts: banners, under-sink recyclingbins,governmentofficerecyclingcollectionbins,postersandflyers,targetedarticlessenttomediapartnersaswellasprintadvertising.

Strength in Numbers

Participation in the NMRC membership hasremainedsteady in these tougheconomic times.We’ve seengrowthof theorganizationwith 145members in 2003, jumping to 206 the followingyear and hitting a plateau with our currentmembership of 256 members. We saw a 87%memberretentionratein2011.

NMRC created new member renewal anddispositionpoliciesattheendof2010,whichwilldecreasetheamountofpastduemembershipsandhopefullywillencourageaquickerduespaymentcycletoensureNMRCstability.

The NMRC Board has expressed interest inbuilding a membership campaign for 2012 toincrease its numbers and bring new recyclingprofessionalsintothenetwork!

Recycling Advocacy/Lobbying

NMRCplaysapart in the state-levelLegislativeprocess.Althoughwehavenotworkedtobringinaparticularpieceof legislationforseveralyears,wepayattentiontobillsthatwouldhaveanaffectonourmembers’andindustry’sinterest.

In 2011, a bill was passed that updated theRecycled-ContentPurchasingPreference thatweworkedonwiththebill’ssponsor.Thereisnowadefinitionthatproductsmustcontainaminimumof 25% recycled content and the purchasingpreferenceisaflat5%.

The New Mexico Recycling Coalition strives tooperateunderabalancedannualbudget,focusingon core operating expenses to maintain theorganization and then creating seperatebudgetsforSpecialProjectssuchasRecycleNewMexico,grantprojects, the conference, etc. Income frompreviousyear’sspecialprojectfundraisingevents,suchas theconference, isspreadacross thenexttwobudgetyears.

Theboardestablishesanannualgoaltosetasidea pre-determined amount of funds availablefor a rainy day fund. NMRC currently owns aCertificate of Deposit in the amount of $11,500,hasareserveaccountof$10,136andmaintainsanaveragecheckingbalanceof$45,000.
