Adult AwArds

As the recently appointed District Commissioner it gives me pleasure to acknowledge the great work of the many Scouters, adult supporters and youth members who make up Inverness District. I must also acknowledge the contribution of my predecessor, Stephen Ranscombe for his guidance and contribution to Scouting and to the District team for their unstinting support.

In 2009/10 Scottish Scouting chose the following theme to encapsulate the whole ethos of Scouting in Scotland

As a leader myself of many years, I am always inspired by the enthusiasm of others and the many ways they choose to motivate our younger members. As our membership continues to grow and demand for new Groups increases we should surely never lose sight of the fact that we volunteer to have fun, create friendship which often last a lifetime and offer adventure the likes of which our founder, Baden Powell, could never have imagined all those years ago.

Since formally taking up my appointment in November I have concentrated on creating a good foundation for growth and in the year ahead. I am very excited about the opportunity, along with my team to start placing create the building blocks which I believe will place us in the heart of our community.

In celebrating our achievements we also pause to remember those good friends and ardent supporters who have ‘gone home’ in the past year.

I firmly believe that the commitment and enthusiasm of all our volunteers within the District is outstanding and that together we can do amazing things. For us as Scouts adventure is a way of life and not just an activity or expedition.

This past year has not been without its highs and lows. Immediately after the summer break, our District Commissioner Stephen Ranscombe resigned with immediate effect, which was a great blow to the District.

However as is the case when a Commissioner resigns or leaves a search committee is put into motion, and after a certain time they came together to co-ordinate the search for a new District Commissioner, and in the November we welcomed into our midst our new District Commissioner, Callum Smith (no stranger to the District).

Our appointment system has now caught up with itself and we are now back on track. The district newsletter is in the process of being revitalized, we have managed to deliver one so far in 2011, let’s hope this is a sign of things to come.

District Headquarters continues to be maintained and widely used for scouting and community purposes.

Scout Post at Christmas 2010 was very successful and continues to gain strength. This year the operation saw an overhaul of the distribution areas which seemed to work well and the main hall in headquarters was used this year as the sorting office giving much more space. Some 25,784 stamps were sold, slightly down on 2009, but a considerable number of stamps none the less. well done everyone.The joint Founders Day/Thinking Day with Girl Guiding was held in February in the Old High St. Stephen’s Church with the Beaver Scout section celebrating their 25th anniversary. It was a very youthful service led by our Scout Chaplain, the Rev. Peter Donald and with many of the young people from both organisations participating. We even had a game of ‘pass the parcel’ all in all an excellent and vibrant service.

Beaver Scouts held an activity day in November with ‘animal crackers’ being the theme of the day.In September the District held the annual Lochiel Targe Scout camping competition at Brodie Castle, the weather could have been kinder! Two patrols of Explorer Scouts took part in the Blair Atholl Jamborette and a few more stayed in the satellite camps.

We could not keep the level of scouting we have, in

Inverness District, without the hard work, dedication and support of everyone connected in some way with the Scout movement, who give freelyof their time and energy to give the young people in Scouting today something that will give them a good start in life and “these are the times they will dream about” to coin a phrase.

Let’s celebrate!!!!2011 is the 25th birthday of Beaver Scouting, where does the time go when you’re enjoying yourself? Also in celebration mode are 36th Inverness (Holm Mills) Beaver Scouts who are also 25 years old, being the first colony to start up in the Inverness area, parties all round I think!!

There are lots of things on offer for this party year, Inverness District will be holding their own celebrations and Scottish Headquarters have brought out a challenge of 25 things for Beavers to do throughout the year.

The role of Assistant District Commissioner (Beavers) is currently vacant, we hope that this post will soon be filled, something else to celebrate.We have had one new colony open this past year taking the District to 13 flourishing colonies all with waiting lists that are so-o-o big.

The Beavers held an activity day in November the theme being ‘animal crackers’ lots of bases all connected with animals, eg. edible caterpillars, origami dogs and cats, making pictures of robins and a visit from ‘all creatures great and small’ (the creepy crawly man). There was a good turnout of Beavers at the Founders Day/Thinking Day service in the Old High St. Stephen’s Church, during which 36th Inverness (Holm Mills) Beavers and 21st Inverness (Lochardil) Beavers had new Beaver Scout flags blessed by the District Chaplain, the Rev. Peter Donald, and as the flags of the District paraded out at the end of the service they proudly had their new flags flying.

2011 will continue with celebrations in the colonies and the District all being carried along by those dedicated to bringing ‘fun and friendship’ into their young lives, and it’s to these dedicated leaders, helpers and all those involved that I say a ‘very big thank you’, without all these people throughoutthe years we would not be celebrating 25 years of Beaver Scouting.

Across the District, over the past year, Cub Packs have been busy not only holding their usual weekly meetings but also a range of other activities to enable a number of Cubs to complete their Chief Scout’s Silver Award – the highest award available at Cub level. To those who have achieved this honour I offer my congratulations, and also my thanks to their leaders for the effort they continue to put in to provide relevant, active, vibrant and appropriate activities to enable the Cub Packs across the District to continue to thrive.

Unforeseeable circumstances have meant a number of changes at District level within the Cub Section: The untimely death of Kathleen Murray was a shock to us all and left a huge hole in the District team and especially in the leadership of the Cub section. Kathleen had worked tirelessly for the Cubs and we will always be grateful for her contribution.

Matthew Spence was appointed as Assistant District Commissioner (Cubs) and although changing work commitments meant he was only in place for a short time, he worked hard to encourage the Cub Packs across the District.

Having only recently been appointed, it falls to me to carry on the sterling work of Kathleen and Matthew over the coming years. I hope to be able to visit all the Cub Packs within the District in the near future and to work to continue the provision of support to Cub Leaders.

In November the District Cub Quiz was reintroduced to the District Proramme, this turned out to be an exciting day and was fiercely fought. At the end of the Quiz there was a draw between Lochardil and Crown Cubs and after several tie break questions the winners were Crown Cubs.

Towards the futureThe Cub Section has three challenges over the next few years:• Ensuring that all Cubs have the opportunity to

experience a wide range of activities – with Packs sharing resources, and experience to provide the best possible programme for our members.

• The opening of new Packs where there is both a need and the support to do so.

• Working with the Scout Section to encourage the formation of additional Scout Troops to ensure that those at the top of the age range

can continue to experience the adventure that is Scouting.

Working together across the District we can ensure that the Cub section continues to go from strength to strength over the coming years – what more fitting legacy could there be to the work and dedication of Kathleen.

The number of Scouts recorded at the Census in January 2011, shows a significant increase – from 229 in last year’s census to 257 in this years. The reopening of the Fort Angustus Troop accounts for nearly half of this incease, the remainder being brought about by increases in the Troops at Kingsmills, Croy, Lochardil, Muirtown, Aviemore and Aird.

With 13 Troops now operating in the District and an increase of 2 in the number of Scout Section leaders, we have come a long way since 2001 when there were only 184 Scouts in the District.

The next challenge for the Scout Section is to improve the number of older Scouts – at present the number of younger members is high (107 age 10) but only 37 at the age of 14. Now is the time to increase the provision of more challenging Scouting to help retain the older age group and encourage them to move on to Explorer Scouting.

The Scout Section held two District-wide events during the year:• The District Scout section camp at Brodie,

which incorporates the Lochiel Targe camping competition. This was won by the 31st (Aviemore) Troop, the first time they have won since 1978. The next four patrols all came within four marks of the winners. We hope that the camp in the coming year will see all Troops across the District attending. The site at Brodie, does restrict the range of activities which can be offered, but unfortunately we have been unable to find an alternative at least in the short term.

• The Patrol Leaders’ training for those aspiring to become patrol leaders, was held at the end of March, unfortunately last minute illnesses reduced the turnout, however those who attended enjoyed the day.

Scouts from the District participated in the two patrols who attended the Blair Atholl Jamborette in July 2010, the changes in age range means that the majority of those who attend are now members of the Explorer Section.Croy Scouts continued their links with Denmark, with a visit to their partner Troop in that country. Crown Scouts are expecting to go abroad in 2011, attending once again the Haarlam Jamboree.A number of Troops also sent members to events such as the Cally Rally.

Extra commitments in my own Scout Group this year have meant that I have not been able to visit many of the Troops in the District. I hope that over the coming year a steady stream of invitations from Troops across the District will enable me to provide ongoing support to assist with the provision of high quality Scouting for all young people in the Scout Section.

12 months, 52 weeks or 365 days - whichever way you look at it, the past year seems to have flown by!

It’s only at census time, when you are counting the members, do you remember that a year has passed, and again I am delighted to see a record number of young people, and a record number of girls taking part as Explorer Scouts in the adventure we call Scouting. I have been reflecting with a number of Leaders of a similar age this year on our days when we were in Venture Scouting, (the predecessor to Explorer Scouts). As a group we were all quite set in our view “that Venture Scouting worked and Explorers was never going to be as good”. With the years having passed, a glance at the figures for Census in 2001 (the last year of Venture Scouting) clearly shows that Explorer Scouting Works! An increase from 12 Ventures to 71 Explorers (up 492%) in 9 short years tells the story.

The year has again been one of development and participation, with the launch of the Cairngorm Unit in Aviemore. Whilst the unit boasted 3 members at Census, this has grown significantly in the few months since, and with Explorer Scouting starting to reach Kirkhill, Kiltarlity, Nairn and Fort Augustus, the future is certainly bright. Our Explorers were also in attendance at Cally Rally as both staff and as participants. It was fantastic to see every Unit very well represented at the Rally and participating in a wide range of activities.

2010 has also been a year for international Scouting. Croy Explorers continued their long standing connection with Denmark as part of the Croy Scout Group contingent, whilst 13 Scouts and Explorer Scouts took part in the Blair Atholl International Jamborette with over 800 participants from home and abroad. 2011 will see 4 Explorers from the District going to the 22nd World Scout Jamboree in Sweden, as part of the Scotland North Unit, joining with over 30,000 other Scouts and Guides from over 200 countries across the world.

The Duke of Edinburgh Award Scheme continues to be a challenge, but was aided by an activity and introduction camp at Brora in the Summer attended by 14 Explorers and Networkers. We plan to continue to work towards offering the Duke of Edinburgh Award to all across the District. The Young Leader Scheme continues apace. We are now seeing more Young Leaders taking out adult

appointments when they reach 18, and the training and experiences from the Young Leader Scheme prepares them well for taking on an adult leadership role. This year has also seen the first presentation of the Young Leader Award, for those who have completed the training and missions in the scheme. Congratulations to Adam McMaster and James Anfield on their achievement.

The year has also seen the coming and going of adults from the Section. We were saddened to lose Paul Wilson from a full time role at Muirtown Explorers. Paul has been relocated to Kuwait, but whilst stating he couldn’t make every Tuesday night, he was very keen to keep involved. Jenny Mackenzie has also left her post as Explorer Scout Leader for Young Leaders due to work commitments. However I am delighted to be able to welcome Chris Koczy, Daniel Maggs, Andrew MacLean, Paul Whitefoot and Jonathan Richards to the wider Explorer Scouting family. Whist Paul, Andrew and Jonathan are not directly involved in the section, they all show an interest and will take an active part in developing the section for the future.

So as we approach the tenth anniversary of Explorer Scouting, what will the next 12 months, 52 weeks or 365 days bring? EVERYDAY ADVENTURE to all!

Nessie’s Network are looking forward this year as we aim to build on the success of the newly established Networks elsewhere in the Region. Inverness hosted Networkers from all over the Highlands & Islands for an engagement event to discuss the successes and trials of rural Networking, and to explore the potential and appetite for the creation of new Networks. Lochaber and the Western Isles Networks were born as was enthusiasm for further Region-wide activities, including an exciting outdoor initiative to be launched in 2011/12.

The summer brought the favourite scouting activity – camping. Several Networkers went “home” to Blair Atholl Jamborette leading activities ranging from water sports to crafts, reception staff to Atholl Experience. Network also provided entertainment at Cally Rally and provided a rousing rendition of Fluffy Sheep at this year’s Network wedding.

On an international theme, we had a visit from a group of Danish Scouts on a tour of Scotland. We spent an evening at Fairways golf driving range which proved rather expensive for one Networker when his carbon club ended up in two pieces.

David Morton was privileged to be able to attend the World Scout Conference and World Scout Youth Conference in Brazil in January, representing UK Scouting and Inverness District Network at a global level. This amazing experience demonstrates the fantastic opportunities Network can offer and the huge variety of places Network can take you.

Network have supported fundraising events throughout the year such as the Inverness marathon in October and Scout Post in December. The money raised will be used to help promote Network in Inverness and to provide an exciting programme over the coming months.

Next year, Nessie’s Network is taking advantage of the promotions trailer visiting the Highlands & Islands, as well as taking part in the Scouting Roadshow in Falcon Square, we are taking the trailer to Inverness College to raise awareness of Network and to recruit new members and potential new leaders. We are also planning to attend Inverness College freshers fayre and the Stirling University campus at Raigmore. Further events are planned in partnership with the other Networks in the region to enjoy a range of activities and opportunities.

The start of our activity year began with a change to the roles within the Committee; after many years as our Treasurer Sheila Martin took the decision to step down from this role and was succeeded by Geoff Thomson. Geoff in turn relinquished his role as Chairman and after much persuasion was succeeded by his wife, Anna. Jean McDonagh and Irene Whyte continued with their respective roles as our Vice-Chairman and Secretary. We are indebted to Sheila for all her sterling work in ‘keeping the books’ in order for us over the period of her appointment.

The first major event on our calendar for 2010 was the Gang Show in which many of the Fellowship members took an active role in some form or other. In May last year Geoff Thomson and Jean McDonagh represented the Fellowship at the Trefoil Guild AGM in Aviemore and both found this an enlightening and enjoyable experience. Our annual ‘Dick’s walk’ with our friends from the Trefoil Guild took place in July on the Revack Estate and afterwards we were joined by other not so agile members for high tea at the Garth Hotel in Grantown-on-Spey. Our regular ‘midge fighting’ team helped out at the Highland Cross weekend in June and in early September a small group of members visited the Pitlochry Festival Theatre to see their production of the musical ‘Kiss me Kate’. After the performance we had a walk to the nearby Fish Ladder and rounded off our visit with an excellent meal at the theatre restaurant.

Following a 3-year national review of the Scout Fellowship and its policies and rules, a new Scout Active Support was launched in September 2009. This meant that all existing Fellowship groups had to transfer to the new title of Scout Active Support by 31 December 2010. An extra-ordinary meeting of the Inverness District Scout Fellowship was called on 18 September at which the membership agreed to dissolve the existing Fellowship and its financial accounts and constitute it under the new name of the Inverness District Scout Active Support. The existing Committee was also constituted under the new titles of Support Manager (formerly Chairman) and 3 supporting Co-ordinators (Depute Support Manager, Finance and Administration). We are grateful to the District Treasurer, Christine Horne for her guidance and support through this transition.

A Tramps’ Supper was the first event held under the newly formed SAS and was well attended. The short Charlie Chaplin film ‘Tramps’ was screened for our enjoyment and newsprint wrapped fish suppers

authenticated the event. We also held a games night in November and ended the year on 27 December with our usual afternoon of Mince Pies and a chat. A Burns Supper was held in January 2011 and proved to be a successful night of entertainment from speakers and musical accompaniment. Andy Thursby provided us with another successful Quiz Night in February. A training evening was held in March to view the Module 1 training dvd which many members attended and the evening was rounded off with an excellent presentation from David Morton, one of the UK representatives who attended World Scout Conference in Brazil in January 2011.

Throughout the year the Committee has been engaged in regular meetings for our own planned activities and also at District level helping out at various events, including supporting the Beaver Fun Days, Scout Post and Founder’s Day Service. We are pleased to have been able to give financial support to the District by providing 6 new folding tables for Scout HQ at Dalneigh. We also gave financial support to four selected Scouts from the District to help meet the costs of their attendance at the World Jamboree in Rinkaby, Sweden this year. We also made a financial contribution towards the costs of replacement windows at 2nd Inverness (Kingsmills) Scout HQ. We were saddened by the loss of Kathleen Murray one of the founding members of the ‘Fellowship’ and also Rena Simpson and Catherine Fulton who were regular supporters of the membership. All will be much remembered by the SAS and the wider Scout family in Inverness District.

Finally, our congratulations to John Gordon, an Active Support member and President of Inverness District Scouts on being awarded the Silver Acorn award in the St George’s Day awards 2011.

I conclude this report by thanking those who have helped me over this past year; namely our Convenors Irene Whyte, Sheila Martin, Geoff Thomson and Jean McDonagh who, along with members of the District Team, have made this past year such an enjoyable one for us all.

The accounts presented are a consolidation of all those accounts held on behalf of Inverness District Scout Council.Thanks are due to those who have operated accounts of behalf of the District.

The consolidated accounts show a surplus of £1012.79 for the financial year. This surplus is entirely the result of the inclusion in the consolidated accounts of the new Active Support Unit.Excluding the balance brought in by Active Support the District made a deficit of £6582.80 in the financial year.This deficit is a result of ongoing maintenance work on District headquarters and of the requirement to fund World Jamboree costs in advance of fundraising income.

The process of consolidation of bank accounts into one account which was started in the 2008/9 financial year was continued in 2010/11, one account (Activities) remains and work is ongoing to consolidate this account into the General District Account.

This financial year has, because of the prevailing economic climate proved to be extremely challenging and as anticipated in last year’s report the expenditure of the District has exceeded income. This has necessitated the utilization of reserves which have been built up over a number of years.

The assets held by the District at 31st March 2011 show a cash balance of £35420.95, of this £1909.25 is held in accounts directly operated by Explorer Units and the Scout Network.In addition £7595.59 in held in the account operated by the Active Support Unit.

£3000 is held as a restricted fund, providing Capital to generate funds towards Jamboree expenditure.

The Trustees believe that around six months annual expenditure should be held in reserve to allow for time delays between expenditure made and income received and to permit immediate action to be taken to rectify any necessary building repairs, based on this financial year this equates to £18000.This indicates that around £5000 is available to the District for day to day running expenses.

The year ahead will continue the requirement for prudent financial management by the Trustees on behalf of the District, and it will be essential that all income streams are maximised.

Independent Examiner Report to the Trustees of Inverness District Scout CouncilScottish Charity – SC041542

I report on the financial statements of Inverness District Scout Council (“The Council”) for the year ended 31st March 2011 which are set out on pages 3 to 4.

Respective responsibilities of Trustees and Examiner:

The Districts Trustees are responsible for the preparation of the accounts in accordance with the terms of the Charities and Trustee Investment (Scotland) Act 2005 and the Charities Accounts (Scotland) Regulations 2006. The Districts Trustees consider that the audit requirement of Regulation 10(1) (a) to (c) to the Accounts Regulations does not apply. It is my responsibility to examine the accounts as required under section 44 (1) (c) of the Act and to state whether particular matters have come to my attention.

Basis of Independent Examiners Statement:

My examination is carried out in accordance with Regulation 11 of the Charities Accounts (Scotland) Regulations 2006. An examination includes a review of the accounting records kept by the District and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts and seeks explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently I do not express an audit opinion on the view given by the accounts.

Independent Examiners Statement:

In the course of my examination, no matter has come to my attention1. Which gives me reasonable cause to believe that in any material respect the requirements: To keep accounting records in accordance with section 44(1) (a) of the 2005 Act and Regulation 4 of the 2006 Accounts Regulations, and To prepare accounts which accord with the accounting records and comply with Regulation 9 of the 2006 Accounts Regulations have not been met, or2. To which in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.

Constitution and Purpose:The Scout District is constituted in terms of the Rules of The Scout Association, which is a charitable body incorporated by Royal Charter.

The purpose of The Scout Association is to promote the development of young people in achieving their full physical, intellectual, social and spiritual potentials, as individuals, as responsible citizens and as members of their local, national and international communities. The method of achieving the aim of the Association is by providing an enjoyable and attractive scheme of progressive training, based on the Scout Promise and Law guided by adult leadership.

Trustees are recruited and appointed in accordance with the Policy, Organization and Rules (POR) of The Scout Association.

Activities & Achievements:Over the past year we have worked to promote Scouting Activities across the District. This has included the Beaver’s taking part in a fun, interesting and balanced programme, participation by Cubs from across the District in a quiz, Scout’s taking part in a District camp and the training of older Scouts for their future role as patrol leaders, Explorer Scouts enjoying a programme of adventure, leadership and challenge including participation in Regional and Scottish wide camps, and Scout Active Support assisting with the Beaver Fun Day, Scout Post and the Founders Day Service. Active Support have also provided financial support to local Scouting by contributing towards the costs of sending four Scouts to the World Jamboree in Rinkaby, Sweden later this year. They have also given financial support to the District for replacement tables as the Headquarters premises and given funding to the 2nd Inverness (Kingsmills) Scout Group towards the costs of replacement windows in their headquarters, along with other activities which have continued to provide a vibrant, active and relevant programme for members of the Association.

Reserves Policy:The Trustees believe that around six months annual expenditure is an appropriate level for reserves to cover timing differences between receipts and payments.
