FOREWORD
A Quality Assurance Cell with the financial assistance from National Assessmentand Accreditation Council (NAAC), Bengaluru was established under the Directorate of Higher
and Technical Education in November, 2003. The State Level Quality Assurance Co-ordinationCommittee headed by Hon’ble Minister (Education), was also constituted in the same year. Sincethen, the Cell and the Committee has been constantly monitoring the quality improvement in the
institutions of Higher and Technical Education in the State. Indeed, this is a remarkable achievementthat 6(six) Government colleges of the state have been assessed and accredited by NAAC till thecurrent academic session. J N College, Pasighat has been assigned with B++ Grade, Dera Natung
Government College, Itanagar and I G Govt. College, Tezu with B+ Grade and GovernmentCollege, Bomdila and Donyi Polo Govt. College, Kamki with B Grade and the Rang-Frah Govt.College, Changlang with C + Grade. As a part of the quality assurance activities, this Basic
Information on Higher and Technical Educational Institutions of Higher and Technical Education inArunachal Pradesh is brought out.
This Directorate, being the nodal Govt. Department of the state to nurture theInstitutions of Higher and Technical Education, various organizations/ departments like MHRD,Govt. of India, New Delhi for publication of ES series and the Department of Economics and
Statistics, Govt. of Arunachal Pradesh and many such other organizations and individual researchersseek relevant statistical data from time to time.
Keeping the above in view, this Directorate has started collecting statistical datafrom all the institutions of Higher Education of the state and compiling the same since last 8 years.
A sincere attempt has been made to make the data accurate and authentic and to improvethe compilation. These data are based on the information furnished by the affiliating university andother competent authorities/ heads of institutions.
The results of Colleges and University Departments during the last University examinationhave been compiled with a view to keep track record of their performance. A comparative statement
has been shown so that the Colleges/ University departments may know where do they stand andendeavor to improve their position in the next academic session.
In this compilation we have also tried to indicate the enrolment of students, strengthof the teaching staff/ faculty position of all institutions including the Rajiv Gandhi University. Attempthas also been made to represent these figures graphically in the current issue.
This edition has not only up dated all relevant information but also included some moreinformation eg. Literacy rate, access rate of Higher Education results of APSCTE, state JEE etc.
For compilation of this statistical booklet, I am indeed grateful to all heads of the institutionsfor furnishing the necessary information, enabling us to bring out the compilation this year too. I am

Introduction
Arunachal Pradesh, erstwhile NEFA, is situated at the North Eastern most corner of India
sharing International boundaries with three countries namely Bhutan, China and Myanmar. It is the
largest state amongst the eight states of the North-Eastern region having an area of 83,743 sq. km
and low density of population-13 per sq. The territory was known as “hidden land” during the
British period. Slow and gradual administration penetrated only after the Independence of the
country in 1947. Rapid development was made after 1972 when the territory attained the status of
Union Territory and statehood in 1987.
At the time of independence of the country, there were officially 3 primary schools with
enrollment of 35 students. When the first Census was conducted in 1961, the literacy rate is
recorded at 7.23%. Now the state has 3019 number of different categories of schools including
117 number of Higher Secondary Schools with enrollment of 4,00,813(upto academic session
2009-10). The literacy rate as per census,2001 has been increased to 54.74.
The history of higher education in the state started with the establishment of the J.N.
College, Pasighat on 4th July 1964 with enrollment of 42 students. Now, we have 25 number of
higher education institutions including a Central University, a Deemed University and a NIT. The
enrollment of higher education is recorded at 16,570(upto academic session 2010-11). However,
the Gross Enrollment Ratio (GER) within the age group of 18-24 years is quite dismal figure of 7.3
against the national figure of 12.4.The student-teacher ratio of Govt. Colleges in the state is 1:41
against the UGC laid norms of 1:20 for science, 1:25 for Honors Course (Humanities) and 1:30
for Pass course respectively. As such, there is acute shortage of the teachers in the Colleges.
The Directorate of Higher & Technical Education was established in 1996 by bifurcating
from the erstwhile Directorate of Public Instruction. The mandate of the directorate is to consolidate
and expand higher education in the state. As per “The Business of the Govt. of Arunachal Pradesh
(Allocation) Rules 1998 under section 7.B, the Directorate of Higher & Technical Education has
to deal with the following subjects:
1. College Education
2. Expansion, development and propagation of Technical and Professional
Education(other than Medical Education)
3. Stipend/Scholarships and loans for Higher Education including Technical Education.
4. Administration of Educational institutions under the sector
5. Matters relating to Rajiv Gandhi University(Arunachal University)
6. Matters relating to conduct of Joint Entrance Examination and allotment of seats
to Technical and Professional courses including Medical, Engineering, Agriculture,
Horticulture, Pisciculture etc. against Arunachal Pradesh quota.
7. National Service Scheme
8. Matters relating to nomination of students to Engineering Institutions.
As a nodal govt. department the Directorate has not only the primary responsibility to co-
ordinate for the planned development of Higher & Technical Education but also to over see
maintenance of standard of Higher Education in the state. Keeping this in view, this Basic Information
is being brought as regularly as an annual exercise by this Directorate.
